On 9 February 2014, the Swiss people accepted the popular initiative “against mass immigration” launched by the national-conservative Swiss People’s Party (SVP). This voting outcome has triggered wide-ranging debates about both the policy on immigrants as well as the future of Switzerland within the European context. Against this background, we evaluate attitudes toward immigration in Switzerland. Using hitherto unexplored survey data of MOSAiCH, our empirical analyses show that already in the year 2013, before the debate about the initiative on mass immigration was in full swing, roughly 53 percent of the 1011 interviewed Swiss citizens stated that immigration should be reduced. Moreover, our estimations indicate that the threats and fears induced by immigration and the will to maintain sovereignty and autonomy are particularly relevant for attitudes toward immigration. By contrast, education and national or personal economic conditions are only weakly related to the immigration issue.

The results of Eurosceptic parties in the recent European parliament election provide further evidence that the “permissive consensus” on European integration blurred. This paper focuses on the structure of the debate on EU integration issues. Which EU integration issues and positions do parties put forward? Can the debate on EU integration issues be subsumed in one or several dimensions? Do they reflect national political conflicts such as the left-right and the ‘new politics’/cultural divide? Or do they form one unique or several EU-specific dimensions, e.g. national sovereignty versus integration? In order to address these questions, this paper departs from the assumption that debate on European integration is multidimensional in its nature and therefore entails a multitude of issue areas. In other words, it does not look at how socio-economic and cultural issues are related to European integration but focuses on its components, i.e. particular EU-specific policies such as EU-wide employment, environment, immigration and monetary policy. The paper departs from the cleavage theory on political di-visions and different approaches transferring them to EU politics. Two points should be noted; first, this paper does not compare the debate on European integration issues between the national level and the EU level, but whether domestic divisions are reflected at the EU level. Second, it is not concerned with the general ideo-logical profile of political parties on EU integration issues, but on EU issues that parties communicated through press releases. By doing this, the paper is concerned with the salient EU issues that parties touch upon.

Ethnobiology research contributes significantly to initiatives that aim to enhance food sovereignty among indigenous and/or traditional people. In Bolivia, one of the Latin-American countries that shows the highest poverty and undernourishment levels, the purpose of this research-action project was to enhance food sovereignty through the revitalization of the local ecological knowledge and to promote local technological innovation processes in the Andean community of Tallija-Confital. During a first step the endogenous knowledge and strategies related to food security and sovereignty were investigated, based on the principles and tools of the Revitalizing Participatory Research (RPR). In a second step local technical innovation processes were supported through a “knowledge dialogue” between exogenous and endogenous knowledge systems, focusing on the processing of the cañahua (Chenopodium pallidicaule Aellen) gluten. The research results demonstrate that Andean people have developed complex endogenous knowledge and strategies to adapt to socio-environmental changes that show a great potential to contribute to the enhancement of food sovereignty. Nevertheless, in the current globalized context that translates into new challenges for local communities, beyond the revitalization of local ecological knowledge, a dialogue between different knowledge systems can lead to important local technological innovation for the improvement of their well-being. Large scale acquisitions of land in the Global South have signifi-cantly increased since the millennium. It is often the case that foreign investors are involved in such acquisitions, which are commonly aimed at facilitating the export of commodities. These investments in land tend to transform conventional, rather small scale agricultural systems into large scale, industrial agricultural systems. While investment in ag-riculture in the Global South is much needed, large-scale investments in land often goes hand-in-hand with environmental and human rights re-lated challenges. As a consequence, lawyers need to address questions of sovereignty over natural resources (this paper focuses in particular on land resources), to peoples’ right to self-determination, to the responsi-bilities of the home and host states of the investors, including public-private relationships, and the role of international institutions who are involved, as well as relevant jurisprudence. This paper approaches these questions from the perspective of a theory on policy coherence for sus-tainable development.

"Préférence communautaire" is an in-built notion of the CAP since its inception with the Treaty of Rome (1957). Its’ simple objective laid down at the Stresa Conference in 1958 is to prefer community produce over imports wherever possible, while at the same time promoting agricultural exports and FDI (“vocation exportatrice de l’Europe”). Does this contrast or correlate with the notion of “food sovereignty which originated in 1996 as a notion of small farmer self-sufficiency (Via Campesina), and which now has found its way into the official EC discourse? Recent CAP reforms indeed seem to continue banking on border protection and on the occasional export subsidy. Nonetheless, coming together with claims to mitigate climate change, “food sovereignty à la CAP fails to acknowledge efficiency losses at home and negative spillover effects on the right to food of food exporting developing countries. This chapter asks whether new non-tariff and domestic support measures are just new wine in the old cask of fortress Europe, together with the FDI promotion instruments of the FED and others. Might the increasing dynamics and new challenges of agricultural trade and investment lead to lower market and production shares for European farms? It concludes that in the medium term the WTO Green Box has the only legal and effective tools to promote EU agriculture and food.

Since France, Italy and Spain are neighboring Western European countries, whose languages and cultures have descended from Latin, it is inevitable that these countries share similarities on many levels. France, Italy and Spain share similar lifestyles, religious values and cultural heritages. Throughout history France, Italy and Spain have experienced many of the same historical events because of their geographical proximity. Now that all three countries are members of the European Union they have become further united by occupying a common area without border controls, and sharing a common market, laws, and currency. While France, Italy and Spain share many commonalities, their opinions and relationships within the European Union are diverse. Although each nation struggles to balance its national identity with its European identity and to maintain its sovereignty while at the same time giving some of it up to the EU, each nation has its own ideas about how much its identity should change and how much sovereignty it should give up to the EU government. Each nation also has unique opinions about what it means to part of the European Union and what the requirements for becoming a member nation should be. Each nation has different goals it hopes to accomplish for its own country and for the European Union. The differing ideas amongst France, Italy and Spain are a result of the variance that exists amongst their political and economic relationships and institutions, which have been molded by the historical experiences of each nation. The focus of this paper will be examining why France, Spain and Italy share many cultural similarities, yet differ so greatly in their roles as members of the European Union. After a brief background on the European Union, I will discuss the cultural similarities France, Italy and Spain share. I will then mention several economic and political differences between the three countries and use supporting evidence to explain why and in what context these differences have arisen

Public health efforts were initiated in the United States with legislative actions for enhancing food safety and ensuring pure drinking water. Some additional policy initiatives during the early 20th century helped organize and coordinate relief efforts for victims of natural disasters. By 1950's the federal government expanded its role for providing better health and safety to the communities, and its disaster relief activities became more structured. A rise in terrorism related incidents during the late 1990's prompted new proactive policy directions. The traditional policy and program efforts for rescue, recovery, and relief measures changed focus to include disaster preparedness and countermeasures against terrorism.^ The study took a holistic approach by analyzing all major disaster related policies and programs, in regard to their structure, process, and outcome. Study determined that United States has a strong disaster preparedness agenda and appropriate programs are in place with adequate policy support, and the country is prepared to meet all possible security challenges that may arise in the future. The man-made disaster of September 11th gave a major thrust to improve security and enhance preparedness of the country. These new efforts required large additional funding from the federal government. Most existing preparedness programs at the local and national levels are run with federal funds which is insufficient in some cases. This discrepancy arises from the fact that federal funding for disaster preparedness programs at present are not allocated by the level of risks to individual states or according to the risks that can be assigned to critical infrastructures across the country. However, the increased role of the federal government in public health affairs of the states is unusual, and opposed to the spirit of our constitution where sovereignty is equally divided between the federal government and the states. There is also shortage of manpower in public health to engage in disaster preparedness activities, despite some remarkable progress following the September 11th disaster.^ Study found that there was a significant improvement in knowledge and limited number of studies showed improvement of skills, increase in confidence and improvement in message-mapping. Among healthcare and allied healthcare professionals, short-term training on disaster preparedness increased knowledge and improved personal protective equipment use with some limited improvement in confidence and skills. However, due to the heterogeneity of these studies, the results and interpretation of this systematic review may be interpreted with caution.^

The investigator conducted an action-oriented investigation of pregnancy and birth among the women of Mesa los Hornos, an urban squatter slum in Mexico City. Three aims guided the project: (1) To obtain information for improving prenatal and maternity service utilization; (2) To examine the utility of rapid ethnographic and epidemiologic assessment methodologies; (3) To cultivate community involvement in health development.^ Viewing service utilization as a culturally-bound decision, the study included a qualitative phase to explore women's cognition of pregnancy and birth, their perceived needs during pregnancy, and their criteria of service acceptability. A probability-based community survey delineated parameters of service utilization and pregnancy health events, and probed reasons for decisions to use medical services, lay midwives, or other sources of prenatal and labor and delivery assistance. Qualitative survey of service providers at relevant clinics, hospitals, and practices contributed information on service availability and access, and on coordination among private, social security, and public assistance health service sectors. The ethnographic approach to exploring the rationale for use or non-use of services provided a necessary complement to conventional barrier-based assessment, to inform planning of culturally appropriate interventions.^ Information collection and interpretation was conducted under the aegis of an advisory committee of community residents and service agency representatives; the residents' committee formulated recommendations for action based on findings, and forwarded the mandate to governmental social and urban development offices. Recommendations were designed to inform and develop community participation in health care decision-making.^ Rapid research methods are powerful tools for achieving community-based empowerment toward investigation and resolution of local health problems. But while ethnography works well in synergy with quantitative assessment approaches to strengthen the validity and richness of short-term field work, the author strongly urges caution in application of Rapid Ethnographic Assessments. An ethnographic sensibility is essential to the research enterprise for the development of an active and cooperative community base, the design and use of quantitative instruments, the appropriate use of qualitative techniques, and the interpretation of culturally-oriented information. However, prescribed and standardized Rapid Ethnographic Assessment techniques are counter-productive if used as research short-cuts before locale- and subject-specific cultural understanding is achieved. ^

Ciento diez años más tarde de la separación de Panamá de Colombia y con el advenimiento del centenario de la apertura del Canal en 2014 es posible observar que la obra de Amelia Denis de Icaza muestra cómo la poeta romántica panameña, desde una perspectiva femenina, inaugura en 1906 la articulación de la fisura como rasgo característico de la identidad nacional de Panamá. Denis de Icaza inicia el lamento y la crítica por la presencia norteamericana en el Istmo con su poema “Al Cerro Ancón". En sus versos, la autora expresa su desagrado por la nueva realidad de ocupación territorial por fuerzas imperialistas y al mismo tiempo enciende el deseo por recuperar lo perdido, representándolo todo en el iconográfico accidente geográfico del Cerro Ancón. Esta nueva presencia extranjera y las consecuencias que se desprenden de tal ocupación trascienden el imaginario panameño a lo largo del siglo XX y más allá. Denis de Icaza, desde su espacio privado y con su voz intimista problematiza la situación canalera dentro del imaginario panameño, y se convierte en líder de la travesía que enrumbará al discurso istmeño en torno a la búsqueda y promoción por la soberanía en la totalidad del territorio nacional.

La cultura se presenta hoy como un elemento determinante en la planificación del desarrollo, tanto por los efectos económicos que genera en términos de empleo, ingresos, y producción; como por ser un instrumento útil y eficaz para el fortalecimiento de la independencia, la soberanía y la identidad de los territorios en un mundo globalizado. El objetivo de este estudio es reconocer el impacto de la cultura en el desarrollo económico a través de un ejercicio empírico centrado en el Museo de Antioquia de la ciudad de Medellín (Colombia). Se aplicó una encuesta de percepción a los habitantes y visitantes de la ciudad. Los datos se sometieron a un análisis descriptivo y se formalizó un Modelo de Regresión Logística en busca de identificar y explicar los elementos que permiten vincular la cultura y el desarrollo. Se encontró que cerca al 90% de los encuestados afirmaron que la existencia del Museo de Antioquia es importante para el desarrollo económico de la ciudad de Medellín, identificándolo como un atractivo turístico y cultural que genera impactos positivos en el crecimiento económico y el bienestar social.

Haiti, conocida en la época colonial como 'la Perla de las Antillas', su economía se organizó entorno a la producción de azúcar que proveían a través de Francia al resto de Europa. De este modo 70de la producción de azúcar era consumido en Europa y más del 60del café. Con una lógica que perseguía obtener los máximos rindes, buscaron mano de obra esclava en el África Subsahariana, población que directamente reemplazó a la originaria. Así comienza a plantearse el desarrollo de un tipo de economía en Haiti, que traería graves consecuencias ambientales hasta la actualidad. Hoy es el país más pobre de América, con una esperanza de vida de alrededor de 60 años, y la tasa de analfabetismo del 52. Ubicado en un área tropical, es frecuente que sufra el impacto de las tormentas tropicales y ciclones que, como consecuencia de una tala desmedida de laforestación originaria, las inundaciones acentúan los problemas, a lo que se suman los problemas sanitarios inherentes a un nivel de vida con tantas carencias; y a la preponderancia de minifundios en el área rural, llevan a conformar un escenario de enorme vulnerabilidad. En el año 2010, una triste noticia pondría a Haïti en el centro de la escena mundial: el terremoto de marzo de ese año que afectara el área de Puerto Príncipe dejando alrededor de 300.000 muertos y más de un millón de damnificados. En la actualidad la presencia debarrios enteros viviendo en carpas en espacios públicos, son una expresión de la vigencia de dicho evento. Sin embargo, desde mediados de la década pasada tienen lugar proyectos que intentan territorializar una experiencia argentina de reconocido impacto en procura de atender las necesidades de la población con mayor vulnerabilidad que habita en los espacios rurales. Se trata del Programa Pro Huerta, que desde hace más de veinte años se desarrolla en Argentina y se propuso en el ámbito de este país desde la perspectiva de la cooperación internacional. De este modo, en distintos departamentos de Haiti con el trabajo en conjunto de diversos países ponen en marcha un proyecto social de seguridad alimentaria. La finalidad es el análisis de la territorialización de la experiencia Pro Huerta Haiti a partir del enfoque de cooperación internacional del cual Argentina participa junto con Canadá y Haiti. Entre los resultados y aportes de esta investigación, se pudo constatar que en Haïtí se fortalecen las redes sociales, la familia, el trabajo solidario, la salud y en conjunto contribuyen a fortalecer la soberanía alimentaria, en un país con grandes carencias y gran vulnerabilidad. Asimismo, es interesante resaltar que el modelo de Cooperación Sur-Sur que la Argentina desarrolla, desde una visión horizontal donde nuestro país camina junto a Haití y Canadá en el aprendizaje cotidiano del crecimiento conjunto, donde cada país tiene mucho por seguir aprendiendo

Colombia has oceanic waters, catchment areas, like lakes, cienagas and swamps, water flows, like rivers, gorges and streams, small rivers and groundwater. The oceanic waters are the Caribbean Sea-1600 km and the Pacific Ocean-1300 km that comprise the north and west continental territory, respectively. Actually the Region of Darién, geographically bounded by the Carribean Sea to the north is becoming to be focused by studies due to use conflicts and disputes about water and a forest reserve on its territories. Considering its location, strategic at northwestern Colombia, frontier region with Central America, several dynamics are imposed. One of them is the implantation of a road system entitled Connecting Road of the Americas. This fact means the construction of an infra-structure that will cross a special zone formed by swamps and jungle known as The Darién Gap. Evidences of such interests are revealed by projects like the constructions of Turbo's Port in the Atlantic Ocean, Department of Antioquia and Tribugá's Port in the Pacific Ocean, Department of Choco, the mountain road and the coastal conection Colombia-Venezuela attending to the main intentions of the central region of the department (Metropolitan Area of Aburrá Valley-AMVA). Human settlements form a productive system, based on small and medium familiar agriculture's production, corresponding to the western portion and piedmont of Abibe's mountain at its antioquian portion, alluvial plan that forms the rivers on this area, the littoral zone that delimits the Carribean Sea, the Darién and Baudó Mountains and the gulf that receives, among other waters, the ones from Atrato and León, as well as the exodus process constitutes a forced exit resulting from actions of several armed groups. It can be identified intense historical, cultural, political and environmental relations, specially the last one associated with strategic ecosystems that are fundamental for the hydric regulation of the region, as well as food safety of the local inhabitants. Results from two researches (UPB, 2007 y 2010) reveals this quick transformation in the spatial re-configuration, demographical and economical indicators and the exacerbated fight for resources, damaging the extractive vocation in the Region. Path to commerce of illegalities (drugs, guns) and to implementation of the agroindustrial project for biofuel production, cooperation program that involves Venezuela, Brazil and Colombia. Appropriation modes allow the existence of strategies since global interests revealing a development logic that privileges the conception of an artificialized nature. Since the smallest portion of rural areas, specific modes of resources exploration are linked to imposed interests of transnational corporations. Disparate consequences are going deeper evidenced by social, technical and nature transformations, envisioning risks for the habitability's condition

Edipo en Colono presenta, por un lado, una pólis que evoca el tiempo mítico junto a la persecución del destino humano; por el otro, una Atenas que se funda sobre la ley de la justicia. El llega a las fronteras de Atenas acompañado por Antígona, la única de los hijos consciente de la inocencia del padre. Edipo se declara átimos, sufre de atimía, situación límite e ignominia para los griegos, condición jurídica y moral de aquellos que han sido excluidos de la comunidad. Sobre su cuerpo, vivo o muerto, se juega la soberanía de Tebas: aquél que será capaz de gobernar lo ingobernable, de conducir la múltiple naturaleza humana a la unidad. Edipo representa la alteridad, está entre la díke mítica y la ley de la pólis, emergentes del agón con los otros personajes y el coro. Durante la primera mitad del siglo XIX la Patagonia austral argentina permaneció aislada y despoblada; recién en la segunda mitad, autoridades, científicos y pioneros empezaron a ocuparse de ella. A través de este trabajo iremos viendo distintas visiones y experiencias de algunos exploradores y pioneros, tomando como hilo conductor la isla Pavón -negocio de Luis Piedra Buena- y la zona cercana del río Santa Cruz. Esta región era, en esos momentos, la única parte del territorio con algunos habitantes. La factoría de la isla Pavón adquiere no sólo importancia económica, sino particularmente política, frente al desarrollo que va cobrando Punta Arenas y a los deseos del expansionismo chileno. Por esta razón nos detendremos, en un primer momento, en el nacimiento y los años iniciales de este enclave chileno, para comprender la trascendencia que se le debe dar al establecimiento de Piedra Buena, punto hacia donde se dirigía todo explorador y barco argentino y única barrera que existió durante mucho tiempo para defensa de nuestra soberanía.

El artículo analiza las instrucciones dadas a los diputados de la naciente Provincia Oriental en 1813 como expresión del ejercicio de la "soberanía particular de los pueblos" proclamada por el artiguismo. A través del cotejo del articulado de las distintas versiones procura una aproximación a la recepción, apropiación y reelaboración local de las ideas acerca de la construcción de un nuevo orden político en el Río de la Plata
