This study examines the organizational structures and decision-making processes used by school districts to recruit and hire school librarians. For students to acquire the information and technology literacy education they need, school libraries must be staffed with qualified individuals who can fulfill the librarian’s role as leader, teacher, instructional partner, information specialist, and program administrator. Principals are typically given decision rights for hiring staff, including school librarians. Research shows that principals have limited knowledge of the skills and abilities of the school librarian or the specific needs and functions of the library program. Research also indicates that those with specific knowledge of school library programs, namely school district library supervisors, are only consulted on recruiting and hiring about half the time. School districts entrust library supervisors with responsibilities such as professional development of school librarians only after they are hired. This study uses a theoretical lens from research on IT governance, which focuses on the use of knowledge-fit in applying decision rights in an organization. This framework is appropriate because of its incorporation of a specialist with a specific knowledge set in determining the placement of input and decision rights in the decision-making processes. The method used in this research was a multiple-case study design using five school districts as cases, varying by the involvement of the supervisors and other individuals in the hiring process. The data collected from each school district were interviews about the district’s recruiting and hiring practices with principals, an individual in HR, library supervisors, and recently hired school librarians. Data analysis was conducted through iterative coding from themes in the research questions, with continuous adjustments as new themes developed. Results from the study indicate that governance framework is applicable to evaluating the decision-making processes used in recruiting and hiring school librarians. However, a district’s use of governance did not consistently use knowledge-fit in the determination of input and decision rights. In the hiring process, governance was more likely to be based on placing decision rights at a certain level of the district hierarchy rather than the location of specific knowledge, most often resulting in site-based governance for decision rights at the school-building level. The governance of the recruiting process was most affected by the shortage or surplus of candidates available to the district to fill positions. Districts struggling with a shortage of candidates typically placed governance for the decision-making process on recruiting at the district level, giving the library supervisor more opportunity for input and collaboration with human resources. In districts that use site-based governance and that place all input and decision rights at the building level, some principals use their autonomy to eliminate the school library position in the allotment phase or hire librarians that, while certified through testing, do not have the same level of expertise as those who achieve certification through LIS programs. The principals in districts who use site-based governance for decision rights but call on the library supervisor for advisement stated how valuable they found the supervisor’s expertise in evaluating candidates for hire. In no district was a principal or school required to involve the library supervisor in the hiring of school librarians. With a better understanding of the tasks involved, the effect of district governance on decision-making, and the use of knowledge to assign input and decision rights, it is possible to look at how all of these factors affect the outcome in the quality of the hire. A next step is to look at the hiring process that school librarians went through and connect those with the measurable outcomes of hiring: school librarian success, retention, and attrition; the quality of school library program services, outreach, and involvement in a school; and the perceptions of the success of the school librarian and the library program as seen from students, teachers, administrators, parents, and other community stakeholders.

One way to do a bibliometric study is to examine each of the records that make up a database, each record and extract key areas that may disclose relevant information about the use of the database and documents in the collection . This article shows how a reference database allows to obtain important data that can reach conclusions that in some cases surprising. For this study we used the following fields of Database Control Documentary Indigenous Nationalities of Costa Rica 1979-2003: author, place of publication, publisher, year, language and support. The database analyzed has two thousand records and was developed in the Winisis. Moreover, analysis of documents was made after processing of the data, which was to export records to Excel software Winisis. After this information extracted from their chosen fields and are held by their respective separate chart or graph to present the results obtained. Furthermore, we show the application of different methods to learn more about the scientific aspects as: the Price Index, the Index of Collaboration This contribution will, first, for (as) students in the course of the race Metric Studies of Library and Information Science, National University, demonstrate and practice what you learned in this area. They may also benefit the (as) professionals from different areas, such as anthropologists (as), sociologists (as), linguists and librarians (as), among others (as).

This essay presents a series of discussions revolving around the discipline of library professionals who are trained in it.It covers the concept of Library from the formal point of view, contributed by some authors and dictionaries, but also from the particular vision of the author, who conceptualized from the working level, academy, research and daily contact with users.Therefore, it is a short journey from the traditional to the current reality with the inclusion of information technology and communication. But above all, a journey of a very personal feel.

This project is a diagnosis of update needs and training for professionals in bibliotecology and its results will be used for the design of a Program of Permanent training in bibliotecology, which will be implemented in Bibliotecology School, Documentation and Information of the National University.The studied population is composed by all the teachers of Bibliotecology School, Documentation and Information of the National University, in October, 2007, and all the graduated students of licentiate of the EBDI from 2000 to 2007.The results of this investigation were obtained by means of a questionnaire that was filled by each one of the members of these two populations, who corresponded to 25 teachers of the EBDI and 18 graduates of licentiate. This one also presents the information that was obtained in interviews realized to the managers of the principal institutions who are professionals contracted in bibliotecology.The results obtained of this diagnosis will allow the elaboration of the Program of Permanent training in bibliotecology, considering the formative needs of the professionals in bibliotecology of the EBDI. This project includes the following products:a) Description of the social and demographic characteristics of teachers and of graduated of licentiate of the EBDI.b) Diagnosis of needs to update and training of bibliotecology professional teachers and of graduated of licentiate of the EBDI.c) Determination of the knowledge and skills that the needs to satisfy what big employers ask for.d) Recommendations for the program. Implementation.

Como directora de la Escuela de bibliotecología, Documentación e Información y en representación de mis compañeros y compañeras me es muy grato estar en esta tarde compartiendo con todos ustedes nuestros puntos de vista sobre el quehacer de los bibliotecólogos y documentalistas en los umbrales del Siglo XXI. Ante estos momentos de crisis y de cambios, a corto plazo, muy significativos, somos los universitarios los llamados a proponer soluciones y alternativas para resolver crisis y aceptar los cambios positivamente.En el caso de nuestra profesión de bibliotecólogos sabemos que si de algo carece Costa Rica, aún con el esfuerzo que las dos Escuelas de Bibliotecología existentes en el país han hecho para profesionalizar los recursos humanos en manejo de información, es llenar la gran demanda de profesionales en condiciones de asumir cargos directivos en unidades de información de universidades, empresas, industrias, etc.

Preparar a mudança é uma necessidade que se impõe à Administração Pública a fim de melhorar a qualidade da informação e do controlo sobre a gestão dos seus recursos humanos, financeiros e materiais. Na senda da melhoria contínua, o Exército Português tem procurado equiparar-se aos seus congéneres, explorando as tecnologias disponíveis, tendo como objetivo para 2016 dar continuidade ao desenvolvimento do projeto de implementação da Contabilidade Analítica através do Sistema Integrado de Gestão do Ministério da Defesa Nacional. A Contabilidade Analítica surge revigorada no recente Decreto-Lei nº 192/2015 - Sistema de Normalização Contabilística para as Administrações Públicas - visando satisfazer diversas necessidades de informação no processo de tomada de decisão. No entanto, este tipo de ferramenta deve ser concebida em colaboração com os decisores, no sentido de se ajustarem às reais necessidades da organização. A presente investigação aplicada tem como objetivo verificar se o Sistema Integrado de Gestão do Ministério da Defesa Nacional tem capacidade e potencialidade para disponibilizar informação analítica relevante para apoiar o processo de tomada de decisão dos Órgãos Centrais de Comando do Exército Português. Numa primeira fase, além da pesquisa bibliográfica e análise documental, foram feitas entrevistas exploratórias aos principais intervenientes que estiveram presentes nos projetos de implementação da Contabilidade Analítica levados a cabo no Exército. Posteriormente, foram entrevistados em cada Órgão Central de Comando, os Comandantes/Diretores/Chefes e os principais conselheiros na área financeira. Os resultados apontam para a existência de um considerável interesse por parte dos entrevistados relativamente à utilidade da informação analítica no apoio à tomada de decisão. Contudo, este tipo de informação não se encontra atualmente disponível, sendo necessário o reforço ou organização de um núcleo afeto em exclusividade à Contabilidade Analítica, bem como proceder à formação e mentalização dos utilizadores desta ferramenta aos vários níveis da hierarquia.

Aims There is scant information on pelvic floor muscle training (PFMT) adherence barriers and facilitators. A web-based survey was conducted (1) to investigate whether responses from health professionals and the public broadly reflected findings in the literature, (2) if responses differed between the two groups, and (3) to identify new research directions. Methods Health professional and public surveys were posted on the ICS website. PFMT adherence barriers and facilitators were divided into four categories: physical/condition, patient, therapy, and social-economic. Responses were analyzed using descriptive statistics from quantitative data and thematic data analysis for qualitative data. Results Five hundred and fifteen health professionals and 51 public respondents participated. Both cohorts felt “patient-related factors” constituted the most important adherence barrier, but differed in their rankings of short- and long-term barriers. Health professionals rated “patient-related” and the public “therapy-related” factors as the most important adherence facilitator. Both ranked “perception of PFMT benefit” as the most important long-term facilitator. Contrary to published findings, symptom severity was not ranked highly. Neither cohort felt the barriers nor facilitators differed according to PFM condition (urinary/faecal incontinence, pelvic organ prolapse, pelvic pain); however, a large number of health professionals felt differences existed across age, gender, and ethnicity. Half of respondents in both cohorts felt research barriers and facilitators differed from those in clinical practice. Conclusions An emphasis on “patient-related” factors, ahead of “condition-specific” and “therapy-related,” affecting PFMT adherence barriers was evident. Health professionals need to be aware of the importance of long-term patient perception of PFMT benefits and consider enabling strategies.

Descrevem-se as diversas fases do “Projeto para uma Estratégia de Literacia Informacional na NOVA” com vista à implementação de uma estratégia transversal de literacia da informação que abrangesse todas as Unidades Orgânicas da NOVA e o modo como a sua orientação de topo, dinâmica, metodologia e objetivos conduziram, posteriormente, à inclusão de um curso de Literacia Informacional no programa da NOVA Escola Doutoral. Realçando que a implementação do curso de Literacia Informacional nesse projeto passou a constituir um dos poucos exemplos de oferta formativa e de efetiva concretização de um projeto de intervenção curricular e pedagógica ao nível da literacia da informação no ensino superior em Portugal, promovendo a colaboração entre colegas e indo ao encontro de uma transferência de saberes e de uma partilha de competências abertas à colaboração de doutorandos e orientadores, enunciamse os objetivos do curso de Literacia Informacional e de cada módulo que o constitui e os resultados esperados ao nível do ensino e da aprendizagem. Conclui-se que a diversificação dos percursos formativos em contexto universitário, em estreita convergência com outras aprendizagens ao nível sociocultural, confere aos bibliotecários a responsabilidade de desempenhar um papel ativo no ensino e na promoção e consolidação das competências transversais dos estudantes, contribuindo a literacia da informação para o sucesso académico também ao nível do ensino superior.
