El continente africano ha sido por excelencia analizado por los estudios de seguridad, con el fin de comprender la naturaleza de los conflictos que han tenido lugar en el territorio y poder ofrecer a través de diversas estrategias, posibles soluciones para el no retorno al conflicto por parte de los grupos armados. Por esta razón, a partir de la década de los noventa surge la puesta en marcha de programas y reformas como la Desmovilización, el Desarme y la Reintegración (DDR) dentro de una Reforma al Sector de la Seguridad (RSS). En el caso de la República Democrática del Congo, luego de numerosos conflictos e intervenciones por parte de diferentes actores, se plantea llevar a cabo un programa de DDR en el marco de una RSS especialmente dirigido a las Fuerzas Armadas. En este sentido, esta monografía analiza la incidencia de la RSS sobre el programa de DDR, con el fin de vislumbrar los retos que se presentan dentro de un contexto de conflicto complejo como el de la RDC.

Las Empresas Militares y de Seguridad Privada (EMSP) se han caracterizado por prestar diferentes tipos de servicios en distintos escenarios internacionales y nacionales. Asimismo, por ofrecer una amplia gama de actividades que han sido útiles para quienes solicitan de ellas. En el caso especifico de la Guerra en Irak fue relevante debido a que el gobierno decidió contratar varias compañías que además de contar con cientos de empleados, llevaron a cabo funciones que antes habían sido efectuadas únicamente por las fuerzas militares o por empleados oficiales del gobierno estadounidense. De esta forma, por medio del presente estudio de caso se buscan analizar las tareas que fueron asignadas, dar a conocer datos referentes al número de contratistas en Irak, el valor de algunos contratos, las funciones que fueron cedidas a estas compañías, como también ver de qué modo afectó positiva o negativamente al gobierno de los Estados Unidos. No obstante, el estudio del caso de Irak dio la posibilidad de indagar acerca del cómo los Estados podrían utilizar de mejor forma los servicios de las EMSP sin perder el control o crear dependencia de estas.

Este estudio analiza la existencia de conceptos y estrategias comunitarias en relación de cómo una empresa en el sector de servicios sociales y salud entienden las estrategias de mercadeo y la influencia en el desempeño que pueden tener en su relación con el entorno. Para esto, se utilizo un enfoque de estudio de caso seleccionando un caso representativo con una empresa dentro del sector. Se definieron proposiciones y protocolos. Varias fuentes de evidencia fueron utilizadas como documentos, reportes de desempeño financiero y otra información de diferentes sectores relacionados; los mismos fueron analizados en el marco de la evidencia lógica. Se concluye que la empresa en el sector de servicios sociales y salud no utilizan conceptos ni estrategias comunitarias y que se podrían beneficiar del uso apropiado de estrategias comunitarias en su relación con la comunidad.

Reflecting on the strategic commitment outlined in the Plan of Action for Gender Equality (2005-2015) and the priority issues of the Commonwealth Women’s Forum, this article assesses the extent to which the Commonwealth as an institution is supporting troop and police-contributing member states in addressing the gender imbalance in peacekeeping operations. Drawing on desk-based research, interviews with international policymakers and a statistical analysis of the International Peace Institute Peacekeeping Database, the article first outlines the Commonwealth’s gender and security policy perspective before examining data sets to determine the success of Commonwealth member states in integrating women into uniformed peacekeeping contingencies between 2009 and 2015. The article observes that, in spite of a renewed optimism and drive to propel women into leadership positions in politics, the judiciary, public bodies and private companies, security sector reform and the implementation of pillar one of the UN Security Council Resolution 1325, is notably absent from the Commonwealth’s gender agenda. It is argued that this policy gap suggests that national and international security architecture is regarded as an accepted domain of masculine privilege. A lack of political will among Commonwealth Heads of Government to mainstream gender equality and facilitate structural transformation of national security organs, and a chronically under resourced Commonwealth Secretariat limits the influence of the institution to that of arms-length promoter of international norms on women, peace and security.

The Private Equity Market in Brazil has flourished in the last two decades, and international Funds have been entering the market since then. The activity of these enterprises and how they deal with institutional voids that are present in the brazilian market and the all spheres of distances they have with Brazil are investigated in this research. What are the main challenges for those players in the local market and how private equity functions in Brazil? The first chapter reviews all the literature that concerns private equity in their home countries, such as the United States and Spain (Europe) and Brazil. It also discourses about the concept of private equity in all its different senses, the routine of investees and how is the relationship between Private Equity Fund and Investee. In addition to that, the due diligence process is also explained as well as the private equity sector in Brazil and its regulation. Moreover, the distance between countries and how it affects business is presented followed by the concepts of institutional voids. For the inquiry proposed interviews were conducted in order to capture the perspective of International Private Equity Funds on the Brazilian market. Advent International, The Carlyle Group and Mercapital replied to the inquiries and provided the tools so a picture of the sector was developed. This sector has a range of challenges and opportunities and requires the International Fund to establish a local branch in order to really succeed in the market. The results of this project pointed out to the challenges the market presents and how International Private Funds are coming about it. There are definitely gaps that need to be fulfilled however the industry is going in the right direction. Revenues may change its nature in the next couple of years, however from the Private Equity Fund perspective Brazil has been a worthwhile investment. Nonetheless, it is important to question the vision also of the investee and institutional investor so one can have the entire picture of the sector.

FOREWORD. When one looks at the present state of the CSDP, one cannot help but look on with disenchantment at the energy that appears to have abandoned both institutions and Member States. Commentators increasingly take for granted that nothing much should be expected from this field of EU policy. The reasons for this state of mind are well known: the recent economic and financial strains, which have impacted all EU action since 2008, means that most of the Member States will struggle to keep their defence budgets at their present level in the future, and we may even see reductions. Furthermore, and to put it mildly, most of the recent CSDP operations have also experienced a lack of enthusiasm. Adding to this overall trend, the EU is far from presenting a common vision of what security and defence should really mean. Many of the Member States do not want to be involved in all of today’s international turmoils, and they rarely share the strategic culture which inspires those Member States who see themselves as having special responsibilities in dealing with these crises. In the end it may be that Member States diverge fundamentally on the simple question of whether it is relevant for the EU to engage in most of the ‘hot’ crises Europe faces; many prefer to see Europe as a soft power, mostly dedicated to intervening on less dramatic fronts and more inclined to mend than to fight. For whatever reason given, it remains that if there is a lack of common understanding on what CSDP should really be about, it should not come as a surprise if this policy is presently in stalemate. As an additional blow, the Ukrainian crisis, which dragged on for the whole of last year, could only add to the downward spiral the EU has been experiencing, with a new Russia aggressively confronting Europe in a manner not too distant from the Cold War days. This attitude has triggered the natural reaction among EU Member States to seek reassurances from NATO about their own national security. Coupled with the return of France a few years ago into the integrated military command, NATO’s renewed relevance has sent a strong message to Europe about the military organisation’s credibility with regard to collective defence. Surprisingly, this overall trend was gathering momentum at the same time as other more positive developments. The European Council of December 2013 dedicated its main session to CSDP: it underlined Europe’s role as a ‘security provider’ while adopting a very ambitious road map for Europe in all possible dimensions of the security sector. Hence the impression of a genuine boost to all EU institutions, which have been invited to join efforts and give CSDP a reinvigorated efficiency. In the same way, the increasing instability in Europe’s neighbourhood has also called for more EU operations: most recently in Iraq, Libya, Northern Nigeria or South Sudan. Pressure for further EU engagement has been one of the most constant features of the discussions taking place around these crises. Moreover, a growing number of EU partners in Asia, Latin America or Eastern Europe have shown a renewed eagerness to join CSDP missions in what sounds like a vote of confidence for EU capacities. What kind of conclusion should be drawn from this contradictory situation? Probably that the EU has much more potential than it can sometimes figure out itself, if only it would be ready to adapt to the new global realities. But, more than anything else, an enhanced CSDP needs from all Member States strong political will and a clear vision of what they want this policy to be. Without this indispensable ingredient CSDP may continue to run its course, as it does today. It may even grow in efficiency but it will keep lacking the one resource that would definitely help it overcome all the present shortcomings that have prevented Europe from finding its true role and mission through the CSDP. Member States remain central to EU security and defence policy. This is why this collection of essays is so valuable for assessing in no uncertain way the long road that lies ahead for any progress to be made. The purpose of this study is to investigate the impact of human resource (HR) practices on organizational performance through the mediating role of psychological contract (expressed by the influence of employer on employee promises fulfillment through employee attitudes). The study is based on a national sample of 78 organizations from the public and private services sector in Greece, including education, health, and banking, and on data obtained from 348 employees. The statistical method employed is structural equation modeling, via LISREL and bootstrapping estimation. The findings of the study suggest that employee incentives, performance appraisal, and employee promotion are three major HR practices that must be extensively employed. Furthermore, the study suggests that the organization must primarily keep its promises about a pleasant and safe working environment, respectful treatment, and feedback for performance, in order for employees to largely keep their own promises about showing loyalty to the organization, maintaining high levels of attendance, and upholding company reputation. Additionally, the study argues that the employee attitudes of motivation, satisfaction, and commitment constitute the nested epicenter mediating construct in both the HR practices–performance and employer–employee promise fulfillment relationships, resulting in superior organizational performance. © 2012 Wiley Periodicals, Inc.

Over the past ten years in Italy, Spain and France, the demographic pressure and the increasing women’s participation in labour market have fuelled the expansion of the private provision of domestic and care services. In order to ensure the difficult balance between affordability, quality and job creation, each countries’ response has been different. France has developed policies to sustain the demand side introducing instruments such as vouchers and fiscal schemes, since the mid of the 2000s. Massive public funding has contributed to foster a regular market of domestic and care services and France is often presented as a “best practices” of those policies aimed at encouraging a regular private sector. Conversely in Italy and Spain, the development of a private domestic and care market has been mostly uncontrolled and without a coherent institutional design: the osmosis between a large informal market and the regular private care sector has been ensured on the supply side by migrant workers’ regularizations or the introduction of new employment regulations . The analysis presented in this paper aims to describe the response of these different policies to the challenges imposed by the current economic crisis. In dealing with the retrenchment of public expenditure and the reduced households’ purchasing power, Italy, Spain and France are experiencing greater difficulties in ensuring a regular private sector of domestic and care services. In light of that, the paper analyses the recent economic conjuncture presenting some assumptions about the future risk of deeper inequalities rising along with the increase of the process of marketization of domestic and care services in all the countries under analysis.

The Second National Mental Health Plan, endorsed by Commonwealth, State and Territory governments on 30 July 1998, will pursue three key themes: (1) Promoting mental health, plus prevention of and early intervention in mental disorders, with a specific focus on depression; (2) continuing structural reform of mental health services, including better integration with general practice and the private psychiatric sector; and (3) implementing quality and outcome measures in mental health services, including evidence-based practice.

O papel crucial da escola na sociedade e o exercício da atividade profissional como docente, com um olhar atento sobre o traçar das políticas educativas, motivou a elaboração deste trabalho de investigação, que tem como objeto de estudo os papéis desempenhados pelos diretores das escolas estatais e não estatais e como objetivos específicos estudar o impacto da legislação emanada pela tutela, nas escolas públicas e privadas e analisar as convergências e divergências nas conceções e práticas dos seus diretores. As dimensões analíticas exploradas no estudo abrangem as conceções gestionárias dos diretores quanto aos modelos de gestão, às práticas de autonomia, ao serviço educativo e à prestação de contas. Este trabalho de natureza qualitativa foca o olhar sobre um grupo restrito de atores educativos que foram escolhidos devido ao papel que desempenham na organização educativa e porque a publicação do Decreto- Lei 75/ 2008 de 22 de abril, trouxe alterações à escola pública. A tradição de direção colegial que vigorava nas organizações educativas estatais foi quebrada. O presidente do conselho diretivo é doravante substituído pelo diretor que passa a delegar competências, a designar equipas e a prestar contas à tutela e comunidade educativa à semelhança do diretor da escola privada. O estudo de caso apresentado foi realizado em três escolas públicas e em três colégios privados com recurso a entrevistas semiestruturadas e à análise documental. As conclusões deste trabalho remetem para a existência de muitos pontos de convergência entre a opinião dos diretores da escola pública e privada. As temáticas relativas à autonomia, escolha do pessoal docente e prestação de contas, são olhadas pela mesma perspetiva. A autonomia é vista como “uma miragem”; uma “terra prometida” (Lima e Afonso, 1995). A prestação de contas é exigida aos diretores do ensino estatal e do privado através de instrumentos próximos. As principais divergências situam-se ao nível do menor interesse demonstrado, por parte da direção da escola privada, pela oferta de cursos profissionais e pelo menor investimento em estratégias para a prevenção do abandono escolar, que é considerado pouco significativo na escola não estatal. A defesa da escolha de escola e da modalidade de cheque ensino são outros dos pontos que marcam a divergência entre estes diretores. Abstract: This investigative paper - whose objective is the study of the role of the school directors, both State and non-state, and the impact of legislation on both State and private schools, as well as the analysis of the convergent and divergent conceptions and practices of these directors – is motivated by the crucial role played by schools in our society and by the professional activity of the teacher, with an attentive look at the educational practices. The analytical dimension explored in this study includes the various concepts of management of the school director as models of management, as well as practices in self-sufficiency, budget control and educational service to the community. This study has a qualitative nature and focuses on a small group of individuals who were chosen for the role they play in the whole educational structure, considering that the Decree nº 75/2008, published on April the 22nd, determined alterations to the public school system. The traditional method of control of the public school system has, henceforth, been changed. The headmaster is now substituted by a director who delegates his functions, makes up work teams and elaborates the school budget which is presented to the respective governmental ministry and the community, much like as what happens in private schools. The present study encompasses three public schools and three private schools, the methods of study being semi-structured interviews as well as the consultation of documentation. The conclusions point to many convergent opinions of the school directors of both the public and the private sector. The school directors of both public and private schools used in this study share the same opinion as to the factors involved in the selection of teachers, the elaboration of the school budget and the implementation of self-sufficiency policies. These self-sufficiency policies are seen as a “mirage” or a “promised land” (Lima and Afonso, 1995). The school budget and its management practices are implemented in both public and private schools through similar instruments. The principal differences are noted on smaller, less interesting points, on the part of the direction of the private schools, and result from the elaboration of professional courses and minor investment in the strategies, oriented to the prevention of school drop-outs, which is considered of little significance in the private school sector. The other factors of divergence result from the right to choose the type of school desired and the type of teaching implemented.

RESUMO - O sector privado da saúde tem registado um forte crescimento em Portugal. Como principais factores apontam-se a crescente preocupação dos indivíduos com a sua saúde, o aumento do poder de compra, a possibilidade de exercer a escolha do seu prestador de cuidados, o maior conforto proporcionado no consumo de cuidados de saúde e o acesso mais rápido a esses cuidados (por comparação com o serviço público). Em consequência desses factores, existe por parte da instituição privada de saúde a necessidade de apostar num sistema de gestão de reclamações capaz de dar uma resposta rápida às necessidades, expectativas e preferências do indivíduo enquanto doente e cliente. Nesse âmbito, desenvolveu-se um estudo de investigação qualitativo. Recorreu-se à realização de entrevistas semi-estruturadas cujo tratamento foi submetido à técnica de análise de conteúdo. Procurou-se perceber o que pensam os responsáveis pela gestão e tratamento das reclamações acerca da importância do circuito de reclamação, da utilização das reclamações como uma ferramenta de gestão e qual o seu impacto na estratégia da instituição privada de saúde. Dos resultados obtidos, verifica-se que, à data, dá-se ainda pouca relevância a este tema, observando-se falhas a nível do circuito de reclamação. Hoje, a reclamação é ainda pouco utilizada e perspectivada como uma ferramenta de gestão. O seu impacto na estratégia da instituição, apesar de ser relevante, tem potencial para ser melhorado, na perspectiva da learning organization. Seria importante articular as estratégias de qualidade, com a formação dos profissionais na área da reclamação, implementação ou melhoria dos instrumentos utilizados nas respostas ao cliente e à entidade reguladora do sector, bem como com o redesenho do circuito do sistema de informação nesta área.

O estágio, cujo relatório é agora apresentado, foi desenvolvido na Securitas SA., uma das maiores empresas de segurança privada do mundo, com filiais em quase todos os continentes. Procurou-se perceber qual o enquadramento mais adequado ao exercício da segurança privada em Portugal, designadamente no ponto de vista da maior empresa de segurança privada no mundo, face aos novos tipos de ameaça e de necessidades dos seus clientes ou público-alvo. O enfoque da análise assenta nas limitações impostas não pela capacidade técnico-operacional dos prestadores deste tipo de serviço, mas sim pelas restrições impostas pela legislação em vigor e a sua adequação às necessidades demonstradas. O objectivo final é a elaboração de um relatório que deverá conter as considerações que se destacarem no que respeita às dificuldades encontradas e consequentes respostas ou soluções para as mesmas.
