O principal objetivo desta pesquisa é colocar em relevo o processo de precarização e perda da autonomia do trabalho docente. Este processo está relacionado diretamente à centralização, no Estado de São Paulo, da política educacional. Esta centralização ocorreu de forma combinada com a desconcentração das tarefas administrativas e do financiamento do sistema. O conceito de descentralização, que é amplamente difundido na década de 1990 no ensino público, significa medidas no sentido de liberar o Estado das suas responsabilidades. O que não quer dizer, em absoluto, transferir para a comunidade escolar, como é propagandeado pela ideologia neoliberal, maior autonomia das unidades escolares. No Estado de São Paulo este processo de centralização do poder não ocorre apenas nas questões de administração escolar (atividade-meio), mas também sobre os principais elementos ligados ao processo de ensino-aprendizagem: currículo, formação docente e avaliação do ensino, por exemplo. Estes elementos foram combinados com a desconcentração das tarefas administrativas e de financiamento da escola. Para que o docente tenha autonomia e possa, efetivamente, contribuir de maneira significativa para a formação das novas gerações é imprescindível que participe diretamente do processo de construção curricular, da gestão escolar e, principalmente, da autogestão de seu trabalho. O problema que procuramos apontar é que as políticas educacionais não têm contribuído para estes objetivos. Vejamos: a avaliação externa que não se trata apenas de uma política aplicada no estado e nem em determinado governo é, na verdade, uma política de Estado; extrai do professor, em boa medida, o controle do processo de avaliação do ensino e da aprendizagem. O Regime de Progressão Continuada, instituído pelo Conselho Estadual de Educação, é um mecanismo para determinar a partir de cima a promoção indiscriminada dos alunos, confirmando a pseudo-autonomia dos docentes e dos Conselhos Gestores das Unidades Escolares. Faltam as condições materiais e espirituais para que os docentes possam desempenhar de forma adequada seu trabalho. Por isso, se faz necessária uma denúncia no sentido de que o professor está impossibilitado objetivamente de realizar o trabalho de maneira a contribuir para a formação integral dos alunos. As mudanças do ponto de vista estrutural só podem realizar-se a partir da luta político-social para quebrar a estrutura hierárquica construída no interior das escolas e sustentada nas demais instâncias do sistema de ensino e na sociedade. O trabalho docente precisa se realizar dentro de um ambiente que lhe permita, de fato, desenvolver a sua autonomia a partir de um processo de reflexão sobre sua prática e de uma prática orientada pela sua reflexão. Mas, se não adentramos na condição extremamente precária deste trabalho na atualidade - e esta precariedade não diz respeito apenas a fragmentos da totalidade dos problemas estruturais que envolvem o trabalho docente - não podemos contribuir para o real desenvolvimento da sua autonomia e da superação da crise estrutural da escola pública.(AU)

This research analyses the components of the organizational structure of the UFRN (Rio Grande do Norte Federal University) and to what extent they affect organizational performance. The study, classified as exploratory and descriptive, was conducted in two phases. The first phase consists of a pilot test to refine the research instrument and to identify the latent components of the organizational structure, and the second to characterize these components and thereby establish relationships with organizational performance. In the first phase, the research was conducted in 20 UFRN organizational units with the participation of 84 employees between technical-administrative and teachers, after considering missing values and outliers, while the second phase occurred in two stages: one conducted with 279 valid cases, consisting of technical-administrative and teachers of 37 UFRN units, and another with 112 managers of the institution in the 49 units identified in this research. The instrument adopted in the first phase was composed of 36 indicators of organizational structure, with six extracted and adapted from the instrument developed by Medeiros (2003) and 30 prepared based on the literature review, from Mintzberg (2012), Hall (1984), Vasconcellos and Hemsley (1997) and Seiffert and Costa (2007) and 7 performance indicators adapted from Fleury and Mills (2006), Vieira and Vieira (2003) and Kaplan and Norton (1997) from the self-assessment instrument in use by the university. In this stage the data were analyzed using the techniques of factor analysis and reliability analysis by means of Cronbach’s alpha, aiming to extract the factors representing the components of the organizational structure. In step 1 of the second phase, the instrument, refined and reduced in the previous phase, with 24 variables of organizational structure and 6 for performance was used, while in step 2, a semi-structured interview guide with questions, organized into nine organizational structure elements, was adopted aiming to gather information to understand the relationship of structure to performance of the UFRN. The techniques used in the second phase, as a whole, were factor analysis and reliability analysis to characterize the components extracted in the previous phase and to validate the performance variables and correlation analysis, regression and content analysis to establish and understand the relationship between structure and performance. The results showed, in the two stages, six latent components of organizational structure in the context under study: training and internalization, communication, hierarchy, decentralization, formalization and departmentalization - with high levels of Cronbach's alpha indexes - which can thereby be characterized as components of UFRN structure. Six performance indicators were validated in this study, showing them as efficient and highly reliable. Finally, it was found that the formalization, communication, decentralization, training and internalization components positively affect UFRN performance, while departmentalization has an adverse affect and hierarchy did not show a significant relationship. The results achieved in this work are important in future studies to support the development of a model structure that represents the specifics of the university

The investigation analyze s the role of the municipalities in the ongoing development of literacy teachers, having as a field of study the municipalities of Jaguaruana and Palhano, both in the State of Ceará. The political - educational space adopted as a sample of the study is the p eriod between the years 2003 and 2006, when the emphasis on cooperative action among the federated entities is observed in the Government’s guidelines and Brazilian educational policies, showing the municipal presence in the implementation and execution of these policies. T he historical - dialectical materialistic perspective, understood as an analysis of the social reality as historical elaboration and product of the human praxis, is expressed as the required theoretical - methodological path. The investigatio n is operationalized through interconnected stages: one that involves bibliographical and documental analysis, in which the theoretical input of the research is added, as well as the Federal, State and M unicipal documents accessed ; and another, regarding t he field work, studying the specific character of the object and its mutual rela tionships in the municipalities . The research brings the notion of intergovernmental relationships and cooperative mechanisms as central theoretical tools and, dialoguing with them, ideas such as decentralization, municipalization and municipal autonomy are inserted into a theoretical/practical body, through which the historical and logical aspects of the object are detailed. The study describes and interprets the policies of on going development of literacy teachers with focus on the national guidelines formulated since the 1990’s and on the govern mental incorporation in the national and subnational spaces. In this sense, the analysis is based on the comprehension of the interrel ationship between the municipal policies and the p olicies created by the S tate or Federal G overnments in order to offer ongoing development of literacy teachers. Considering the investigated sample, it shows how the municipal role and the relationships bet ween the State and municipalities of Ceará have emerged, as well as their characteristics regarding the education management policies, taking into account the practices of municipalization and cooperation between the State and municipalities in their histo rical composition. It shows the practices which aim at the ongoing development of literacy teachers observed in the researched municipalities, pointing out the realities and specific marks left by municipal presence in the area, demonstrating the assigned role and the role played. Based on the points of view of the managers interviewed in the municipalities of Jaguaruana e Palhano, it is possible to note the meaning and effectiveness of the policies carried out. With such elements, it discusses the municipa l asymmetries in their homogeneities and heterogeneities rega rding the execution of their federative role. The analysis shows that th e role of the municipalities vary according to the historical, political and social interventions in each municipality. In the fields of formulation and execution of educational policies, the actions of the municipal governments, situated and with expressive interferences, reveal asymmetries in the sense that some municipalities have bigger autonomy and participate more effect ively in the production and distribution of policies than others. In terms of the researched realities, the study shows that taking care of the policies of ongoing development of literacy teachers is not a task that should be assigned exclusively to the mu nicipalities, nonetheless it is a role that they play with varying degrees of success. This role is in fact a joint competence of the federated entities, in the scope the Brazilian cooperative federalism.

In contemporary dynamics, a change is observed in the institutional structure of the state, culminating in several policies for the tourist sector which promote a new management format. The from this view, the Tourism Regionalization Macro Program (TRP), considered a significant program to Ministry of Tourism, arose as an answer to this new reality, having as strategy a joint working of structuring and promotion turned at decentralization of actions, valuing the residents participation in the search of the permanent dialogue between peers and revaluation of places and territories, based in the regionalization process. Based on this bias, this study aims to examine the role of the Tourism State Council of Rio Grande do Norte, with regard to the tourism planning, trying to understand it and solve it as governance Instance, through the Tourism Regionalization Program interventions, given the participation context of its actors and agents. For purposes of this study is delimited as time frame the year 2007 at 2014, understanding that it was this time, there was greater council members accession, as well as different types of sectors representation of civil society, as a result of a tourism public policy based on principles of innovation and participation. In relation to the research problem, this study is conceptualized as a qualitative and the chosen method is the materialist dialectic. Still on the methodological options, utilize the Content Analysis. The results show that the institutionalization of governance instance as the Conetur does not contributes, ideally, in the planning and management process of participatory and integrated tourist activity, facing a fair direction of your space production. The research indicates that there are debates, discussions and guidelines (still in a timely and targeted form), but not reverberates practical effects, by act in a conjuncture that Is strategically designed for political and economic power game, setting the hegemonic actors performance, which uses this arena to instill personal desires and wishes, that are decided in absentia to the council.

This paper deals of the effects generated by institutional designs in the behavior of political actors. The literature that discusses the implications of federal arrangements in the production of public policies to dock at two opposing arguments: (1) the federal configuration would cause dispersion and variation in service provision between subnational governments; and (2) the central government would own mechanisms to induce the provision of national policies in more homogeneous levels, similar to unitary states. The research is part of this discussion because it analyzes the effects of the institutional design of the Sistema Único de Assistência Social (SUAS) in the decisions of states in Brazil. Therefore, we analyzed the institutional capacity built by the 26 state governments after the implementation of SUAS, conceiving this system as defined mechanism of government functions and federative cooperation.It is argued that the existence of a heterogeneous institutional capacity of state governments in social assistance is a result of the autonomy contained in the institutional design of SUAS to this level of government. This freedom of action relativize the idea that the implementation of national public policy systems would generate positive (or homogeneous) effects in all subnational governments, at the same time as it preclude to generalize the premise of fragility of the states in the brazilian federal plan.

This study investigated the role of psychologists in Social Assistance Reference Centres in the Amazon region of Marajó, considering its specificities: extensive territory, spread population and presence of native communities. Eleven interviews were conducted in 10 out of the total 16 cities. There’s a context of fragile economies and poor housing; incomplete or disarticulated public services; bad working conditions. The activities are ad hoc or asystematic. Promising experiences bet on decentralized and intersectoral services. Experiences from other groups point to the importance of long-term work. We conclude that a powerful way of action is to strengthen the sociability that is characteristic of the native peoples, valuing their knowledge and developing their social protagonism.

The Brazil Telehealth Networks Program was established by the Ministry of Health in 2007. Its main objective is to support professionals in Primary Health Care (PHC) by offering educational qualification, resulting in more favorable conditions to fixate the professional in remote areas. The formulation and management of telehealth services are performed by scientific and technical centers that are operated by public institutions of higher education and responsible for providing tools and services in the context of the regions where they are. However, one of the problems generated by this decentralization is the development of various tools with different types of language, architecture and without any regulation and integration of information with the Ministry of Health. Aiming to solve the above problem, we propose the specification, implementation and validation of an architectural model in the development and distribution of the Unified Health System software tools. This proposed architecture enables tools developed in telehealth center to be shared among the other centers, thereby preventing the unnecessary use of resources.

This study aims to investigate the process of implementation of Programa Nacional Biblioteca da Escola, PNBE, and the reader's training on Childhood Education level in Natal. The promotion of literary reading is the opportunity of inclusion in a world that is connected to citizenship, to human rights and social justice, because the reading is the way which gives meaning to the life and, therefore, it is a right for everybody. The study is characterized as a qualitative research with evaluative approach. The methodological procedure that constitutes this corpus took place in three stages: the first one was about the analysis of laws and documents of national public policies for the reading promotion; questionnaires were applied by Managing Committee - Natal/RN to CMEIs and the available websites from MEC that provide distribution of the acquis; in the second stage, we adopted the semi-structured interview as a methodological procedure elaborated with open questions that focus on the program management and to the acquis of PNBE; and in the third step we visited the 21 centers of childhood education in Natal for interviewing and to do the exploratory observation in places of reading. The Informant actors in this research are: the advisors of SME - Natal and FNDE, managers and teachers in Municipal Childhood Education Centers who totalize 30 informants. This theoretical and methodological framework follows the studies of Amarilha (1993; 1994; 2002; 2006; 2010; 2012), Bardin (2001), Bogdan; Biklen (1994), Castro (2007; 2008; 2012), Demo (2000; 2006; 2008), Fischer (2006), Moreira; Caleffe (2008), Paiva (2008; 2012), Secchi (2010; 2012), Soares (2003; 2008) and Zilberman (2001; 2003; 2008). The analysis indicates that decentralization strategy which is adopted in public management model will transfer responsibilities and assumption of the PNBE, exempting the actors to planning actions ensuring the efficiency and efficacy implementation on reading policy to national and municipal levels. The qualified acquis that is distributed by MEC reaches every Childhood Education center and does not depend on teacher's desire or it action, only a few of them know about it and they do not have information about the PNBE, neither receive specific training in order to articulate it to the practice of reading with children from Childhood Education. The reading project implemented by private education system in Natal overlaps the PNBE, making it invisible. The reading places that are available for that schooling stage are summarized to the reading corners. In some CMEI, books remain stored in boxes or they are locked in the closet, out of use to the teachers and students. Thus, care for the acquisition, selecting acquis, and a preoccupation to the supply of the reading and books for this education level are lost into volumes of closed boxes, teachers are jettisoned to this process and children do not have any enchantment to the reading or books. In this context, this paper draws attention to how much we should still investigate in order to understanding the perspectives, stresses and challenges from public policies for the reading promotion in our country. We hope that the research will help to improve the management model of the PNBE, ensuring the reading democratization and therefore the reader's training in early Childhood Education.

This thesis aims to understand the extent to which state capacities of state governments explain the effectiveness of the implementation of Programa Bolsa Família (PBF) in the Northeast, adopting the implementation of the theory as the main theoretical lens and more specifically the concept of state capacity. Methodologically is a study of public policy evaluation, and categorized as a process of evaluation study or implementation. Given the specificity of the object is classified as a multi case study research covering the states of Sergipe, Rio Grande do Norte and Bahia. In addition to using secondary data, the study used semi-structured interviews with members of Intersectoral Committees responsible for the actions of PBF and the Cadastro Único at the state level, composed of representatives of the areas of the state government of Social Welfare, Education and Health. the main findings related to technical and administrative capacities and policies were found: infrastructure with weakness in human resources, technological and financial resources; intra-governmental coordination with boundaries between PBF and Unified Social Assistance System , and the actions of conditionality of health and Health Unic System Basic Attention; intergovernmental coordination carried out mostly by the distance limitations of displacement and incipient regional decentralization of actions; based monitoring in the municipalities of lower performance and from the parameters placed by the federal government and political capacities; representative political system is hardly accessed by instances of program management; minor social participation and low articulation with related issues advice to PBF; audit control by any outside agencies. The thesis concludes that depending on the capabilities found implementing weaknesses are not unique to the program's actions, but from the very institutional capacity of the systems in which it operates that are the Unified Social Assistance System, the Health Unic System and the Educational System. In other words limitations of their own state capacities of the state governments and the municipal governments of each territory, such as quantitative insufficiency and qualification of human resources, financial and institutional resources, lack instance promoting decentralization (Intergovernmental and intra-governmental) as well the weakness or absence of a network of local social services are also factors that explain the program management performance and state capabilities of arrangements formed by states and municipalities in the PBF, only to partially deal with the complexity of joints involving Implementation of the program with regard to inter and intra-governmental action.

Aprofundar o conhecimento do Serviço Social no âmbito das Comissões Sociais de Freguesia, refletindo sobre a prática do Serviço Social, nomeadamente na Comissão Social de Freguesia da Guia, é o objetivo deste relatório. O processo de criação e implementação do Programa Rede Social, como política social baseada nos fundamentos da descentralização de poderes e responsabilidades do Estado e a sua intensificação em parcerias entre o setor público e o setor privado, assentam numa lógica de desenho de políticas sociais neoliberais. O Serviço Social revela ser um importante recurso profissional para as autarquias, nomeadamente para as freguesias, desempenhando um trabalho de proximidade com as populações, facilitando-lhes o acesso a alguns direitos sociais e executando os seus deveres cívicos. No entanto, esta atuação de natureza assistencialista, pretende a resolução emergencial da situação de pobreza e das desigualdades sociais da população de determinada freguesia. Ora, estes fenómenos não estão circunscritos a uma pequena área territorial, são problemas estruturais e universais, como tal não podem ser tratados apenas como locais. Tendo como ponto de partida, a experiência vivenciada pela assistente social que fez parte da organização da Comissão Social de Freguesia da Guia e que desenhou o seu modelo de intervenção social, é feita uma análise a este novo espaço. Conclui-se, atestando que para a efetivação como espaço sócio profissional e que legitime a profissão, a política social que define as CSF terá que sofrer algumas alterações e melhorias, partindo ao encontro do projeto profissional do Serviço Social, ao mesmo tempo que potencia o enfrentamento à pobreza e desigualdades sociais ao nível local.

Aprofundar o conhecimento do Serviço Social e reflectir sobre a prática profissional do Assistente Social e a criação de políticas sociais com vista ao desenvolvimento social local, nomeadamente, na Câmara Municipal da Batalha, constituíram o objectivo de estudo. A descentralização do Poder Central para o Poder Local, assente na proximidade ao cidadão, mantém-se em discussão na agenda política e ganha maior relevo na conjuntura actual, com a reforma do Poder Local. Contudo, até ao momento, as transferências no âmbito da Acção Social mantêm-se bastante genéricas e sem regulamentação. Por essa razão, o Poder Local intervém na área social sem que essas competências estejam delineadas pela tutela e muitas vezes sem o devido financiamento, deixando aos Executivos Municipais a decisão sobre a criação de políticas sociais. Neste sentido, com o intuito de assegurarem os interesses das suas populações, as Câmaras Municipais implementam medidas sociais de âmbito local, que se revelam mais ou menos intensas, consoante o importância que lhes é dada por cada Executivo, que define as áreas de intervenção prioritárias e quais os recursos disponíveis para investir no domínio social. O Serviço Social revela ser um importante recurso das autarquias na criação das políticas sociais locais, na medida em que o Assistente Social, ao conhecer o território e intervir mais próximo dos cidadãos, pode propor programas de desenvolvimento local, adequados aos interesses da população. No caso particular da Câmara Municipal da Batalha, reflectiu-se sobre a prática da Assistente Social e evocaram-se as políticas sociais por esta planeadas e desenvolvidas, revelando o seu contributo para o desenvolvimento social do concelho. Atestou-se, em género de conclusão, que, apesar do Assistente Social ter um papel cada vez mais preponderante na execução das políticas de desenvolvimento local, a sua prática profissional tem limitações por não ser capaz, por si só, de resolver problemas sociais de génese estrutural, influenciados pela conjuntura nacional e internacional.

A partir do momento em que o poder local e os Municípios assumem um papel cada vez mais preponderante na afirmação dos princípios da descentralização, democracia, participação e cidadania, o Assistente Social surge-nos como peça fundamental à concretização desses princípios tendo em vista alcançar uma sociedade mais justa, igualitária e a realização da plena cidadania. É partindo desta ideia basilar e tomando como objectivo geral compreender o nível de desenvolvimento do Serviço Social nos Municípios do distrito de Viseu, que esboçamos um retrato da profissão nesta área de intervenção no espaço geográfico referenciado. Os resultados que apresentamos surgem na sequência da informação obtida pela administração de questionários a todos os Assistentes Sociais a desempenharem funções nos Municípios do referido distrito. A partir destes dados foi possível constatar que a profissão de Assistente Social se institucionaliza em 1977, começa a expandir-se a partir de 1980 com o alargamento das políticas sociais e sob a influência dos fundos comunitários e culmina em 2000 com a integração da maioria das Assistentes Sociais que, têm vindo a alcançar um maior espaço e significado de intervenção na organização municipal e maior reconhecimento social. E se há aspectos da prática profissional que carecem ainda de alguns progressos e conquistas, nomeadamente nas questões que se prendem com a relação do poder político com o poder técnico, a sua inserção em estruturas orgânicas pouco especializadas e o facto de se defrontarem ainda com a falta de recursos a vários níveis, assinale-se como positivo, o facto de a maioria dos municípios terem já as suas competências regulamentadas e o poder político estar mais consciente da realidade social no âmbito de cada concelho. Também, ao nível do exercício profissional aspectos há que, atestam os largos passos dados pelos Assistentes Sociais com vista à sua afirmação. O desempenho de funções de coordenação, o seu envolvimento em projectos de investigação, a sua participação na planificação e orçamentalização das actividades, a autonomia para a elaboração de propostas, tomada de decisões e a definição de funções e prioridades de resposta as dar às situações. Ainda, a adopção de diversas estratégias de poder por forma a cumprir os seus objectivos profissionais e agir prioritariamente de acordo com os interesses colectivos da população utente, tendo em vista a melhoria da sua qualidade de vida e o seu empowerment são reflexos das conquistas e legitimações dos Assistentes Sociais nos municípios do distrito de Viseu.
