É cada vez mais forte e natural o desenvolvimento de aplicações móveis. Hoje em dia qualquer pessoa seja de forma amadora ou profissional tenta tirar o máximo partido do seu dispositivo móvel, através de aplicações desenvolvidas para as mais diversas áreas. Um dos sistemas operativos que mais programadores apostam é no Android devido à sua versatilidade e ás suas capacidades enquanto sistema operativo dentro de um smartphone. Para além dessas mais-valias, desenvolver uma aplicação para Android não tem qualquer custo, apenas terá, caso seja uma aplicação para adicionar a Google Play Store, caso contrário pode desenvolver-se qualquer tipo de aplicação sem custos, o que não acontece com outros sistemas operativos. Tendo em conta os custos, é normal as pequenas e médias empresas tentarem investir neste tipo de desenvolvimento, pois evitam gastos em licenciamentos para produzir os seus produtos. Seguindo este contexto, esta dissertação insere-se nesse perfil, isto é, tentar encontrar uma solução com baixos custos e que produza os resultados pretendidos. Através das mais diversas API’s é possível adaptar o sistema operativo Android a qualquer área apenas basta enquadrar da melhor maneira ideias e dar asas à imaginação. Desta forma, esta dissertação irá centrar-se na área industrial, na qual o Android pode e deve ser bastante útil, se for usado com rigor. Irá ser abordado o desenvolvimento de aplicações móveis e serão analisadas as tecnologias envolventes no projeto assim como algumas das principais soluções já implementadas e desenvolvidas por empresas no setor e para o sector industrial. O projeto aborda também de que forma é possível aliar o sistema operativo Android á área industrial de forma a permitir um melhor desempenho por parte de todos em prol da empresa á qual está associado. A necessidade de criação desta aplicação, surgiu numa perspectiva de melhoria contínua, com o objectivo de abandonar o procedimento instituído, que era realizado manualmente, passando a fazê-lo de uma forma automática e mais interativa. O processo será realizado pelos colaboradores e terá sempre o seu contributo, mas de uma forma mais rigorosa, simples e eficiente, aumentando a qualidade do serviço.

ABSTRACT: Financing is a critical factor in ensuring the optimal development and delivery of a mental health system. The primary method of financing worldwide is tax-based. However many low income countries depend on out-of-pocket payments. There is a report on Irish Health Care funding but none that deals exclusively with mental health care. This paper analyses the various financial models that exist globally with respect to financing the mental health sector, examines the impact of various models on service users, especially in terms of relative ‘financial burden’ and provides a more detailed examination of the current mental health funding situation in Ireland After extensive internet and hardcopy research on the above topics, the findings were analysed and a number of recommendations were reached. Mental health service should be free at the point of delivery to achieve universal coverage. Government tax-based funding or mandatory social insurance with government top-ups, as required, appears the optimal option, although there is no one funding system applicable everywhere. Out-of-pocket funding can create a crippling financial burden for service users. It is important to employ improved revenue collection systems, eliminate waste, provide equitable resource distribution, ring fence mental health funding and cap the number of visits, where necessary. Political, economic, social and cultural factors play a role in funding decisions and this can be clearly seen in the context of the current economic recession in Ireland. Only 33% of the Irish population has access to free public health care and the number health insurance policy holders has dramatically declined, resulting in increased out-of-pocket payments. This approach risks negatively impacting on the social determinants of health, increasing health inequalities and negatively affecting economic productivity. It is therefore important the Irish government examines other options to provide funding for mental health services.

The limitations of access to finance in Africa, together with the recent boom in cell phone use in that continent, created high expectations regarding the introduction of mobile money in many African countries. The success story of M-PESA in Kenya raised the bar further. We designed and conducted a field experiment to assess the impact of randomized mobile money dissemination in rural Mozambique. For this purpose we benefit from the fact that mobile money was only recently launched in the country, allowing for the identification of a pure control group. This paper reports on the first results of this ongoing project after the first wave of dissemination efforts in rural locations, which included the recruitment and training of mobile money agents, community meetings and theaters, as well as individual rural campaigning. Administrative and behavioral data both show clear adherence to the services in the treatment group. Financial literacy and trust outcomes are also positively affected by the treatment. We present behavioral evidence that the marginal willingness to remit was increased by the availability of mobile money. Finally, we observe a tendency for mobile money to substitute traditional alternatives for both savings and remittances.

African elections often reveal low levels of political accountability. We assess different forms of voter education during an election in Mozambique. Three interventions providing information to voters and calling for their electoral participation were randomized; an SMS-based information campaign, an SMS hotline for electoral misconduct, and the distribution of a free newspaper. To measure impact, we look at official electoral results, reports by electoral observers, behavioral and survey data. We find positive effects of all treatments on voter turnout. We observe that the distribution of the newspaper led to more accountability-based participation and to a decrease in electoral problems.

Often, fixed-line incumbents also own the largest mobile network. We consider the effect of this joint ownership on market outcomes. Our model predicts that while fixed-to-mobile call prices to the integrated mobile network are more efficient than under separation, those to rival mobile networks are distorted upwards, amplifying any incumbency advantage. As concerns potential remedies, a uniform off-net pricing constraint leads to higher welfare than functional separation and even allows to maintain some of the efficiency gains.

We present a calibrated model of the UK mobile telephony market with four mobile networks; calls to and from the fixed network; network-based price discrimination; and call externalities. Our results show that reducing mobile termination rates broadly in line with the recent European Commission Recommendation to either pure long-run incremental cost ; reciprocal termination charges with fixed networks; or Bill & Keep (i.e. zero termination rates), increases social welfare, consumer surplus and networks profits. Depending on the strength of call externalities, social welfare may increase by as much as £ 990 million to £ 4.5 billion per year, with Bill & Keep leading to the highest increase in welfare. We also apply the model to estimate the welfare effects of the 2010 merger between Orange and T-Mobile under different scenarios concerning MTRs, and predict that consumer surplus decreases strongly.
