Resumo:
The rise of component-based software development has created an urgent need for effective application program interface (API) documentation. Experience has shown that it is hard to create precise and readable documentation. Prose documentation can provide a good overview but lacks precision. Formal methods offer precision but the resulting documentation is expensive to develop. Worse, few developers have the skill or inclination to read formal documentation. We present a pragmatic solution to the problem of API documentation. We augment the prose documentation with executable test cases, including expected outputs, and use the prose plus the test cases as the documentation. With appropriate tool support, the test cases are easy to develop and read. Such test cases constitute a completely formal, albeit partial, specification of input/output behavior. Equally important, consistency between code and documentation is demonstrated by running the test cases. This approach provides an attractive bridge between formal and informal documentation. We also present a tool that supports compact and readable test cases; and generation of test drivers and documentation, and illustrate the approach with detailed case studies. A research program on atmospheric boundary layer processes and local wind regimes in complex terrain was conducted in the vicinity of Lake Tekapo in the southern Alps of New Zealand, during two 1-month field campaigns in 1997 and 1999. The effects of the interaction of thermal and dynamic forcing were of specific interest, with a particular focus on the interaction of thermal forcing of differing scales. The rationale and objectives of the field and modeling program are described, along with the methodology used to achieve them. Specific research aims include improved knowledge of the role of surface forcing associated with varying energy balances across heterogeneous terrain, thermal influences on boundary layer and local wind development, and dynamic influences of the terrain through channeling effects. Data were collected using a network of surface meteorological and energy balance stations, radiosonde and pilot balloon soundings, tethered balloon and kite-based systems, sodar, and an instrumented light aircraft. These data are being used to investigate the energetics of surface heat fluxes, the effects of localized heating/cooling and advective processes on atmospheric boundary layer development, and dynamic channeling. A complementary program of numerical modeling includes application of the Regional Atmospheric Modeling System (RAMS) to case studies characterizing typical boundary layer structures and airflow patterns observed around Lake Tekapo. Some initial results derived from the special observation periods are used to illustrate progress made to date. In spite of the difficulties involved in obtaining good data and undertaking modeling experiments in such complex terrain, initial results show that surface thermal heterogeneity has a significant influence on local atmospheric structure and wind fields in the vicinity of the lake. This influence occurs particularly in the morning. However, dynamic channeling effects and the larger-scale thermal effect of the mountain region frequently override these more local features later in the day.

Regional commodity forecasts are being used increasingly in agricultural industries to enhance their risk management and decision-making processes. These commodity forecasts are probabilistic in nature and are often integrated with a seasonal climate forecast system. The climate forecast system is based on a subset of analogue years drawn from the full climatological distribution. In this study we sought to measure forecast quality for such an integrated system. We investigated the quality of a commodity (i.e. wheat and sugar) forecast based on a subset of analogue years in relation to a standard reference forecast based on the full climatological set. We derived three key dimensions of forecast quality for such probabilistic forecasts: reliability, distribution shift, and change in dispersion. A measure of reliability was required to ensure no bias in the forecast distribution. This was assessed via the slope of the reliability plot, which was derived from examination of probability levels of forecasts and associated frequencies of realizations. The other two dimensions related to changes in features of the forecast distribution relative to the reference distribution. The relationship of 13 published accuracy/skill measures to these dimensions of forecast quality was assessed using principal component analysis in case studies of commodity forecasting using seasonal climate forecasting for the wheat and sugar industries in Australia. There were two orthogonal dimensions of forecast quality: one associated with distribution shift relative to the reference distribution and the other associated with relative distribution dispersion. Although the conventional quality measures aligned with these dimensions, none measured both adequately. We conclude that a multi-dimensional approach to assessment of forecast quality is required and that simple measures of reliability, distribution shift, and change in dispersion provide a means for such assessment. The analysis presented was also relevant to measuring quality of probabilistic seasonal climate forecasting systems. The importance of retaining a focus on the probabilistic nature of the forecast and avoiding simplifying, but erroneous, distortions was discussed in relation to applying this new forecast quality assessment paradigm to seasonal climate forecasts. The idea of “human security” is gaining attention among policy-makers and security analysts. Little scholarly attention has been given to the questions of why states accept (or reject) a human security agenda or how such an agenda is incorporated into policy practices. The article suggests that a human security approach is most likely to be applied when both humanitarian and national interests combine. Yet when states or organisations adopt a human security approach, they often misjudge the complex and long-term commitment required of such an approach. There is also the potential for such an agenda to be manipulated to justify questionable courses of action. These issues frame an analysis of six recent case studies.

Ao longo do texto, busca-se identificar fatores que permitem ou bloqueiam o exerc??cio de uma fun????o coordenadora e unificadora de a????es, analisando a rela????o entre os poderes Executivo e Legislativo, a estrutura do poder Executivo e as rela????es entre o Executivo pol??tico e a burocracia. Os estudos sobre parlamentarismo enfocam: import??ncia dos partidos, papel dos ministros, extens??o do poder do primeiro ministro e papel coletivo do gabinete. J?? os trabalhos sobre presidencialismo v??o de pesquisas sobre o Congresso norte-americano, envolvendo infer??ncias estat??sticas e an??lises baseadas na teoria institucional a estudos de caso sobre a American Politics (presid??ncia e lideran??a). Apesar das diferen??as entre parlamentarismo e presidencialismo, a literatura indica que mecanismos institucionais de controle de agenda produzem os mesmos efeitos nos dois sistemas.

O tamanho e a complexidade do desafio de combater a pobreza t??m criado a necessidade de se identificar novas maneiras de atacar o problema. Um importante elemento da atual discuss??o ?? o envolvimento dos stakeholders prim??rios nas atividades da interven????o de desenvolvimento. O presente trabalho revisa e sintetiza a literatura especializada para analisar as contribui????es da participa????o para a redu????o da pobreza. Ele identificou que participa????o aumenta o impacto das estrat??gias de redu????o da pobreza, por meio do empoderamento dos stakeholders prim??rios e de melhorias na efetividade, na efici??ncia e na sustentabilidade das interven????es. Os estudos de caso indicam, tamb??m, que altos n??veis de participa????o tendem a contribuir mais para o sucesso da estrat??gia. Contudo, garantir uma ???real??? participa????o dos benefici??rios n??o ?? f??cil. Como resultado desse estudo, s??o dadas algumas recomenda????es para futuras pol??ticas de combate ?? pobreza. Se adotadas, elas podem ajudar a vencer as dificuldades e desafios apontados e a maximizar as contribui????es da participa????o.

Para isso, faz-se uma an??lise bibliogr??fica sobre as transforma????es da gest??o ocorridas no servi??o p??blico e no Brasil, bem como das rela????es de poder e lideran??a, e uma pesquisa qualitativa junto aos trabalhadores em ??reas administrativas do Minist??rio da Sa??de, em Bras??lia. A conclus??o deste trabalho ?? um convite ?? reflex??o sobre a intersec????o desses planos de estudo e o entendimento de que o gestor-l??der pode gerar melhoria no resultado produtivo do grupo e, por conseq????ncia, nos servi??os p??blicos prestados.

O objetivo deste artigo ?? ampliar o conhecimento atual sobre os processos de aprendizado na implementa????o de pol??ticas p??blicas, procurando entender, em especial, os aspectos pol??ticos envolvidos nesses processos e como eles influenciam a evolu????o e os resultados dessas pol??ticas. Nesse sentido, com base em estudos de casos realizados sobre as pol??ticas industriais implementadas pelos estados da Bahia, do Cear?? e de Pernambuco nas ??ltimas d??cadas, conclui-se que o aprendizado de indiv??duos e grupos isoladamente dentro dos governos n??o parece garantir um efetivo aprendizado do governo na implementa????o de suas pol??ticas. Nos casos estudados, o aprendizado organizacional mostra-se como um processo no qual aspectos pol??ticos e cognitivos interagem sob as restri????es de arranjos institucionais espec??ficos. Esses aspectos pol??ticos tanto podem filtrar, retardar e at?? mesmo impedir a assimila????o organizacional do aprendizado de indiv??duos ou de grupos, como, outras vezes, podem aceler??-lo.

Esta dissertação analisa, por meio de um estudo de caso, a Cultura Organizacional do Centro de Ciências da Saúde - CCS - da Universidade Federal do Espírito Santo - UFES - e as relações de Poder dentro da universidade e do próprio CCS, no período de agosto de 2013 a janeiro de 2014. Para tanto, foi utilizado o método de Análise de Discurso Crítica, em entrevistas e documentos, visando compreender a influência interna da cultura organizacional, bem como sua influência junto à administração central. A partir da análise, percebe-se que o CCS possui uma dinâmica própria de funcionamento, que apesar de discordante dos princípios burocráticos buscados pela administração pública, basta para o funcionamento interno e permite influenciar, mesmo que tangencialmente, a estrutura de poder central da instituição. Além disso, percebe-se a força da influência cultural do curso de medicina dentro da própria organização do centro.

The purpose of this paper is to, in a holistic way, identify and explore the critical success factors (CSFs) that are considered in the context of the growing discussions, movements, proposed models, and case studies about the integration of management systems (MSs). This work is an investigation focused on the integration of MSs into an integrated management system (IMS) and the proposed approach takes into account the literature review as well as the experience gained by the authors on researches about Portuguese enterprises. This qualitative and empirical research, investigated the integration of MSs from existing scientific publications for the period 1999 to 2014, on-going case studies and one inquiry conducted by the authors. This research contributes to a better understanding of the CSFs regarding the integration of MSs and thus provides an insight on the preventive management. This research shows an evident lack of information regarding case studies on CSFs for integrated management systems (IMSs) and has identified a set of relevant CSFs, for MSs integration and associated guidelines that organizations should take as a priority, in order to be able to manage, on a preventive way, the implementation of IMSs, and consequently to become more competitive with added value for the stakeholders.

Purpose – this paper has two main purposes: (1)explore if government agencies more oriented to NPM postulates are more willing to use PM practices and to improve their performance; and (2) investigate whether the fit between the use of PM practices and the organizationa performance is dependent upon from the capacity of agencies to adapt its structures to changes introduced by NPM reforms. Design/methodology/approach - this paper is based on the survey method and provides empirical evidence from Portuguese government agencies.Findings (mandatory) - Our findings suggest that government agencies that made structural arrangements under the NPM reforms are more willing to use PM practices and will perform better than other agencies. In addition, this paper show that therelationship between the use of PM practices and the organizational performance is dependent upon from the agencies capacity to adopt new structural arrangements under the NPM reforms.Practical implications – this paper has three main contributions: (1) contribute to knowledge about the relationship between the introduction of NPM changes in the use of PM practices; (2) contribute to clarify whether agencies more oriented to NPM postulates are improving performance; and (3) help to clarify the way the organizations should adapt their structures for to be more effective in the use of PM practices. Originality/value - The quantitative empirical research, based on the unique survey applied to Portuguese government agencies on this field, allow us to add to prior research mainly based on case studies and oriented to local governments (Budding, 2004).

The success of dental implant-supported prosthesis is directly linked to the accuracy obtained during implant’s pose estimation (position and orientation). Although traditional impression techniques and recent digital acquisition methods are acceptably accurate, a simultaneously fast, accurate and operator-independent methodology is still lacking. Hereto, an image-based framework is proposed to estimate the patient-specific implant’s pose using cone-beam computed tomography (CBCT) and prior knowledge of implanted model. The pose estimation is accomplished in a threestep approach: (1) a region-of-interest is extracted from the CBCT data using 2 operator-defined points at the implant’s main axis; (2) a simulated CBCT volume of the known implanted model is generated through Feldkamp-Davis-Kress reconstruction and coarsely aligned to the defined axis; and (3) a voxel-based rigid registration is performed to optimally align both patient and simulated CBCT data, extracting the implant’s pose from the optimal transformation. Three experiments were performed to evaluate the framework: (1) an in silico study using 48 implants distributed through 12 tridimensional synthetic mandibular models; (2) an in vitro study using an artificial mandible with 2 dental implants acquired with an i-CAT system; and (3) two clinical case studies. The results shown positional errors of 67±34μm and 108μm, and angular misfits of 0.15±0.08º and 1.4º, for experiment 1 and 2, respectively. Moreover, in experiment 3, visual assessment of clinical data results shown a coherent alignment of the reference implant. Overall, a novel image-based framework for implants’ pose estimation from CBCT data was proposed, showing accurate results in agreement with dental prosthesis modelling requirements.

O objectivo desta investigação foi analisar a gestão da qualidade em alojamentos de Turismo no Espaço Rural: compromisso, responsabilidade, existência dum sistema de gestão da qualidade, recursos humanos, re¬cursos materiais, conhecimento da opinião do cliente, segurança no trabalho e meio¬ambiente, controlo da informação. Os resultados desta investigação podem ajudar os gestores a melhorar a qualidade do serviço dos seus alojamentos no espaço rural.

No âmbito da cadeira de Empreendedorismo e Liderança, leccionada no Mestrado de Turismo da Universidade Lusófona, o trabalho final consiste em cada aluno apresentar um exemplo prático de sua iniciativa, no lançamento de um projecto turístico, de acordo com os objectivos e conteúdos programáticos da cadeira. Como refere o Prof. Abranja no seu artigo, “os pequenos empreendimentos que transitam do sonho para o mercado são fundamentais para o desenvolvimento económico e social de qualquer região”. Poderia seleccionar outros trabalhos, mas este tem todos os ingredientes de ser um exemplo para todos quanto queiram ser empreendedores e tornar a sua paixão realidade. O facto desta proposta de empreendedorismo ser localizada fora da Grande Lisboa, reafirma a vocação do Ensino Superior de Turismo em ter uma dimensão nacional, adequa¬da ao espírito lusófono que se pretende incutir nos alunos. Outra razão desta escolha, é a de ser um projecto de pequena dimensão, na sua fase inicial e acessível para que os alunos de turismo possam através deste exemplo, replicar os seus sonhos e paixões, factores essenciais para que um projecto de empreendedorismo tenha bases sustentadas para alcançar o êxito empresarial.

Many organisations make extensive use of electronic linkages to facilitate their trading exchanges with partners such as suppliers, distributors and customers. This research explores how the use of inter-organisational systems (IOS) both affects, and is affected by, the relationships between trading partners. In doing this, it brings together two existing but distinct perspectives and literatures; the rational view informed by IOS research, and the behavioural or relationship perspective embodied in inter-organisational relationships (IOR) literature. The research was undertaken in the European paper industry by means of six dyadic case studies. The dyads studied covered both traditional electronic data interchange systems and newer e-marketplace environments. A framework was derived from existing literature that integrates the two perspectives of interest. The framework was used to analyse the case studies undertaken and enabled the inter-relationship between IOS use and IOR to be explained.
