The National Water Management Policy was defined by Law 9.433/97 (Water Act), establishing the hydrographic basin as the management unity, independently of geographic limits and respective federal organisms. Nevertheless, water management entities and instruments are directly associated to different federal entities located within the same basin, and depend on them for being effective. The absence of law mechanisms that conciliate the various requisitions of federal organisms located in the same basin is a challenge still without brazilian law support. This study describes the integration process of information systems in Paraíba do Sul river basin. It also emphasizes integration restrictions of these systems, the cooperation level and the instruments used by the various actors and federal organisms in order to meet National Water Management Policy objectives. The management instrument Water Management Information System is presented as an important component that helps the stakeholders decision making process involved in water management, respecting federalism and the water domains defined in the brazilian constitution, and according to the policy established in the Water Act. In theoretical aspects, this work presents the basic concepts of National Water Management Policy institutional arrangement, considering the network aspects in public policy, the limits imposed by federalism and the way that the water domains is defined in the brazilian constitution and according to the brazilian Water Act. Besides, it identifies the most significant questions related with information systems implementation in public administration and water management. It also illustrates how cooperative federalism and information systems may create conditions that do guarantee the National Water Management Policy management instruments operationality within a hydrographic basin. The action research method was used to develop the research and the selected entity was the Fundação Superintendência Estadual de Rios e Lagoas (Serla). Serla was the water management entity in Rio de Janeiro state, at the research beginning. Others methods as bibliographic and documentary research were also used, aiming to describe the hydrographic basin, as well as the processes and systems concerned with the implementation of the National Water Management Policy in Paraíba do Sul basin.

This research has a practice-oriented focus on the concept of Organizational Learning. The basic approach is a learning organization perspective, and some references to the concepts and concerns of organizational learning were included whenever necessary and proper. Organizational Learning is researched mainly from a management techniques and strategy point of view, with a smaller emphasis on the innovation and accumulation of technological capabilities and theoretical research points of view. A broad approach has been used, based mainly on the study of a successful case using action research in a private telecommunication company operating nationwide in Brazil. This study involved a small group, as it is common with pilot groups for learning organizations. The main purpose of this research is to provide a broad and updated survey about the idea of Organizational Learning. Results presented in the related literature are compared with findings from the field, and that literature is cited throughout the text. The interactions of Organizational Learning with the Brazilian context and with the public administration context are analyzed; important data, ranging from the historical origins and bases of the concept, to details of the activities in a real life learning organization, are shown. Some essential aspects, that should be considered or used when applying this type of management, are analyzed. The action research has shown a close proximity between Organizational Learning and a phenomenological perspective, servant leadership, and managerial model, respectively in the fields of philosophical approach, leadership, and management models.

Esta pesqUisa objetiva desenvolver, testar e demonstrar a aplicabilidade de um modelo infonnacional que possibilite a gestão integrada das operações da cadeia de suprimentos para indústrias geograficamente dispersas, também denominadas indústrias multi planta. Para tanto, serão aplicadas metodologias de estudo de caso e pesquisa-ação, em uma empresa representativa dos setores mineral e metalúrgico, o Departamento de Manganês e Ferro-Ligas da CVRD - Cia. Vale do Rio Doce. A pesquisa pretende demonstrar que o modelo de sistema infonnacional proposto, por meio da automatização dos processos transacionais e gerenciais, é capaz de prover recursos de planejamento e controle nos níveis operacional, tático e estratégico, devido a sua capacidade de incrementar a velocidade e a qualidade dos processos de análise e decisão. A pesquisa pretende conduzir, após análise dos resultados e avaliação das contribuições à empresa estudada, a um modelo informacional adequado para gerir as operações de outras empresas de mineração e metalurgia com características semelhantes.

O conceito de cadeias de suprimentos (supp/y chains) é um dos mais avançados, no contexto da gestão contemporânea de empreendimentos, sendo fundamental para a compreensão da ação dos integrantes dos ramos e canais de fornecimento de recursos para a produção de produtos e serviços. Na indústria da mobilidade, que compreende os esforços voltados para a produção de meios de transporte de tangíveis em geral (incluindo veículos automotores, navios, locomotivas, aviões, dentre outros), a cadeia de suprimentos é complexa e envolve múltiplos canais. Dentre os vários canais, há o que se ocupa de fornecer componentes essenciais para a fabricação de veículos automotores, destacando-se, neste, o de fornecimento de DET (dispositivo eletrônico por toque). Numa economia globalizada, como ocorre no Brasil, neste princípio do século XXI , DET e outros componentes podem ser adquiridos no país ou em qualquer outro lugar do planeta, onde preço, qualidade e condições de fornecimento se mostrarem competitivos. Há, entretanto, fatores perturbadores que prevalecem, mesmo em situação de comércio praticamente livre e com o predomínio de acordos comerciais bilaterais ou multilaterais. Um desses fatores é o risco cambial, aliás, um fenômeno típico da realidade atual, onde instabilidades monetárias podem fazer oscilar a cotação das moedas, alterando inteiramente os padrões de custos vigentes na cadeia de suprimentos, afetando o processo de tomada de decisões e o preço final do produto para o cliente. Visando a reduzir este problema, uma montadora de veículos instalada no Brasil (aqui denominada MAGfl manifestou-se interessada em que os fornecedores de DET com gabarito para integrar sua supp/y chain pudessem fornecer produtos em moeda nacional, significando, na prática, a busca de soluções para melhorar sua competitividade (em qualidade e preço, a primeira com um leque maior de fornecedores e o segundo através da redução do espectro de variações de custo, eliminadas as oscilações cambiais). Deste modo, a empresa pretendeu agregar valor aos seus produtos. A presente dissertação de mestrado, utilizando o método combinado de estudo de caso com PAR (Participatory Action Research ou pesquisaação), retrata a experiência vivida por uma organização transnacional, com negócios no país (a ETE), em sua busca de solução para adequar-se aos objetivos do cliente MAG, adaptando o canal de fornecimento para que maior valor agregado possa ser percebido. A dissertação procura, neste sentido, acompanhar o processo de análise e estudos de viabilidade de um empreendimento denominado "Projeto High Sound", realizado pelas organizações envolvidas, incluindo a pesquisa e a constituição de uma joint venture com parceiro nacional (PAN), contemplando, por fim, a análise de oportunidade sobre a possível operação direta futura da ETE no país confrontada com a análise de manutenção de operação com gestão compartilhada, em sistema de off-set, com empresa gerenciadora de canais de comercialização

Objetivamos, nesse trabalho, demonstrar alguns caminhos e obstáculos relacionados ao acesso à Justiça a partir da execução do Programa Mediação de Conflitos do Estado de Minas Gerais. O tema do acesso à Justiça tem sido foco de amplos estudos sobre o processo de democratização do direito no Brasil. Pesquisadores do campo das ciências sociais e humanas têm dedicado suas produções ao objetivo de compreender o fenômeno do direito e a sua forma de organização-aplicação no país. As diversas iniciativas de descentralização dos serviços jurídicos – diante da necessidade de ampliá-los, especialmente para a população de baixa renda – veem provocando amplas reflexões sobre o sistema político e de justiça no caso brasileiro, com especial atenção aos dilemas encontrados nas características históricas e culturais do país, permitindo diferenciá-los e aproximá-los de outros contextos nacionais. A ascendente vocação do princípio democrático amplia e faz crescer a institucionalização do direito na vida social, contemplando espaços que ainda não se faziam tão expressos por ele, jurisdicionando principalmente, a esfera da vida privada. Este conjunto de elementos é essencial ao presente trabalho, uma vez que apresentamos o desenvolvimento e a prática do Programa Mediação de Conflitos. Buscamos apresentar a criação deste programa desde sua origem, como projeto de pesquisa-ação a partir da concepção do pluralismo jurídico e do “direito achado na rua”. Sua formulação, realizada por meio de reflexões advindas de um grupo de professores do campo do direito da Universidade Federal de Minas Gerais, que durante a década de 90 criaram um programa de extensão desta mesma universidade – denominado “Polos de Cidadania” – nos levou a compreensão do seu percurso e dos caminhos adotados. Discutimos os principais desafios na execução de métodos de informalização da justiça e de mecanismos de resolução de conflitos, como o procedimento da mediação. Trata-se de um estudo qualitativo em que alguns dados socioeconômicos foram incorporados para fins analíticos. Destacamos, sobretudo, o percurso desta experiência por seus idealizadores; apresentamos alguns resultados relacionados aos dados já produzidos por esta prática e quem são os operadores desta experiência atualmente – os mediadores; e buscamos identificar quais são as percepções daqueles que foram atendidos por este programa – suas falas e histórias pessoais – e quais são os caminhos indicados por este segmento social para que o “acesso à Justiça” se torne algo possível de realizar.

Nos últimos 30 anos os executivos têm consistentemente identificado o alinhamento estratégico entre TI e negócio como uma das suas principais preocupações ainda não devidamente endereçadas. Existem diversos conceitos definidos sobre o significado deste alinhamento e suas consequências na performance das empresas, mas os estudos ainda são vagos em relação a como ele pode ser atingido e focam principalmente no alinhamento entre executivos, explorando pouco o nível operacional nas organizações. O objetivo deste estudo foi aprofundar-se no alinhamento entre TI e unidades de negócio na dimensão operacional, através de um estudo de caso avaliando o impacto na percepção de alinhamento entre as áreas após a criação de uma área dedicada ao relacionamento entre TI/Negócio, composta por profissionais de TI especializados e com conhecimentos específicos das unidades de negócio que atendem, visando um melhor entendimento dos objetivos da organização. Para tanto, foi aplicada uma abordagem multi-metodológica utilizando-se de Insider Action Research, que investiga um fenômeno partindo de uma intervenção no ambiente (em que o pesquisador faz parte), em conjunto com Design Research, que realiza o estudo de forma qualitativa centrada na construção e avaliação cíclica de um artefato. Para este estudo de caso, o artefato criado foi o método de trabalho utilizando-se de uma área responsável pela gestão do relacionamento entre TI/Negócio e a intervenção foi a implantação deste artefato na organização. As percepções foram capturadas através de reuniões com gestores da organização. As avaliações de efetividade foram apoiadas no framework de Luftman que mede o nível de alinhamento entre TI/Negócio em seis dimensões (Comunicação, Mensuração, Governança, Parceria, Escopo/Arquitetura e Competências). Os resultados mostraram que a criação da área de relacionamento TI/Negócios teve um claro impacto positivo na percepção de alinhamento entre as áreas, principalmente nas dimensões de comunicação e parceria. O estudo mostra que este tipo de abordagem gera uma maior sensação de confiança e proximidade e, portanto, pode ser utilizada para evoluir o alinhamento operacional entre as áreas.

Este estudo objetiva descrever as concepções dos profi ssionais de Enfermagem sobre o processo de enfermagem, a fi m de embasar as ações de implementação do processo na instituição do estudo. Trata-se de um estudo qualitativo, desenvolvido durante uma pesquisa ação, com a equipe de Enfermagem de um hospital pediátrico de ensino. O processo de enfermagem é concebido como um instrumento para organizar a assistência e prescrever os cuidados de Enfermagem. As rotinas de trabalho evidenciam as atividades técnicas. As expectativas com a implementação do processo de enfermagem envolvem a melhoria da qualidade da assistência. O estudo reforça a importância de incluir os membros da equipe de enfermagem, na implementação das etapas do processo de enfermagem e aponta o desafi o de enfrentar as rotinas tecnicistas

In the teaching practice of architecture and urbanism in Brazil, educational legislation views modeling laboratories and workshops as an indispensable component of the infrastructure required for the good functioning of any architectural course of study. Although the development of information technology at the international level has created new possibilities for digital production of architectural models, research in this field being underway since the early 1990s, it is only from 2007 onwards that such technologies started to be incorporated into the teaching activity of architecture and urbanism in Brazil, through the pioneering experience at LAPAC/FEC/UNICAMP. It is therefore a recent experiment whose challenges can be highlighted through the following examples: (i) The implementation of digital prototyping laboratories in undergraduate courses of architecture and urbanism is still rare in Brazil; (ii) As a new developing field with few references and application to undergraduate programs, it is hard to define methodological procedures suitable for the pedagogical curricula already implemented or which have already been consolidated over the years; (iii) The new digital ways for producing tridimensional models are marked with specificities which make it difficult to fit them within the existing structures of model laboratories and workshops. Considering the above, the present thesis discusses the tridimensional model as a tool which may contribute to the development of students skills in perceiving, understanding and representing tridimensional space. Analysis is made of the relation between different forms of models and the teaching of architectural project, with emphasis on the design process. Starting from the conceptualization of the word model as it is used in architecture and urbanism, an attempt is made to identify types of tridimensional models used in the process of project conception, both through the traditional, manual way of model construction as well as through the digital ones. There is also an explanation on how new technologies for digital production of models through prototyping are being introduced in undergraduate academic programs of architecture and urbanism in Brazil, as well as a review of recent academic publications in this area. Based on the paradigm of reflective practice in teaching as designed by Schön (2000), the experiment applied in the research was undertaken in the integrated workshop courses of architectural project in the undergraduate program of architecture and urbanism at Universidade Federal do Rio Grande do Norte. Along the experiment, physical modeling, geometric modeling and digital prototyping are used in distinct moments of the design process with the purpose of observing the suitability of each model to the project s phases. The procedures used in the experiments are very close to the Action Research methodology in which the main purpose is the production of theoretical knowledge by improving the practice. The process was repeated during three consecutive semesters and reflection on the results which were achieved in each cycle helped enhancing the next one. As a result, a methodological procedure is proposed which consists of the definition of the Tridimensional Model as the integrating element for the contents studied in a specific academic period or semester. The teaching of Architectural Project as it is developed along the fifth academic period of the Architecture and Urbanism undergraduate program of UFRN is taken as a reference

This thesis deals with the self-knowledge importance and corporal practices and the contribution of the Transpersonal Education for the initial formation process of students of Physical Education. In this context, students are stimulated to come in contact with the bases of learning to know, to make, to live together and to be for the promotion of integral education. We give priority to holistic conception of educating based in Emergent Paradigm. In this conception, student in initial formation is led to get back the view of integral being, life and love as education basis. We had as starting point, the essential dimensions to the learning geared toward the embodiment integration, autopoiesis and trans-disciplinarity. This work presents tracks for the teacher formation of Physical Education. It deals with the unfolding of teaching experiences in 2006, in Graduation Course in Physical Education of Universidade Federal do Rio Grande do Norte, in subject of Corporal Conscience, offered to undergraduate students which can be characterized as an action-research. This process was chosen as knowledge and intervention method because it allowed knowing and acting at the same time, studying the conditions and results of accomplished experience. In shared meetings with reflected experiences, we appeal to the experiences of situations that had mobilized the corporal, emotional, mental and spiritual dimensions of participants. The data collected through observations, accounts, questionnaires and interviews of learning processes had been starting points for the beginning of dialogue along with students of Graduation Course in Physical Education. The findings had been interpreted through of hermeneutics and discourse analysis. In this research, participants are considered as protagonist and boosters of educative process. The theoretical basis was supported by Transpersonal Education which contributed for a peace culture and respectful relationship. In its initial formation process, this research protagonists had evidenced of the importance of transpersonal education, geared toward action and changing, new ways of being and living together, facing the daily conflicts from a human and rational perspective. The research emphasized the importance of a new look on the teacher formation of Physical Education to face the limits of fragmented formation. Thus, we recognize that through the teacher education process, the transpersonal education provided wide significant changes reported during research, extending and re-meaning different learning levels such as: cognitive, emotional, attitudinal, and behavioral geared toward the personal and transpersonal development, reiterating the relevance of self-knowledge for development and establishment of pedagogical practice which prioritizes the life direction. The necessity of integrating knowledge to being in the initial process of teaching formation was emphasized in all the transpersonal meetings

An inclusive environment has its foundations in the belief that all people are entitled to participate, to live as normal a life as possible, without discrimination, especially in education. This is to ensure equal opportunities. For individuals with special needs, the use of computers and digital materials is not an alternative, but one of the only forms of access to information. For the visually impaired, they start from the beginning to enter the university, through the selection processes, not always accessible. For those who can, other difficulties arise, undermining the initial enthusiasm and generating a large rate of dropouts. In most cases, these students will depend on the goodwill of colleagues and volunteers for the reading of texts in the basic literature of the disciplines studied. The high cost of technology assisted allied to a lack of resources and knowledge of curricular adaptations, prevents many teachers help these students in an appropriate manner. This thesis seeks to contribute to the inclusion of the visually impaired student pointing alternatives that can help in caring education. The research was conducted specifically for the doctorate during the period 2001 to 2006, the cities of Natal, Salvador and Curitiba, and is based mainly on the methodology of action research. The objective was the construction of Virtual Teaching Support Center , structured in a Web portal that can serve as a resource to help support teachers, staff and other users concerned with the process of inclusion of people with needs special education, with the goal of assimilation of educational opportunities, with the support of resources and methods. The health transition experienced in Brazilian health care model requires a metamorphosis in human and society, placing new demands on health and education. The Faculty of Science, Culture and Extension of Rio Grande do Norte (Facex), aware of their responsibilities to the Health System, which brings the principle of comprehensiveness as its structural axis, dared to implement a course of nursing in complex thinking and Experiential Pedagogy Humanescente with curriculum inter / transdisciplinary. For deployment of proprosta was not enough to reform thinking of educators, there was a need corporalizar new teaching practices that are aimed at the integral formation of human beings. In this context, emerged the workshop on Human Education autopoietic, self-forming area of the educator, where he developed an Action Research Existential (PA-E) which enabled experience, describe and analyze how the human autopoietic educators could contribute to the practice educational humanescente transdisciplinary curriculum project. Were worked out in meetings, knowledge necessary to practice the transdisciplinary 1st Meeting - learn to create; 2nd Meeting - learn to recognize the laws of nature with emphasis on complexity theory, 3rd Meeting - learn to organize, 4th meeting - namely autoestruturar themselves; 5th Meeting - know how to choose, 6th Meeting - knowing innovate 7th Meeting - namely exchange. Next an autobiographical perspective, we chose the metaphorical possibility to narrate the ways and strategies covered by the author and apprentice in the company of the Little Prince de Saint-Exupery, in search of a sensible pedagogical practice complex, which promotes re-enchant transdisicplinar education. The route involved five methodological connections: a literature review which relate to training for care in undergraduate nursing: the study of learning processes that drive the formation humanopoiética, emphasizing the relationship that involves the complexity and embodiment in the educational process transdisciplinary, highlighting the analysis of what is to learn from the findings of biosciences and recent cognitive theories of Maturana and Varela, the description of the interdisciplinary curriculum of the nursing course of Facex and Training Workshop, Human autopoietic, with emphasis on Experiential Education Humanescente; the report of seven meetings of the Workshops (cocoon), recording the experiences and listening to educators (luminescent butterflies), the final reflections with learning opportunized. Experientiality lived through, the expressions and words, educators say the influence of workshops for their teaching practices, highlighting it as a space for selforganizing, creating, learning and enchantment, and can identify the workshop as a place of transformation necessary for deployment an interdisciplinary curriculum. The knowledge emerging from the study indicate the need for permanent spaces of self, in which the educator learns from its body, between cognitive processes and vital, and in the experiences of their formative process the opportunity to act on the dimensions of knowing and being
