Performance measurement of police services is complicated by ambiguous and complex goal- and objectives-setting, and by the difficulties of measuring outputs. This article looks at the organizational and management changes being made in Portuguese police forces. The authors fill a gap in the literature on performance measurement in Portugal by taking a national approach to the study of how law enforcement agencies are introducing new management accounting changes. The article therefore widens the debate on performance measurement and performance improvements in law enforcement.

The purpose of this paper is to, in a holistic way, identify and explore the critical success factors (CSFs) that are considered in the context of the growing discussions, movements, proposed models, and case studies about the integration of management systems (MSs). This work is an investigation focused on the integration of MSs into an integrated management system (IMS) and the proposed approach takes into account the literature review as well as the experience gained by the authors on researches about Portuguese enterprises. This qualitative and empirical research, investigated the integration of MSs from existing scientific publications for the period 1999 to 2014, on-going case studies and one inquiry conducted by the authors. This research contributes to a better understanding of the CSFs regarding the integration of MSs and thus provides an insight on the preventive management. This research shows an evident lack of information regarding case studies on CSFs for integrated management systems (IMSs) and has identified a set of relevant CSFs, for MSs integration and associated guidelines that organizations should take as a priority, in order to be able to manage, on a preventive way, the implementation of IMSs, and consequently to become more competitive with added value for the stakeholders.

In any business it is very important to measure the performance and it helps to select key information to make better decisions on time. This research focuses on the design and implementation of a performance measurement system in a Portuguese medium size firm operating in the specialized health care transformation vehicles industry. From the evidence that outputs from Auto Ribeiro’s current information system is misaligned with the company’s objectives and strategy, this research tries to solve this business problem through the development of a Balanced Scorecard analysis, although there are some issues, which deserve further development.

The paper reflects the work of COST Action TU1403 Workgroup 3/Task group 1. The aim is to identify research needs from a review of the state of the art of three aspects related to adaptive façade systems: (1) dynamic performance requirements; (2) façade design under stochastic boundary conditions and (3) experiences with adaptive façade systems and market needs.

Winter weather in Iowa is often unpredictable and can have an adverse impact on traffic flow. The Iowa Department of Transportation (Iowa DOT) attempts to lessen the impact of winter weather events on traffic speeds with various proactive maintenance operations. In order to assess the performance of these maintenance operations, it would be beneficial to develop a model for expected speed reduction based on weather variables and normal maintenance schedules. Such a model would allow the Iowa DOT to identify situations in which speed reductions were much greater than or less than would be expected for a given set of storm conditions, and make modifications to improve efficiency and effectiveness. The objective of this work was to predict speed changes relative to baseline speed under normal conditions, based on nominal maintenance schedules and winter weather covariates (snow type, temperature, and wind speed), as measured by roadside weather stations. This allows for an assessment of the impact of winter weather covariates on traffic speed changes, and estimation of the effect of regular maintenance passes. The researchers chose events from Adair County, Iowa and fit a linear model incorporating the covariates mentioned previously. A Bayesian analysis was conducted to estimate the values of the parameters of this model. Specifically, the analysis produces a distribution for the parameter value that represents the impact of maintenance on traffic speeds. The effect of maintenance is not a constant, but rather a value that the researchers have some uncertainty about and this distribution represents what they know about the effects of maintenance. Similarly, examinations of the distributions for the effects of winter weather covariates are possible. Plots of observed and expected traffic speed changes allow a visual assessment of the model fit. Future work involves expanding this model to incorporate many events at multiple locations. This would allow for assessment of the impact of winter weather maintenance across various situations, and eventually identify locations and times in which maintenance could be improved.

The goal of this research project was to develop a method to measure the performance of a winter maintenance program with respect to the task of providing safety and mobility to the travelling public. Developing these measures required a number of steps, each of which was accomplished. First, the impact of winter weather on safety (crash rates) and mobility (average vehicle speeds were measured by a combination of literature reviews and analysis of Iowa Department of Transportation traffic and Road Weather Information System data. Second, because not all winter storms are the same in their effects on safety and mobility, a method had to be developed to determine how much the various factors that describe a winter storm actually change safety and mobility. As part of this effort a storm severity index was developed, which ranks each winter storm on a scale between 0 (a very benign storm) and 1 (the worst imaginable storm). Additionally a number of methods of modeling the relationships between weather, winter maintenance actions and road surface conditions were developed and tested. The end result of this study was a performance measure based on average vehicle speed. For a given class of road, a maximum expected average speed reduction has been identified. For a given storm, this maximum expected average speed reduction is modified by the storm severity index to give a target average speed reduction. Thus, if for a given road the maximum expected average speed reduction is 20 mph, and the storm severity for a particular storm is 0.6, then the target average speed reduction for that road in that storm is 0.6 x 20 mph or 12 mph. If the average speed on that road during and after the storm is only 12 mph or less than the average speed on that road in good weather conditions, then the winter maintenance performance goal has been met.

Suorituskyvyn mittaamiseen on alettu kiinnittää entistä enemmän huomiota, kun julkinen sektori on siirtynyt uusiin palkkausjärjestelmiin. Onnistuneen suorituskyvyn mittauksen taustalla on onnistuminen kriittisten menestystekijöiden määrittämisessä. Kriittisten menestystekijöiden yhdistämistä suorituskyvyn mittaamiseen ei ole kuitenkaan tutkittu kovinkaan paljon. Työssä selvitetään puolustusvoimien materiaalihankkeiden kriittiset menestystekijät. Työssä tarkastellaan kriittisten menestystekijöiden ja suorituskyvyn mittaamisen aikaisempaa tutkimusta ja teoriaa, jota on sovellettu työn empiirisessä osassa. Empiirisen aineiston muodostaa hankehenkilöstölle ja - johdolle suunnattu kysely. Kriittisten menestystekijöidenmäärittämisessä ja suorituskyvyn mittaamisen välistä yhteyttä tutkittaessa on käytetty hyväksi teoriaa, SWOT-analyysia, kyselyn tuloksia ja asiakkaan asiakirjoja. Valitut kriittiset menestystekijät ovat henkilöstö, avoin ympäristö sekä henki, riittävät resurssit, resurssien kustannustehokas käyttö,realistinen ja selkeä tavoite, vaatimustenmäärittelyn onnistuminen, yksityiskohtaiset ja päivitettävät suunnitelmat. Työssä pohditaan myös suorituskyvyn mittaamista hankkeissa ja tuloksena ehdotetaan SAKE- järjestelmän käyttöönottoa. Näkökulmiksi SAKE- järjestelmään ehdotetaan henkilöstöä, laatua, johtoa ja resursseja. Työn pohjalta tulisi käynnistää jatkotyö, jossa materiaalihankkeille luotaisiin varsinainen suorituskyvyn mittaristo.

Abstract Purpose: Several well-known managerial accounting performance measurement models rely on causal assumptions. Whilst users of the models express satisfaction and link them with improved organizational performance, academic research, of the realworld applications, shows few reliable statistical associations. This paper provides a discussion on the"problematic" of causality in a performance measurement setting. Design/methodology/approach: This is a conceptual study based on an analysis and synthesis of the literature from managerial accounting, organizational theory, strategic management and social scientific causal modelling. Findings: The analysis indicates that dynamic, complex and uncertain environments may challenge any reliance upon valid causal models. Due to cognitive limitations and judgmental biases, managers may fail to trace correct cause-and-effect understanding of the value creation in their organizations. However, even lacking this validity, causal models can support strategic learning and perform as organizational guides if they are able to mobilize managerial action. Research limitations/implications: Future research should highlight the characteristics necessary for elaboration of convincing and appealing causal models and the social process of their construction. Practical implications: Managers of organizations using causal models should be clear on the purposes of their particular models and their limitations. In particular, difficulties are observed in specifying detailed cause and effect relations and their potential for communicating and directing attention. They should therefore construct their models to suit the particular purpose envisaged. Originality/value: This paper provides an interdisciplinary and holistic view on the issue of causality in managerial accounting models.

Tämä tutkimus pyrkii selvittämään, miten toimitusketjun suorituskykyä voidaan mitata kohdeyrityksessä. Supply Chain Council (SCC) on vuonna 1996 kehittänyt Supply Chain Operations Reference (SCOR) – mallin, joka mahdollistaa myös suorituskyvyn mittaamisen. Tämän tutkimuksen tarkoituksena on soveltaa SCOR-mallin suorituskyvyn mittausmallia kohdeyrityksessä. Työ on kvalitatiivinen tapaustutkimus. Työn teoriaosassa on pääasiallisesti käsitelty toimitusketjua ja suorituskyvyn mittaamista koskevaa kirjallisuutta. Mittausjärjestelmän luominen alkaa kohdeyrityksen esittelyllä. SCOR – mallin mittarit on kohdeyrityksessä rakennettu SCC:n ehdotusten mukaisesti, jotta mittareiden tulokset olisivat käyttökelpoisia myös benchmarkkausta varten. Malli sisältää 10 SCOR – mittaria, sekä muutamia muita Haltonin omia mittareita. Lopputuloksena voidaan nähdä, että SCOR – malli antaa hyvän yleiskuvan toimitusketjun suorituskyvystä, mutta kohdeyrityksessä on silti tarvetta kehittää edelleen informatiivisempia mittareita, jotka antaisivat yksityiskohtaisempaa tietoa kohdeyrityksen johdolle.

Tutkimuksen päätavoite oli kehittää suorituskyvyn analysointijärjestelmä metalliteollisuuden alihankintaa suorittavalle pk-yritykselle. Lisäksi tutkittiin toimintatapoja, jotka edesauttavat menestyksekkään analysointijärjestelmän rakentamista. Tutkimuksessa käsiteltiin myös mittausjärjestelmän hyötyjä ja haittoja pk-yritykselle. Tutkimuksen teoreettisessa osassa käsitellään yleisesti suorituskykyä, esitellään erilaisia suorituskyvyn analysointijärjestelmiä ja selvitetään järjestelmien eroja. Lisäksi esitellään erilaisia prosessimalleja, joiden avulla yritys voi rakentaa suorituskyvyn analysointijärjestelmän. Tutkimuksen empiirisessä osassa esitellään yrityksessä läpikäyty prosessimalli, jonka avulla rakennettiin suorituskyvyn analysointijärjestelmä. Yrityksessä läpikäydyn prosessin pohjana toimi SAKE-prosessimalli, mutta ideoita haettiin myös Toivasen mallista. Tutkimuksen tuloksena syntyi teoreettinen paketti suorituskyvyn analysoinnista ja malli suorituskyvyn analysointijärjestelmästä. Teoreettinen paketti toimi hyvänä pohjana ja tarjosi taustatietoa aiheesta projektissa mukana olleille henkilöille. Tutkimuksen tuloksena syntynyt malli soveltuu parhaiten metallin mekaanista työstöä suorittavalle yritykselle, mutta myös muut yritykset voivat ottaa tästä mallia. Hyödyllisimmäksi näkökulmaksi voi nostaa itse prosessin, jonka avulla päästään tarkastelemaan yrityksen menestymisen taustalla olevia tekijöitä.

This thesis was produced for the Technology Marketing unit at the Nokia Research Center. Technology marketing was a new function at Nokia Research Center, and needed an established framework with the capacity to take into account multiple aspects for measuring the team performance. Technology marketing functions had existed in other parts of Nokia, yet no single method had been agreed upon for measuring their performance. The purpose of this study was to develop a performance measurement system for Nokia Research Center Technology Marketing. The target was that Nokia Research Center Technology Marketing had a framework for separate metrics; including benchmarking for starting level and target values in the future planning (numeric values were kept confidential within the company). As a result of this research, the Balanced Scorecard model of Kaplan and Norton, was chosen for the performance measurement system for Nokia Research Center Technology Marketing. This research selected the indicators, which were utilized in the chosen performance measurement system. Furthermore, performance measurement system was defined to guide the Head of Marketing in managing Nokia Research Center Technology Marketing team. During the research process the team mission, vision, strategy and critical success factors were outlined.

Diplomityön tarkoituksena oli rakentaa suorituskyvyn analysointijärjestelmä kylpylä-hotellille. Kohdeyrityksessä on entuudestaan mitattu taloudellisia tunnuslukuja ja asiakastyytyväisyyttä. Rakennettu järjestelmä antaa yritykselle kokonaiskuvan suorituskyvystä. Valmiin analysointijärjestelmän avulla parannetaan yrityksen johtamista ja työn-tekijöille annettavaa palautetta. Tutkimuksen teoriaosassa esiteltiin suorituskyvyn mittaamiseen, suorituskyvyn analysointijärjestelmiin ja suorituskykymittariston suunnittelemiseen liittyvää teoriaa. Suorituskyvyn analysointijärjestelmän rakentaminen alkoi yrityksen vision ja strategioiden selkiyttämisellä, joiden pohjalta määritettiin menestystekijät ja kriittiset menestystekijät. Näiden taustatekijöiden avulla yritykselle luotiin Balanced Scorecardiin (BSC) pohjautuva suorituskyvyn analysointijärjestelmä. BSC:n näkökulmia sovellettiin hieman ja jokaiselle kehitettiin omat seurattavat mittarit. Kehitetty mittaristo vietiin pienille ja keskisuurille yrityksille tarkoitettuun SAKE-sovellukseen, joka laskee suorituskyvylle kokonaisarvosanan. Kylpylähotellin suorituskyvyn mittaamisessa on ennen kaikkea tärkeää huomioida asiakastyytyväisyys. Syy- ja seuraussuhteiden avulla kohdeyritykselle luotiin mittarit, joiden mittaamisella pyritään vaikuttamaan asiakastyytyväisyyteen ja sitä kautta parantamaan yrityksen toiminnan kannattavuutta sekä tehokkuutta. Tutkimuksen lopputulokseksi saatiin kylpylähotellille sopiva suorituskyvyn analysointijärjestelmä.

The necessity of EC (Electronic Commerce) and enterprise systems integration is perceived from the integrated nature of enterprise systems. The proven benefits of EC to provide competitive advantages to the organizations force enterprises to adopt and integrate EC with their enterprise systems. Integration is a complex task to facilitate seamless flow of information and data between different systems within and across enterprises. Different systems have different platforms, thus to integrate systems with different platforms and infrastructures, integration technologies, such as middleware, SOA (Service-Oriented Architecture), ESB (Enterprise Service Bus), JCA (J2EE Connector Architecture), and B2B (Business-to-Business) integration standards are required. Huge software vendors, such as Oracle, IBM, Microsoft, and SAP suggest various solutions to address EC and enterprise systems integration problems. There are limited numbers of literature about the integration of EC and enterprise systems in detail. Most of the studies in this area have focused on the factors which influence the adoption of EC by enterprise or other studies provide limited information about a specific platform or integration methodology in general. Therefore, this thesis is conducted to cover the technical details of EC and enterprise systems integration and covers both the adoption factors and integration solutions. In this study, many literature was reviewed and different solutions were investigated. Different enterprise integration approaches as well as most popular integration technologies were investigated. Moreover, various methodologies of integrating EC and enterprise systems were studied in detail and different solutions were examined. In this study, the influential factors to adopt EC in enterprises were studied based on previous literature and categorized to technical, social, managerial, financial, and human resource factors. Moreover, integration technologies were categorized based on three levels of integration, which are data, application, and process. In addition, different integration approaches were identified and categorized based on their communication and platform. Also, different EC integration solutions were investigated and categorized based on the identified integration approaches. By considering different aspects of integration, this study is a great asset to the architectures, developers, and system integrators in order to integrate and adopt EC with enterprise systems.

This study concerns performance measurement and management in a collaborative network. Collaboration between companies has been increased in recent years due to the turbulent operating environment. The literature shows that there is a need for more comprehensive research on performance measurement in networks and the use of measurement information in their management. This study examines the development process and uses of a performance measurement system supporting performance management in a collaborative network. There are two main research questions: how to design a performance measurement system for a collaborative network and how to manage performance in a collaborative network. The work can be characterised as a qualitative single case study. The empirical data was collected in a Finnish collaborative network, which consists of a leading company and a reseller network. The work is based on five research articles applying various research methods. The research questions are examined at the network level and at the single network partner level. The study contributes to the earlier literature by producing new and deeper understanding of network-level performance measurement and management. A three-step process model is presented to support the performance measurement system design process. The process model has been tested in another collaborative network. The study also examines the factors affecting the process of designing the measurement system. The results show that a participatory development style, network culture, and outside facilitators have a positive effect on the design process. The study increases understanding of how to manage performance in a collaborative network and what kind of uses of performance information can be identified in a collaborative network. The results show that the performance measurement system is an applicable tool to manage the performance of a network. The results reveal that trust and openness increased during the utilisation of the performance measurement system, and operations became more transparent. The study also presents a management model that evaluates the maturity of performance management in a collaborative network. The model is a practical tool that helps to analyse the current stage of the performance management of a collaborative network and to develop it further.
