O presente trabalho tem como objetivo analisar as políticas de inclusão e as condições de permanência dos alunos com deficiência na Universidade Estadual do Oeste do Paraná (UNIOESTE). Para tanto, contextualizaram-se as circunstâncias históricas do processo de inclusão/exclusão, reconhecendo as possíveis limitações enfrentadas nos sistemas de ensino superior brasileiro, e abordaram-se as linhas e diretrizes da educação do Estado do Paraná. Utilizaram-se entrevistas semiestruturadas para abordar alunos com deficiência (física, sensorial e/ou cognitiva), professores, coordenadores de cursos, diretores de Câmpus e de Centros onde esses alunos encontravam-se matriculados, integrantes do Programa Institucional de Ações Relativas às Pessoas com Necessidades Especiais (PEE) e gestores dos cinco Câmpus da Universidade. As declarações apresentadas pelos entrevistados reconhecem a relevância do PEE, destacando serem imprescindíveis as ações desenvolvidas pela equipe nas bancas do processo seletivo vestibular, porém apontaram para a necessidade de medidas para uma real efetivação do Programa, o que implica maiores repasses de subsídios financeiros e a realização de concursos públicos para a contratação de profissionais especializados para atender a demanda existente em todos os Câmpus da instituição. Foi possível identificar que a UNIOESTE não atende os requisitos das normas brasileiras do setor da construção civil (NBR 9050/2004) e a inexistência de políticas de permanência na Instituição impõe limites para a diversidade existente. Correlacionadas a essas questões, identificou-se barreiras que comprometem a inclusão na UNIOESTE, abrangendo as barreiras atitudinais, físicas e sistêmicas. Conclui-se que o debate sobre a inclusão das pessoas com deficiência precisa se enraizar na estrutura interna da universidade e na concepção política e elitista do governo do Estado do Paraná, que ainda possui fortes ondas conservadoras, que muitas vezes sufocam os movimentos contra-hegemônicos, dificultando esse processo de inclusão de todos numa universidade pública, gratuita e de qualidade

Neste trabalho, a partir da recorrência à literatura de cordel como fonte histórica, será apresentada de que forma a reprodução da temática do cangaço nesses folhetos permitem que os migrantes nordestinos constituam uma identidade regionalista baseada no apego aos valores tradicionais da sua região natal. Dentro desse contexto, relacionamos o processo migratório dos nordestinos para as grandes metrópoles situadas no Sudeste, sobretudo Rio de Janeiro e São Paulo, com a difusão e recepção dos cordéis nesses estados entre as décadas de 1950 e 1980. No que concerne a abordagem do cangaço nos versos da literatura de cordel, na qual atribui aos cangaceiros o papel de símbolos regionais, serão pontuadas as principais estratégias adotadas pelos cordelistas que possibilitam a identificação e a empatia dos migrantes vindos do Nordeste com os personagens do cangaço narrados nos folhetos, contribuindo para um maior estreitamento entre Nordeste e nordestino. Nesse sentido, vale ressaltar a ressignificação da imagem dos cangaceiros, deslocando sua representação de homens cruéis e bárbaros para a reprodução de heróis-vilãos, isto é, protagonistas de personalidades ambíguas e contraditórias

用深能级瞬态谱(DLTS)研究退火及离子注入对分子束外延生长的GeS/i/Si应变超晶格性质的影响,观察到3个与位错有关的深中心和1个表层内的深中心,退火和离子注入都使得这些深中心的浓度增加数倍,说明GeSi/Si应变超晶格不适应做过多的热处理。测定Pd~+注入在GeSi/Si超晶格的杂质能级为E_C=0.28eV,与体Si中的Pd杂质能级一致。

A micropropagação vem sendo empregada amplamente na multiplicação acelerada de muitas variedades e espécies vegetais. No entanto, apesar de sua enorme aplicação, a micropropagação também enfrenta alguns problemas, sendo um dos mais cruciais a baixa taxa de sobrevivência das plantas durante a aclimatização, ou seja, na transferência das plantas da condição in vitro para um substrato, em casa de vegetação ou estufa, ou diretamente para o campo.Com o objetivo de aumentar a sobrevivência das plantas nessa etapa, desde o início da década de 90 vem sendo empregado um sistema para a aclimatização de material micropropagado de mandioca na Embrapa Mandioca e Fruticultura Tropical. O procedimento é bastante simples, eficiente e barato, e já foi aplicado com sucesso a diversas outras espécies, a exemplo de banana, citros, mamão, melancia, melão, pepino e tomate.

Recent decades have witnessed a shift in the studies on Spanish rural commons, in line with the changes in the international literature as a whole. The focus in the 1970s was on the land privatization process referred to as disentailment (Desamortización), being considered one of the essential dimensions of the transition to capitalism. The recent revival of interest in rural commons has focused less on privatization than on the real functioning of the commons and the social relations articulated around them. A further focus of interest is the interaction between rural society and the State, mainly through the study of forestry policy and its effects on different regions. A third field of interest is the emergence of conflicts around rural commons; not only those of a distributive nature but also environmental and political ones. Accordingly, these new approaches go beyond the old image of a fatal destiny in order to profoundly analyze the environmental and social interactions of rural commons dynamics.

La Belgique impose depuis les années 2000 la parité femmes-hommes sur les listes de candidats pour les élections aux différents niveaux de pouvoir (local, régional, fédéral et européen). Cette obligation a accru la féminisation des assemblées pour atteindre entre un quart et un tiers d’élues. Le progrès est donc réel mais la stricte parité reste éloignée. Cet article s’interroge sur les raisons de ce « plafond de verre ». Elles sont à chercher dans la réticence des partis à accorder les premières places sur les listes à des candidates, et encore plus à placer une femme en première position. Dans un scrutin proportionnel de listes semi-ouvertes, la part d’élues s’en trouve automatiquement réduite, surtout lorsque la magnitude des circonscriptions est faible. Parmi les motivations de ces réticences à la parité l’une des plus importantes est la conviction que les candidates seraient de moins bonnes « locomotives électorales » que leurs homologues masculins. Pourtant, et cet article le démontre, ces craintes ne résistent pas à l’épreuve des faits. Une analyse détaillée des résultats électoraux en Belgique montre bien que les femmes ne réalisent pas de moins bonnes performances électorales que les hommes lorsqu’elles sont placées en tête de liste.

Unprecedented basin-scale ecological changes are occurring in our seas. As temperature and carbon dioxide concentrations increase, the extent of sea ice is decreasing, stratification and nutrient regimes are changing and pH is decreasing. These unparalleled changes present new challenges for managing our seas, as we are only just beginning to understand the ecological manifestations of these climate alterations. The Marine Strategy Framework Directive requires all European Member States to achieve good environmental status (GES) in their seas by 2020; this means management towards GES will take place against a background of climate-driven macroecological change. Each Member State must set environmental targets to achieve GES; however, in order to do so, an understanding of large-scale ecological change in the marine ecosystem is necessary. Much of our knowledge of macroecological change in the North Atlantic is a result of research using data gathered by the Continuous Plankton Recorder (CPR) survey, a near-surface plankton monitoring programme that has been sampling in the North Atlantic since 1931. CPR data indicate that North Atlantic and North Sea plankton dynamics are responding to both climate and human-induced changes, presenting challenges to the development of pelagic targets for achievement of GES in European Seas. Thus, the continuation of long-term ecological time series such as the CPR survey is crucial for informing and supporting the sustainable management of European seas through policy mechanisms.

To assess the Environmental Status, the EcAp proposes 11 Ecological Objectives, each of which requires a set of relevant indicators to be integrated. Progress towards the EcAp entails a gradual and important challenge for North-African countries, and efforts have to be initiated to propose and discuss methods. Accordingly, to enhance the capacity of North-African countries to implement EcAp and particularly to propose and discuss indicators and methods to assess GES, the aim of this manuscript is to identify the practical problems and gaps found at each stage of the Environmental Status assessment process. For this purpose, a stepwise method has been proposed to assess the Environmental Status using Ecologic Objective 5-Eutrophication as example.

1. Marine legislation, the key means by which the conservation of marine biodiversity is achieved, has been developing since the 1960s. In recent decades, an increasing focus on ‘holistic’ policy development is evident, compared with earlier ‘piecemeal’ sectoral approaches. Important marine legislative tools being used in the United Kingdom, and internationally, include the designation of marine protected areas and the Marine Strategy Framework Directive (MSFD) with its aim of meeting ‘Good Environmental Status’ (GES) for European seas by 2020. 2. There is growing evidence of climate change impacts on marine biodiversity, which may compromise the effectiveness of any legislation intended to promote sustainable marine resource management. 3. A review of key marine biodiversity legislation relevant to the UK shows climate change was not considered in the drafting of much early legislation. Despite the huge increase in knowledge of climate change impacts in recent decades, legislation is still limited in how it takes these impacts into account. There is scope, however, to account for climate change in implementing much of the legislation through (a) existing references to environmental variability; (b) review cycles; and (c) secondary legislation and complementary policy development. 4. For legislation relating to marine protected areas (e.g. the EC Habitats and Birds Directives), climate change has generally not been considered in the site-designation process, or for ongoing management, with the exception of the Marine (Scotland) Act. Given that changing environmental conditions (e.g. rising temperatures and ocean acidification) directly affect the habitats and species that sites are designated for, how this legislation is used to protect marine biodiversity in a changing climate requires further consideration. 5. Accounting for climate change impacts on marine biodiversity in the development and implementation of legislation is vital to enable timely, adaptive management responses. Marine modelling can play an important role in informing management decisions.

The EU Marine Strategy Framework Directive (MSFD) sets out a plan of action relating to marine environmental policy and in particular to achieving ‘good environmental status’ (GES) in European marine waters by 2020. Article 8.1 (c) of the Directive calls for ‘an economic and social analysis of the use of those waters and of the cost of degradation of the marine environment’. The MSFD is ‘informed’ by the Ecosystem Approach to management, with GES interpreted in terms of ecosystem functioning and services provision. Implementation of the Ecosystem Approach is expected to be by adaptive management policy and practice. The initial socio-economic assessment was made by maritime EU Member States between 2011 and 2012, with future updates to be made on a regular basis. For the majority of Member States, this assessment has led to an exercise combining an analysis of maritime activities both at national and coastal zone scales, and an analysis of the non-market value of marine waters. In this paper we examine the approaches taken in more detail, outline the main challenges facing the Member States in assessing the economic value of achieving GES as outlined in the Directive and make recommendations for the theoretically sound and practically useful completion of the required follow-up economic assessments specified in the MSFD.
