Los censos de población constituyen una herramienta muy valiosa para la formulación, el monitoreo y la evaluación de políticas públicas. En el caso de las políticas de hábitat y vivienda, las marcadas desigualdades socioeconómicas y las amplias dificultades de acceso por parte de los sectores más pobres demandan la generación de datos específicos que permitan dimensionar las necesidades habitacionales y evaluar los alcances y efectos de las políticas y los programas ejecutados. Esto último enfrenta importantes desafíos metodológicos, principalmente por las limitaciones que presenta esta fuente de información para la identificación de la población beneficiaria de los programas habitacionales. En tal sentido, este trabajo tiene por objeto proponer una metodología de evaluación de resultados que, a partir de las potencialidades de los censos y su complementariedad con otras fuentes de información, permite estimar los efectos de una política habitacional concreta, como lo es el programa “Mi Casa, Mi Vida” (Córdoba, Argentina), sobre la población beneficiaria.

The formulation of public policies, particularly those relating to social housing – SH -, follow a dialectical process of construction, which are involved in the figures of the State and tha Market.The combination of the State and Market remains in constant tension and struggle for power, which provides beyond products (policies, programs and projects), periods of crises and disruptions that can give rise to new institutional arrangements. It is possible to verify a change in the relationship between the State and the Market in the formulation of public policies of SH financing, justified by the context of the Brazilian economy growth, especially after 2003, year that began the first Lula Federal Government , and through the international financial crisis (in 2008). Thus, the State and the Real Estate Market has been undergoing a process of redefinition of their interrelations, articulating new arrangements, new scales of action and new logics of financial valorization of urban space. This peculiarity demanded the rapid thinning of speech and the proposals in the reformulation of housing policies, with the primary result within the pre-existing Growth Acceleration Program – PAC -, the release of My House , My Life – PMCMV -, established by Law 1.977 of the year 2009. Given the above, this research has as study object the relationship between financing public policies of SH, promoted by the State, and behavior of Formal Housing Market. It is believed that the established roles for each agent in the new housing finance model introduced with the PMCMV, have been adapted according to the needs of each location to make this a workable policy. It remains to identify the nature of these adaptations, in other words, what has changed in the performance of each agent involved in this process. Knowing that private capital remains where there is more chance of profit, we tend to believe that most of the adjustments were made on scale of State action. The recommendation of easing urban legislation taken by PMCMV points to how the State has been making these changes in activity to implement the production of social housing by this program. We conclude that in the change for PMCMV, the direct relationship for construction and housing projects financing began to be made between the Caixa Econômica Federal bank and the builders. The city was liberated from the direct interlocutor role between all actors involved in the production of SH and could concentrate on negotiating with the parties, focused on the effectiveness of SH public policies proposed by PMCMV. This ability and willingness for dialogue and negotiation of municipal government (represented by their managers), undoubtedly, represents a key factor for rapprochement between State and Real Estate Market in the City of Parnamirim.

This work describes and analyzes the situation planned with the current, according to the housing development project style of social interest (Gleba 9), named Victory Brazil at Shopping Park II neighborhood, located in the southern sector of Uberlândia (MG), built with Program resources Minha Casa, Minha Vida (PMCMV). The specific objectives are: to present the housing policy of social interest directed to the Minha Casa, Minha Vida in the city of Uberlândia, from its history to its current information; trace the environmental characterization of the housing Vitoria Brazil through the development of thematic maps; identify the impacts generated by the housing projects of social interest; and show through interviews with 25 residents of Vitoria Brazil, the structural problems of the houses. Therefore, the research became quali-quantitative with descriptive approach and use of semi- structured interviews to collect data. In addition, the iconographic sources, ie photographs of the problems raised by the residents of the whole Victory Brazil and maps of the study area, enlarged the qualitative and dialogic nature of this study, as there is opportunity to contextualize specific way what was reported the residents interviewed. We understand that the city is intrinsically related to the design of agglomeration, characterized by the production of the possessor market capitalism a public administration system that is guided by the ideals of consumption and utilization of space, and its inhabitants are high class with the construction of equipment and adequate social services. One of the important biases to solving the problems of urbanization is by the intervention of the government through public policies through the master plan so that would allow prospects to enable the population of low-income housing in locations that offer housing and decent urbanization conditions.

En 2003, le gouvernement brésilien (gestion Lula) a initié une nouvelle phase dans son histoire de l habitation, en intensifiant les constructions de logements sociaux au Brésil. Un tel accroissement a eut des répercussions tant en ville comme à la campagne, et fût marqué dans le Rio Grande do Norte, par la production a grande échelle d ensembles d habitations, dans les programmes de Gouvernement. Afin de viabiliser ces transformations, des instruments politiques, financiers et de gestion ont étés articulés conjointement, utilisant la répétition d une typologie d édification, comme modèle, accompagnée de la reproduction d une morphologie dans les constructions de logements sociaux. Afin de comprendre ce processus nous introduisons une recherche urbanistique et socio-économique du problème du logement social au Brésil, en cherchant à mettre en relation les aspects techniques avec les questions historique, professionnelles et culturelles, éléments complémentaires. Notre analyse cherche a identifier comment les politiques de gestion et financement officielles (administrées dans sa grande majorité par la Caisse Économique Fédérale -CEF-), influencent le processus de conception de projets, en provoquant les répétitions de type/morphologiques, déjà citées. Basée sur l observation directe au cour de deux expériences différenciées pour du logement social en milieu rural, au Rio Grande do Norte, nous montrerons aussi certaines limitations et possibilités des acteurs sociaux, face aux agents et politiques officielles pour le logement social au Brésil, proposant des solutions alternatives standardisées qui caractérisent le résultat des projets financées et gérés par la CEF. Nos principales références théoriques et méthodologiques sont Nabil Bonduki (1998), David Harvey (2009,1982), Henry Lefèbvre (1970), Ermínia Maricato (2010, 2009, 2000, 1987) et Raquel Rolnik (2010, 2009, 2008, 1997)

This study aimed to verify which are the main factors for a Quality of Working Life Program in context of the Agência Nacional do Petróleo, Gás Natural e Biocombustíveis (ANP). For this, a descriptive, an explanatory, a literature, a documentary and a field research was applied. ANP was the universe of the research. The sample consists of 2 Quality of Working Life Program¿s managers: one of Agência Nacional de Águas (ANA), and another one from Agência Nacional de Saúde Suplementar (ANS), as well as managers and servers from ANP. Two semi structured interviews, a mixed questionnaire and a words evoke test were applied. The Quality of Working Life Factors used in this study were: working conditions, health, moral, compensation, participation, internal communication, organization image, headmansubaltern relationship and working organization. It was concluded that relevant factors for a Quality of Working Life Program in ANP are: working organization, working condition, moral, health and organization image.

Un colegio de Galicia trabaja, en Educación Infantil, el centro de interés de la casa desde diferentes enfoques. Así por ejemplo, con los números de las casas se estudian Matemáticas, con los carteles se profundiza en la lectoescritura y al planificar un itinerario por el pueblo se trabaja la Geografía. Además, se confecciona un catálogo con fotos de las viviendas de los alumnos, para lo cual se implica a las familias de los mismos.

This research has the goal to analyze the urban setting of the Planalto neighborhood, in Natal /RN, seeking to unravel the processes, agents and contradictions associated with the production of the space. The choice of neighborhood is justified by the observation that changes in its urban setting have been growing in speedy way. We highlight the performance of the housing market, in partnership with the state, and the construction of condominiums and buildings closed by the housing program Minha Casa, Minha Vida. This has favored the reproduction of a new " urban reality in the neighborhood, setting an urban standard that differs from the original morphology, seen as peripheral within the urban dynamics of the city. The research is a qualitative study, through documents, interviews with stakeholders, and photographic documentation. In this perspective , we seek to understand the current phase (2000s) the production of space in the neighborhood process through the development of the housing market , as an extension of the urban development in central zone of Natal/RN, analyzing the performance of agents and their producers the "new " uses redefining the "old ". Thus, it can be seen that there is in the neighborhood, urban reality in a pluralistic constitution, from the existence of different social classes inhabiting the same space. On this way, the city is produced from the appropriation of space by different social classes, although due to the economic condition of each of them

This research examines the street children s identity construction processes. Recently, the research about this population has focused on the socialization processes that organize their everyday, their situations of interaction, the meanings of their social practices, their street experience. The concept of identitary forms gives coherence to the set of these phenomena, articulating them theoretically, in order to describe their life conditions and details of their trajectories. This research utilized an ethnographic approach with a group of 11 street people, 9 of them boys and girls 16-18 years old, during 3 months. It included participant observation, informal and formal interviews, that resulted in young s narratives of lifestory. These narratives were interpreted according to the principles of positioning analysis and the Labovian Analysis model of oral narratives of personal experience. The observation of interaction among the studied group and other groups has showed that their social practices, supported on many particular bodily technologies, recreate space and time of these interactions semantically, as mediation of meaning negotiations among groups. Such meanings transform again the environment of these interactions, disclosing interpretative systems by means of which the groups apprehend this interaction in a particular way. These street children s bodily technologies imply identitary forms based on scarcity and abandonment, paradoxicalally related to their self-concept. The analysis of narratives revealed diversity and complexity in the meanings assembly for their street experience; it showed that the semantic arrangements reconstruct the temporal experience, creating a moral climate for each lifestory, and determining more or less aperture of identitary forms to change. The study concludes that space and time, builders of interaction regimes, produce identitary forms; that the narratives and the social practices of the studied group are sustained upon a master discourse that opposes the meanings of the home and the life in the streets

Nos últimos anos, o tema velhice tem despertado mais a atenção de diversos setores da sociedade. O resultado disso é o aumento de reportagens, artigos, monografias, dissertações e teses sobre ele.O Brasil está caminhando para se tornar a sexta população de idosos no mundo, fruto do grande avanço tecnológico, intensificado na segunda metade do século XX, facilitando as conquistas da medicina, da saúde e da genética. Vale salientar que essa problemática está inserida em um contexto social, político e econômico específico, que é o da resignificação do poder local. É nessa conjuntura que situamos o presente trabalho, que é um estudo sobre a avaliação de políticas públicas. Nesse sentido, procuramos analisar a efetividade do Programa Idoso Cidadão, da Prefeitura Municipal de Mossoró. O quadro de referência teórico-metodológico situa-se na revisão da literatura sobre terceira idade, poder local e avaliação de políticas públicas, observação assistemática; e entrevista semi-estruturada com os gestores, os profissionais envolvidos e particularmente com os usuários do Programa, tendo como meta averiguar como esses agentes percebem a implementação e os resultados do Programa. Com este tratamento conceitual foi possível apreender as condições em que se deu o estudo sobre a efetividade do referido programa para o processo de inclusão dos idosos na sociedade. O Programa Idoso Cidadão é, sem dúvida, um avanço no trabalho com os idosos e na inclusão destes na sociedade. É um espaço para a construção da cidadania, embora apresente muitas limitações, principalmente na área física e no quadro profissional. Constatou-se que, de modo geral, o Programa atende às necessidades básicas de sua clientela. Portanto podemos dizer que a avaliação da efetividade dessa política de atendimento ao idoso se mostrou eficaz, uma vez que podemos perceber o quanto o programa é importante para a vida de seus usuários, promovendo a elevação de sua auto-estima e de sua aceitação como categoria social

Este Programa nace como una nueva herramienta para proporcionar a las personas con síndrome de Down capacidades y destrezas que les permitan desenvolverse en todos los ámbitos a lo largo de su vida: laboral, personal, social y cultural. Se vincula así la educación en valores con el fomento de la vida independiente, considerando éstos como determinantes en el comportamiento de las personas en diferentes contextos. Se presentan bajo este programa dos publicaciones: un libro de orientaciones didácticas (dirigido a los profesionales de las asociaciones) y un cuaderno para el alumno (para que los jóvenes con síndrome de Down trabajen las actividades en el aula). En ellas se plantean una serie de actividades para el fomento de la comunicación, la habilidad lectora y la creatividad. Estas ‘Orientaciones didácticas’ proponen diferentes acciones para mejorar la comprensión lectora y facilitar las conversaciones en torno a valores como la amistad, la cooperación y la solidaridad, entre otros.
