According to Tilly, two laws shaped the process of transformation undergone by Western European societies since the Peace of Westphalia until the end of the 20th century: their increasing inner homogenisation and their growing heterogeneity between them. Cultural inner homogenisation affected, fi rst, those ethnic groups living within the territories of the said states. The second phase of homogenisation impinged on those groups that immigrated after World War II. This process followed different models according to the country considered, but the 1973 oil crisis revealed their general lack of success. During the last quarter of the 20th century and onwards, these European societies have been altered by two progressive and contradictory global logics: a process of cultural homogenisation at the world level (rather than society level) and a process of cultural re-creation led by those groups with an immigrant background, who have reacted against their integration shortcomings by searching for new sources of social and personal esteem in their respective cultural and religious traditions. This paper seeks to clarify these processes from a social differentiation and political representation theory perspective. The latter becomes indispensable, as the said processes have happened in a context in which the structure of relations (i.e. communication) between civil society and the democratic political sphere have experienced a radical crisis. In this way, the complex relations that exist between civil society, culture, religion and politics in these Western European societies are depicted.

This work focuses on the study of the circular migration between America and Europe, particularly in the discussion about knowledge transfer and the way that social networks reconfigure the form of information distribution among people, that due to labor and academic issues have left their own country. The main purpose of this work is to study the impact of social media use in migration flows between Mexico and Spain, more specifically the use by Mexican migrants who have moved for  multiple years principally for educational purposes and then have returned to their respective locations in Mexico seeking to integrate themselves into the labor market. Our data collection concentrated exclusively on a group created on Facebook by Mexicans who mostly reside in Barcelona, Spain or wish to travel to the city for economic, educational or tourist reasons.  The results of this research show that while social networks are spaces for exchange and integration, there is a clear tendency by this group to "narrow lines" and to look back to their homeland, slowing the process of opening socially in their new context.

The intention of this article is to provide a structural and operational analysis of policing beyond the police in Northern Ireland. While the polity enjoys low levels of ‘officially’ recorded crime as part of its post-conflict status, little empirical analysis exists as to the epistemological roots of security production outside that of the Police Service of Northern Ireland. The empirical evidence presented seeks to establish that beyond more prominent analyses related to paramilitary ‘policing’, the country is in fact replete with a substantial reservoir of legitimate civil society policing – the collective mass of which contributes to policing, community safety and quality of life issues. While such non-state policing at the level of locale was recognised by the Independent Commission for Policing, structured understandings have rarely permeated governmental or academic discourse beyond anecdotal contentions. Thus, the present argument provides an empirical assessment of the complex, non-state policing landscape beyond the formal state apparatus; examines definitions and structures of such community-based policing activities; and explores issues related to co-opting this non-state security ‘otherness’ into more formal relations with the state.

This study aims to understand if, after they retire, the elderly continue to get involved in areas like economy, formal and informal, and sociability, analyzing in detail the feeling of loneliness. Bearing in mind the different theories about the elderly’s social and economic contribution, the goal was to empirically understand the attitude of these individuals towards their transition to retirement, and to see how they perceive themselves and their role in productivity and sociability. The sample was intentional (N=30) and has included people aged sixty five and over sixty five, who have been retired for at least one year, and living in Alta de Coimbra. The semisstructured interview and direct observation were used to know the participants’ way of live. In what comes to data processing, we followed the content analysis technique, based on Bardin, which allows us to capture the singularity of each individual, without forgetting the whole set of observations. In the end we have concluded that the interviewed individuals live the transition into retirement in different ways, thus reinforcing the heterogeneity of this group and their social and economic capital, which needs to be put to use, both in civil society and more specifically in the sphere of the human management resources.

With the financial crisis that has been worsening, with increased poverty and social exclusion associated with health problems and the emergency of social problems (such as unemployment and poverty) there has been a loomed wave of initiatives for movements from the civil society. These are new ways of organization and response to specific situations of groups of individuals in the strike for public policies and social rights such as health, habitation, education, work, among others. In the late 70s, in Portugal, the creation of the National Health Service intents the access to health care guaranteed to all citizens. In the 80s the government limits this right based on the principle of social justice, protecting the most disadvantaged groups. Establishes user fees and defines the exemptions for some chronically ill. Before the inequality of rights resulted from this, there has been a rising of associative movements for health rights, created and dynamized by Social Workers at the Pediatric Hospital of Coimbra, from the 90s on: "Acreditar" in 1993, "Coração Feliz" in 1994, Associação Nacional da Fibrose Quistica" in 1996 and now, in the XXI century: "Diabéticos Todo o Terreno"in 2004 and "Hepaturix" in 2006. The “Hepaturix” - Association of Transplanted Children and Youth or with Hepatic Diseases - founded in the twenty-first century, whose will be discussed in this work, has been fighting for social rights of this population, with the cooperation of the Social Work who, at the Children’s Hospital of Coimbra, supports the Pediatric Hepatic Transplantation Unit. Among others, the exemption of user fees for transplanted patients and living donors as well as the right to transport at dislocations to the hospital after transplant, are social rights accomplished by Hepaturix, through the awareness of political power. The Social Worker has been a pillar in this journey, being a mediator between the institution and the association on behalf of the rights of these children and youth.

Objective: This study concerns the impact of the neoliberal and austerity policies in the life of the families and their children, in the protection system of children and young people at risk and in the professional practice of the social workers, who work to defend the rights owed to those children. It started with the analysis of the weaknesses of the social state to understand the deconstruction of the public policies and the implications in the professional career and working conditions of the social worker. It can be noticed that there is a transition of responsibilities from the public sphere to the civil society in the specific case of the childhood protection policies. Participants: Due to the need to build a sample to perform the study, we chose a nonprobabilistic sample of strategic informers. The inclusion criterion was being a social worker performing duties in the CPCJs in the District of Leiria. 10 social workers answered the questionnaire with this criterion, out of a total of 16 requests to the CPCJs of the District of Leiria. The gathering of the information through the use of the questionnaires was done between the months of May and June 2015. Material and Methods: The gathering of data, to be able to answer the question under analysis, was done through the use of online questionnaires, with both open and closed questions. Results: The Neoliberalism affects the professional practice of the social worker, by reducing the resources, in the diagnostic study of the children and their families, by reducing specialized superior technicians in the intervention. The rights of the children in the protection system are not properly secure as they are affected by the continuous impoverishment of their families, being deprived of satisfying their basic needs, which are essential to their healthy development. Implications: The results of this study indicate a clear necessity to give it some continuity at a national level, to understand and improve the expressions of the social worker’s job being developed with the children and their families, in the promotion and protection system. It is necessary to build and consolidate some form of critical mind in the professional class, as to fight for the ethical-political project, as well as to give to the social service the statute of specialized discipline. Therefore, the profession should participate in the analysis and discussion of the policies concerning the childhood, being then able to place the needs of the children, in the centre of the public obligations.

This work is based on documentary research and critical and reflective analysis of the social service in Local Government, its evolution, influences and implications on the work of the (at) Social Action Office of the municipality of Pampilhosa da Serra. The social service assumes, during the Estado Novo, a paper control, primarily associated with a practice the state and some civil society organizations, including the Catholic Church. With the Democratic Era, we are witnessing the growth of state intervention and the decentralization of its activities to the local authorities, assuming the SAAL (1974) as a historical landmark. Intervention win, so a character "territorial" growing responsibilities of local authorities, or within the transfer of responsibilities from the Central Power, both in terms of promotion of municipal services and the creation of specific social responses. The PRS (1997) and the RLIS (2013), are presented as examples of territorial, strengthening the powers of local authorities to the level of social action. The first, implemented nationally, aimed at articulating features and an integrated intervention. Its principles, promoting the participation of the population and local actors when developing social diagnosis, whether the creation of appropriate responses to the needs. The second, under implementation, aims to create a working methodology in terms of care and social support. It highlights the role of local authorities and civil society in the execution of a social intervention proximity. The growing irresponsibility of the state in social intervention, in particular the Central Power, motivated by the economic crisis, causes changes in social policies. Arise inclusion policies targeting specific audiences tend contracted and centered on the subject. These changes have also implications for the work of the municipality of Pampilhosa da Serra, where the social work developed together with the implementation of Community-wide programs, including the PDIAS and PLCP (1996) and the pilot project of RMG (1997). Systematized with the implementation of Social Networks and made operational in the Social Action Office, working in three dimensions: mediation, promotion and implementation. Analysis and reflection around the GAS operation, in which we inscribe our professional intervention, we believe that this is developed in a socio-political and operational relationship, assuming the Municipality an active role to create and / or strengthen measures of socio-educational and economic support, to ensure the welfare and quality of life of citizens Pampilhosenses. The municipality is assumed as the proximity actuation level par excellence where the location is perspective as the space where social intervention made operational, while the Local Government, together with civil society, assume the co power build social change.

The middle tax of suicide in the strength of security according to the Office of the Ministro da Administração Interna was in the last five years of 11,3 %. Much though these values appear inferior to the taxes registered in the civil society. That makes emergent to act in the sense of reducing the taxes of incidence of suicide in the strength of security. The realization of studies that board this reality assumes so special relevance. For the investigation the sample disposed of 95 subjects, all soldiers of the GNR, in functions in the centre region of the country, and took as a central objective the relational study between the eventual existence of Depression and behaviours of secondary risks in the Soldiers of the GNR. To measure the risk of suicide was used the Stork Scale of Suicide Risk, as well as the Depression Clinical Inventory (IACLIDE) checked for the Portuguese population, by the psychiatrist Adriano Vaz Serra. They were gathered some data of demographic and social characterization. Our results indicate that the sample in study does not present values of depression, i.e. 90,5% (n = 95) of the sample represents a degree of depression that was evaluated as normal. Nevertheless, 1,1 % of the total sample presents a degree of depression that was evaluated as seriously. What concerns the dimensions of the IACLIDE and such as waited, symptoms, factors and foresight of incompetence present values more lifted up in case of the sub-group of the subjects with depression. The questionnaire study results of secondary risk of J. Stork showed that the rate of secondary risk for the sample in study corresponds to a risk evaluated as normal. As for the relation study between the variables there is observed an irregular distribution in which subjects without depression present several degrees of secondary risk in the same way which individuals with different degrees of depression can or can not to be in risk.

Public policies have been studied in the various fields of humanities and social sciences, from different theoretical and technical aspects. However, there is still a lack of studies that incorporate the dimension that encompasses the political action and its interference in such actions, also recognizing the importance of the institutional setting of the Brazilian presidential model in implementing these policies. This fragmented and multiparty system has led to power heterogeneous sets of political parties. Thus, the ministerial offices, more than assisting the President´s government project, manage particularized agendas, which are party biased and have the influence of interest groups in hegemonic themes addressed by government agencies. When these agendas operate in sectoral and specialized policies, the friction level is apparently low. However, when this occurs in intersectoral actions, such as in regional development, there is evidence of strong signs of competition among government agencies, which in theory, should operate in an integrated manner. Although this is not a specific feature of Luiz Inacio Lula da Silva´s government- the period to be studied- there was similar behavior in Fernando Henrique Cardoso´s presidency, one realizes that the expansion of coalition on behalf of governance is increasingly interfering in the outcome of intersectoral public policies, due to these multiple arguments in action. In order to understand these processes, this study focused on the Sustainable and Integrated Development Programme for Differentiated Meso-Regions (PROMESO), part of the National Policy for Regional Development (NPRD). The program provides interface with various government agencies and their public policies in a clear intersectoral design. The research sought to identify and analyze the relationships between government agencies and their programs with interest groups, whether political parties or other segments of civil society, highlighting the logic of favoritism, which poses in second place the integration of actions in the intersectoral policies. Therefore, besides the theoretical debate that incorporates several categories of political science, public administration, public policy, geography and economics, the study focused on secondary sources, using different government agencies databases in order to raise information. It was observed that the interference of partisan politics has been disastrous for some public policies. Thus, the research confirms that cooperative character is fragile within government agencies, often limited to official documents, and that there is indeed, a striking feature of competition, especially when it comes to transversalized policies

This work aims to understand the phenomenon of corruption in the Brazilian public sphere and its implications for society. It has brought concepts of corruption, and has referred to its highest incidence in the public sphere in the three levels of government (despite its infiltration also in the privative sector) and has called attention to two subjects which intertwine public administration (as a means of ordering social life) and corruption (as a form of denial to the collective welfare). Through literature search whose analysis shows that the phenomenon contains the entire country history, from discovery to present day it was found to be common several dictatorial and democratic political regimes. Finally, it has emphasized the importance and necessity of citizen participation in process, as well as the organization of civil society and media, in addition to highlighting the relevance of autonomy and independence of Powers set for its effective confrontation and fighting

There is increasing advocacy for inclusive community-based approaches to environmental management, and growing evidence that involving communities improves the sustainability of social-ecological systems. Most community-based approaches rely on partnerships and knowledge exchange between communities, civil society organizations, and professionals such as practitioners and/or scientists. However, few models have actively integrated more horizontal knowledge exchange from community to community. We reflect on the transferability of community owned solutions between indigenous communities by exploring challenges and achievements of community peer-to-peer knowledge exchange as a way of empowering communities to face up to local environmental and social challenges. Using participatory visual methods, indigenous communities of the North Rupununi (Guyana) identified and documented their community owned solutions through films and photostories. Indigenous researchers from this community then shared their solutions with six other communities that faced similar challenges within Guyana, Suriname, Venezuela, Colombia, French Guiana, and Brazil. They were supported by in-country civil society organizations and academics. We analyzed the impact of the knowledge exchange through interviews, field reports, and observations. Our results show that indigenous community members were significantly more receptive to solutions emerging from, and communicated by, other indigenous peoples, and that this approach was a significant motivating force for galvanizing communities to make changes in their community. We identified a range of enabling factors, such as building capacity for a shared conceptual and technical understanding, that strengthens the exchange between communities and contributes to a lasting impact. With national and international policy-makers mobilizing significant financial resources for biodiversity conservation and climate change mitigation, we argue that the promotion of community owned solutions through community peer-to-peer exchange may deliver more long-lasting, socially and ecologically integrated, and investment-effective strategies compared to top-down, expert led, and/or foreign-led initiatives.
