Public institutions, as well as other entities, if use of various assets for development of its activities. These assets are tools that help with the generation of benefit present and future. For the assets that compound the Property, Plant and Equipament, this loss of generation of future benefits is called Depreciation and must be recognized as an expense in the period in which it occurs. This way, be considered as an expense, the depreciation has negative influence on the composition of the entity’s income, as this is the result of the confrontation between revenue and expenditure incurred in the same period. The Brazilian legislation regulates it is necessary to recognize and disclosure in the financial statements, all of the situations that interfere with the composition of economic and financial income of the public institution. The main objective of this work was to verify if the states and cities recognize and disclosure the depreciation on their Statements of Financial Position. The data were extracted from datas of the Brazilian public administration’s entities.. The sample analyzed is 100% of the States (including the Federal District) and 91% of the Brazilian cities. The research found the historical evolution of the expenditure with depreciation, evidenced in the balance sheets of the Brazilian cities, in the last 10 years, in the period 1999 to 2008. The results indicate that 10 Brazilian states (37 %) did not show the depreciation of fixed assets in the Statements of Financial Position of the year 2008. The situation is even more worrying in relation to cities, because 4,971 (98.4 %) of 5,050 municipalities not evidenced the depreciation. The evidence found in this study indicate that public entities do not recognize the expense with depreciation, which may indicate that the economic income and financial position presented in the financial statements of these public entities does not accurately reflect the actual situation of institutional performance.

O Vale do Amanhecer é um movimento religioso genuinamente brasileiro que surgiu a partir da década de 1960 no Distrito Federal. A pesquisa tem como objetivo investigar a cultura visual religiosa do Vale do Amanhecer como elemento-chave da sua interpretação e construção da sua narrativa religiosa pós-moderna. Parte-se da hipótese de que a sua iconografia enquanto se utiliza elementos da ficção científica representa uma forma nova e rara de se situar na contemporaneidade considerando aspectos da cosmologia do século XX, para construir uma narrativa religiosa adaptada. Como referencial teórico utilizamos a abordagem de Edgar Morin sobre a intersecção de cinema e imaginário, a reflexão de Joseph Campbell como modelo da jornada do herói ou monomito. Como metodologia propõem-se partir da proposta por Gillian Rose para a interpretação da cultura visual. Espera-se evidenciar a importância das narrativas literárias espíritas e cinematográficas de ficção científica na constituição da narrativa pictórica do Vale do Amanhecer e como isso transformou este movimento em um dos principais fenômenos religiosos que assuiram a nova cosmologia

Two types of health reforms in Latin America are analysed: one based on insurance and service commodification and the one referred to the unified public systems of progressive governments. Health insurance with explicit service packages has not fulfilled their purposes of universal coverage, equal access to necessary health services and improvement of health conditions but has opened health as a field of profit making for insurance companies and private health providers. The national health services as a state obligation have developed territorialized health services and widened substantially timely access to the majority of the population. The adoption of an integrated and wide social policy has an impact on population well fare. It faces some problems derived from the old health systems and the power of the insurance and medical complex.

This work aims to investigate the relationship between the entrepreneurship and the incidence of bureaucratic corruption in the states of Brazil and Federal District. The main hypothesis of this study is that the opening of a business in Brazilian states is negatively affected by the incidence of corruption. The theoretical reference is divided into Entrepreneurship and bureaucratic corruption, with an emphasis on materialistic perspective (objectivist) of entrepreneurship and the effects of bureaucratic corruption on entrepreneurial activity. By the regression method with panel data, we estimated the models with pooled data and fixed and random effects. To measure corruption, I used the General Index of Corruption for the Brazilian states (BOLL, 2010), and to represent entrepreneurship, firm entry per capita by state. Tests (Chow, Hausman and Breusch-Pagan) indicate that the random effects model is more appropriate, and the preliminary results indicate a positive impact of bureaucratic corruption on entrepreneurial activity, contradicting the hypothesis expected and found in previous articles to Brazil, and corroborating the proposition of Dreher and Gassebner (2011) that, in countries with high regulation, bureaucratic corruption can be grease in the wheels of entrepreneurship

Artrópodos associados à copa de árvores, principalmente palmeiras, são pouco conhecidos no Cerrado. Para descrever a estrutura da comunidade de artrópodos à copa de Mauritia flexuosa (Arecaceae) foram amostradas 150 palmeiras em seis veredas” do Distrito Federal, de áreas silvestres, rurais e periurbanas na estação chuvosa. Os artrópodos presentes nos ninhos abandonados de aves, refúgios de mamíferos, folhas e matéria orgânica foram coletados manualmente, fixados em etanol 70% e separados em ordem, família, morfoespécie e guildas alimentares. As características das palmeiras medidas foram altura da estipe, diâmetro da copa, número de folhas e de ninhos de aves nas palmeiras. Foram coletados 3.862 indivíduos, pertencentes a 15 ordens, 45 famílias e 135 morfoespécies. As ordens mais abundantes foram Coleoptera (28,6%), Blattodea (21,8%), Collembola (11,4%) e Hemiptera (10,2%). As famílias Blaberidae, Tenebrionidae, Entomobryidae, Reduviidae, Oniscidae, Staphylinidae, Carabidae e Formicidae representaram 82,1% de todos os indivíduos coletados. A maioria das morfoespécies foi pouco abundante, 71 (52,6%) apresentaram uma abundância média igual ou menor que 1 indivíduo/palmeira. Coleoptera compreendeu o maior número de morfoespécies (43,7%) seguida de Araneae (20,0%). A análise das guildas alimentares mostrou prevalência de predadores e hematófagos (36,0%). A riqueza e a abundância de artrópodos foram menores no ambiente periurbano. O número de ninhos de aves apresentou correlação positiva com abundância e riqueza, o que não ocorreu com as medidas das palmeiras. A importância de M. flexuosa para a manutenção da artropodofauna nas “veredas” no bioma Cerrado é discutida. _______________________________________________________________________________________ ABSTRACT

Digital divide is an issue that concerns our technology dominated society. The parents of ubiquitous computing dreamt of a total proliferation of information technology. But the reality we live in is not yet prepared for this future. There is current a need to develop programs in order to diminish this difference between the digitally included and the excluded one. PROEJA-Transiarte is a project ran by Universidade de Brasília in the city of Ceilândia, Federal District of Brazil. It proposes a different approach on the issue of digital divide, by introducing the cooperative creation of cyberart, based on the life stories of each participant, into the regular curriculum of EJA (Educação de Jovens e Adultos) classes, thus implementing the concept of solidary education. This research project investigated the role played by the cooperative learning the students put in practice during the workshops of the project in the diminishing of the digital exclusion a great part of the students feel. It looked into their activities, analyzing the development of their cooperation, putting it next in the context of the digital and social inclusion. After a multi-dimensional research on the theme, in the context of PROEJA-Transiarte, the conclusion shows the impact cooperative learning has in the reduction of the digital divide, analyzing the perception of the currently involved students, the researchers active in the project, or the former students that had their lives improved because of the workshops they participated in.

O arranjo federativo pós-Constituição de 1988 vem indicando a maior responsabilidade das unidades federativas e dos munícipios na execução das políticas sociais, ao mesmo tempo que se conferiu maior autonomia na arrecadação tributária. A partir dos anos 2000, as novas regulamentações das políticas sociais nas áreas de educação, saúde e assistência social vêm exigindo um maior esforço de recursos orçamentários dos estados, do Distrito Federal e dos municípios, sem a criação ou aporte de receitas fiscais adicionais. Nas políticas sociais, importantes mudanças legislativas marcam a primeira década do século XXI no Brasil, com implicações diretas no arranjo federativo e por consequência no cofinanciamento das políticas sociais. O objetivo principal do artigo é analisar o montante de recursos aplicados pela União, estados, DF e municípios nas funções orçamentárias: assistência social, saúde e educação, no período de 2002 a 2012, evidenciando o confinaciamento dessas políticas sociais; assim como o de identificar alguns obstáculos criados pelo ajuste fiscal em curso no país para a expansão do cofinanciamento das políticas sociais. __________________________________________________________________________________________________ ABSTRACT
