This paper presents an initiative for monitoring the competence acquisition by a team of students with different backgrounds facing the experience of being working by projects and in a project. These students are graduated bachelor engineering are inexperienced in the project management field and they play this course on a time-shared manner along with other activities. The goal of this experience is to increase the competence levels acquired by using an structured web based portfolio tool helping to reinforce how relevant different project management approaches can result for final products and how important it becomes to maintain the integration along the project. Monitoring is carried out by means of have a look on how the work is being done and measuring different technical parameters per participant. The use of this information could make possible to bring additional information to the students involved in terms of their individual competencies and the identification of new opportunities of personal improvement. These capabilities are strongly requested by companies in their daily work as well as they can be very convenient too for students when they try to organize their PhD work.

This paper reports a learning experience related to the acquisition of project management competences. Students from three different universities and backgrounds, cooperate in a common project that drives the learning-teaching process. Previous related works on this initiative have already evaluated the goodness of this multidisciplinary, project-based learning approach in the context of a new educative paradigm. Yet the innovative experience has allowed the authors to define a rubric in order to measure specific competences in project management. The study shows the rubric’s main aspects as well as competence acquisition evaluation alternatives, based in the metrics defined. Key indicators and specific reports obtained from data base fields in the web tool will support this work. As a result, new competences can be assessed, such ones like teamwork, problem solving, communication and leadership. Final goal is to provide an overall competence map to the students at the same time they improve their skills.

We have studied the thermo-mechanical response and atomistic degradation of final lenses in HiPER project. Final silica lenses are squares of 75 × 75 cm2 with a thickness of 5 cm. There are two scenarios where lenses are located at 8 m from the centre: •HiPER 4a, bunches of 100 shots (maximum 5 DT shots <48 MJ at ≈0.1 Hz). No blanket in chamber geometry. •HiPER 4b, continuous mode with shots ≈50 MJ at 10 Hz to generate 0.5 GW. Liquid metal blanket in chamber design.

The European HiPER project aims to demonstrate commercial viability of inertial fusion energy within the following two decades. This goal requires an extensive Research &Development program on materials for different applications (e.g., first wall, structural components and final optics). In this paper we will discuss our activities in the framework of HiPER to develop materials studies for the different areas of interest. The chamber first wall will have to withstand explosions of at least 100 MJ at a repetition rate of 5-10 Hz. If direct drive targets are used, a dry wall chamber operated in vacuum is preferable. In this situation the major threat for the wall stems from ions. For reasonably low chamber radius (5-10 m) new materials based on W and C are being investigated, e.g., engineered surfaces and nanostructured materials. Structural materials will be subject to high fluxes of neutrons leading to deleterious effects, such as, swelling. Low activation advanced steels as well as new nanostructured materials are being investigated. The final optics lenses will not survive the extreme ion irradiation pulses originated in the explosions. Therefore, mitigation strategies are being investigated. In addition, efforts are being carried out in understanding optimized conditions to minimize the loss of optical properties by neutron and gamma irradiation

The goal of the European laser fusion project, is to build an engineering facility for repetitive laser operation (HiPER 4a) and later a fusion reactor (HiPER 4b). A key aspect for laser fusion energy is the final optics. At the moment, it is based on silica transmission lenses located 8 m away from the chamber center. Lens lifetime depends on the irradiation conditions. We have used a 48 MJ shock ignition target for calculations. We have studied the thermo-mechanical effects of ions and X-rays on the lenses. Ions lead to lens melting and must therefore be mitigated. On the other hand, X-rays (~1% of the energy) does not produce either a significant temperature rise or detrimental stresses. Finally, we calculated the neutron flux and gamma dose rate on the lenses. Next, based on a simple model we studied the formation of color centers in the sample, which lead to optical absorption. Calculations show that simultaneous neutron and gamma irradiation does not significantly increase the optical absorption during the expected lifetime of the HiPER 4a facility. Under severe conditions (HiPER 4b), operation above 800 K or lens refreshing by thermal annealing treatments seem to assure adequate behavior.

La crisis afecta a todos los sectores, es un terremoto en cadena que se inicio en el sector inmobiliario y se ha ido introduciendo en el resto. Todo esto ha dado lugar a una caída brusca de la demanda de los servicios relacionados con la construcción, con un posicionamiento en “espera” de los Promotores e Inversores, que aún tienen liquidez para invertir, buscando oportunidades que lógicamente se tienen que producir en un entorno escasamente fiable como el actual. Aquellos Inversores que vean oportunidades, se aseguraran de que los productos que van a realizar, tengan una demanda suficiente, sus costes estén en consonancia con el mercado, pero sin que aquello perjudique al resultado final, es decir manteniendo la calidad propuesta al inicio del proceso con los costes previstos, dando lugar a un control exhaustivo del producto a realizar, lo cual obligará a una gran profesionalidad por parte de los agentes implicados. Para todo esto habrá que contar con Empresas especializadas, que aporten garantías en este proceso y aseguren tanto al promotor como al Inversor en todo momento donde y en que se invierten sus recursos. La Dirección Integrada de Proyecto (“Project Management “) aplicada al proceso constructivo es una Técnica Metodológica que ayuda a organizar, controlar y gestionar los recursos de los promotores dentro del proceso edificatorio. Cuando los recursos están limitados (que normalmente es la mayoría de las situaciones) gestionarlos de una manera eficiente se convierte en algo muy importante. Bien, pues nos encontramos con que en esta situación actual, los recursos no solo están limitados, si no que son limitados, por lo que un control y un exhaustivo seguimiento de los mismos se convierte no solo en importante si no en fundamental.

Desde los años 60, crece en Europa y Estados Unidos la preocupación y la necesidad de mejorar los procesos de gerencia de los proyectos de construcción al volverse estos más complejos. Esto ha llevado a la continua aparición de nuevos profesionales desde la fecha citada hasta nuestros días. De ahí la complejidad de conocer las cualidades de cada uno de ellos, así como las funciones a realizar o la formación que deben tener para poder desarrollar el puesto de trabajo según el papel que desempeñan para cada actividad. Muchos agentes son los que pueden intervenir en la edificación, muchas son las funciones que llevan a cabo estos agentes, muchas son las habilidades que se necesitan para realizar estas misiones, y una buena gestión de la edificación es la que hay que desarrollar para lograr el gran éxito. El presente trabajo fin de máster, dirigido a arquitectos, arquitectos técnicos, ingenieros, abogados, economistas y todos los profesionales del sector inmobiliario y de la construcción, trata de resolver todas aquellas dudas sobre los diferentes sujetos que estarán presentes desde la definición del proyecto en la fase inicial hasta el final de la obra, pasando por las fases de pre-construcción, construcción y post-construcción. (ENGLISH VERSION) Since the 1960s, most construction projects have become more and more complex, and new concerns and necessities related to the management of a project have been on the rise in Europe and in the United States. Thence, the need for more specialized professionals in the field has become a common fact, as well as the inclusion of new curricular subjects in most building engineering studies. There are different agents that play a relevant role in a building project; some of them are expected to perform a highly specialized set of functions that require specific management skills for the work to be successful. This research work—aimed mainly at engineers, quantity surveyors, lawyers, economists, real estate and construction professionals—shows the major implications of the building construction process including both pre-tender/construction and post-tender/construction stages as far as the main expert agents are involved.

This document presents an innovative, formal educational initiative that is aimed at enhancing the development of engineering students' specific competences. The subject of project management is the common theoretical and practical framework that articulates an experience that is carried out by multidisciplinary groups. Full utilization of Web 2.0 platforms and Project Based Learning constitutes the applied methodology. More specifically, this study focuses on monitoring communication competence when working in virtual environments, providing an ad-hoc rubric as a final result.

The value of project-based learning has lead to the inclusion of project development activities in engineering courses, being the Final Year Project (FYP) the most remarkable one. Several approaches have been proposed for assessing and grading FYPs but, among them, rubrics are becoming a standard for such type of assessment. However, due to the different characteristics and orientations of the projects (some are more practically oriented, some more theoretically), and the high amount of different competences to be evaluated (knowledge, working capability, communication skills, etc.), the definition of one unique rubric suitable for the evaluation of all FYPs presented in different degree programs, is a big challenge. In a former work, the educational outcomes expected from the FYP were defined and resulted in a proposal for their assessment. Afterwards, the proposal has been tested during one year within an educational innovation-project at the Universidad Politécnica de Madrid which involved the follow-up of 8 undergraduate telecommunication students elaborating their FYPs. In this publication, our experience will be described, based on the emerging work taking place through the formalisation of the process which consisted in the following steps: i) establishment of a schedule for the whole process (publication of FYPs topics, selection of applying students and their enrolment, assignation of a jury to each FYP, elaboration and follow-up of FYPs, final report submission, oral presentation, etc.); ii) design of rubrics for each of three assessment parts: working process, final report and oral presentation; and iii) follow-up and evaluation of the involved FYPs. Finally, problems that appeared during this experience (e.g. administrative aspects, criticisms and suggestions from the students, tutors and juries involved) are discussed and some modifications in the assessment system will be proposed in order to solve or minimize these problems.

Durante décadas y aun en la actualidad muchas organizaciones, a nivel mundial, continúan afrontando pérdidas significativas debido a fracasos parciales y totales respecto a sus inversiones en sistemas de información (SI), planteando serios retos a los niveles gerenciales y los profesionales de SI. Estadísticas alarmantes y décadas de experiencia en la praxis en el área de SI en diversas organizaciones llevan al autor a poner el énfasis en los usuarios finales internos (UF) que son designados como representantes (UFR) de sus pares en los proyectos de desarrollo de SI (PDSI) por considerarlos como factores influyentes de manera significativa en el problema. Particularmente, con enfoque en ciertos factores de los UFR críticos para el éxito de los PDSI, con dimensiones analizadas de forma aislada o incompleta en otros estudios empíricos, a la fecha. No se encontraron estudios en Latinoamérica ni en otras latitudes que abordasen el fenómeno del éxito/fracaso de los SI desde el punto de vista adoptado en esta tesis. Por ello, esta investigación empírica ha evaluado en qué grado estos factores pudiesen influenciar los resultados durante el desarrollo e implementación de SI y su posible impacto en la satisfacción de los UF, siendo esta última aceptada por variados autores como la principal medida del éxito de los SI. Este estudio fue realizado en América Latina en las cuatro grandes empresas industriales que integran verticalmente el sector aluminio de Venezuela, sometidas a un macro PDSI para instalar el paquete, de tipo ERP, SAP/R3. Experimentados profesionales fueron encuestados o entrevistados, tales como altos ejecutivos, desarrolladores, líderes de proyecto y líderes de los UF. Un enfoque metodológico de triangulación permitió combinar un análisis cuantitativo con un análisis cualitativo interpretativo del tipo hermenéutico/dialéctico, hallándose resultados convergentes y complementarios. Un análisis estadístico, utilizando Partial Least Squares (PLS), seguido de un análisis hermenéutico/dialéctico. Los resultados confirmaron un hecho importante: en los casos problemáticos, paradójicamente, los orígenes de las razones de rechazo de esos SI argumentadas por los UF, en alto grado, apuntaron a los UFR o a ellos mismos. Los resultados también confirmaron la prevalencia de factores de orden cognitivo, conductual y político en estas organizaciones sobre los tecnológicos, al igual que el alto riesgo de dar por sentado la presencia y calidad de los factores requeridos de los UFR y de los otros factores estudiados. La validación estadística del modelo propuesto reveló al constructo conocimientos de los UFR como la principal variable latente, con los variables indicadoras que componen este constructo ejerciendo la mayor influencia sobre la calidad y el éxito de los SI. Un hallazgo contrario al de otros estudios, mostró que los conocimientos sobre las tecnologías de la información (TI) fueron los menos relevantes. Los SI de nómina y de administración de los RRHH fueron los más problemáticos, como suele ser el caso, por su complejidad en organizaciones grandes. Las conclusiones principales confirman el decisivo rol de los UF para el éxito de los PDSI y su relación con la creciente problemática planteada, la cual amerita más investigación y de las organizaciones una mayor atención y preparación. Descuidar los factores humanos y sociales así como una efectiva planificación y gestión de los mismos en preparación para estos proyectos origina serios riesgos. No obstante las limitaciones de este trabajo, la problemática analizada suele influir en los PDSI en diversas organizaciones, indistintamente de su tamaño o tipo de SI, estimándose, por tanto, que los resultados, conclusiones y recomendaciones de esta investigación tienen un alto grado de generalización. Una relación de indicadores claves es suministrada con fines preventivos. Finalmente, los factores evaluados pueden usarse para ampliar el modelo reconocido de DeLone y McLean (2003), conectándolos como variables latentes de sus variables independientes calidad de la información y calidad del SI. ABSTRACT For decades, many organizations worldwide have been enduring heavy losses due to partial and total failures regarding their investments in information systems (IS), posing serious challenges to all management levels and IS practitioners. Alarming statistics in this regard and decades of practice in the IS area lead the author to place an emphasis on the end users (EU) who are appointed in representation of their peers (EUR) to IS development projects (ISDP), considering them as highly influential factors on the problem. Especially, focusing on certain EUR success factors, and their dimensions, deemed critical to any IS development and implementation, omitted or not thoroughly analyzed neither in the theory nor in the empirical research on the subject, so far. No studies were found in Latin America or elsewhere addressing the phenomenon of IS success/failure from the perspective presented herein. Hence, this empirical research has assessed to what degree such factors can influence the outcomes of an ISDP and their feasible impact on the EU´s satisfaction, being the latter accepted by several authors as the main measure of IS success. This study was performed in Latin America embracing four major industrial enterprises, which vertically integrate the aluminum sector of Venezuela, subjected to a macro ISDP to install the ERP-type package SAP/R3. The field work included surveying and interviewing experienced professionals such as IS executives, IS developers, IS project leaders and end-user project leaders. A triangulation methodological approach allowed combining quantitative and interpretive analyses, obtaining convergent and complementing results. A statistical analysis, using Partial Least Squares (PLS), was carried out followed by a hermeneutical/dialectical analysis. Results confirmed a major finding: in problematic cases, paradoxically, the origins of IS rejection reasons argued by the EU, at a high degree, were usually traceable to the EUR and themselves. The results also confirmed the prevalence of cognitive, behavioral and political factors in these organizations as well as the high risk of taking for granted the presence and quality of those factors demanded from the EUR. The statistical validation of the proposed model revealed the construct EUR knowledge as the main latent variable, with its items exerting a major influence on IS quality and success. Another finding, in contradiction with that of other studies, proved knowledge of information technology (IT) aspects to be irrelevant. The payroll and the human resources administration IS were the most problematic, as is usually the case in large companies. The main conclusions confirm the EU´s decisive role for IS success and their relationship with the problem, which continues, demanding more research and, from organizations, more attention and preparation. Neglecting human and social factors in organizations as well as their effective planning and management in preparation for ISDP poses serious risks. Despite the limitations of this work, the analyzed problem tends to influence ISDP in a wide range of organizations; regardless of their size or type of IS, thus showing a high degree of generalization. Therefore it is believed that the results, conclusions and suggestions of this research have a high degree of generalization. A detailed checklist comprising key measures is provided for preventive actions. Finally, the factors evaluated can be used to expand the well-known model of DeLone & McLean (2003), by connecting them as latent variables of its independent variables information quality and IS quality.

Teniendo en cuenta que no hay nada que se escape de la moda 1, y extendiendonos más allá de esta manida discusión sobre intersecciones formales, esta investigación propone la pasarela como un lugar real de mediación entre moda y arquitectura. Asumiendo esta condición, la pasarela encarna nuevos modos de producción apropiándose de su espacio y estructura, y convierténdose en una máquina capaz de generar múltiples y más bien infinitos significados. La moda es sin duda un proyecto creativo, que ha venido utilizando la pasarela como un marco para la reordenación de su narrativa visual, renovándose asi mismo como fenómeno social. Este proyecto de investigación plantea, que contrariamente las tipologías actuales de las pasarelas no nos facilitan la comprensión de una colección – que suele ser el objetivo principal. Presentan en cambio un entorno en el que se acoplan diferentes formatos visuales, -con varias capas-, conviéndolo en una compleja construcción y provocando nunerosas fricciones con el espacio-tiempo-acción durante el proceso de creación de otros territorios. Partiendo de la idea de la pasarela como un sistema, en el que sus numerosas variables pueden producir diversas combinaciones, esta investigación plantea la hipótesis por la cual un nuevo sistema de pasarela se estaría formando enteramente con capas de información. Este escenario nos conduciría a la inmersión final de la moda en los tejidos de la virtualidad. Si bien el debate sobre la relevancia de los desfiles de moda se ha vuelto más evidente hoy en día, esta investigación especula con la posibilidad del pensamiento arquitectónico y como este puede introducir metodologías de análisis en el marco de estos desfiles de moda, proponiendo una lectura de la pasarela como un sistema de procedimientos específicos inherente a los proyectos/procesos de la arquitectura. Este enfoque enlaza ambas prácticas en un territorio común donde el espacio, el diseño, el comportamiento, el movimiento, y los cuerpos son ordenados/organizados en la creación de estas nuevas posibilidades visuales, y donde las interacciones activan la generación de la novedad y los mensajes. PALABRAS CLAVES moda, sistema, virtual, información, arquitectura Considering that there is nothing left untouched by fashion2, and going beyond the already exhausted discussion about formal intersections, this research introduces the catwalk as the real arena of mediation between fashion and architecture. By assuming this condition, the catwalk embodies new modes of production that appropriates its space and turns it into a machine for generating multiple if not infinite meanings. Fashion, as a creative project, has utilized the catwalk as a frame for rearranging its visual narrative and renewing itself as social phenomena. This research disputes, however, that the current typologies of catwalks do not facilitate the understanding of the collection – as its primary goal - but, instead, present an environment composed of multi-layered visual formats, becoming a complex construct that collides space-time-action in the creation of other territories. Departing from the analysis of the catwalk as a system and how its many variables can produce diverse combinations, this research presents the hypothesis that a new system is being formed entirely built out of information. Such scenario indicates fashion´s final immersion into the fabrics of virtuality. While the discussion about the relevance of fashion shows has become more evident today, this research serves as an introductory speculation on how architectural thinking can introduce methodologies of analysis within the framework of the fashion shows, by proposing a reading of the catwalk as a system through specific procedures that are inherent to architectural projects. Such approach intertwines both practices into a common territory where space, design, behaviour, movement, and bodies are organized for the creation of visual possibilities, and where interactions are triggered in the making of novelty and messages. A Space tether is a thin, multi-kilometers long conductive wire, joining a satellite and some opposite end mass, and keeping vertical in orbit by the gravity-gradient. The ambient plasma, being highly conductive, is equipotential in its own co-moving frame. In the tether frame, in relative motion however, there is in the plasma a motional electric field of order of 100 V/km, product of (near) orbital velocity and geomagnetic field. The electromotive force established over the tether length allows plasma contactor devices to collect electrons at one polarized-positive (anodic) end and eject electrons at the opposite end, setting up a current along a standard, fully insulated tether. The Lorentz force exerted on the current by the geomagnetic field itself is always drag; this relies on just thermodynamics, like air drag. The bare tether concept, introduced in 1992 at the Universidad Politécnica de Madrid (UPM), takes away the insulation and has electrons collected over the tether segment coming out polarized positive; the concept rests on 2D (Langmuir probe) current-collection in plasmas being greatly more efficient than 3D collection. A Plasma Contactor ejects electrons at the cathodic end. A bare tether with a thin-tape cross section has much greater perimeter and de-orbits much faster than a (corresponding) round bare tether of equal length and mass. Further, tethers being long and thin, they are prone to cuts by abundant small space debris, but BETs has shown that the tape has a probability of being cut per unit time smaller by more than one order of magnitude than the corresponding round tether (debris comparable to its width are much less abundant than debris comparable to the radius of the corresponding round tether). Also, the tape collects much more current, and de-orbits much faster, than a corresponding multi-line “tape” made of thin round wires cross-connected to survive debris cuts. Tethers use a dissipative mechanism quite different from air drag and can de-orbit in just a few months; also, tape tethers are much lighter than round tethers of equal length and perimeter, which can capture equal current. The 3 disparate tape dimensions allow easily scalable design. Switching the cathodic Contactor off-on allows maneuvering to avoid catastrophic collisions with big tracked debris. Lorentz braking is as reliable as air drag. Tethers are still reasonably effective at high inclinations, where the motional field is small, because the geomagnetic field is not just a dipole along the Earth polar axis. BETs is the EC FP7/Space Project 262972, financed in about 1.8 million euros, from 1 November 2010 to 31 January 2014, and carrying out RTD work on de-orbiting space debris. Coordinated by UPM, it has partners Università di Padova, ONERA-Toulouse, Colorado State University, SME Emxys, DLR–Bremen, and Fundación Tecnalia. BETs work involves 1) Designing, building, and ground-testing basic hardware subsystems Cathodic Plasma Contactor, Tether Deployment Mechanism, Power Control Module, and Tape with crosswise and lengthwise structure. 2) Testing current collection and verifying tether dynamical stability. 3) Preliminary design of tape dimensions for a generic mission, conducive to low system-to-satellite mass ratio and probability of cut by small debris, and ohmic-effects regime of tether current for fast de-orbiting. Reaching TRL 4-5, BETs appears ready for in-orbit demostration.

Water in sufficient quantities throughout the Colorado Front Range is becoming increasingly limited. This paper examines the consequences for continued unsustainable use of water for communities of the Denver metropolitan area. This paper also looks at the effect that water law in the West has for otherwise optimum distributions of water. In addition, four regional and state water studies are reviewed for their contribution to sustainable water. Finally, the Final Environmental Impact Statement of the Rueter-Hess dam and reservoir project in Parker, Colorado is explored. Key findings conclude that the Rueter-Hess project may not, by itself, provide sustainable water for Parker; but the project will create incentive and opportunity for communities throughout the region to address the question of sustainable water.

After the construction of the San Carlos bastion in Alicante in the final decade of the seventeenth century, and the great trench which the English built around the district of San Francisco during their years of dominance in the War of Succession, the waters of the San Blas gully caused serious damage to these fortifications of the city and to the trade buildings of the port. In 1772, the diversion canal was built. It was designed to divert the riverbed of the gully and send the waters directly to the sea. The project had been initially designed by the Engineer General, Jorge Próspero de Verboom in 1721. This unique work of engineering had some defects, principally in the breakwater which prevented the waters from flowing down the former river course. On several occasions, the water returned to its original riverbed due to the weakness of the breakwater, the narrowness of the channel’s bed and its lack of regularisation, causing serious damage to the bastion, the Babel-facing façade, the traders’ warehouses and other buildings. This study describes the project that the military engineer Leandro Badarán carried out in 1794 in order to technically improve this canal and examines his report on the state of the fortifications. Similar works built in Spain are also explained. It also analyses the repeated disputes between the war department and the port throughout these years over finding a technical solution to the problem.
