En el archipiélago Sabana-Camagüey, Cuba, y sus áreas marino-costeras, se ha logrado un avance importante en la implementación del Manejo Integrado Costero(MIC) a través del establecimiento de Programas Demostrativos de implementación al nivel de municipios. Para ello fue decisiva la ejecución del proyecto PNUD/GEF Ecosistema Sabana-Camagüey durante casi 20 años. Se describen logros destacados, estrategias y acciones aplicadas, lecciones aprendidas y la importancia de estas para la protección y uso sostenible de la biodiversidad y el enfrentamiento de los peligros de la variabilidad del clima y el cambio climático. Fueron claves: (1) una intensa y sistemática educación, concienciación y capacitación de los actores claves, en temas pertinentes al MIC y a la biodiversidad, desde el comienzo del proyecto, a nivel nacional, provincial y municipios involucrados; (2) la inserción de la ejecución del proyecto dentro del tejido institucional del país; y (3) una fuerte participación de los actores claves (gobiernos, sectores productivos, instituciones científicas y docentes, comunidades y organizaciones no gubernamentales). El proceso de gobernanza de MIC se basó en la concepción y metodología de ECOCOSTAS/Coastal Resource Center-University of Rhode Island,incluyendo la aplicación del conocido ciclo de generación de MIC, los cuatro órdenes de resultados, y el apoyo en los resultados de la ciencia y en el mejor conocimiento general disponibles. Se brindan los resultados recientes de la aplicación, por el proyecto PNUD/ GEF Ecosistema Sabana-Camagüey, de un formulario de autoevaluación anual de desempeño operativo de MIC. La misma se realizó de manera participativa en siete Programas demostrativos de Manejo Integrado Costero para el Ecosistema Sabana-Camagüey, cuyas áreas de intervención fueron declaradas y certificadas por el Ministerio de Ciencia, Tecnología y Medio Ambiente, como “Zonas bajo régimen de Manejo Integrado Costero”. Cada programa de MIC estuvo conducido por el gobierno local y tuvo su estructura particular de composición e de integración. ABSTRACT: In the Sabana-Camagüey archipelago, Cuba, and its coastal marine areas, advances in the implementation of Integrated Coastal Management have been achieved through the establishment of Demonstrative Programs among other actions. For that, the execution of the “Sabana Camagüey Ecosystem” UNDP/ GEF Project during 20 years was decisive. Outstanding outcomes, applied strategies and actions, lessons learned, and their importance for protecting and sustainably use of biodiversity and for facing threats of both climate change and variability are described herein. Key actions were: (1) an intense and systematic stakeholder education, awareness and capacity building to key stakeholders about issues related to ICM and biodiversity since the beginning of the Project, at the involved national, province and municipality levels; as well as (3) a strong participation of key stakeholders (government, productive sectors, scientific and teaching institutions, communities, and non-governmental organizations). The governance process was based on the ECOCOSTAS/Coastal Resource Center-University of Rhode Island conception and methodology, including the application of the known MIC generation cycle, the four result orders, and the support from science and the best available knowledge. Recent results are provided about the application, by the UNDP/GEF Sabana-Camagüey Ecosystem Project, of an annual ICM operative performance self-assessment form. This was carried out in a participative way in seven ICM demonstrative Programs for the Sabana-Camagüey Ecosystem, which intervention areas were declared and certified as “Zones under Integrated Coastal Management Regime”. Each ICM program was led by the local government and had it particular composition and integration structure.

Objectives: To investigate whether low perceived organisational injustice predicts heavy drinking among employees. Methods: Data from the prospective occupational cohort study, the 10-Town Study, related to 15 290 Finnish public sector local government employees nested in 2432 work units, were used. Non-drinkers were excluded. Procedural, interactional and total organisational justice, heavy drinking (>=210 g of absolute alcohol per week) and other psychosocial factors were determined by means of questionnaire in 2000-2001 (phase 1) and 2004 (phase 2). Multilevel logistic regression analyses taking into account for the hierarchical structure of the data were conducted and adjustments were made for sex, age, socio-economic position, marital status, baseline heavy drinking, psychological distress and other psychosocial risk factors such as job strain and effort/reward imbalance. Results: After adjustments, participants who reported low procedural justice at phase 1 were about 1.2 times more likely to be heavy drinkers at phase 2 compared with their counterparts with high justice. Low perceived justice in interpersonal treatment and low perceived total organisational justice were associated with an elevated prevalence of heavy drinking only in the socio-demographics adjusted model. Conclusions: This is the first longitudinal study to show that low procedural justice is weakly associated with an increased likelihood of heavy drinking.

Background: Improper handling has been identified as one of the major reasons for the decline in vaccine potency at the time of administration. Loss of potency becomes evident when immunised individuals contract the diseases the vaccines were meant to prevent. Objective: Assessing the factors associated with vaccine handling and storage practices. Methods: This was a cross-sectional study. Three-stage sampling was used to recruit 380 vaccine handlers from 273 health facilities from 11 Local Government areas in Ibadan. Data was analysed using SPSS version 16 Results: Seventy-three percent were aware of vaccine handling and storage guidelines with 68.4% having ever read such guidelines. Only 15.3% read a guideline less than 1 month prior to the study. About 65.0% had received training on vaccine management. Incorrect handling practices reported included storing injections with vaccines (13.7%) and maintaining vaccine temperature using ice blocks (7.6%). About 43.0% had good knowledge of vaccine management, while 66.1% had good vaccine management practices. Respondents who had good knowledge of vaccine handling and storage [OR=10.0, 95%CI (5.28 – 18.94), p < 0.001] and had received formal training on vaccine management [OR=5.3, 95%CI (2.50 – 11.14), p< 0.001] were more likely to have good vaccine handling and storage practices. Conclusion: Regular training is recommended to enhance vaccine handling and storage practices.

Introduction Utilization of orthodox health facilities for maternal health services is determined by factors operating at the individual, household, community and state level. The prevalence of small family norm is one of the identified variables operating within the community which influences the decision of where to access care (orthodox/traditional). The objective of the study was to determine the use of orthodox versus unorthodox maternity healthcare and determinants among rural women in southwest Nigeria. Methods A qualitative study was done and involved three focus group discussions. A semi-structured interview guide was used to collect information from women of reproductive age group within a rural Local Government Area in Lagos state. Results Most of the women access some form of healthcare during pregnancy, orthodox, unorthodox or both. Those who patronize both services concurrently do so to benefit from the two as each has some unique features such as herbal concoctions for traditional, ultrasound and immunization of babies for orthodox. Traditional belief exerts a strong influence on decision of where to access maternal healthcare services. Actual place of delivery is determined by individual and household factors including financial resources. Conclusion Rural women utilize one or both orthodox and unorthodox maternal health services for different reasons. Ward Development Committees should be strengthened so as to reach the communities, educate and convince women to dispel myths which limit their use of orthodox care. Training and monitoring of Traditional Birth Attendants (TBAs) are vital to eliminate harmful practices. We also recommend improved financial access to orthodox healthcare.

This article presents the results of a research project that studied leadership from the standpoint of the personal conceptions that influence the behavior of local government leaders, as well as those conceptions desired to generate the social transformation processes required in communities. Qualitative methodology was used. Categories of analysis were created based on Pearson’s (1992) model of psychological archetypes. A relevant finding was the limited advance shown by interviewees regarding self-knowledge and a fragmented vision between the observer and the observee, which hinders their ability to take on the challenges that current reality demands from them.

This dissertation examines black officeholding in Wilmington, North Carolina, from emancipation in 1865 through 1876, when Democrats gained control of the state government and brought Reconstruction to an end. It considers the struggle for black office holding in the city, the black men who held office, the dynamic political culture of which they were a part, and their significance in the day-to-day lives of their constituents. Once they were enfranchised, black Wilmingtonians, who constituted a majority of the city’s population, used their voting leverage to negotiate the election of black men to public office. They did so by using Republican factionalism or what the dissertation argues was an alternative partisanship. Ultimately, it was not factional divisions, but voter suppression, gerrymandering, and constitutional revisions that made local government appointive rather than elective, Democrats at the state level chipped away at the political gains black Wilmingtonians had made.

A presente dissertação tem como objetivo geral apresentar uma proposta de um modelo de observatório municipal do desporto na administração local, nomeadamente no concelho de Setúbal. Podem ser verificados alguns estudos sobre a temática dos observatórios no sector do desporto (Leite, 2013; Gaspar 2014). Em plena sociedade de informação, as organizações têm de gerir grandes fluxos de dados. Têm de ter capacidade de adaptação à realidade, mas acima de tudo, uma atitude pró-ativa no sentido de anteciparem novos cenários. Segundo Albornoz e Herschmann (2006), os observatórios costumam recolher, registar, acompanhar, interpretar dados, produzir indicadores estatísticos, criar metodologias para codificar, classificar e categorizar informações, estabelecendo conexões entre pessoas que trabalham em áreas similares, bem como monitorizar e analisar tendências. É exigido à administração local, serviços de qualidade e de transparência na adoção das suas politicas desportivas e a existência de um instrumento de recolha de informação, estruturado com base num modelo de análise que permita conhecer, analisar e compreender o estado de um dado contexto desportivo em tempo real, irá permitir a criação de uma base de dados contendo informação atualizada e confiável. Neste contexto, os sistemas de informação, quando desenvolvidos e aplicados, vão permitir a recolha de informação fundamental sobre o comportamento interno da organização (Claudino, 2005). A presente pesquisa representa uma investigação descritiva, tratando-se de um estudo de caso a aplicar na Câmara Municipal de Setúbal. Em termos da recolha de dados, foram utilizadas fontes primárias, com base numa análise documental. Os resultados deste estudo, permitem apresentar uma primeira abordagem de estrutura e processos de funcionamento de um modelo de observatório municipal do desporto com aplicação prática, tendo sido estabelecidos sete categorias de análise fundamentais: i) Atividades Desportivas; ii) Instalações Desportivas, iii) Associativismo; iv) Recursos Humanos; v) Sector Privado; vi) Consumo Desportivo; vii) Divisão Desporto. As estratégias das políticas públicas desportivas adotadas, o planeamento desportivo ou o acesso ao apoio financeiro, exigem que estejam disponíveis um conjunto de informações rigorosas e fidedignas sobre o desempenho, a evolução e as tendências do sector a nível local pelo que a estrutura de um observatório do desporto, irá permitir de uma forma eficiente, eficaz e participativa que se desenvolvam e projetem as políticas desportivas locais que melhor se ajustem à sua realidade. Acreditamos que a existência de um observatório municipal do desporto acrescenta benefícios para os municípios. As mudanças e os desafios económicos colocados hoje, obrigam a novas dinâmicas competitivas.
