This comparative study considers the main causative factors for change in recent years in the teaching of modern languages in England and France and seeks to contribute, in a general sense, to the understanding of change in comparable institutions. In England by 1975 the teaching of modern languages in the comprehensive schools was seen to be inappropriate to the needs of children of the whole ability-range. A combination of the external factor of the Council of Europe initiative in devising a needs-based learning approach for adult learners, and the internal factor of teacher-based initiatives in developing a graded-objectives learning approach for the less-able, has reversed this situation to some extent. The study examines and evaluates this reversal, and, in addition, assesses teachers' attitudes towards, and understanding of, the changes involved. In France the imposition of `la reforme Haby' in 1977 and the creation of `le college unique' were the main external factors for change. The subsequent failure of the reform and the socialist government's support of decentralisation policies returning the initiative for renewal to schools are examined and evaluated, as are the internal factors for changes in language-teaching - `groupes de niveau' and the creation of `equipes pedagogiques'. In both countries changes in the function of examinations at 15/16 plus are examined. The final chapter compared the changes in both education systems.

A kutatók a 2000-es évek eleje óta foglalkoznak a közbeszerzés és a versenyképesség kapcsolatával. A két terület közötti összefüggés egyértelmű, melyet vizsgálatainak is megerősítenek. Az Európai Unió tagállamainak jogalkotón folyamatos a nyomás, hogy a közbeszerzést különböző célokra használják fel. Mindez segít a közbeszerzés értelmezési körének kitágításában, de felhívja a figyelmet arra, hogy a jogalkotóknak elsősorban néhány kiemelt témára kell összpontosítaniuk, mint az innováció vagy a fenntarthatóság. A felsőoktatási intézmények közbeszerzésben betöltött szerepén túl fontosságuk a konzorciális beszerzések, a közbeszerzés képzés, továbbá az innovatív termékek, technológiák beszerzési gyakorlatában betöltött szerepük miatt kiemelkedő. Hazánkban ez az első alkalom, hogy feltárjuk kifejezetten nagy közbeszerző felsőoktatási intézményeik piaci szerepét és elemezzük közbeszerzési gyakorlatuk sajátosságait, viszonyítjuk eddigi kutatási eredményeinkhez. ______ Researchers have focused on the relation between public procurement and competitiveness since the early 2000s. The relation between corporate competitiveness and public procurement is beyond doubt, evidenced by our research findings. There is growing pressure on the legislators of EU Member States to use public procurement for certain purposes. This helps to widen the scope of procurement, but the regulators have to focus on several priorities like innovation and sustainability. The importance of universities in the development of consortial purchasing, purchasing education, procurement of innovative goods and technologies is unquestionable. It is the first opportunity in Hungary to analyze the role of large contracting authorities, participants of the higher educational market in public procurement and to explore the characteristics of their public procurement practice in order to make comparison between universities and other public procurement market players.

The purpose of this study was to document and critically analyze the lived experience of selected nursing staff developers in the process of moving toward a new model for hospital nursing education. Eleven respondents were drawn from a nation-wide population of about two hundred individuals involved in nursing staff development. These subjects were responsible for the implementation of the Performance Based Development System (PBDS) in their institutions.^ A purposive, criterion-based sampling technique was used with respondents being selected according to size of hospital, primary responsibility for orchestration of the change, influence over budgetary factors and managerial responsibility for PBDS. Data were gathered by the researcher through both in-person and telephone interviews. A semi-structured interview guide, designed by the researcher was used, and respondents were encouraged to amplify on their recollections as desired. Audiotapes were transcribed and resulting computer files were analyzed using the program "Martin". Answers to interview questions were compiled and reported across cases. The data was then reviewed a second time and interpreted for emerging themes and patterns.^ Two types of verification were used in the study. Internal verification was done through interview transcript review and feedback by respondents. External verification was done through review and feedback on data analysis by readers who were experienced in management of staff development departments.^ All respondents were female, so Gilligan's concept of the "ethic of care" was examined as a decision making strategy. Three levels of caring which influenced decision making were found. They were caring: (a) for the organization, (b) for the employee, and (c) for the patient. The four existentials of the lived experience, relationality, corporeality, temporality and spatiality were also examined to reveal the everydayness of making change. ^

With an early focus on achieving a critical mass of released open educational content, challenges of how resources can be found by beneficiaries has been highlighted as a major issue. As we move forward further research and investigation is required to understand the most effective approaches of reaching out to and engaging a globally dispersed population of education users. In 2014 I conducted a small scale scoping study into the discoverability strategies identified as being used by higher education institutions releasing OERs in the UK. This was mapped against a body of literature on our understanding of user behaviour for online resource discovery and the technologies available to support this to identify trends and gaps as opportunities for improvements. Please note this report was not originally written for publication. I hope however it is of value to the open education community and will act as a starting point for further research in this area.

The EU represents a transforming educational space, where national and supranational boundaries in educational governance are becoming blurred. The EU has become an important actor in educational governance and an important arena for policy learning and transfer. This paper explores how the process of reshaping the educational space manifests itself in the process of the Europeanization of VET policy in the case of Estonia. In Estonia, this process was followed by the growth of executive VET institutions and has developed from rather uncritical initial policy transfer to more active learning from the EU, although conformism can still be seen in cases of the introduction of standardizing policy tools. A chapter linking universities and welfare states to permanent financial austerity can take a shorter or a longer historical perspective. This chapter looks further back (to the postwar expansion of European welfare states) to better understand future transformations of both public institutions. Their long-term sustainability problems did not start with the financial crisis of 2008 but have been growing since the 1970s (Schäfer and Streeck 2013; Bonoli and Natali 2012; Hay and Wincott 2012). Financial austerity is not a post-crisis phenomenon. As a concept, it was used in welfare state research at least a decade earlier, although it does not seem to have been used in higher education studies until recently. Two quotations bring us to the heart of the matter: welfare states and universities are currently changing under adverse financial conditions caused by an array of interrelating and mutually reinforcing forces and their long-term financial sustainability is at stake across Europe. The welfare state is a “particular trademark of the European social model” (Svallfors 2012: 1), “the jewel in the crown” and a “fundamental part of what Europe stands for” (Giddens 2006: 14), as are tuition-free universities, the cornerstone of intergenerational social mobility in Continental Europe. The past trajectories of major types of welfare states and of universities in Europe tend to go hand in hand: first vastly expanding following the Second World War, and especially in the 1960s and 1970s, and then being in the state of permanent resource-driven and legitimacy-based “crisis” in the last two decades. Welfare states and universities, two critically important public institutions, seem to be under heavy attacks from the public, the media and politicians. Their long-term sustainability is being questioned, and solutions to their (real and perceived) problems are being sought at global, European, and national levels.

The Digital Practice Ecosystem is a network of professional architectural, engineering and contracting firms, government agencies and professional bodies, academic, educational, and research institutions that have the shared goal of fostering changes in the construction industry through applications of digital practice. Changing the process of designing and constructing buildings using digital models will improve quality and efficiency and reduce costs allowing completion on time and on budget.

This paper describes methods used to support collaboration and communication between practitioners, designers and engineers when designing ubiquitous computing systems. We tested methods such as “Wizard of Oz” and design games in a real domain, the dental surgery, in an attempt to create a system that is: affordable; minimally disruptive of the natural flow of work; and improves human-computer interaction. In doing so we found that such activities allowed the practitioners to be on a ‘level playing ground’ with designers and engineers. The findings we present suggest that dentists are willing to engage in detailed exploration and constructive critique of technical design possibilities if the design ideas and prototypes are presented in the context of their work practice and are of a resolution and relevance that allow them to jointly explore and question with the design time.
