Despite the abundant literature in knowledge management, few empirical studies have explored knowledge management in connection with international assignees. This phenomenon has a special relevance in the Portuguese context, since (a) there are no empirical studies concerning this issue that involves international Portuguese companies; (b) the national business reality is incipient as far as internationalisation is concerned, and; (c) the organisational and national culture presents characteristics that are distinctive from the most highly studied contexts (e.g., Asia, USA, Scandinavian countries, Spain, France, The Netherlands, Germany, England and Russia). We examine the role of expatriates in transfer and knowledge sharing within the Portuguese companies with operations abroad. We focus specifically on expatriates’ role on knowledge sharing connected to international Portuguese companies and our findings take into account organizational representatives’ and expatriates’ perspectives. Using a comparative case study approach, we examine how three main dimensions influence the role of expatriates in knowledge sharing among headquarters and their subsidiaries (types of international assignment, reasons for using expatriation and international assignment characteristics). Data were collected using semi‐structured interviews to 30 Portuguese repatriates and 14 organizational representatives from seven Portuguese companies. The findings suggest that the reasons that lead Portuguese companies to expatriating employees are connected to: (1) business expansion needs; (2) control of international operations and; (3) transfer and knowledge sharing. Our study also shows that Portuguese companies use international assignments in order to positively respond to the increasingly decaying domestic market in the economic areas in which they operate. Evidence also reveals that expatriation is seen as a strategy to fulfill main organizational objectives through their expatriates (e.g., business internationalization, improvement of the coordination and control level of the units/subsidiaries abroad, replication of aspects of the home base, development and incorporation of new organizational techniques and processes). We also conclude that Portuguese companies have developed an International Human Resources Management strategy, based on an ethnocentric approach, typically associated with companies in early stages of internationalization, i.e., the authority and decision making are centered in the home base. Expatriates have a central role in transmitting culture and technical knowledge from company’s headquarters to the company’s branches. Based on the findings, the article will discuss in detail the main theoretical and managerial implications. Suggestions for further research will also be presented.

O objectivo deste trabalho é a análise da eficiência produtiva e dos efeitos da concentração sobre os custos bancários, tendo por base a indústria bancária portuguesa. O carácter multiproduto da empresa bancária sugere a necessidade de se adoptar formas multiproduto da função custo (tipo Fourier). Introduzimos variáveis de homogeneidade e de estrutura que permitem o recurso a formas funcionais uniproduto (Cobb-Douglas) à banca. A amostra corresponde a 22 bancos que operavam em Portugal entre 1995-2001, base não consolidada e dados em painel. Para o estudo da ineficiência recorreu-se ao modelo estocástico da curva fronteira (SFA), para as duas especificações. Na análise da concentração, introduziram-se variáveis binárias que pretendem captar os efeitos durante quatro anos após a concentração. Tanto no caso da SFA como no da concentração, os resultados encontrados são sensíveis à especificação funcional adoptada. Concluindo, o processo de concentração bancário parece justificar-se pela possibilidade da diminuição da ineficiência-X.

This investigation reviews literature on human resource management practices that influence the retention of repatriates. The processes of selection and training/preparation before the departure, the role of the mentor and of communication during the international assignment, a program of readjustment to repatriation and a career development plan after return to the home firm are the practices identified in the literature as the main promoters of repatriates’ retention. Evidence suggests that greater responsibility on the part of the firms before, during and after the international assignment allows for more efficiency in the management of their repatriates.

A Carta Educativa (CE) surge com a publicação do Decreto-Lei 7/2003, e que regulamenta, também, a criação dos Conselhos Municipais de Educação (CME). Em 2004 é celebrado um Protocolo entre o Ministério de Educação e a Associação Nacional dos Municípios Portugueses que parte da assunção do Decreto-Lei 7/2003 como “passo fundamental no sentido da concretização da descentralização administrativa na área da educação” constituindo-se como um normativo capital para a “execução da descentralização e territorialização de políticas educativas para o que conta com dois instrumentos fundamentais: o Conselho Municipal de Educação e as Cartas Educativas. Tendo em conta a análise dos normativos legais e alguns estudos realizados no plano da ação, fica claro que, o processo de elaboração e desenvolvimento e monotorização da Carta Educativa é ainda controlado pelo poder central, contrariando o discurso político-normativo que vê este documento como um instrumento estratégico de desenvolvimento da descentralização e territorialização das políticas educativas.

With the emergence of a global division of labour, the internationalisation of markets and cultures, the growing power of supranational organisations and the spread of new information technologies to every field of life, it starts to appear a different kind of society, different from the industrial society, and called by many as ‘the knowledge-based economy’, emphasizing the importance of information and knowledge in many areas of work and organisation of societies. Despite the common trends of evolution, these transformations do not necessarily produce a convergence of national and regional social and economic structures, but a diversity of realities emerging from the relations between economic and political context on one hand and the companies and their strategies on the other. In this sense, which future can we expect to the knowledge economy? How can we measure it and why is it important? This paper will present some results from the European project WORKS – Work organisation and restructuring in the knowledge society (6th Framework Programme), focusing the future visions and possible future trends in different countries, sectors and industries, given empirical evidences of the case studies applied in several European countries, underling the importance of foresight exercises to design policies, prevent uncontrolled risks and anticipate alternatives, leading to different ‘knowledge economies’ and not to the ‘knowled

Outsourcing is a management strategy through which an organization transfers work, responsibilities and decision power to an external source. In the present scenario of global competitiveness, where firms have to react more quickly to changes in markets, outsourcing stands out as a strategy that, if adequately used by the organizations, can leverage the differentiation between one firm and its competitors. The growing use of outsourcing as a management strategy by organizations, results from the maturity reached in their use by organizations and an increase of the offer by service providers. With the increasing use of outsourcing, the complexity and the risk associated have also risen. Understanding the perspective of the customer and of the service provider and the outsourcing processes framework should contribute to a success of the customer / service provider relationship and enhance the benefits and reduce their risks. In this work, there is a contextualization of outsourcing, different methods for managing the outsourcing process from the customer's and the service provider perspective are discussed, and a methodology for managing the outsourcing process from the perspective of the service provider is proposed. The methodological approach used in this work was the case study. The case study discusses an initiative to outsource a process of bottling and packaging in the Port Wine industry. In this study it was concluded that the methodology proposed is suitable for the management of the outsourcing process by the service provider.

O presente relatório de Dissertação surge no âmbito da unidade curricular Dissertação/Projeto/Estágio do 2º ano do Mestrado em Engenharia Mecânica – Ramo Gestão Industrial do Instituto Superior de Engenharia do Porto. O objetivo principal do projeto foi a aplicação das metodologias Kaizen-Lean no departamento de logística do Hospital Geral de Santo António, tendo em vista a melhoria contínua nestas duas áreas distintas: - gestão do produto farmacêutico, desde que é identificada a sua necessidade no armazém central até à reposição pelo fornecedor e respetiva distribuição e entrega nos serviços clínicos utilizadores. Aqui estão também incluídos os processos de negociação e encomenda. - gestão do serviço de transportes incluindo os transportes de doentes, produtos e profissionais de saúde. Este projeto surgiu no seguimento de projetos anteriores desenvolvidos pelo Kaizen Institute Portugal, empresa de consultoria de melhoria contínua, no Centro Hospitalar do Porto – Hospital Geral de Santo António. Durante o trabalho recorreu-se à aplicação de ferramentas Kaizen Lean nomeadamente metodologias e ferramentas associadas ao TFM – Total Flow Management e ao TSM – Total Service Management, ferramentas estas integradas no Kaizen Management System. De salientar também a aplicação do Kaizen Change Management, com uma componente muito forte de aplicação do Kaizen Diário. O resultado final da aplicação destas ferramentas resultou na concretização dos objectivos traçados que foram propostos. Tais como o desenvolvimento de uma cultura de melhoria contínua nas equipas de trabalho, organização dos postos de trabalho e redução dos stocks nos produtos farmacêuticos do Armazém de Produtos Farmacêuticos (APF).

We analyse the relationship between the privatization of a public firm and government preferences for environmental tax revenue. The model that we consider is more general than the one consider in Wang and Wang (2009), in the sense that we put a larger weight in the environment tax revenue than on the other terms of the government's objective function. The model has two stages. In the first stage, the government sets the environmental tax. Then, the firms engage in a Cournot competition, choosing output and pollution abatement levels.

Competition between public and private firms exists in a range of industries like telecommunications, electricity, natural gas, airlines industries, as weel as services including hospitals, banking and education. Some authors studied mixed oligopolies under Cournot competition (firms move simultaneously) and some others considered Stackelberg models (firms move sequentially). Tomaru [1] analyzed, in a Cournot model, how decision-making upon cost-reducing R&D investment by a domestic public firm is affected by privatization when competing in the domestic market with a foreign firm. He shows that privatization of the domestic public firm lowers productive efficiency and deteriorates domestic social welfare. In this paper, we examine the same question but in a Stackelberg formulation instead of Cournot. The model is a three-stage game. In the first stage, the domestic firm chooses the amount of cost-reducing R&D investment. Then, the firms compete à la Stackelberg. Two cases are considered: (i) The domestic firm is the leader; (ii) The foreign firm is the leader. We show that the results obtained in [1] for Cournot competition are robust in the sence that they are also true when firms move sequentially.

Consideramos um mercado no qual competem uma empresa pública e uma empresa privada, decidindo, de forma sequencial, as quantidades a produzir. O governo impõe um imposto sobre as quantidades comercializadas, de acordo com uma função que consiste numa soma ponderada entre o bem-estar público e a receita total obtida pela aplicação desse imposto. O objetivo deste trabalho é estudar o efeito da privatização da empresa pública, (i) quando a empresa líder é a empresa pública; e (ii) quando a empresa líder é a empresa privada. Além disso, fazemos uma comparação entre os resultados obtidos nos dois modelos estudados.

On a symmetric differentiated Stackelberg duopoly model in which there is asymmetric demand information owned by leading and follower firms, we show that the leading firm does not necessarily have advantage over the following one. The reason for this is that the second mover can adjust its output level after observing the realized demand, while the first mover chooses its output level only with the knowledge of demand distribution.

We study the effects of entry of a foreign firm on domestic welfare in the presence of licensing, when the entrant is technologically inferior to the incumbent. We show that foreign entry increases domestic welfare for intermediate (respectively, sufficiently large) technological differences between the firms under licensing with fixed fee (respectively, output royalty).
