Cultura, desarrollo, comunidad, territorio, arte, cohesión social, empoderamiento, desarrollo cultural comunitario, solidaridad... Todas estas palabras, todos estos términos, componen una compleja definición sobre una propuesta de transformación y futuro para contextos sociales en riesgo de exclusión. Un proyecto que es, a la vez, una red de agentes culturales, un contenedor de deseos y acciones de intervención, y un vÃnculo entre el arte y la cultura como motores de transformación del territorio a favor de una cultura de paz. Se trata de REDESEARTE PAZ, un proyecto que, a través de las herramientas de las prácticas artÃsticas contemporáneas y la cultura, genera y fortalece procesos de cohesión social. El proyecto trabaja mediante la intervención-colaboración-reflexiónacción con comunidades en peligro de marginación. El presente texto es un glosario de términos, con intención de diccionario, que trata de dibujar el amplio mapa de las acciones y los conceptos que conforman esta red; la búsqueda de una definición en la suma de todas las partes que componen la propuesta, bajo la idea de reivindicar el uso de la palabra utopÃa en la actualidad: recuperar esa esperanza que supone el término y a la vez compartir la experiencia de este diálogo entre el arte y la cultura propuesto por REDESEARTE PAZ a favor de la cooperación y el desarrollo

RESUMO: Estamos a vivenciar dois fatos paradoxais: de um lado, uma organização da escola instituÃda que gera a autoconservação das práticas do professor e, do outro, tendências nos plano cientÃfico e do discurso polÃtico que apelam ao retorno ao ator - que reconhece o professor como sujeito de seu saber e fazer. Foi neste contexto que se realizou a pesquisa subjacente a esta tese sobre a formação docente num projeto de escolarização que se fundamenta numa perspetiva de educação popular contra-hegemónica, edificada, no Brasil, como ‗educação do campo‘. Buscou-se compreender a vivência docente, suas perceções e aprendizagens. Desenvolveu-se a investigação a partir das questões: é possÃvel, no contexto atual de mudanças sociais direcionadas ao processo cada vez maior de individuação docente, a formação em democracia participativa numa experiência de educação popular? Como ela se estabelece? O que ela nos ensina? A metodologia assentou na observação participativa das reuniões de planeamento, avaliação e replaneamento dos(as) professores(as) e coordenadores, numa proposta local de educação do campo - do Programa Nacional de Educação na Reforma agrária. As reuniões e escolarização ocorreram em Ilhéus/Bahia/Brasil, durante os anos de 2005-2006. As referências teóricas para a análise empÃrica do material coletado foram: a perspetiva da reflexão-ação emancipatória de Carr e Kemmis (1998), que compreende as instituições educacionais criadas por pressões sociais e polÃticas; e a conceção de emancipação desenvolvida por Freire e por Habermas, assente na ação comunicativa/dialógica. Para a análise utilizou-se o método da Análise CrÃtica de Discurso (ACD), cuja principal referência foi Fairclough. Nas narrativas das reuniões percebeu-se o desenvolvimento de uma polidez positiva – atos de fala que demonstram o falante desejando estabelecer o consenso com ouvinte; assinalada por estruturas modais que direcionaram para a abertura de relacionamento e participação mútua entre professores(as) e coordenadores do projeto. O conteúdo manifesto das falas amparou-se numa perspetiva de educador que se constrói na prática, e, ao mesmo tempo, a constrói, mas que, entretanto, necessita de aportes teóricos crÃticos no processo de embate epistémico entre os saberes da vida quotidiana concreta e os saberes cientÃficos. A função interpessoal foi expressa pela arquitetura dialógica, permitindo um processo de construção mútua de escola e professores(as). Pode-se afirmar que a prática analisada indica que nestes tempos, de controlo intenso das instituições escolares, de competição, de solidão, é obviamente necessária a organização coletiva de professores (as), de movimentos sociais e universidades, amparados e financiados por ordenamentos legais (conquistados pela população), para consolidar e ampliar projetos crÃticos de escolarização, mudando, reciprocamente, escolas e professores(as). ABSTRACT: We are experiencing two paradoxical facts: the organization of the established school which generates the self-preservation of teaching practices and, on the other hand, there is a political and scientific trend that claims the return of the ―actor‖ – the teacher being the subject of his knowledge and actions. It was therefore in this context, that the underlying research for this Thesis was conducted. It concerns to the teacher training in an educational project which is based on the perspective of a counter-hegemonic and popular education available to people at the Brazilian countryside – also called ―Field Education‖. We searched the understanding of the educational experience, its perceptions and learning. The investigation was developed from two fundamental questions: Is it possible to have the experience of a popular education system in a functioning democracy, at the light of the recent social changes that lead to a greater individuation? How is it established? What can we learn from it? The methodology was settled on the participant observation of the planning and evaluation meetings of teachers and coordinators of the National Education Program in the Land Reform in Brazil. These meetings occurred in Ilheús- Bahia- Brazil during the years of 2005-2006. The theoretical references to the empirical analyses of the material collected were: the perspective of the reflection – action emancipative of Carr & Kemmis (1998), which comprehends the educational institutions created by social and political pressures; and the conception of emancipation developed by Freire and Habermas, which is settled on the communicative-dialogical action. For the analysis it was elected the method of Critical Analysis of Discourse (CAD),which main reference was Fairclough. During the account of the meetings it was noticed the development of a positive politeness – which reveals the desire of the speaker to reach an agreement with the listener, signalized by modal structures that directed to an open and participative relationship between teachers and coordinators of the project. The manifest content of the speeches was sustained by the educator perspective, which is built on the daily practice. However, it needs some basic theoretical contributions to the epistemic struggle between concrete ordinary life and the scientific knowledge. The interpersonal function was expressed by dialogical architecture, allowing a mutual process of construction that involves the school and the teachers. The practice analyzed indicates that, more than ever, due to the massive control of the institutions, the extreme competition and solitude, the collective organization of the teachers, the social movements and the universities is necessary. They should be supported and financed by legal systems to consolidated and amplify important education projects, bringing necessary changes for schools and teachers reciprocally.

The recent report of the Milburn Review into Social Mobility highlights the under-representation of young people from lower socio-economic groups in higher education and encourages universities and others to act to remedy this situation as a contribution to greater social mobility. The paper uses data from the Longitudinal Study of Young People in England to examine the relationship between social background, attainment and university participation. The results show that differences in school-level attainment associated with social background are by far the most important explanation for social background differences in university attendance. However, there remains a small proportion of the participation gap that is not accounted for by attainment. It is also the case that early intentions for higher education participation are highly predictive of actual participation. The results suggest that although there may be some scope for universities to act to improve participation by people from less advantaged backgrounds, a much more important focus of action is on improving the school-level achievement of these students.

This paper explores the relationship between discourse and action in practices involved in making and consuming texts. Texts are produced through the process of ‘entextualization’ in which strips of action and discourse are extracted from their original contexts and recontextualized into other situations. Different technologies for turning actions into texts affect the kinds of social actions and social identities that are made possible both at moments of entextualization and at future moments of recontextualization. In particular, I focus on how digital technologies affect the practices and participation structures around entextualization. Digital photography and video have had a profound effect on social practices and relationships around the making of texts. Specifically, they have made processes of entextualization more immediate, more contingent and more communal. Implications of these features of digital text making are discussed in light of previous work on literacy and orality.

This paper examines the concept of ‘culture’ and its relationship to HIV prevention. Culture is here seen as the interaction between human beings and the various ‘cultural tools’ they appropriate when taking action. Among these tools are ways of speaking which encode certain meanings, ideologies and social practices. When individuals take action with regard to AIDS, what they do is mediated through voices which they borrow strategically from their environ- ment. The textual tools that are available and the ways individuals adapt and combine them work to either limit or amplify their participation in HIV prevention. What are traditionally seen as ‘cultures’ or ‘sub-cultures’, or worse, ‘risk groups’, are, in this perspective, viewed as ‘communities of practice’, groups of individuals who share particular cultural tools and ways of using them. This conceptual framework is applied to recent discourses of homosexuality and AIDS prevention in China. An instance of ‘of� cial’ discourse in the form of an AIDS education pamphlet for ‘gays’ is analysed for the voices it contains and how these voices are strategically marshalled by the authors and mixed with other voices in ways which amplify participation in AIDS prevention for some and limit it for others. This ‘offical’ discourse is then compared to the discourse of homosexually active Chinese men recently interviewed in Beijing and Fuzhou to examine which of these of� cial voices and other voices they appropriate, and how they adapt these voices in responding to HIV.

This study deals with immigrants’ political participation in Sweden and the Netherlands. Scholars have recognized low level of political participation of immigrants in Sweden compared to the Netherlands. The main goal of this study is to analyze the institutional influence, mainly from political parties over immigrants’ motivation for active electoral participation. The modified actor-context model uses here as the main theoretical framework. In addition, social capital theory employs to analyze immigrants’ voluntary organizational membership. This study confirms that, Swedish immigrants have the lower participation rate in the political sphere, at lest to a certain extent, than its counterparts the Dutch immigrants. This study also confirms the argument that contextual factors can influence actor’s motivations in integration-oriented action, and similarly it validates the necessity of enlargement of the actor-context model.

Este trabalho se propõe a ser um fio na teia de reflexões que tecem o debate sobre a participação infantil a partir do ponto de vista das crianças em co-operação com adultos. Sua trama se compõe de campos distintos e autônomos - infância, direito social e participação -, que se cruzam e inter-relacionam, investigados no âmbito de uma experiência realizada na organização social Fundação Xuxa Meneghel, que tem como eixo central de suas ações a promoção e a proteção de crianças e adolescentes que vivem em situação de vulnerabilidade social na Zona Oeste do municÃpio do Rio de Janeiro. Trata-se de uma micro-experiência, que pretende compreender o ser criança em relação aos seus direitos humanos e sociais, observando sua influência nas práticas sociais presentes na nossa cultura. O direito à participação infantil - entendida como ferramenta para a auto-proteção e a promoção das crianças como sujeitos plenos exercitando a cidadania - se materializou numa investigação em que as concepções metodológicas convencionais foram se re-construindo por meio das vozes infantis em diálogo com seus pares e com os adultos. As crianças apresentaram seus pontos de vista e as significações que atribuem ao seu entorno e a suas possibilidades e limites de participar de forma genuÃna nas suas principais instâncias de socialização: famÃlia, escola e comunidade. A experiência se constitui numa provocação do olhar para as identidades e as culturas das crianças que dela participaram, para suas vivências expressas por representações de ações e emoções contextualizadas no tempo e no espaço, numa tentativa de compor com elas - e ampliando para todas as crianças da instituição - uma compreensão do que significa o direito de participar, ensinado e apreendido em perspectiva social e cultural.

O objeto deste estudo é o Serviço de Supervisão Educacional Maranhense, criado em 1963, com o fim de viabilizar o processo técnico-metodológico do sistema escolar oficial estadual na perspectiva modernizante. O surgimento desse serviço técnico teve origem em convênios firmados pelo Estado com órgãos financiadores e orientadores de Programas de Desenvolvimento no paÃs; por força das exigências de expansão e modernização do sistema de Ensino no Estado, onde a educação era tida como elemento importante na ascensão social do indivÃduo e no desenvolvimento econômico do paÃs. A participação da Supervisão nesse processo se fez presente não só na qualificação do corpo docente como na inculcação da ideologia modernizante. Entretanto, o envolvimento do supervisor com os problemas de cada realidade escolar propiciou a participação e/ou promoção de debates sobre esses problemas conduzindo o supervisor à extensão de seu âmbito de ação – do técnico para o polÃtico e social mesmo dentro dos limites do sistema. Nesse aspecto o presente estudo localiza espaço para uma prática mais efetiva da Supervisão Educacional mostrando a possibilidade de se trabalhar para a formação do senso crÃtico-reflexivo a partir da identificação das contradições existentes no sistema. Este Serviço Técnico teve importância no processo expansionista da educação no Estado, proporcionando treinamento, assessoramento técnico-pedagógico na aplicação, acompanhamento, controle e avaliação de métodos e técnicas de ensino junto ao professorado maranhense, sobretudo o leigo.

Este estudo aborda a Ação Comunitária, forma de intervenção educacional em populações carentes, no perÃodo de 1950 a 1975. Avalia esta ação, baseando no binômio "Dependência-independência" , partindo do pressuposto que a Ação Comunitária, Dor definição, deve levar as populações-alvo à urna postura de independência para tornarem-se interdependentes na consecução do objetivo do desenvolvimento. o objeto principal do estudo é a evolução histórica de urna instituição particular, a FASE, comparada com outras instituições públicas e privadas, que atuaram nas comunidades ditas marginalizadas, na época analisada. Analisam-se as redefinições de objetivos da instituição e, posteriormente, reformulações das estratégias pedagógicas, usadas no decorrer destes anos, Dara definir três tipos básicos de intervenção: 1. O assistencialismo que, sem usar metodologia especÃfica, atende as comunidades nas suas supostas necessidades, numa postura anti-pedagógica, porque aumenta com isso os laços de dependência da comunidade em relação à instituição interveniente. 2. O DC (desenvolvimento comunitário), metodologia propagada 4 nela 0NU na década de 60, baseada ora em técnicas de planejamento, ora em teorias sociais, e que pretende obter maior participação da comunidade na definição e implementação do seu auto desenvolvimento . Conclui-se que a experiência do De no Brasil, em geral falhou, não tanto por falta de continuidade, mas mais por conjunturas polÃticosociais adversas, falta de planeiamento global e superficialidade na condu~ão do processo, ficando o DC limitado à Or~ani ? ação da Comunidad e e algumas melhoria s de infra- estrutura hásica, obtidas através de estratéqias de auto-ajuda e mutirãô, sem nun ca atingir os problemas estruturais, causas da mar ginalizacão e da dependência. 3. Esta pesquisa se propôs a investigar a gestão pública da 20ª edição da Copa do Mundo FIFA, realizada no Brasil em 2014. Contestada popularmente por milhares de brasileiros, o megaevento esportivo teve suas contradições, principalmente em relação aos altos gastos públicos e à lucrativa participação da Federação Internacional de Futebol (FIFA). Durante os seus preparativos e realização, aconteceu um dos mais duradouros ciclos de protestos da história recente do Brasil, o que destaca a insatisfação de muitos brasileiros em relação aos investimentos dos governos federal, estaduais e municipais para a sua realização. Com recorte mais aprofundado para a gestão do megaevento na cidade de São Paulo, o trabalho procurou compreender os acordos entre as partes e analisar a relação entre as instituições – a FIFA e os Governos – na operacionalização e decisões sobre o megaevento. Além disso, destaca as interfaces estabelecidas entre governos e a sociedade civil, em sua diversidade identificada empiricamente, e aprofunda nas inflexões das reivindicações populares e protestos na gestão do megaevento pela prefeitura paulistana. O estudo é um estudo de caso único e, portanto, foi realizado com métodos qualitativos de pesquisa. Foram utilizadas fontes múltiplas de coleta que possibilitaram a triangulação dos dados obtidos e o aumento da validade dos resultados. Foram feitas observações diretas durante os protestos e na região de impacto dos empreendimentos da Copa, coleta em documentos oficiais, legislações, atas, contratos e matérias jornalÃsticas e entrevistas com atores-chave dos governos federal e municipal, com ativistas e manifestantes, lÃderes comunitários e representantes de organizações da sociedade civil. A pesquisa apontou que os megaeventos esportivos são um importante tema de pesquisa pelo mundo e têm se revelado como uma relevante preocupação em paÃses em desenvolvimento, além de terem se tornado um importante instrumento polÃtico para a promoção da imagem dos paÃses-sede no exterior e para a projeção de partidos nos territórios nacionais. Seus resultados destacam a formação de campos antagônicos entre governos e sociedade civil e a formação de arenas de conflito também entre os atores sociais. Embora haja visto alguns esforços pela transparência da gestão, não se pode dizer que a Copa do Mundo no Brasil teve nÃvel ideal de transparência, tampouco de participação social. Se por um lado houve esforços para se aprimorar a transparência, por outro, os canais de participação social instituÃdos não expressaram relevância para a gestão pública do megaevento. As interfaces entre governos e a sociedade civil foram identificadas, assim como seus efeitos e inflexões sobre a gestão do mundial. A principal interface destacada se deu no nÃvel da rua e se afirmou na forma do enfrentamento entre manifestantes e a polÃcia. A segunda mais evidente se consolidou na negociação direta entre comunitários vulneráveis à s obras da Copa e gestores municipais. Os efeitos dos protestos de rua sobre a ação dos governos se destacou na atividade policial, que usou a violência e a repressão como principais respostas ao conjunto de manifestações, e na criação de espaços de negociação direta com as comunidades, este influenciado mais diretamente pela formação de grupos de reivindicação, como o Comitê Popular da Copa, e pela resistência da própria comunidade. A gestão da Copa do Mundo no Brasil foi complexa e evidenciou, do ponto de vista das relações federativas, alguns problemas entre municÃpio, estado e União, que tratam da coordenação de programas, polÃticas ou ações, neste caso, um megaevento esportivo, de gestão compartilhada. O caso aponta dissonâncias e desalinhamentos entre governo federal, estadual e municipal sobre as práticas de diálogo, negociação, transparência e participação social. A pesquisa destaca a formação de um conjunto social mais atento, crÃtico e politizado, que reivindica, contesta e ocupa as ruas demonstrando sua insatisfação com governos, sistemas polÃticos e formas de representação. Aponta para resultados mais tangÃveis e relações mais harmônicas entre governos e população quando são implementadas formas alternativas de participação e envolvimento social, sobretudo espaços e processos em que há lugar para a negociação e inserção da sociedade civil nos processos decisórios

This dissertation is about Architect and town planner inserts in the technical support of the Rural establishment and of the possibilities of changes in their habitat. It also looks for its participation through the production of those spaces with or without its performance through two references cases, in Rio Grande do Norte , one called settlement Eldorado de Carajás and another one called Maria da Paz. At first the process represents the model that was adopted systematically by Incra until the middle of the year 2000 with the sub-contracting of their construction work through small companies. These standardized projects which are executed without registration in the system CONFEA/CREA without demand of professional authorship and of technical responsibility of the work. But the process taken place at Maria da Paz s area was configured as one of the first initiatives that stopped with those practices. Consolidated through a partnership among UFRN MST and INCRA/RN, the Architect s technical support and town planner brought new technician-scientific organization and execution of the soil parcels and its habitat. The participation of UFRN was done through a group of studies in land reform and Habitat (GERAH) being this author and coordinator of the methodological proposal, based on the regressive-progressive method and in the inclusion of the conflict as responsible of the ruptures and transductions both done by Henry Léfèbvre and in the research action approached by Carlos Brandão. Therefore it included the process of social learning and collective production of new knowledge and attitudes in relation to the environment in the process called as attended self management in spite of the transformations happened with this new agent s participation. The people re-located to the new areas that got involved in the process and finished their constructions reelaborating the daily practice of the collective effort passed to the self management without technical support. Years later the implantation of those two experiences our research verified that there is a positive image concerning the Architect and town planner, related, most of all to the conception of the activities, orientation and execution of constructions projects and of acceptance of those professionals to the processes of implementation of the Habitats of the Rural establishments. This dissertation analyses this form of performance, from and beyond these images trying to find the professional, specificities or methodological in such a way to demonstrate the importance of its insertion in the formulation and attendance of the more of 100.000 habitats of Rural establishments of the land reform of the country that correspond to most of the housing social interest in the country side

This work aims at investigating the strategies of management used by State School Joaquim Jose de Medeiros, located in the city of Cruzeta - RN, as award practice of "School of Reference in Management", with a state title in 1999 at the beginning of the decade from 2000, being "Outstanding Brazil" from best management strategies nationally. In 2005, it is ranked among the best experiences of the state. It has been become complex by experiencing in that institution, but at the same time an enjoyable practice, mainly by using a social research, in a qualitative and quantitative approach, and a analysis of the institutional performance of two management practices: from 1995 to 2002 and from 2003 to 2007 . To understand the object, a investigative questionnaire was used with representatives of the school community and carried out an analysis of assessment of institutional and documents of institutional organization of the periods above in order to identify management strategies and examine the influences of the share capital, public policies , the institutional evaluation, in the process of democratic construction that has allowed achievements, highlighting Cruzeta, in the Seridó in the state of Rio Grande do Norte, semi-arid northeast, in the national and international juncture of well-successful experiences in management in institutional categories and leadership. This study becomes relevant to allow understand that the cultural practices of seridoenses that symbolize a capital generated by principles of trust, reciprocity, civic culture, as a driving force in overcoming the problems community and the conquest of democratic principles, worked for the school become a national reference in educational administration. Another aspect that made it natural that school was the collective creation of educational project with the participation and civic culture of self-evaluation as a way to understand the institutional practice and establish guidelines to improve the teaching and practice management in its many dimensions educational, social, administrative - financial and legal

The main objective of the present research is to reflect on the affinities between post-colonial theories - analytical perspectives directed toward the discussion of colonialism and its effects on the contemporary social fabric - and Brazilian educator, Paulo Freire‟s (1921-1997) Pedagogy of the Oppressed, written at the end of the 1960‟s. The study aims to make the argument that the present reflections on the featured work is an example of a post-colonial theoretical framework, delineating a critical modus operandi of colonialism, particularly in its cultural and epistemic dimensions, delineating a problematization of the processes of cognitive domination set, above all, by the European colonization of the Latin American continent, with the formation of the modern-world-system (WALLERSTEIN, 2007), dated from the 16TH Century forward. From this stand point, and especially supported by the contributions of Boaventura de Sousa Santos on the sociology of absence, the present work accentuates Pedagogy of the Oppressed as a set of reflections that bring the possibility of a pedagogy of absence (SANTOS, 1996), having in mind that, this book deals with, the presuppositions of an educational action, which considers the plurality of knowledge and social practices by way of the establishment of a pedagogical practice of collective construction, emancipator and dialogic that arises from the encounter to the indolent reason (SANTOS, 2009) in which the silencing of the voices of the oppressed, construct their conditions of invisibility, promoting also the absence of the social questions inherent to the processes of teaching and learning. It is with this perspective, however, that post colonialism is considered a theoretical site for the affirmation and the reinvention of the Pedagogy of the Oppressed, an obligatory reference in the construction of a prudent knowledge for a decent life (SANTOS, 2006)

This qualitative research aimed to understand the educational activities carried out in Family Health Units, of the municipality of Mossoró-RN. It was used symbolic cartography to organize and present data from reality. It started on the approach of Health Education and knowledge transformation practice, aiming at the development of autonomy and responsibility of individuals and healthcare, publicized by the appreciation of the interpersonal relations area established in services, such as educational emancipator practices contexts. Individual and collective interviews were realized, conducted with health professionals and users of ESF, about themes, activities, membership, the difficulties, the potential and the design of health education that permeate everyday Family Health Strategy. From what was apprehended, thematic maps were done with the analysis of educational practices of professionals belonging to the Family‟s Health. Links are built with the wires of conceptions of education reflected on themes and activities of family health teams. The storylines are rebinded by voices about the difficulties and the potential of educational processes for emancipator postures. For users, health education means proper care and information on disease prevention. Professionals understand that it is all information that is given to users, about health, social well-being, economic and general condition of human being as a way of preventing and treating disease. Mark printed on voices denote that activities and themes worked don‟t motivate users enough for their participation, being that physicians and dentists also get excluded themselves from educational practices. Elderly groups are those who get most involved with the activities. The size of the contained area and its seclusion from community make harder the access of users, as well as diminishing the quality of educational actions and links users-professionals. Therefore, the searching for medicines, medical consultations and wish to be well served are trademarks of voices from the users that interconnect with enlightening information and guidelines offered by professionals to users. It brings out practices that need to incorporate the social, the subjective and act with practices of prevention and health promotion, on the basis of lifestyles. The dialogical model, which needs to be approached since planning phase of health education actions could arouse interest of involved groups; promoting a relationship of dialogue and listening; discussing the local reality; stimulating practical methodological dialetics; promoting processes of deconstruction of concepts, values and attitudes, as more necessary than construction, using multiple languages. The defended thesis denotes paths to other studies aimed at understanding a dialogical template committed to exchanges of knowledge, and discover strategies that encourage formation of critical consciousness and the discovery of how is the training of new generations of healthcare professionals to belong to the project of society, in its technical, scientific, pedagogical, ethical, political and humanistic dimensions

In this research, we have found that, besides the literature in educational area presents the politic-pedagogical project as a pedagogical component that is able to promote changes in educational practices and to consolidate the school autonomy, some researches point to an opposite view-point, mainly due to the fact that these researches verify that several schools have elaborated their project just to comply with a formal exigency of the Brazilian educational reform implemented from the 1990 decade. Despite of the neoliberal and neoconservative forces (that guide this reform) understand the politic-pedagogical project as a way of stimulating scholar organizations, in order to put in practice the educational politics of this decade, we understand that this project can, in fact, promote changes in the scholar practices in the sense of overcoming the bureaucratic scholar culture historically developed in this environment. This research presumes that the process of planning, implementation and evaluation of school actions that is excited by the politic-pedagogical project can stimulate the subjects to develop practices, values, and senses, bypassing in some aspects the culture that is traditionally instituted in school, what will certainly favor the construction of its autonomy. The research that we have done in Professor Ascendino de Almeida Municipal School situated in the South Zone of Natal, RN, Brazil, was developed according to the following methodological procedures: document analysis, semi-structured interview, and participative observation. In the focused school we evidence that the politic-pedagogical project is a product of interpersonal and professional relations that are marked by shared powers, by dialogical action, by participation, and by equality, that (all of them) mediate decisional processes, what makes it possible the construction of common senses in order to guide the educative action. We yet evidence the existence, between the professionals that integrate this institution, of a culture for valuation of planning, of collective reflection, and of theoretical support, besides a commitment with the formation of the student with who they work, this making possible that the politic-pedagogical project constitutes in an orientation for the process of reflection, action, and evaluation of the school work. In these conditions, this project propitiates the consolidation of the school autonomy, what, in its turn, prints higher quality to the educative work developed in the institution
