Tutkimuksen tavoitteena oli tarkastella yksilön työmotivaation ja osaami-sen muodostumista organisaatiossa. Lisäksi tutkimuksessa on tarkasteltu tiettyjen työmotivaatioon ja työssä oppimiseen vaikuttavien itse työhön, sekä organisaatioon liittyvien tekijöiden merkitystä näiden kehittymisessä. Tutkimuksella haluttiin ottaa osaa keskusteluun aineettoman, inhimillisen pääoman tärkeydestä organisaatioille kilpailukyvyn luojana. Aineettoman pääoman on sanottu saavan aikaan suuren osan yrityksen kasvusta ja sen arvonnoususta, joten se vaikuttaa keskeisesti organisaation strategiaan ja kilpailukykyyn (Lönnqvist et al. 2005: 61–63). Palveluryityksen tuote perus-tuu tietoon ja henkilöstön tärkeimmäksi ominaisuudeksi nousee tällöin osaaminen (Halonen, 2001: 78). Tämän vuoksi oppiminen organisaatiossa on tutkimuksessa erityisen huomion kohteena, koska sen rooli työmotivaa-tion näkökulmasta on merkittävä ja sen kautta luodaan osaamista. Osaa-mista, joka koostuu tiedoista, taidoista, asenteista, kokemuksista ja kon-takteista, voi syntyä oppimisen kautta (Sydänmaanlakka, 2001: 14) Osaamisen kautta pystytään rakentamaan myös sisäistä, pidempikestoista motivaatiota. Tutkimus on kvalitatiivinen tapaustutkimus, jossa motivaatiota ja työssä oppimista on tarkasteltu lähemmin kohdeyrityksen valitun työntekijäryh-män kautta. Tutkimusmenetelminä on käytetty puolistrukturoitua teema-haastattelua ja kyselylomaketta.

Skenaarioita käytetään usein ylimmän johdon strategiasuunnitteluvälineinä. Tämän tutkimuksen tavoitteena oli selvittää vaikuttavatko skenaariot ja skenaariotyöskentely organisaation oppimiseen laajemminkin kuin yksilötasolla ja minkälaista oppimista tapahtuu sekä minkälaisia ominaisuuksia skenaariotyötä johtavalla olisi hyvä olla. Tutkimusaineisto on kerätty haastattelemalla skenaariotöitä johtanutta henkilöä sekä niihin osallistuneita henkilöitä. Tutkittavana oli kaksi skenaariotyötä, joista toisen tavoittena oli kuvata tulevaisuuden mobiileja liiketoimintamalleja ja toisen mallintaa verkko-operaattoriliiketoiminnan tulevaisuutta. Tutkimuksen aikana selvisi, että skenaarioilla ja skenaariotyöskentelyllä voi tukea organisaation oppimista niin yksilön, ryhmän/organisaation kuin organisaatioiden väliselläkin tasolla. Skenaariotyötä tekevällä ryhmällä ja sitä johtavalla henkilöllä on vaikutusta organisaation oppimiseen. Erityisen tärkeää organisaation oppimisen kannalta on, kuinka skenaariotyöskentely aloitetaan ja lopetetaan.

Through the ages technological changes have created new challenges and possibilities to develop products, services, processes or organizations. Management of the technology concerns all of those activities from technical invention to commercial application. Management of the technologic innovation process is the more challenging the more technology is involved in a process. Researches of the technological innovations are seldom concern the implementation of early phases and especially in product manufacturing company. Still there are research and development activities. Therefore the purpose of this research is to develop the pattern for implementation of research and development phases in technological innovation process. This study focuses the main elements of the technological innovation management and main obstacles and drivers. This study also focuses decision making and the other influencing elements of the decision making. The research design of this explorative research applies a qualitative research strategy where a case study method is utilized to collect and analyze the data. The study consisted of a single case to utilize of technological ideas and possibilities. The selected case company was the product manufacturing company which didn’t have own technological research and development organization. The case was a process which was analyzed from two different perspectives. The main unit of analysis was the whole process. The data collecting method of this study included semi-structured and open interviews, participant-observations and experimental tests. Analyzing the case data relies on the theoretical propositions of the framework based on the previous research. Based on this research the key elements of the research and development phases in technological innovation process were technical expertise and preliminary investigation. The obstacles and drivers in the R&D phases by the case were management of the whole process and resources and knowing objectives of process and learning during the process. In addition to the result of the research was the feature of decision making to optimize used time. The findings of this study gave further insight implementation of the technological innovation in the product manufacturing company. The research was based a single case which means the results cannot be generalized to different companies or industry fields. Therefore the results generalizing require further research with multiple researchers.

Learning from demonstration becomes increasingly popular as an efficient way of robot programming. Not only a scientific interest acts as an inspiration in this case but also the possibility of producing the machines that would find application in different areas of life: robots helping with daily routine at home, high performance automata in industries or friendly toys for children. One way to teach a robot to fulfill complex tasks is to start with simple training exercises, combining them to form more difficult behavior. The objective of the Master’s thesis work was to study robot programming with visual input. Dynamic movement primitives (DMPs) were chosen as a tool for motion learning and generation. Assuming a movement to be a spring system influenced by an external force, making this system move, DMPs represent the motion as a set of non-linear differential equations. During the experiments the properties of DMP, such as temporal and spacial invariance, were examined. The effect of the DMP parameters, including spring coefficient, damping factor, temporal scaling, on the trajectory generated were studied.

Nowadays, the huge part of the most important research is done in the area of interaction of two or more fields of research. They open doors for new ideas and help to find that was not possible to find before, explain simple things, which was missed because of narrow vision. This research investigates the interconnection of strategy study and knowledge management. Well-known researches (e.g. Michael Zack, 2003) point out that organization should align its' knowledge management to strategy to gain success. But this is not well developed area yet. This research contributes to the growing knowledge of knowledge management - strategy alignment. The research tests the relation between strategic orientation of knowledge management and performance of the company. It also investigates the nature of strategy typology influence on strategic orientation of knowledge management. These two points have critical importance for development of this area. Moreover, it has management implication for those practitioners, who cares about sustainable success of their company based on knowledge.

Teknologiset muutokset ovat kautta aikojen luoneet uusia haasteita ja mahdollisuuksia tuotteiden, palveluiden, prosessien tai organisaatioiden kehittämiseen. Teknologian johtaminen tarkoittaa kaikki niitä toimia, joiden avulla teknologisesta keksinnöstä saadaan kaupallinen sovellus. Teknologisen innovaatioprosessin johtaminen on, sitä haasteellisempaa, mitä enemmän siinä on mukana teknologiaa. Harvoin teknologisten innovaatioiden tutkimukset ovat kohdistuneet prosessin varhaisen vaiheen toteutukseen ja erityisesti tuotannolliseen toimintaan keskittyvissä yrityksissä, vaikka kaikissa tuotteita valmistavissa teollisuuksissa tapahtuu tutkimus- ja kehitystyötä. Siksi tämän tutkimuksen tavoitteena on kehittää toimintamalli teknologisen innovaatioprosessin tutkimus- ja kehitysvaiheen toteuttamiselle. Tutkimus keskittyy teknologisen innovaatioprosessin tärkeimpiin elementteihin johtamisen ja prosessin kannalta sekä sen estäviin ja edistäviin tekijöihin. Tutkimuksessa tarkastellaan myös päätöksentekoa ja siihen vaikuttavia tekijöitä. Tutkimus oli kartoittava ja sillä oli laadullinen tutkimusstrategia. Tarkempi tutkimusmenetelmä kerätä ja analysoida tutkimustietoa oli tapaustutkimus. Tämä tutkimus perustui yhteen tapaukseen teknologisten ideoiden ja mahdollisuuksien hyödyntämisestä. Valittu tapausyritys oli tuotteita valmistava yritys, jolla ei ollut varsinaista tutkimus- ja kehitysorganisaatiota teknologian kehittämistä varten. Itse tapaus oli prosessi, jota analysoitiin kahdesta eri näkökulmasta, mutta primääri analysointiyksikkö oli koko prosessi. Aineiston hankintamenetelmät olivat puolistrukturoidut ja avoimet haastattelut, osallistuva havainnointi ja kokeelliset tutkimukset. Aineiston analysointi perustui aikaisemmin tutkimuksen yhteydessä rakennettuun teoreettiseen viitekehykseen. Teknologisen innovaatioprosessin tutkimus- ja kehitysvaiheen tärkeimmät elementit tutkimuksen mukaan olivat oman teknologian asiantuntemus ja esitutkimusvaihe. Tekijät, jotka tutkimuksen mukaan estivät ja edistivät T&K -vaiheen onnistumista, olivat koko prosessin ja resurssien johtaminen sekä tietoisuus prosessin tavoitteista ja prosessin aikainen oppiminen. Tutkimuksessa löydettiin myös päätöksentekoon liittyvä ominaisuus optimoida siihen käytettävää aikaa. Tutkimuksen tulokset lisäsivät näkemystä teknologisten innovaatioiden toteuttamisesta tuotteita valmistavassa yrityksessä. Tutkimus perustui yhteen tapaukseen, minkä vuoksi tulokset eivät ole yleistettävissä muihin yrityksiin tai toimialoihin. Tulosten yleistämistä varten tutkimuksia tulisi suorittaa lisää ja käyttää useita tutkijoita.

Suorituskyvyn mittaaminen on tehokas työkalu yrityksen toiminnan kehittämiseen. Mittarit ohjaavat yritystä keskittymään strategian ja tavoitteiden toteuttamiseen. Yrityksen suorituskykyä tarkastellaan usein erityisesti yritystasolla, mutta mittarit voidaan myös kohdentaa yksittäisille työntekijöille. Työn tavoitteena oli löytää jo suunnitteluvaiheessa huomioitavia menestystekijöitä pienen asiantuntijayrityksen henkilötason suorituskykymittaristolle. Tutkimuskysymyksiin vastaamiseksi käytettiin kirjallisuuden lisäksi kohdeyritykselle toteutettua suunnitteluprosessia, jossa hyödynnettiin myös yrityksen henkilöstön näkemyksiä. Merkittävimmät erityispiirteet mittariston suunnittelussa liittyivät asiantuntijatyön mittaukseen, mittariston resurssitarpeen minimoimiseen ja palkitsemiseen suorituskyvyn perusteella. Lisäksi työssä pohdittiin suunnitellun mittariston laajentamismahdollisuuksia yritystason mittaristoksi. Suorituskyvyn mittaaminen tehostaa yrityksen päätöksentekoa sekä viestintää. Laadukas mittaristo edellyttää myös hyvää suunnittelua, joka voidaan perustaa kirjallisuuden malleihin. Johdon ja henkilöstön sitoutuminen suunnitteluprosessiin on kriittistä onnistuneen mittariston kannalta. Mittariston suunnittelussa mittarit johdetaan yleensä yrityksen visiosta strategian, mittausalueiden ja menestystekijöiden kautta. Mittareiden painotuksia muuttamalla voidaan hienosäätää mittariston vaikutusta. Mittariston koekäyttövaiheessa todetaan mittariston toimivuus ennen mittareiden kytkemistä tulospalkkioihin. Asiantuntijatyön mittauksessa on kiinnitettävä huomiota toimivien mittareiden löytämiseen, sillä tietopohjaista asiantuntijatyötä on haastava mitata. Lisäksi palkitsemisjärjestelmän liittäminen mittaristoon edellyttää mittareilta ehdotonta oikeudenmukaisuutta ja tuloksia ei saa pystyä manipuloimaan. Pienen yrityksen mittaristo ei saa kuluttaa liikaa resursseja, joten kannattaa suosia mahdollisimman itsenäisesti toimivia mittareita. Henkilöstön motivointi tietojen syöttöön on olennaista. Lisäksi objektiivisten ja olennaisten mittareiden käyttö vähentää mittariston ylläpitoon käytettyjä työtunteja. Henkilötason mittaristo voidaan laajentaa helposti myös yritystasolle, mikäli suunnittelussa on kiinnitetty huomiota huolelliseen dokumentointiin.

Osaamisella on mahdollisuus luoda organisaatiolle kilpailuetua. Henkilöstön osaamisen johtaminen on yksi keskeinen tehtävä menestyvässä organisaatiossa. Osaamisen johtamisen tärkeimpänä tavoitteena on huolehtia strategialähtöisesti osaamisen kehittämisestä organisaation tehtävien suorittamiseksi. Tämän kvalitatiivisen case-tutkimuksen tavoitteena oli selvittää kohdeyrityksen osaamisen johtamisen nykytilaa ja kehittämismahdollisuuksia. Tutkimuksen teoreettisessa osassa esitellään henkilöstöjohtamisen perusteita, oppimista ja osaamista sekä osaamisen johtamista. Tutkimuksen kohteena olivat kaikki kohdeyrityksen esimiehet ja toimihenkilöt. Tutkimusmetodologiana käytettiin laadullista tapaustutkimusta ja tutkimusaineistona yrityksen henkilöstöltä hankittua tietoa. Tutkimuksen perusteella voitiin luoda kuvaus osaamisen johtamisesta kohdeyrityksessä. Yrityksen henkilöstöllä on hyvä osaaminen ja esimiehet tukevat osaamisen kehittymistä. Tutkimus toi esille joitakin kehittämistarpeita. Tutkimustulosten perusteella osaamisen johtaminen ei ole vielä täysin yhtenäistä ja systemaattista toimintaa. Osaamista tulisi kehittää strategian osoittamaan suuntaan. Tutkimuksen kehittämistoimena kohdeyritykselle tehdään ehdotus osaamisen johtamisen sisältävästä johtamisjärjestelmästä.

This study focuses on the integration of eco-innovation principles into strategy and policy at the regional level. The importance of regions as a level for integrating eco-innovative programs and activities served as the point of interest for this study. Eco-innovative activities and technologies are seen as means to meet sustainable development objective of improving regions’ quality of life. This study is conducted to get an in-depth understanding and learning about eco-innovation at regional level, and to know the basic concepts that are important in integrating eco-innovation principles into regional policy. Other specific objectives of this study are to know how eco-innovation are developed and practiced in the regions of the EU, and to analyze the main characteristic features of an eco-innovation model that is specifically developed at Päijät-Häme Region in Finland. Paijät-Häme Region is noted for its successful eco-innovation strategies and programs, hence, taken as casework in this study. Both primary (interviews) and secondary data (publicly available documents) are utilized in this study. The study shows that eco-innovation plays an important role in regional strategy as reviewed based on the experience of other regions in the EU. This is because of its localized nature which makes it easier to facilitate in a regional setting. Since regional authorities and policy-makers are normally focused on solving its localized environmental problems, eco-innovation principles can easily be integrated into regional strategy. The case study highlights Päijät-Häme Region’s eco-innovation strategies and projects which are characterized by strong connection of knowledge-producing institutions. Policy instruments supporting eco-innovation (e.g. environmental technologies) are very much focused on clean technologies, hence, justifying the formation of cleantech clusters and business parks in Päijät-Häme Region. A newly conceptualized SAMPO model of eco-innovation has been developed in Päijät-Häme Region to better capture the region’s characteristics and to eventually replace the current model employed by the Päijät-Häme Regional Authority. The SAMPO model is still under construction, however, review of its principles points to some of its three important spearheads – practice-based innovation, design (eco-design) and clean technology or environmental technology (environment).

In the fierce competition of today‟s business world an organization‟s capacity to learn maybe its only competitive advantage. This research aims at increasing the understanding on how organizational learning from the customer happens in technology companies. In doing so it provides a synthesized definition of organizational learning and investigates processes of organizational learning within technology companies. A qualitative research method and in-depth interviews with different sized high technology companies, as applied here, enables in-depth study of the learning processes. Research contributes to the understanding of what type of knowledge firms acquire, how new knowledge is transferred and used in a learning firm‟s routines and processes. Research findings show that SMEs and large size companies also, depending on their position in the software value chain, consider different knowledge types as most important and that they use different learning methods to acquire knowledge from their customers.

The aim of this dissertation is to investigate if participation in business simulation gaming sessions can make different leadership styles visible and provide students with experiences beneficial for the development of leadership skills. Particularly, the focus is to describe the development of leadership styles when leading virtual teams in computer-supported collaborative game settings and to identify the outcomes of using computer simulation games as leadership training tools. To answer to the objectives of the study, three empirical experiments were conducted to explore if participation in business simulation gaming sessions (Study I and II), which integrate face-to-face and virtual communication (Study III and IV), can make different leadership styles visible and provide students with experiences beneficial for the development of leadership skills. In the first experiment, a group of multicultural graduate business students (N=41) participated in gaming sessions with a computerized business simulation game (Study III). In the second experiment, a group of graduate students (N=9) participated in the training with a ‘real estate’ computer game (Study I and II). In the third experiment, a business simulation gaming session was organized for graduate students group (N=26) and the participants played the simulation game in virtual teams, which were organizationally and geographically dispersed but connected via technology (Study IV). Each team in all experiments had three to four students and students were between 22 and 25 years old. The business computer games used for the empirical experiments presented an enormous number of complex operations in which a team leader needed to make the final decisions involved in leading the team to win the game. These gaming environments were interactive;; participants interacted by solving the given tasks in the game. Thus, strategy and appropriate leadership were needed to be successful. The training was competition-based and required implementation of leadership skills. The data of these studies consist of observations, participants’ reflective essays written after the gaming sessions, pre- and post-tests questionnaires and participants’ answers to open- ended questions. Participants’ interactions and collaboration were observed when they played the computer games. The transcripts of notes from observations and students dialogs were coded in terms of transactional, transformational, heroic and post-heroic leadership styles. For the data analysis of the transcribed notes from observations, content analysis and discourse analysis was implemented. The Multifactor Leadership Questionnaire (MLQ) was also utilized in the study to measure transformational and transactional leadership styles;; in addition, quantitative (one-way repeated measures ANOVA) and qualitative data analyses have been performed. The results of this study indicate that in the business simulation gaming environment, certain leadership characteristics emerged spontaneously. Experiences about leadership varied between the teams and were dependent on the role individual students had in their team. These four studies showed that simulation gaming environment has the potential to be used in higher education to exercise the leadership styles relevant in real-world work contexts. Further, the study indicated that given debriefing sessions, the simulation game context has much potential to benefit learning. The participants who showed interest in leadership roles were given the opportunity of developing leadership skills in practice. The study also provides evidence of unpredictable situations that participants can experience and learn from during the gaming sessions. The study illustrates the complex nature of experiences from the gaming environments and the need for the team leader and role divisions during the gaming sessions. It could be concluded that the experience of simulation game training illustrated the complexity of real life situations and provided participants with the challenges of virtual leadership experiences and the difficulties of using leadership styles in practice. As a result, the study offers playing computer simulation games in small teams as one way to exercise leadership styles in practice.

The new product development process is a massive investment to a company that aims to reduce their products’ time-to-market. Capability to shorter time-to market allows longer life-cycle to products which are introduced to market earlier but also give advantage to start product launch later while simultaneously learning from customer behavior and competitors. The product launch support operations are the last ramp-up activities before the product launching. This study defines what these operations mean in a product platform and how they can be streamlined to be more efficient. The methodology includes interviews, innovative group brainstorming and regular working group meetings. The challenges concerning the current situation of product launch support operations are allocated into four categories: General, Process, Project Resources and Project Management including altogether ten sub challenges. The challenges include issues related to technology and marketing management, branding strategy, organizing the global platform structure, harmonizing processes and clarifying handovers between shareholders in the process. The study makes a suggestion of a new Product Launch Support organization and clarification of its roles, responsibilities and tasks. In addition a new project management tool and Lessons Learned are suggested to improve the project management. The study can be seen as a pre-study when having an aim at combining technological and marketing know-how in the product ramp-up process before actual production. The future proceedings are suggested to include more detailed specifications and implementation in order to reach the long range target, reduced the time-to-market.

Inhimilliseen turvallisuuteen kriisinhallinnan kautta – oppimisen mahdollisuuksia ja haasteita Kylmän sodan jälkeen aseelliset konfliktit ovat yleensä alkaneet niin sanotuissa hauraissa valtioissa ja köyhissä maissa, ne ovat olleet valtioiden sisäisiä ja niihin on osallistunut ei-valtiollisia aseellisia ryhmittymiä. Usein ne johtavat konfliktikierteeseen, jossa sota ja vakaammat olot vaihtelevat. Koska kuolleisuus konflikteissa voi jäädä alle kansainvälisen määritelmän (1000 kuollutta vuodessa), kutsun tällaisia konflikteja ”uusiksi konflikteiksi”. Kansainvälinen yhteisö on pyrkinyt kehittämään kriisinhallinnan ja rauhanrakentamisen malleja, jotta pysyvä rauhantila saataisiin aikaiseksi. Inhimillinen turvallisuus perustuu näkemykseen, jossa kunnioitetaan jokaisen yksilön ihmisoikeuksia ja jolla on vaikutusta myös kriisinhallinnan ja rauhanrakentamisen toteuttamiseen. Tutkimukseen kuuluu kaksi empiiristä osaa: Delfoi tulevaisuuspaneeliprosessin sekä kriisinhallintahenkilöstön haastattelut. Viisitoista eri alojen kriisinhallinta-asiantuntijaa osallistui paneeliin, joka toteutettiin vuonna 2008. Paneelin tulosten mukaan tulevat konfliktit usein ovat uusien konfliktien kaltaisia. Lisäksi kriisinhallintahenkilöstöltä edellytetään vuorovaikutus- ja kommunikaatiokykyä ja luonnollisesti myös varsinaisia ammatillisia valmiuksia. Tulevaisuuspaneeli korosti vuorovaikutus- ja kommunikaatiotaitoja erityisesti siviilikriisinhallintahenkilöstön kompetensseissa, mutta samat taidot painottuivat sotilaallisen kriisinhallinnan henkilöstön kompetensseissakin. Kriisinhallinnassa tarvitaan myös selvää työnjakoa eri toimijoiden kesken. Kosovossa työskennelleen henkilöstön haastatteluaineisto koostui yhteensä 27 teemahaastattelusta. Haastateltavista 9 oli ammattiupseeria, 10 reservistä rekrytoitua rauhanturvaajaa ja 8 siviilikriisinhallinnassa työskennellyttä henkilöä. Haastattelut toteutettiin helmi- ja kesäkuun välisenä aikana vuonna 2008. Haastattelutuloksissa korostui vuorovaikutus- ja kommunikaatiotaitojen merkitys, sillä monissa käytännön tilanteissa haastateltavat olivat ratkoneet ongelmia yhteistyössä muun kriisinhallintahenkilöstön tai paikallisten asukkaiden kanssa. Kriisinhallinnassa toteutui oppimisprosesseja, jotka usein olivat luonteeltaan myönteisiä ja informaalisia. Tällaisten onnistumisten vaikutus yksilön minäkuvaan oli myönteinen. Tällaisia prosesseja voidaan kuvata ”itseä koskeviksi oivalluksiksi”. Kriisinhallintatehtävissä oppimisella on erityinen merkitys, jos halutaan kehittää toimintoja inhimillisen turvallisuuden edistämiseksi. Siksi on tärkeää, että kriisinhallintakoulutusta ja kriisinhallintatyössä oppimista kehitetään ottamaan huomioon oppimisen eri tasot ja ulottuvuudet sekä niiden merkitys. Informaaliset oppimisen muodot olisi otettava paremmin huomioon kriisinhallintakoulutusta ja kriisinhallintatehtävissä oppimista kehitettäessä. Palautejärjestelmää olisi kehitettävä eri tavoin. Koko kriisinhallintaoperaation on saatava tarvittaessa myös kriittistä palautetta onnistumisista ja epäonnistumisista. Monet kriisinhallinnassa työskennelleet kaipaavat kunnollista palautetta työrupeamastaan. Liian rutiininomaiseksi koettu palaute ei edistä yksilön oppimista. Spontaanisti monet haastatellut pitivät tärkeänä, että kriisinhallinnassa työskennelleillä olisi mahdollisuus debriefing- tyyppiseen kotiinpaluukeskusteluun. Pelkkä tällainen mahdollisuus ilmeisesti voisi olla monelle myönteinen uutinen, vaikka tilaisuutta ei hyödynnettäisikään. Paluu kriisinhallintatehtävistä Suomeen on monelle haasteellisempaa kuin näissä tehtävissä työskentelyn aloittaminen ulkomailla. Tutkimuksen tulokset kannustavat tutkimaan kriisinhallintaa oppimisen näkökulmasta. On myös olennaista, että kriisinhallinnan palautejärjestelmiä kehitetään mahdollisimman hyvin edistämään sekä yksilöllistä että organisatorista oppimista kriisinhallinnassa. Kriisinhallintaoperaatio on oppimisympäristö. A strategy process was completed in the ESF project “Promotion of Work-related Immigration”, which was implemented at Centre for Economic Development, Transport and the Environment for North Ostrobothnia, and an immigration strategy was drawn up for Northern Ostrobothnia on the basis of the process. Information was collected about the situation in Northern Ostrobothnia from the point of view of immigration and the future availability of labour. The intention was to use the information as background material for the strategy. Employers’ need for support in recruiting foreign labour was investigated with a broad inquiry, to which 1000 respondents replied. The strategy process was carried out together with an outside consultant (Net Effect Oy) by arranging three workshops and a seminar where the workshop results were summarised. A large number of companies, authorities, municipalities, associations, project actors and immigrants engaged in immigration issues participated in the workshops. The draft strategy is based on their experiences about immigration and on statistical data, background inquiries and surveys. To ensure the accuracy of the draft strategy, comments were requested from several parties and received from 64 organisations. The core of the immigration strategy consists of an initial analysis, values, a vision and priorities. The strategy is composed of three priorities. The key aim of the priority Internationalisation and Supporting Diversity is to support diversity in schools, workplaces and people’s everyday lives e.g. through attitude development and by promoting internationalisation in companies and education institutions. The aim of the priority Supporting Entrepreneurship and Recruiting Foreign Labour is to promote entrepreneurship among immigrants and the recruitment of foreign labour and to develop the forecasting of educational needs. The priority Developing Integration Services, Regional Cooperation and Networks, in turn, seeks to develop the service structure and policies of immigrant integration and to increase cooperation and exchange of information between regional actors engaged in integration issues. The aim is to use the strategy as a guideline document for immigration issues in Northern Ostrobothnia. The strategy is used to coordinate the existing organisations and operations dealing with immigration issues. In addition, it contains a future-oriented focus and underlines the management of new immigration projects and operations. The main party responsible for the implementation of the strategy is the Immigration Committee. In addition, responsible parties have been assigned to each measure. The implementation of the immigration strategy will be monitored annually on the basis of indicators.

Unsuccessful mergers are unfortunately the rule rather than the exception. Therefore it is necessary to gain an enhanced understanding of mergers and post-merger integrations (PMI) as well as learning more about how mergers and PMIs of information systems (IS) and people can be facilitated. Studies on PMI of IS are scarce and public sector mergers are even less studied. There is nothing however to indicate that public sector mergers are any more successful than those in the private sector. This thesis covers five studies carried out between 2008 and 2011 in two organizations in higher education that merged in January 2010. The most recent study was carried out two years after the new university was established. The longitudinal case-study focused on the administrators and their opinions of the IS, the work situation and the merger in general. These issues were investigated before, during and after the merger. Both surveys and interviews were used to collect data, to which were added documents that both describe and guide the merger process; in this way we aimed at a triangulation of findings. Administrators were chosen as the focus of the study since public organizations are highly dependent on this staff category, forming the backbone of the organization and whose performance is a key success factor for the organization. Reliable and effective IS are also critical for maintaining a functional and effective organization, and this makes administrators highly dependent on their organizations’ IS for the ability to carry out their duties as intended. The case-study has confirmed the administrators’ dependency on IS that work well. A merger is likely to lead to changes in the IS and the routines associated with the administrators’ work. Hence it was especially interesting to study how the administrators viewed the merger and its consequences for IS and the work situation. The overall research objective is to find key issues for successful mergers and PMIs. The first explorative study in 2008 showed that the administrators were confident of their skills and knowledge of IS and had no fear of having to learn new IS due to the merger. Most administrators had an academic background and were not anxious about whether IS training would be given or not. Before the merger the administrators were positive and enthusiastic towards the merger and also to the changes that they expected. The studies carried out before the merger showed that these administrators were very satisfied with the information provided about the merger. This information was disseminated through various channels and even negative information and postponed decisions were quickly distributed. The study conflicts with the theories that have found that resistance to change is inevitable in a merger. Shortly after the merger the (third) study showed disappointment with the fact that fewer changes than expected had been implemented even if the changes that actually were carried out sometimes led to a more problematic work situation. This was seen to be more prominent for routine changes than IS changes. Still the administrators showed a clear willingness to change and to share their knowledge with new colleagues. This knowledge sharing (also tacit) worked well in the merger and the PMI. The majority reported that the most common way to learn to use new ISs and to apply new routines was by asking help from colleagues. They also needed to take responsibility for their own training and development. Five months after the merger (the fourth study) the administrators had become worried about the changes in communication strategy that had been implemented in the new university. This was perceived as being more anonymous. Furthermore, it was harder to get to know what was happening and to contact the new decision makers. The administrators found that decisions, and the authority to make decisions, had been moved to a higher administrative level than they were accustomed to. A directive management style is recommended in mergers in order to achieve a quick transition without distracting from the core business. A merger process may be tiresome and require considerable effort from the participants. In addition, not everyone can make their voice heard during a merger and consensus is not possible in every question. It is important to find out what is best for the new organization instead of simply claiming that the tried and tested methods of doing things should be implemented. A major problem turned out to be the lack of management continuity during the merger process. Especially problematic was the situation in the IS-department with many substitute managers during the whole merger process (even after the merger was carried out). This meant that no one was in charge of IS-issues and the PMI of IS. Moreover, the top managers were appointed very late in the process; in some cases after the merger was carried out. This led to missed opportunities for building trust and management credibility was heavily affected. The administrators felt neglected and that their competences and knowledge no longer counted. This, together with a reduced and altered information flow, led to rumours and distrust. Before the merger the administrators were convinced that their achievements contributed value to their organizations and that they worked effectively. After the merger they were less sure of their value contribution and effectiveness even if these factors were not totally discounted. The fifth study in November 2011 found that the administrators were still satisfied with their IS as they had been throughout the whole study. Furthermore, they believed that the IS department had done a good job despite challenging circumstances. Both the former organizations lacked IS strategies, which badly affected the IS strategizing during the merger and the PMI. IS strategies deal with issues like system ownership; namely who should pay and who is responsible for maintenance and system development, for organizing system training for new IS, and for effectively run IS even during changing circumstances (e.g. more users). A proactive approach is recommended for IS strategizing to work. This is particularly true during a merger and PMI for handling issues about what ISs should be adopted and implemented in the new organization, issues of integration and reengineering of IS-related processes. In the new university an ITstrategy had still not been decided 26 months after the new university was established. The study shows the importance of the decisive management of IS in a merger requiring that IS issues are addressed in the merger process and that IS decisions are made early. Moreover, the new management needs to be appointed early in order to work actively with the IS-strategizing. It is also necessary to build trust and to plan and make decisions about integration of IS and people.
