Domingos Leite Pereira: interven����o política e ac����o governativa durante a Primeira Rep��blica

Este trabalho tem como objecto de estudo a interven����o política e a ac����o governativa de Domingos Leite Pereira (1882-1956) durante a Primeira Rep��blica. Nesse sentido, pretendemos estudar a sua actividade parlamentar, partid��ria e governativa, apontando as suas principais linhas de for��a, incindindo, especialmente, no quadro de grande instabilidade política, social e econ��mica que caracterizaram o regime republicano portugu��s ap��s a I Guerra Mundial. Por outro lado, este trabalho procura estudar a luta pelo controlo e lideran��a do Partido Republicano Portugu��s, no mesmo per��odo de tempo, incindindo, com mais pormenor, na dissid��ncia partid��ria que Domingos Pereira lidera entre 1920 e 1921.

Domin��ncia política e paralisia executiva

Desde 2014 nossas an��lises t��m enfatizado o v��nculo entre a política e a economia para explicar a crise pela qual o pa��s passa desde ent��o. De um lado, a falta de consenso pol��tico tem impedido respostas mais fortes ao quadro de deteriora����o fiscal. Isso derrubou a confian��a de empres��rios e consumidores, levando junto o n��vel de atividade e, em um c��rculo vicioso, as receitas tribut��rias, dessa forma agravando ainda mais o quadro fiscal. De outro lado, a deteriora����o econ��mica enfraqueceu a disposi����o dos pol��ticos, a come��ar pelo pr��prio Executivo, de adotar medidas mais fortes na ��rea fiscal, levando a um quadro de quase in��rcia na política econ��mica.

Proposta arquitet��nica para o Centro de Treinamento dos Servidores do IFRN com base nos fatores de desempenho energ��tico.

In recent years, as part of the expansion process of its activities, the Instituto Federal de Educa����o, Ci��ncia e Tecnologia do Rio Grande do Norte ��� IFRN (Federal Institute for Education, Science and Technology of the State of Rio Grande do Norte ��� IFRN) detected the need to hire more employees for the institution. This expansion process, a policy of the Federal Government, together with the increase of human resources, required the construction of an adequate facility in the municipality of S��o Gon��alo do Amarante-RN, for training and qualification and as a means of better enabling its personnel. Along with this policy, the Federal Government is also deeply concerned that its buildings be environmentally friendly. This study deals with this subject matter, as it develops an architectural design of a public building with an emphasis upon the reduction of energy consumption, through the study of energy performance factors such as defined by Carneiro (1988) and adapted by the author of the present study. It is known that residential, commercial and public buildings represent about 45 % of energy consumption in Brazil. That is why it is necessary to consider the reduction of such consumption in buildings, as well as the role that professionals, especially architects, play in this issue. The most effective participation in this regard in the field of architecture occurs in the design phase. However, the architectural solution proposed here goes beyond the energy performance factors, since it also involves other aspects, such as the definition of the concept, the parti and the spatial solution itself. In this sense, the architectural project of the Centro de Treinamento dos Servidores do IFRN - CTSIFRN (Training Center for IFRN Personnel ��� CTSFIRN) is particularly fitting as a subject for research at the Professional Master Program at PPGAU/UFRN, which is devoted to research on architecture, design and the environment.

For many y ears, the federal government policy is to use project for in order to speed up the work for decreasing the elementary education deficit vacancy . In Natal municipality the schoolhouses for children, from 0 to 6 years of age are denom inated Muinicipality Centre for Elementary Education. The federal government provides capital for the news edifications by the program of government named PROINF��NCIA. This program embraces three types of projects. Type ���A��� must be furnished by the interes ted municipality and approved by Education and Cultura Ministry. The type ���B��� is standard plan with capability to 120 schoolchildren in full - time or 240 in two turns and ground plot measuring 40 x 70m and the ���type C��� also a standart projects to 60 schoolc hildren in full - time or 120 in two turns and ground plot measuring 35 x 45m. Sometimes , due to scarcity of bigger ground plot s is the ���type C��� instead of ���type B���, referring to offering vacancies. In this meaning, this study intend s to present the draft - project to elementary schoolhouse, modulated and flexible, emphasizing the children needs . Therefore, it was studied concept, school architecture, construction technology, reference study and visiting to MCEE Fernanda Jales (PROINF��NC IA ���tipo B���). However, the proposal synthesizes the draft - project by module, implanting in its totality or in parts, according to its necessity and lot cha racteristic.

A an��lise de Jean-Jacques Rousseau sobre o Projeto de Paz perpetua do abade de Saint-Pierre

The numerous political theories of the modern time were committed to thesocial-political and economic restructuring of the European States, but parallel to those conceptions emerged proposals of a broader range regarding the concern with the harmony among the States and their respective external safety, that is, they envisioned an International System among the European States. In that purpose, the Project of peace by the abb�� de Saint-Pierre which glimpses perpetual peace in Europe under institutionalized conditions in order to legitimate a space that aims at facilitating a unified market among the member States. In this context, the sovereign role stands out, given the fact that he is the mediator between the interests of the State and the objectives proposed by the International System of States. However, according to Jean-Jacques Rousseau���s point of view it is evident that the thought of Saint-Pierre is impregnated by a naivety regarding the sovereigns��� government policy and, moreover, for believing that, mediated by a confederal assembly, the princes would voluntarily agree to be part of this project of perpetual peace. Nevertheless, Rousseau does not consider impossible the realization of this project, however, to achieve peace it is necessary force. Therefore, the comprehension of this debate was only possible guided, mainly, by the analyses of the primary works of such thinkers and the theoretical basis of the experts that is necessary, for instance, Evaldo Becker, Gelson Fonseca Jr., Luiz Felipe de Andrade e Silva Sahd, Jos�� Oscar de Almeida Marques, Jos�� Benedito de Almeida Jr. who enabled a broad comprehension of the purpose to which we dedicated ourselves in this research, allowing the understanding of thekey concepts elaborated by the Genevan philosopher and the themes that concern the relationship between States.

Política econ��mica brasileira frente �� crise mundial recente : uma an��lise baseada nas contribui����es de Kaldor

Neste trabalho avaliamos os resultados macroecon��micos recentes da economia brasileira por meio de um instrumental anal��tico baseado em uma extens��o geom��trica e alg��brica do artigo seminal de Kaldor (1971), que levou �� cria����o do quadrado m��gico. Essa abordagem permite a compara����o do desempenho pr��-crise (2007-2008) e durante a crise (2009-2010). Nossa an��lise levanta algumas d��vidas sobre as medidas de política econ��mica adotadas na busca por contornar a presente crise e reduzir obst��culos estruturais no processo de desenvolvimento econ��mico no Brasil. Conclu��mos que a complexidade da gest��o macroecon��mica tem sido subestimada. Narrowing socioeconomic inequality in child stunting: the Brazilian experience, 1974���2007

Objective To assess trends in the prevalence and social distribution of child stunting in Brazil to evaluate the effect of income and basic service redistribution policies implemented in that country in the recent past. Methods The prevalence of stunting (height-for-age z score below \22122 using the Child Growth Standards of the World Health Organization) among children aged less than 5 years was estimated from data collected during national household surveys carried out in Brazil in 1974\201375 (n = 34 409), 1989 (n = 7374), 1996 (n = 4149) and 2006\201307 (n = 4414). Absolute and relative socioeconomic inequality in stunting was measured by means of the slope index and the concentration index of inequality, respectively. Findings Over a 33-year period, we documented a steady decline in the national prevalence of stunting from 37.1 per cent to 7.1 per cent. Prevalence dropped from 59.0 per cent to 11.2 per cent in the poorest quintile and from 12.1 per cent to 3.3 per cent among the wealthiest quintile. The decline was particularly steep in the last 10 years of the period (1996 to 2007), when the gaps between poor and wealthy families with children under 5 were also reduced in terms of purchasing power; access to education, health care and water and sanitation services; and reproductive health indicators.Conclusion In Brazil, socioeconomic development coupled with equity-oriented public policies have been accompanied by marked improvements in living conditions and a substantial decline in child undernutrition, as well as a reduction of the gap in nutritional status between children in the highest and lowest socioeconomic quintiles. Future studies will show whether these gains will be maintained under the current global economic crisis

O relato abrange desde os primeiros exerc??cios de planejamento, no imediato p??s-Segunda Guerra Mundial, at?? os ??ltimos PPAs e, ainda, faz refer??ncias ??s tentativas de planejamento de longo prazo com o ???Brasil 2020???, no governo Fernando Henrique.

As políticas p��blicas de cultura no Esp��rito Santo entre 2007 e 2014

Nesta Disserta����o os cap��tulos foram elaborados de maneira a estabelecer inicialmente um panorama da hist��ria da política p��blica ao longo do tempo e sua rela����o com a cultura, passando pelos conceitos da política p��blica de cultura, analisando os modelos de políticas culturais e a gest��o cultural na democracia. Em seguida foi feito um estudo sobre a política cultural a partir da d��cada de 80, para ent��o analisar a participa����o das institui����es p��blicas no processo de desenvolvimento ap��s 1988. Diante da nova constitui����o foi lan��ado um olhar anal��tico sobre seus reflexos no campo da cultura desde o neoliberalismo at�� a segunda d��cada do s��culo XXI, al��m de uma vis��o do MinC sobre a arte contempor��nea. S�� ent��o foram pesquisadas com mais profundidade as políticas p��blicas de cultura no estado do Esp��rito Santo, considerando as atua����es das institui����es p��blicas no processo de desenvolvimento, proporcionadas pelas aplica����es dos Editais e seus desdobramentos, ligados a cada ��rea de atua����o dos segmentos culturais que s��o benefici��rios, enfocando ainda as dimens��es da cultura e os dilemas e alternativas das políticas p��blicas culturais com rela����o aos exclu��dos. A partir da�� foi feita uma abordagem dos diversos segmentos art��sticos do estado, suas atua����es e suas car��ncias, tendo como ponto de apoio os Editais. Foi analisado o Plano estadual de Cultura no contexto de sua rela����o com os segmentos culturais, considerando sua concep����o original e o estado atual. Foram ainda analisadas as implica����es das a����es transversais entre os diversos ��rg��os governamentais e a cultura tendo em vista a equaliza����o de Políticas P��blicas de Cultura para o estado.
