The firm's response to revenue-neutral taxation is investigated under price uncertainty. Revenue-neutral policies adjust simultaneously the marginal tax rate and the level of exemptions while keeping expected tax receipts constant. Nonincreasing absolute risk aversion is sufficient to sign the firm's response: a reduction in the marginal rate causes the firm to contract output. Implications are established for the equilibrium level of treasury receipts.

Tax policies that constrain net transfers between the farm sector and the fisc are modeled under price uncertainty. Increasing the level of tax on profits causes the firm to expand output. Implications are derived for supply control and the distributions of profits and net receipts at the fisc.

In the area of campaign financing in federal elections, one of the most controversial issues is that of soft money. Soft money refers to those funds raised by the national party organizations for use on various grassroots and party-building activities. but which are not subject to the restraints of federal campaign finance law. Critics contend that these party-building activitie, such as generic television advertising, voter registration and get-out-the vote drives, provide ancillary benefits to federal candidates and should, therefore, be subject to federal contribution and expenditure limits. Critics further argue that because these funds are not subject to federal law and do benefit federal candidates, the national parties raise monies in amounts and from sources, such as corporations and unions, that are prohibited under federal law. Efforts to gain a better understanding of soft money have been hampered by a lack of data, as the national parties were not required to disclose their soft money receipts and transactions until 1991. The purpose of this study is to analyze data recently made available in an attempt to add the import of empirical evidence to the debate over soft money. The nature, size and timing of soft money contributions are investigated and national party soft money disbursements are examined. The findings suggest that any attempts to reform the soft money system must first consider its compensatory benefits. Most prominently, this includes the extent to which soft money has promoted the resurgence of the national party organizations in the context of election politics.

As mudanças tributárias realizadas na última década priorizaram o ajuste fiscal com uma elevação da carga de impostos que saltou de 27% do PIB, em 1994, para cerca de 36% do PIB, em 2003. Esse aumento da carga tributária esteve associado principalmente ao aumento das contribuições sociais cumulativas. Além dessa crescente cumulatividade, outras características que têm marcado o sistema tributário brasileiro são a complexidade e os conflitos federativos que alimentam uma profunda guerra fiscal entre Estados e municípios. Em abril de 2003, o Governo Lula encaminhou ao Congresso Nacional uma ampla proposta de reforma tributária, tendo como objetivos principais (i) simplificar o sistema tributário brasileiro, (ii) reduzir a cumulatividade dos tributos e (iii) acabar com a guerra fiscal. Apesar do reconhecimento generalizado de que a carga tributária brasileira é excessivamente elevada, o governo federal limitou-se a assumir o compromisso de não promover aumentos adicionais de impostos. Inserido nesse contexto, este estudo analisa (i) o quadro fiscal brasileiro, procurando identificar as reais restrições que impedem a redução da carga tributária brasileira e (ii) as medidas tributárias propostas pelo Governo Lula, destacando suas implicações sobre o desenvolvimento econômico brasileiro.

O objetivo da tese é investigar empiricamente se as diferenças nos resultados fiscais dos estados brasileiros no período 1986-2002 podem ser explicadas por variáveis políticas, mais especificamente a ocorrência de eleições, a ideologia dos políticos e a fragmentação política. Utilizam-se dados de painel para obter as estimativas. Tem-se como resultado que o calendário eleitoral afeta significativamente as variáveis fiscais, assim como alguns tipos de gastos. Quanto à ideologia, verificou-se que afeta os tipos de gastos governos de esquerda e centro-esquerda ampliam o investimento e governos de esquerda aumentam os gastos sociais. Governos majoritários na Assembléia aumentam as receitas, e quanto mais fragmentada uma coalizão de governo, maiores os gastos com investimento.

O objetivo desta pesquisa foi verificar se a Campanha Todos com a Nota – Módulo Esportivo, instituída pelo Governo do Estado de Pernambuco, conscientiza ou não o cidadão acerca da importância social de sempre pedir a nota fiscal nas suas compras sujeitas à incidência do Imposto sobre a Circulação de Mercadorias e Serviços (ICMS), bem como inferir qual a proporção populacional conscientizada. O referencial teórico abraçou conhecimentos de diversos campos afetos à seara da necessidade de conscientização fiscal, tais como obediência tributária, evasão fiscal, Administração Tributária, comportamento do consumidor e do contribuinte, Educação Fiscal e cidadania fiscal. Para atingir o objetivo, foi realizada pesquisa de comportamento do consumidor nos postos de atendimento ao usuário da Campanha. O método utilizado foi uma pesquisa do tipo survey estruturada. Os resultados sugerem que a Campanha Todos com a Nota conscientiza, e a proporção de cidadãos conscientizados sobre a função social do tributo fica entre 5,34% e 10,66% da população de usuários do Módulo Esportivo, que se utiliza de cartões magnéticos para troca de notas/cupons fiscais por ingressos para assistir aos jogos dos campeonatos brasileiro e pernambucano de futebol profissional. Embora esta proporção pareça pequena, merecendo maior atenção da Administração Pública, se compararmos com a proporção de cidadãos que já ingressaram na Campanha conscientizados, a melhoria foi em torno de, no mínimo, 7,21 vezes, com 95% de confiança.

Em 2007, o governo de São Paulo criou uma política regulatória chamada “Programa de Estímulo à Cidadania Fiscal” e apelidada de “Nota Fiscal Paulista”. Este programa busca estimular os consumidores a solicitarem os documentos fiscais nas compras que realizaram no varejo e a fazer com que contribuintes varejistas emitam o devido documento fiscal quando solicitado. Para atingir seus objetivos, o programa usa um complexo sistema de sanções premiais e de sanções punitivas - dentre outras estratégias - e envolve diferentes atores sociais, como contribuintes, consumidores e organizações da sociedade civil. Utilizando o método do estudo de caso, o presente trabalho busca descrever e analisar o programa Nota Fiscal Paulista, respondendo três principais questões: (i) Como funciona o programa Nota Fiscal Paulista? (ii) Como o programa Nota Fiscal Paulista foi criado? (iii) Quais são as estratégias regulatórias que ele utiliza para atingir seus objetivos e como elas podem ser organizadas? Coletando informações e argumentos desenvolvidos em cada uma dessas respostas, o trabalho busca discutir empiricamente a maneira pela qual as diferentes estratégias regulatórias foram utilizadas para a criação de uma política regulatória contemporânea, bem como destacar alguns de seus principais elementos e conceitos.

Tax enforcement costs constrain the government s ability to observe economic transactions, giving rise to hard-to-tax (HTT) markets. In these markets transactions are untaxed and consumers are better o¤ than in taxed markets. This paper studies a novel approach to combat evasion in HTT markets: consumer auditing, which rewards consumers for re- questing transaction receipts. We develop a Hotelling-type spatial model of sales taxation to analyze the welfare and distributional e¤ects of the implementation of this policy. We and that consumer auditing allows for a lower tax rate and greater provision of the public good in the economy. We show that this policy not only can enhance welfare, but also equalize utilities of consumers across markets

This paper contributes to the literature on aid and economic growth. We posit that it is not the levei of aid flows per se but the stability of such flows that determines the impact of aid on economic growth. Three measures of aid instability are employed. One is a simple deviation from trend, and measures overall instability. The other measures are based on auto-regressive estimates to capture deviations from an expected trend. These measures are intended to proxy for uncertainty in aid receipts. We posit that such uncertainty will influence the relationship between aid and investment and how recipient governments respond to aid, and will therefore affect how aid impacts on growth. We estimate a standard cross-country growth regression including the leveI of aid, and find aid to be insignificant (in line with other results in the literature). We then introduce measures of instability. Aid remains insignificant when we account for overall instability. However, when we account for uncertainty (which is negative and significant), we find that aid has a significant positive effect on growth. We conduct stability tests that show that the significance of aid is largely due to its effect on the volume of investment. The finding that uncertainty of aid receipts reduces the effectiveness of aid is robust. When we control for this, aid appears to have a significant positive influence on growth. When the regression is estimated for the sub-sample of African countries these findings hold, although the effectiveness of aid appears weaker than for the full sample.

Historically, payment systems and capital intermediation interact. Friedman (1959), and many observers of bank instabilities, have ad- vocated separating depositary from credit institutions. His proposal meets today an ever-increasing provision of inside money, and a short- age of monetary models of bank intermediation. In this paper, we eval- uate the proposal from a new angle, with a model in which isolating a safe payments system from commercial intermediation undermines information complementarities in banking activities. Some features of the environment resemble the models in Diamond and Dybvig (1983), and Kiyotaki and Wright (1989).

O presente projeto de pesquisa analisa o ajuste fiscal nos estados nos últimos dez anos. Existe um amplo consenso de que esse grande avanço fiscal ocorreu principalmente em decorrência Lei nº 9.496/97, que vinculou a renegociação das dívidas estaduais com a implementação de um amplo programa de saneamento financeiro, assim como, pela promulgação da Lei de Responsabilidade Fiscal (LRF). O estudo mostra que , como regra geral, o padrão de ajuste fiscal implementado na maioria dos estados foi marcado principalmente, por um forte aumento das receitas tributárias. A contribuição do controle das despesas foi bastante limitada o que resultou em um padrão de ajuste fiscal de má qualidade, já a obtenção de crescentes superávits primários resultaram essencialmente do aumento da carga tributária.

We estimate the effects of unconditional (full fiscal decentralization) versus conditional (partial fiscal decentralization) block grants on local public spending in Brazilian municipalities. Our results suggest that the effect of unconditional and conditional transfers do not differ statistically. Their combination promotes a full crowding-in effect on aggregate public spending — i.e., for $1 of unconditional and conditional grant receipts; we find $1 of additional local public expenditures, greater than the corresponding effect of local income, providing further evidence for the flypaper effect. Moreover, the effect of unconditional transfers on education (health) spending is smaller than the effect of conditional education (health) transfers but greater than the corresponding effect of local income. We consider four strategies to identify causal effects of federal grants and the local income on fiscal responses regarding Brazilian local governments: (i) a fuzzy regression discontinuity design, (ii) Redistributive rules of education funds, (iii) Oil and Gas production, and (iv) Rainfall deviations from the historical mean.

The dental documentation or handbook is a collection of documents produced by the professional with diagnostic and therapeutical purpose where the inherent information to the buccal and general health of patients are registered. The register and proper filling of these documents, taking care of the ethical and legal requirements, provide to the dentist the possibility to contribute with justice in cases of human identification and makes of these documents an essential element of evidence in the ethical processes, administrative, civil and criminal against the dentists. Ahead of this fact, understanding such requirements and the importance of the dentist to register himself adequately, this research verified the knowledge of Natal (RN) City s dentists with relation to the elaboration of the dental handbook, investigating the concepts and the importance attributed to the handbook, identifying the documents more used and filed by these professionals, besides inquiring the legal value of filed documents and the filling time of these ones. The sample was constituted by 124 dentists, who had answered a questionnaire, after having been randomly selected ITom a list of professionals subscribed in the Dentistry Local Council/RN Section. The analysis of the results showed that majority of the participant citÍzens (52,3%) confers to the dental documentation the clinical importance, followed by the legal and forensic-dentistry importance; 59,3% of the searched professionals do not distinguish satisfactorily or they do not observe differences between the dental handbook and the clinical filing card, the X-rays, the dental certificates, the prescriptions, the directions and the receipts; between the documents of common use to clínical and specialist ones, the contract of rendering of services and term of ITee and cleared up consent are the documents less used by the professionals. It was still verified, that only 13,1% of the sample register the signature of the patients in the clinical filing card, making it more credibility to be presented in judgement. In the same way, copies of dental certificates and prescriptions evaluated and signed by the patients are filed respectively by only 13,5% and 9,4% ofthe searched professionals and 50% ofthe sample, keep these documents filed for an indeterminate period of time, that is, these professionals have the guard of the handbook and they do not intend to disdain it, although 85,5% of the sample does not recognize the real proprietor of the handbook. It is concluded that a great part of the dentists is unaware about the importance of the dental documentation, and neglect its elaboration, leaving themselves exposed to several kinds of penalties foreseen in the legislation
