Vivimos en una sociedad de consumo por excelencia, en las que las leyes de mercado funcionan medianamente; En el Ecuador por no existir una Ley de Competencia que permitiría al mercado por si mismo regular la cantidad, los precios así como la calidad de los productos, se han consolidado prácticas atentatorias del libre mercado por parte de las empresas, permitiéndose un margen de acción sin control a los proveedores en desmedro de los derechos del consumidor. Esta tesis pretende mostrar la problemática del ejercicio de los derechos del consumidor en el Ecuador, o dicho de otra manera, la reparación de los derechos violados a los consumidores por parte de los proveedores, traducido como el acceso a la justicia de los consumidores. Tomaremos como punto de estudio el procedimiento para juzgamiento y sanción de las infracciones, como una de las formas de reparación de los derechos de los consumidores; estudiaremos tres casos prácticos sobre la base de juicios por infracción a la Ley Orgánica de Defensa del Consumidor; analizaremos cómo el procedimiento actual no permite un pleno acceso a la justicia de los consumidores y por consiguiente la reparación de sus derechos, impidiendo el ejercicio de los derechos de los consumidores en nuestro país, que a pesar de contar con una ley adecuada que contiene parámetros y principios internacionales de defensa del consumidor, ésta se queda al final en letra muerta. Luego propondremos cambios a la 5 actual Ley Orgánica del Consumidor, que a nuestro juicio mejorarán el sistema de reparación de los derechos de los consumidores.

The impact of targeted sonde observations on the 1-3 day forecasts for northern Europe is evaluated using the Met Office four-dimensional variational data assimilation scheme and a 24 km gridlength limited-area version of the Unified Model (MetUM). The targeted observations were carried out during February and March 2007 as part of the Greenland Flow Distortion Experiment, using a research aircraft based in Iceland. Sensitive area predictions using either total energy singular vectors or an ensemble transform Kalman filter were used to predict where additional observations should be made to reduce errors in the initial conditions of forecasts for northern Europe. Targeted sonde data was assimilated operationally into the MetUM. Hindcasts show that the impact of the sondes was mixed. Only two out of the five cases showed clear forecast improvement; the maximum forecast improvement seen over the verifying region was approximately 5% of the forecast error 24 hours into the forecast. These two cases are presented in more detail: in the first the improvement propagates into the verification region with a developing polar low; and in the second the improvement is associated with an upper-level trough. The impact of cycling targeted data in the background of the forecast (including the memory of previous targeted observations) is investigated. This is shown to cause a greater forecast impact, but does not necessarily lead to a greater forecast improvement. Finally, the robustness of the results is assessed using a small ensemble of forecasts.

Earthworms are an essential part of the soil fauna in many global soils, represent a significant proportion of the soil biomass and are regarded as a useful indicator of soil health and quality (Edwards, 2004). They are also often the subject of inoculation programmes during the restoration of degraded lands (Butt, 1999) and the inoculation of earthworms to metal-contaminated soils has been suggested (Dickinson, 2000) largely due to the role earthworms are known to play in soil formation at such sites (Frouz et al., 2007).

This paper presents the findings from a study into the current exploitation of computer-supported collaborative working (CSCW) in design for the built environment in the UK. The research is based on responses to a web-based questionnaire. Members of various professions, including civil engineers, architects, building services engineers, and quantity surveyors, were invited to complete the questionnaire. The responses reveal important trends in the breadth and size of project teams at the same time as new pressures are emerging regarding team integration and efficiency. The findings suggest that while CSCW systems may improve project management (e.g., via project documentation) and the exchange of information between team members, it has yet to significantly support those activities that characterize integrated collaborative working between disparate specialists. The authors conclude by combining the findings with a wider discussion of the application of CSCW to design activity-appealing for CSCW to go beyond multidisciplinary working to achieve interdisciplinary working.
