This e-mail conference has been organised by the DFID Aquatic Resources Management (ARM) Programme, S E Asia. It forms part of a wider process of consultation including links with other donors, with government and non-government partners and participatory livelihood assessments with vulnerable groups who benefit from aquatic resources. The objective is to provide a forum for professionals who have been involved in aquatic resources management in the context of poor peoples’ livelihoods, to share experiences, reflect on approaches and contribute to their development. Participants can submit poster presentations (2-pagers) and contribute to the discussions (via the conference website) organised around 5 key issues, set out in this discussion paper. After 4 weeks online the contributed posters and discussions will be edited into a document assessing approaches to aquatic resources management, which benefit livelihoods of poor people. The Alliance for Coastal Technologies (ACT) convened a workshop, sponsored by the Hawaii-Pacific and Alaska Regional Partners, entitled Underwater Passive Acoustic Monitoring for Remote Regions at the Hawaii Institute of Marine Biology from February 7-9, 2007. The workshop was designed to summarize existing passive acoustic technologies and their uses, as well as to make strategic recommendations for future development and collaborative programs that use passive acoustic tools for scientific investigation and resource management. The workshop was attended by 29 people representing three sectors: research scientists, resource managers, and technology developers. The majority of passive acoustic tools are being developed by individual scientists for specific applications and few tools are available commercially. Most scientists are developing hydrophone-based systems to listen for species-specific information on fish or cetaceans; a few scientists are listening for biological indicators of ecosystem health. Resource managers are interested in passive acoustics primarily for vessel detection in remote protected areas and secondarily to obtain biological and ecological information. The military has been monitoring with hydrophones for decades;however, data and signal processing software has not been readily available to the scientific community, and future collaboration is greatly needed. The challenges that impede future development of passive acoustics are surmountable with greater collaboration. Hardware exists and is accessible; the limits are in the software and in the interpretation of sounds and their correlation with ecological events. Collaboration with the military and the private companies it contracts will assist scientists and managers with obtaining and developing software and data analysis tools. Collaborative proposals among scientists to receive larger pools of money for exploratory acoustic science will further develop the ability to correlate noise with ecological activities. The existing technologies and data analysis are adequate to meet resource managers' needs for vessel detection. However, collaboration is needed among resource managers to prepare large-scale programs that include centralized processing in an effort to address the lack of local capacity within management agencies to analyze and interpret the data. Workshop participants suggested that ACT might facilitate such collaborations through its website and by providing recommendations to key agencies and programs, such as DOD, NOAA, and I00s. There is a need to standardize data formats and archive acoustic environmental data at the national and international levels. Specifically, there is a need for local training and primers for public education, as well as by pilot demonstration projects, perhaps in conjunction with National Marine Sanctuaries. Passive acoustic technologies should be implemented immediately to address vessel monitoring needs. Ecological and health monitoring applications should be developed as vessel monitoring programs provide additional data and opportunities for more exploratory research. Passive acoustic monitoring should also be correlated with water quality monitoring to ease integration into long-term monitoring programs, such as the ocean observing systems. The co-organized Alliance for Coastal Technologies (ACT) and National Data Buoy Center (NDBC) Workshop "Meteorological Buoy Sensors Workshop" convened in Solomons, Maryland, April 19 to 21,2006, sponsored by the University of Maryland Center for Environmental Science (UMCES) Chesapeake Bay Laboratory (CBL), an ACT partner institution. Participants from various sectors including resource managers and industry representatives collaborated to focus on technologies and sensors that measure the near surface variables of wind speed and direction, barometric pressure, humidity and air temperature. The vendor list was accordingly targeted at companies that produced these types of sensors. The managers represented a cross section of federal, regional and academic marine observing interests from around the country. Workshop discussions focused on the challenges associated with making marine meteorological observations in general and problems that were specific to a particular variable. Discussions also explored methods to mitigate these challenges through the adoption of best practices, improved technologies and increased standardization. Some of the key workshop outcomes and recommendations included: 0cean.US should establish a committee devoted to observations. The committee would have a key role in developing observing standards. The community should adopt the target cost, reliability and performance standards drafted for a typical meteorological package to be used by a regional observing system. A forum should be established to allow users and manufacturers to share best practices for the employment of marine meteorological sensors. The ACT website would host the forum. Federal activities that evaluate meteorological sensors should make their results publicly available. ACT should extend their evaluation process to include meteorological sensors. A follow on workshop should be conducted that covers the observing of meteorological variables not addressed by this workshop. (pdf contains 18 pages)

The Alliance for Coastal Technologies (ACT) Workshop "Applications of in situ Fluorometers in Nearshore Waters" was held in Cape Elizabeth, Maine, February 2-4,2005, with sponsorship by the Gulf of Maine Ocean Observing System (GoMOOS), one of the ACT partner organization. The purpose of the workshop was to explore recent trends in fluorometry as it relates to resource management applications in nearshore environments. Participants included representatives from state and federal environmental management agencies as well as research institutions, many of whom are currently using this technology in their research and management applications. Manufacturers and developers of fluorometric measuring systems also attended the meeting. The Workshop attendees discussed the historical and present uses of fluorometry technology and identified the great potential for its use by coastal managers to fulfill their regulatory and management objectives. Participants also identified some of the challenges associated with the correct use of Fluorometers to estimate biomass and the rate of primary productivity. The Workshop concluded that in order to expand the existing use of fluorometers in both academic and resource management disciplines, several issues concerning data collection, instrument calibration, and data interpretation needed to be addressed. Participants identified twelve recommendations, the top five of which are listed below: Recommendations 1) Develop a "Guide" that describes the most important aspects of fluorescence measurements. This guide should be written by an expert party, with both research and industry input, and should be distributed by all manufacturers with their instrumentation. The guide should also be made available on the ACT website as well as those of other relevant organizations. The guide should include discussions on the following topics: The benefits of using fluorometers in research and resource management applications; What fluorometers can and cannot provide in terms of measurements; The necessary assumptions required before applying fluorometry; Characterization and calibration of fluorometers; (pdf contains 32 pages)

[ES]Este proyecto tiene como objetivo el diseño e implementación de una herramienta para la integración de los datos de calidad de servicio (QoS) en Internet publicados por el regulador español. Se trata de una herramienta que pretende, por una parte, unificar los diferentes formatos en que se publican los datos de QoS y, por otra, facilitar la conservación de los datos favoreciendo la obtención de históricos, datos estadísticos e informes. En la página del regulador sólo se puede acceder a los datos de los 5 últimos trimestres y los datos anteriormente publicados no permanecen accesibles si no que son sustituidos por los más recientes por lo que, desde el punto de vista del usuario final, estos datos se pierden. La herramienta propuesta en este trabajo soluciona este problema además de unificar formatos y facilitar el acceso a los datos de interés. Para el diseño del sistema se han usado las últimas tecnologías en desarrollo de aplicaciones web con lo que la potencia y posibilidad de futuras ampliaciones son elevadas.

STEEL, the Caltech created nonlinear large displacement analysis software, is currently used by a large number of researchers at Caltech. However, due to its complexity, lack of visualization tools (such as pre- and post-processing capabilities) rapid creation and analysis of models using this software was difficult. SteelConverter was created as a means to facilitate model creation through the use of the industry standard finite element solver ETABS. This software allows users to create models in ETABS and intelligently convert model information such as geometry, loading, releases, fixity, etc., into a format that STEEL understands. Models that would take several days to create and verify now take several hours or less. The productivity of the researcher as well as the level of confidence in the model being analyzed is greatly increased.

It has always been a major goal of Caltech to spread the knowledge created here to other universities. However, due to the complexity of STEEL it was difficult for researchers or engineers from other universities to conduct analyses. While SteelConverter did help researchers at Caltech improve their research, sending SteelConverter and its documentation to other universities was less than ideal. Issues of version control, individual computer requirements, and the difficulty of releasing updates made a more centralized solution preferred. This is where the idea for Caltech VirtualShaker was born. Through the creation of a centralized website where users could log in, submit, analyze, and process models in the cloud, all of the major concerns associated with the utilization of SteelConverter were eliminated. Caltech VirtualShaker allows users to create profiles where defaults associated with their most commonly run models are saved, and allows them to submit multiple jobs to an online virtual server to be analyzed and post-processed. The creation of this website not only allowed for more rapid distribution of this tool, but also created a means for engineers and researchers with no access to powerful computer clusters to run computationally intensive analyses without the excessive cost of building and maintaining a computer cluster.

In order to increase confidence in the use of STEEL as an analysis system, as well as verify the conversion tools, a series of comparisons were done between STEEL and ETABS. Six models of increasing complexity, ranging from a cantilever column to a twenty-story moment frame, were analyzed to determine the ability of STEEL to accurately calculate basic model properties such as elastic stiffness and damping through a free vibration analysis as well as more complex structural properties such as overall structural capacity through a pushover analysis. These analyses showed a very strong agreement between the two softwares on every aspect of each analysis. However, these analyses also showed the ability of the STEEL analysis algorithm to converge at significantly larger drifts than ETABS when using the more computationally expensive and structurally realistic fiber hinges. Following the ETABS analysis, it was decided to repeat the comparisons in a software more capable of conducting highly nonlinear analysis, called Perform. These analyses again showed a very strong agreement between the two softwares in every aspect of each analysis through instability. However, due to some limitations in Perform, free vibration analyses for the three story one bay chevron brace frame, two bay chevron brace frame, and twenty story moment frame could not be conducted. With the current trend towards ultimate capacity analysis, the ability to use fiber based models allows engineers to gain a better understanding of a building’s behavior under these extreme load scenarios.

Following this, a final study was done on Hall’s U20 structure [1] where the structure was analyzed in all three softwares and their results compared. The pushover curves from each software were compared and the differences caused by variations in software implementation explained. From this, conclusions can be drawn on the effectiveness of each analysis tool when attempting to analyze structures through the point of geometric instability. The analyses show that while ETABS was capable of accurately determining the elastic stiffness of the model, following the onset of inelastic behavior the analysis tool failed to converge. However, for the small number of time steps the ETABS analysis was converging, its results exactly matched those of STEEL, leading to the conclusion that ETABS is not an appropriate analysis package for analyzing a structure through the point of collapse when using fiber elements throughout the model. The analyses also showed that while Perform was capable of calculating the response of the structure accurately, restrictions in the material model resulted in a pushover curve that did not match that of STEEL exactly, particularly post collapse. However, such problems could be alleviated by choosing a more simplistic material model.

A partir da Lei n. 6.938 de 31 de agosto de 1981, que constituiu o Sistema Nacional do Meio Ambiente, criou-se o Conselho Nacional do Meio Ambiente e instituiu-se o Cadastro Técnico Federal de Atividades e Instrumentos de Defesa Ambiental, a gestão ambiental pública ganhou um espaço cada vez maior nas administrações municipais, com a implementação de instrumentos de gestão ambiental propiciando aos municípios a possibilidade de ações efetivas que contribuam para uma melhor qualidade de vida a população. Esse trabalho propõe a criação de um método de classificação municipal que indicará qual o nível da gestão ambiental do município. Verificando o número de instrumentos de gestão ambiental constituído e o número de problemas ambientais ocorridos em cada município na visão do gestor local nos anos de 2006/2008. E ainda qual a influência do IDH tanto na implementação de tais instrumentos de gestão ambiental, como nas ocorrências dos problemas ambientais. Tal classificação tem a intenção de verificar se o município encontra-se bem aparelhado no que se refere à gestão ambiental, auxiliando para futuras decisões nas ações da política ambiental local. O foco desse trabalho serão os municípios dos estados de Minas Gerais, Piauí e Rio de Janeiro. Os resultados serão processados via o software MATLAB utilizando lógica nebulosa (fuzzy) e apresentados em um website utilizando as linguagens de programação JSP, HTML, JavaScript e esse website armazenado em um servidor TomCat e tais resultados serão apresentados nas formas de valores alfanuméricos em tabelas e espaciais através de mapas temáticos em uma solução sig-web. Os dados estão armazenados em um Sistema Gerenciador de Banco de Dados PostgreSQL com sua extensão espacial PostGIS, e o acesso aos mapas será feito através do servidor de mapas MapServer.

Background: Little is known about the types of 'sit less, move more' strategies that appeal to office employees, or what factors influence their use. This study assessed the uptake of strategies in Spanish university office employees engaged in an intervention, and those factors that enabled or limited strategy uptake. Methods: The study used a mixed method design. Semi-structured interviews were conducted with academics and administrators (n = 12; 44 +/- 12 mean SD age; 6 women) at three points across the five-month intervention, and data used to identify factors that influenced the uptake of strategies. Employees who finished the intervention then completed a survey rating (n = 88; 42 +/- 8 mean SD age; 51 women) the extent to which strategies were used [never (1) to usually (4)]; additional survey items (generated from interviewee data) rated the impact of factors that enabled or limited strategy uptake [no influence (1) to very strong influence (4)]. Survey score distributions and averages were calculated and findings triangulated with interview data. Results: Relative to baseline, 67% of the sample increased step counts post intervention (n = 59); 60% decreased occupational sitting (n = 53). 'Active work tasks' and 'increases in walking intensity' were the strategies most frequently used by employees (89% and 94% sometimes or usually utilised these strategies); 'walk-talk meetings' and ` lunchtime walking groups' were the least used (80% and 96% hardly ever or never utilised these strategies). 'Sitting time and step count logging' was the most important enabler of behaviour change (mean survey score of 3.1 +/- 0.8); interviewees highlighted the motivational value of being able to view logged data through visual graphics in a dedicated website, and gain feedback on progress against set goals. 'Screen based work' (mean survey score of 3.2 +/- 0.8) was the most significant barrier limiting the uptake of strategies. Inherent time pressures and cultural norms that dictated sedentary work practices limited the adoption of 'walk-talk meetings' and ` lunch time walking groups'. Conclusions: The findings provide practical insights into which strategies and influences practitioners need to target to maximise the impact of 'sit less, move more' occupational intervention strategies.

[ES]El presente TFG plantea un análisis de la utilización de las redes sociales dentro de la estrategia de comunicación de las organizaciones empresariales. Para ello, se estudia el contexto comunicacional actual, caracterizado por la fragmentación y dispersión de las audiencias, la saturación, la pérdida de la eficacia de la publicidad tradicional, los nuevos hábitos de consumo de medios y la explosión de la conectividad, y el papel de las distintas herramientas de comunicación en entornos digitales: página web, blog corporativo, email marketing, gestión multimedia, mobile marketing, E-commerce y Social Media Marketing. En este contexto y por su relevancia, nos centramos en el estudio de las estrategias de Social Media Marketing. Para ello abordamos las ventajas e inconvenientes de la utilización de redes sociales, cómo efectuar la planificación de la comunicación en redes sociales (objetivos, público, contenidos, plataformas, plan de acción e indicadores), y las nuevas profesiones ligadas a su gestión. Un aspecto relevante que también se analiza es la gestión de la reputación online y las implicaciones que el uso de redes sociales tiene sobre ella, así como los protocolos de actuación ante posibles crisis derivadas de la presencia en estos canales. En las redes sociales se encuentran prácticamente todos los stakeholders de las empresas/marcas, fuente de información continua para mejorar sus negocios. Su utilización, dentro de una comunicación integral de marketing, permite fortalecer la imagen corporativa y lograr un posicionamiento claro y a largo plazo.

El trabajo se centra primero, en el estudio de los aspectos teóricos más relevantes y específicos de las estrategias y acciones del marketing en el sector de las ONGs para el desarrollo, basándose a tal fin en el estudio y análisis de la bibliografía referenciada. En segundo lugar y como principal aportación del mismo, se realiza un trabajo empírico cualitativo consistente en el estudio de dos casos, el de Médicos Sin Fronteras y el de Anesvad. Para ambos se ha realizado una observación y análisis en profundidad de sus acciones de comunicación online que se ha completado con entrevistas en profundidad a responsables de marketing. Por último, se han evaluado los resultados obtenidos y se han realizado algunas propuestas para mejorar la comunicación online de las organizaciones.

Após a Segunda Guerra Mundial, o Imperador do Japão perdeu sua soberania e passou a ser símbolo da nação e da união do povo japonês, de acordo com a Constituição promulgada em 1947, sendo suas funções basicamente cerimoniais e diplomáticas. Pensando nesse Imperador enquanto símbolo e no futuro da instituição imperial no Japão, a presente dissertação objetivou principalmente analisar que imagem o Imperador Akihito cria de si por meio de suas alocuções. Tais alocuções se encontram disponíveis no sítio eletrônico da Agência da Casa Imperial, tanto no original em japonês quanto em inglês. Dessa forma, considerando que a disponibilidade dos textos em japonês pressupõe coenunciadores nipônicos e a dos textos em inglês pressupõe a comunidade internacional como coenunciadores, analisaram-se as imagens criadas nos dois casos, buscando indícios de possíveis diferenças na criação do etos de Akihito em cada uma das versões de suas alocuções. Além disso, buscou-se também pensar as relações de poder, segundo Foucault (1995, 2010), no córpus de pesquisa. Como arcabouço teórico, utilizaram-se conceitos da Análise do Discurso de base enunciativa, mais precisamente o conceito de etos na leitura de Maingueneau (1997, 2001b). O material de análise coletado abrange conferências de imprensa realizadas por ocasião da comemoração de dez e vinte anos de reinado de Akihito, nos anos de 1999 e 2009, respectivamente. A metodologia de pesquisa, por sua vez, consistiu em se analisar de forma comparativa os textos em japonês com aqueles em inglês, tendo como foco as ocorrências do verbo japonês omou, que expressa sentimento e julgamento, recorrente nas alocuções do Imperador. Analisaram-se também as ocorrências de modalidades deônticas em ambas as versões do texto, acreditando-se que a pouca ocorrência dessas também contribui para se pensar a imagem do Imperador. Como resultado, verificaram-se diferenças significativas entre as duas versões das alocuções. O etos de Akihito nas alocuções em japonês sugere um Imperador amigo e próximo do povo, de tom moderado e amenizado, criando identificação entre ele e o povo. O etos apreendido na versão em inglês, por sua vez, sugere um Imperador mais firme em suas convicções, ora enfatizando mais seus sentimentos e opiniões, ora menos, conferindo-se certa ocidentalização de sua imagem. Pensando-se em termos de relação de poder, que caracteriza controle e divulgação, também se concluiu que, sendo o Japão o maior aliado capitalista no Oriente e seu Imperador, representante simbólico desse país, parece pertinente que suas alocuções estejam disponíveis de forma tal que possibilite um controle constante por parte da comunidade internacional, garantindo a ordem capitalista

[es] El objetivo de este Trabajo de Fin de Grado es identificar las actitudes y prejuicios lingüísticos hacia el euskera de las personas inmigrantes residentes en Vizcaya. Por ello, se ha realizado una investigación cuantitativa con una muestra de 180 personas de entre 18 y 60 años. De este modo, se ha podido reflexionar sobre los resultados obtenidos para potenciar la presencia del euskera en la sociedad y al mismo tiempo, acercar este colectivo a dicha lengua. Teniendo en cuenta los resultados obtenidos en el estudio cuantitativo y analizando las actitudes, disposición, motivaciones, prejuicios y razones por las que las personas inmigrantes no aprenden euskera se ha creado la página web “Bai Es Guay” con el propósito de facilitar el aprendizaje de este idioma a este colectivo.
