It starts with the understanding that the relationship between society / nature is largely problematic in a context of socio-environmental crisis. In this context, we use the principle of hope to plan and work out new ways of understanding social reality, the relationship between science and alternative knowledge. The research is to investigate how the actors influence the social construction of urban environmental policy of the city of Mossoró / RN with reference to the processes of implementing the Master Plan and Agenda 21 of the municipality. The hypothesis of this research is that the Environmental Policy in Mossley has a normative character that is expressed primarily in the creation of an institutional political framework to manage environmental issues involving so incidental and or functional society participation mossoroense. Thus questioned who are the actors that build environmental policy Mossoró / RN. The specific objectives of this research are: Identify the environmental dimension of the Master Plan Agenda 21 articulated Mossoró / RN mapping information from the managers, engineers and members of the Municipal Environment and Municipal Council of Cities on the operation of urban environmental policy mossoroense and how it is performed by the Manager of Environmental Management in conjunction with the Department of Environment and Territorial Development (SEDETMA) and Executive Management of Urban Development. As a methodology, we used the method of the sociology of absences and emergencies in conjunction with the ecology of knowledge and productivity. It is a qualitative research and documentary, which was used as the Master Plan documents Mossoró / RN, minutes of meetings of boards and complementarity were carried out 12 semi-structured interviews with managers and directors of the Urban Environmental Policy of the Municipality of Mossoró / RN. They used also the social analytical or thematic maps for the translation of the dialogue among social partners, managers and directors who make the Environmental Policy Council. We conclude that these dialogues and experiences point to the construction of an environmental policy more participatory and effective, committed to individual and collective transformation of society mossoroense

As pesquisas antropológicas brasileiras podem tratar de forma frequentemente estanque e separada, por um lado, grupos camponeses e, por outro lado, grupos étnicos, quais sejam, ‘índios’, ‘quilombolas’, etc. Contextos e situações que indicam pluralidade identitária costumam ser simplificados em sua caracterização etnográfica e da dimensão multifacetada de relações e redes sociais. Assim, discuto aqui os processos de mobilização étnico-política e de demanda territorial, sem perder de vista os processos de ressignificação cultural e construção identitária que se engendram a partir de um campo semântico da etnicidade. The general objective of this study is the identification of rural spaces in Rio Grande do Norte through a territorial approach. It looks if there is spatial correlations between municipalities that influence and are influenced by the rural environment, allowing the identification of clusters. To accomplish this objective it`s used, in the methodology, the factor analysis of principal components to achieve the indicators of rurality and territorial development, that deal with four dimensions of analysis: environmental, political-institutional, economical and spatial. Moreover, to identify the spatial correlations structure between municipalities it used the Moran index to both rurality and territorial development, leading to clustering identification. The results show that the rurality is present in most of Rio Grande do Norte municipalities, except in cases like Mossoró, Pau dos Ferros, Caicó and Natal, where can be regional dynamic poles. It is also verified that the more rural municipalities tend to be less developed, according to the territorial development index, and have less correlations with neighboring municipalities

This is study about the Project Vazantes, as a case of stay policy on access to land upstream of the weir humid New World, in Caicó-RN. It includes social and economic aspects of vazanteiros, that in their experiences with the land, recreate structures, forms and functions. Theoretically, the work is based on the ideas miltonianas (1986, 1988, 1996, 1997) on the production and reproduction of space, as seen this system of actions that is articulated to the public policies and the achievements solidarity, to the extent that production, in vazantes there is virtually no technology investment, technical assistance and rural credit. Regarding the search procedures, we conducted interviews and questionnaires with vazanteiros applied but did photographic records and research into documentary sources Agricultural Research Company's Rio Grande do Norte S / A (EMPARN), the Union of Rural Workers of Caicó (STRC ), In newspapers and magazines, as well as other sources of information related to the object of study.Such procedures, coupled with theoretical and methodological benchmarks, helped in the understanding of the relationship that takes place in the New World Farm, in order that space produced by actors (EMPARN and vazanteiros) comprises a structure of power that involves multiple interests in extent that land and labor are appropriate mechanisms as dialetizantes

In the norte-rio-grandense backwoods is possible to join to the power forms both political and economical ones, religious groups keeping under your control areas, people and flow of them, as well as settling new places of acts. That control refers to a field of power delimited by space, in other words, it refers to a territory marked and planned to reproductive intentions on the space. In relation to the religious pluralism, the Assembly of God church, in your territorial dynamics, has been standing out by the strategies of delimitation and space increase which by a constant territorial division process (1943-2010) managed to widen material and symbolic scale of its power for all cities of the Rio Grande do Norte backwoods. The Assembly of God church as the greatest Pentecostal denomination of Brazil was formed in the Rio Grande do Norte Seridó, following a ecclesiastical and governmental model divided into three ecclesiastical fields hosted in those following cities: Caicó, Currais Novos and Parelhas. Those headquarters interlink a limited number of churches through normative codes, which they express a functional dimension (bureaucratic) and in another symbolic one (charismatic) in an only field of territorial control. In this manner, the maintenance of the territorial power in the Assembly of God church is done by a charismatic-bureaucratic administration, expressed in the interdependent of material and abstract mechanisms. The believers permanent contact toward those mechanisms of institutional control revealed territorial identities which causes a feeling of property of the believer as much to the Pentecostal belief system as to community of the Assembly of God church. Considering new possibilities of articulation of the Rio Grande do Norte backwoods towards others territories more multiple, culturally, noticed cultural adjustments and revaluation at themselves. In relation to the territory of the Assembly of God church this one has exposed itself defensive faced with that cultural hybridization tendency, resisting a closer dialogue to new symbolic elements, mainly those came from the multifaceted neo-pentecostal movement. Unlike more open and flexible churches towards others significant systems, The Assembly of God church tries to reinforce the boundaries of its territory considering by the orthodoxy of its routine and customs

During the 1980‟s, the Brazilian State has undergone a process of redemocratization, causing a profund change in the political and institutional organization of the country. That reorientation of the Brazilian federative structure had as normative framework the enactment of the federal Constitution of 1988, occuring after its enactment a considerable political opening under the cloak of new democratic arrangements of tax and fiscal decentralization, which generated a new federative order, especially with regard to municipalities. Such institutions contributed to the creation of several new municipalities, involving, directly, changes in the structure of national territory, driven by the political context. This case was notoriouns in the 1990s, increased in the country's municipal mesh and spread all over the states of the federation. The Paraíba State was integrated in this context, creating in this period, 52 new municipalities. In the perspective, it will seek to understand the purpose that sustained this process of fragmentation of Paraíba state territory. For this purpose was made use of several bibliographies, secondary data, documentary sources and research in locus of the municipalities of Casserengue and Riachão, located in the Paraíba‟s Curimataú Oriental microregion, which were selected as a focus for specific analysis of the event. The Conservation Units, specially the National and State parks are among the major destinations for adventure tourism and ecotourism, so that the National System of Unit Conservation (Sistema Nacional de Unidades de Conservação) SNUC (Law 9.985/2000) covers the practice of touristic activities, specially the ecotourism in these territorial unities. Despite these are areas for environmental conservation, practice of environmental education, scientific research and contemplation of the nature in its primary or in a similar condition, the practice of touristic activity does not often meet these aims. The main aim of this research was to evaluate the touristic activities and the actions of territorial management in the State Park of Pedra da Boca (PEPB), situated in the city of Araruna/PB. According to the results, the PEPB has in its territorial area a porphyritic granite rock set, whose geological and geomorphologic settings are unique and have scenic value. It is also home of flora and fauna endemic species and representative of the savanna biome. The data and information achieved show that the Park has a remarkable potential for tourism, especially ecotourism, however, there is a need for development of territorial management actions, in order to subsidize the use of spatial tourism site

The Environmental Protection area sof Pitimbu river are important tools for planning and territorial land management. The Pitimbu river protection is aided in laws, so much of Federal stamp, as the Brazilian s Forest Code (Law No. 4771/1965), and in State s and City s Resolutions. So, this research begins in the State s Law No. 8426/2003interpretations, for being the most restrictive in the river's margin occupation and management. The objective is to analyze the applicability of the Environmental Protection areas of Pitimbu river, localized at the State of Rio Grande do Norte, considering environmental legislation and how to use this space by the man. Having specific goals for the discussion of the legislation s scope to this river; the identification of the types of soil s covering and evaluation the effectiveness of Law Nº.8426/2003, as protection instrument and land management. The river is characterized by its ecological importance and for feeding the Jiqui pond, an important reservoir that supplies 30% of drinking water to the east, west and south population sof the capital of the State. Pitimbu river is passing by a process of environmental degradation, originating from actions as deforestations of its ciliary forests by intensive agricultural practices; introduction of urban and industrial effluents leading to its contamination; increase of the pluvial drainage; erosion, sedimentation and discharge of urban waste , along with pressure for urban settlements along its banks. Under the methodological point of view is part of theoretical planning and land management research, and from a vision of social and environmental spaces. It was produced a survey map of the soil s covering, with 16 classes. Divided into coverage and disturbed natural covering. Using the 300 meters spatial limits of the Environmental Protection Strip, according to the State Law. The survey highlighted a higher percentage of classes disturbed, indicating man s interference in the balance of that system, as well as the lack of environmental actions. Leading to the degradation of riparian areas, and lack of conservation of water resources. Finally, it was considered that the strips of environmental protection are not effective as the preservation and territorial ordination

El presente trabajo se constituye en un estudio sobre la pobreza y las desigualdades socio territoriales en el Brasil, problematizando la perspectiva territorial de las políticas públicas sociales observando la distribución espacial del Índice de Desarrollo de las familias (IDF) en el municipio de Pau dos Ferros/RN, así como las principales políticas sociales, a ejemplo del Programa Bolsa Familia. En este sentido, el objetivo principal de esa disertación se dió en la tentativa de comprender la importancia de la lectura previa del territorio para la reflexión sobre la pobreza en su aspecto multidimensional y para la territorialización de las políticas Públicas sociales construidas en el intento de minimizar la problemática de la desigualdad social, observando la distribución espacial do IDF en el municipio de Pau dos Ferros/RN. A partir del objetivo general trazado, hicimos una revisión teórica sobre los temas, pobreza, desigualdades sociales y políticas públicas, en el primero caso atentando para el aspecto multidimensional de esta, abogando la importancia de analizarnos la pobreza no apenas por el nivel de rienda, pero considerando otras dimensiones que corroboran para la constitución del ser pobre, como habitaciones precarias, falta de saneamiento básico e infraestructura, el no acceso a la salud, la educación y los otros servicios que posibilitan el individuo vivir con el mejor dignidad. Comprendiendo la importancia del conocimiento previo del territorio para que ocurra las debidas reflexiones e intervenciones en la realidad territorial buscamos reflexionar acerca de ese concepto en sus nexos con la construcción e implementación de las políticas públicas sociales teniendo la Política Nacional de Asistencia Social (PNAS) como política esencial y también el el Programa Bolsa Familia (PBF), una vez que buscamos compreender su importancia a partir de la visión del sujeto, o sea las beneficiadas del PBF en el Municipio de Pau dos Ferros. Para tanto, hicimos entrevistas orales con las beneficiadas del PBF que fueron elegidas aislada a partir de los equipos del CRAS, además de la aplicación de cuestionarios semiesctructurados y abiertos con gestores y asistentes sociales del muninicipio.Buscamos además trabajar con algunos datos del CadÚnico para el município en estudio proponiendo analisar las condiciones sociales y económicas de las famílias cadastradas. Algunos resultados fueron posibles, a saber, es necesario interpretarse la pobreza a partir de varias dimensiones para no tener el riesgo de quedarnos solamente en la perspectiva financiera, o sea de la rienda, que mismo sirva para lo emergencial no es suficiente para transformar las condiciones de vida de las famílias; PNAS puede ser considerada como un avanzo de la política social en el Brasil una vez que posuye importancia fundamental en la familia. Sin embargo, es preciso avanzar en la interpretación del territorio que en la política y en el habla de los agentes sociales , es interpretación apenas como un recorte donde deberán ocurrir las acciones para minimizar la pobreza ; al fin, o PBF es un programa de urgencia moral una vez que combate lo mas emergencial que es el directo de sobrevivir , pero aun no conseguió transformar de una manera significativa la pobreza en el país

Nos idos dos anos 1960, a intervenção sobre a cultura popular tornou-se um suposto da ação política de agentes modernizadores da sociedade brasileira. Por meio da Conferência Nacional dos Bispos do Brasil (CNBB), a Igreja Católica elaborou um projeto educacional de dimensão nacional, articulando suas emissoras de rádio no território brasileiro aos centros de educação radiofônica rural e criando, em 1961, o Movimento de Educação de Base (MEB). Os pressupostos teóricos e filosóficos do Movimento transcendiam as questões do aprendizado formal e pautavam-se por estratégias de ação da Igreja sobre os problemas de crescimento econômico e desenvolvimento social das regiões pobres brasileiras. O artigo em questãoversa sobre o camponês que participou do MEB e suas experiências escolares, avaliando os preceitos de educação rural, educação cívica e alfabetização de adultos propostos na ação dos agentes e das instituições modernizadoras do campo brasileiro. Analisamos os processos de assimilação e resistência do camponês aos princípios e projetos modernizantes externos à sua cultura. Novos ritmos de tempo, novas representações e novos significados foram introduzidos pela escola sobre práticas culturais seculares do campesinato brasileiro. No MEB, tal fenômeno resultou tanto na assimilação dos novos estímulos trazidos pela escola, quanto na insurreição de costumes e hábitos interligados às funções ritualísticas e costumeiras do indivíduo e/ou da comunidade rural.
