La major conscienciació actual dels problemes de pol·lució que acompanyen les pèrdues de N del sòl cap a l'atmosfera ha reorientat les investigacions cap a un coneixement més profund dels processos implicats en les emissions dels compostos nitrogenats que comporten un major perjudici des d'un punt de vista ecològic així com els seus principals factors reguladors. La creixent preocupació per l'increment de la concentració atmosfèrica de N2O és deguda a les seves interaccions amb la fotoquímica atmosfèrica i el balanç de radiació de la Terra ja que intervé en la destrucció de la capa estratosfèrica d'ozó, contribueix a l'efecte hivernacle i participa de la pluja àcida. Es considera que els sòls són la principal font de N2O atmosfèric. Al voltant del 90% d'aquestes emissions són d'origen biòtic; els principals processos implicats són la desnitrificació i la nitrificació. L'emissió del N2O produït a través d'aquests dos processos es caracteritza pels diferents nivells de regulació que presenta ja que depèn de la taxa dels processos, de la proporció de N canalitzada per cada procés cap a la producció de N2O i del seu consum dins el mateix sòl el qual està relacionat amb les dificultats en el transport cap a l'atmosfera. Això comporta una gran dificultat a l'hora d'aprofundir en el coneixement de les emissions de N2O del sòl cap a l'atmosfera i de la seva regulació. El desconeixement dels nivells d'emissió de N2O i de la importància de la desnitrificació així com de la seva regulació tant en sòls agrícoles com naturals de les nostres contrades és el principal punt de partida dels objectius d'aquest treball.

La tesis doctoral "Urbanismo Ambiental y Evaluación Estratégica" investiga y propone un renovado papel del urbanismo y muy especialmente de la ordenación del territorio como instrumentos no tan sólo de valor para la protección del medio ambiente sino también para la consecución de las políticas hacia un desarrollo sostenible. Con tal fín se reflexiona y potencia la visión/función del suelo como recurso ambiental, también en su función urbanística, y de su mano las consecuencias e interacciones que tal conceptuación puede tener en la Comunidad Europea desde su competencia compartida con los Estados Miembros en materia de medio ambiente, concretamente en su capacidad para incidir, mediante técnicas normativas y no normativas en el urbanismo y la ordenación del territorio en cuanto instrumentos de regulación y ordenación del recurso ambiental suelo. En esta nueva andadura del urbanismo ambientalizado o, si se prefiere, en la carrera hacia el desarrollo urbanístico sostenible, la técnica de evaluación ambiental estratégica de determinados planes y programas se revela como fundamental, especialmente si se consigue que su transposición a los ordenamientos internos de los Estados Miembros se lleve a cabo con pleno respeto a las notas insosyalables defendidas en la tesis de técnica preventiva y no reparativa, dinámica, con capacidad de incidencia en la elección misma del modelo de plan y con miras finalistas a la sostenibilidad. Con ella podrá generalizarse el urbanismo ambiental y acelerarse el proceso de revisión que tienen pendiente las materias de urbanismo y ordenación del territorio desde la nueva concepción del suelo como recurso ambiental y mediante la recepción e integración de los principios ambientalistas.

Este trabalho discute a liberalização do transporte aéreo no mercado Europeu, o sucesso do tráfego aéreo, e a importância da regulação de slots aeroportuários para uma concorrência leal. Presentemente, dado o crescimento e a expectativa que o tráfego aéreo cresça ainda mais, os aeroportos e as companhias aéreas debatem-se com um problema de grande dimensão, que passa pela gestão aeroportuária de slots, uma vez que a capacidade dos aeroportos é limitada, e a procura por estas estruturas tem aumentado drasticamente. Face aos vários aeroportos Europeus, estima-se que essa capacidade seja atingida brevemente, fazendo com que a congestão não se dê só apenas por um curto período diário, mas que aumente não só a sua frequência como também a sua duração. Esta congestão pode ter efeitos sobre a concorrência entre as companhias e entre os aeroportos, o que implica que haja um impacto negativo, tanto no ambiente como na segurança. O estudo terá em atenção a capacidade do Aeroporto de Lisboa, ao pedido de slots aeroportuários, a legislação nacional e internacional, outros meios de afectação de slots aeroportuários, a posição da TAP relativamente à regulamentação existente, e aos meios paralelos.

Actualmente la profunda crisis del sistema financiero internacional, similar a la que vivió Estados Unidos en los años treinta, es el punto más importante de discusión en todo el mundo. Por ello, se consideró importante realizar un análisis de la Ley Glass Steagall Act, promulgada en el año 1933, justamente como una salida a la crisis financiera estadounidense, de aquella época, precisando cuáles son sus principales características, y sobre todo los efectos que su derogatoria (en 1999) trajo consigo en el sistema financiero mundial, pues como veremos, para muchos la actual crisis es producto de la inadecuada mezcla de regulación y libertad que se produjo con la promulgación de la Ley Gramm Leach Bliley Act, mediante la cual los bancos comerciales empezaron a incursionar en operaciones bursátiles, actividades que anteriormente estaban vetadas, y por tanto existían garantías suficientes para los depositantes.

Background and aims: GP-TCM is the 1st EU-funded Coordination Action consortium dedicated to traditional Chinese medicine (TCM) research. This paper aims to summarise the objectives, structure and activities of the consortium and introduces the position of the consortium regarding good practice, priorities, challenges and opportunities in TCM research. Serving as the introductory paper for the GPTCM Journal of Ethnopharmacology special issue, this paper describes the roadmap of this special issue and reports how the main outputs of the ten GP-TCM work packages are integrated, and have led to consortium-wide conclusions. Materials and methods: Literature studies, opinion polls and discussions among consortium members and stakeholders. Results: By January 2012, through 3 years of team building, the GP-TCM consortium had grown into a large collaborative network involving ∼200 scientists from 24 countries and 107 institutions. Consortium members had worked closely to address good practice issues related to various aspects of Chinese herbal medicine (CHM) and acupuncture research, the focus of this Journal of Ethnopharmacology special issue, leading to state-of-the-art reports, guidelines and consensus on the application of omics technologies in TCM research. In addition, through an online survey open to GP-TCM members and non-members, we polled opinions on grand priorities, challenges and opportunities in TCM research. Based on the poll, although consortium members and non-members had diverse opinions on the major challenges in the field, both groups agreed that high-quality efficacy/effectiveness and mechanistic studies are grand priorities and that the TCM legacy in general and its management of chronic diseases in particular represent grand opportunities. Consortium members cast their votes of confidence in omics and systems biology approaches to TCM research and believed that quality and pharmacovigilance of TCM products are not only grand priorities, but also grand challenges. Non-members, however, gave priority to integrative medicine, concerned on the impact of regulation of TCM practitioners and emphasised intersectoral collaborations in funding TCM research, especially clinical trials. Conclusions: The GP-TCM consortium made great efforts to address some fundamental issues in TCM research, including developing guidelines, as well as identifying priorities, challenges and opportunities. These consortium guidelines and consensus will need dissemination, validation and further development through continued interregional, interdisciplinary and intersectoral collaborations. To promote this, a new consortium, known as the GP-TCM Research Association, is being established to succeed the 3-year fixed term FP7 GP-TCM consortium and will be officially launched at the Final GP-TCM Congress in Leiden, the Netherlands, in April 2012.

Varying concepts of citizenship, implicit within policy providing countryside access opportunities in England and the sometimes contrasting political rhetoric concerning citizenship, are evaluated here. The focus for this paper surrounds the Countryside Stewardship Scheme and, generically, the access elements of Environmental Land Management schemes (ELMs) and the implications of the 1994 Criminal Justice and Public Order Act in this context. Policy formulation in respect of countryside access may not be prepared considering the philosophical implications for citizens rights or property rights constructions. However, it is hypothesized that particular modes of regulation and commodification (of certain countryside goods) are imbued with certain values which reflect a neo-Liberal political philosophy. This view is contextualized within present theoretical debates concerning rural society.

An urban energy and water balance model is presented which uses a small number of commonly measured meteorological variables and information about the surface cover. Rates of evaporation-interception for a single layer with multiple surface types (paved, buildings, coniferous trees and/or shrubs, deciduous trees and/or shrubs, irrigated grass, non-irrigated grass and water) are calculated. Below each surface type, except water, there is a single soil layer. At each time step the moisture state of each surface is calculated. Horizontal water movements at the surface and in the soil are incorporated. Particular attention is given to the surface conductance used to model evaporation and its parameters. The model is tested against direct flux measurements carried out over a number of years in Vancouver, Canada and Los Angeles, USA. At all measurement sites the model is able to simulate the net all-wave radiation and turbulent sensible and latent heat well (RMSE = 25–47 W m−2, 30–64 and 20–56 W m−2, respectively). The model reproduces the diurnal cycle of the turbulent fluxes but typically underestimates latent heat flux and overestimates sensible heat flux in the day time. The model tracks measured surface wetness and simulates the variations in soil moisture content. It is able to respond correctly to short-term events as well as annual changes. The largest uncertainty relates to the determination of surface conductance. The model has the potential be used for multiple applications; for example, to predict effects of regulation on urban water use, landscaping and planning scenarios, or to assess climate mitigation strategies.

G protein-coupled receptors (GPCRs) are important cell signaling mediators, involved in essential physiological processes. GPCRs respond to a wide variety of ligands from light to large macromolecules, including hormones and small peptides. Unfortunately, mutations and dysregulation of GPCRs that induce a loss of function or alter expression can lead to disorders that are sometimes lethal. Therefore, the expression, trafficking, signaling and desensitization of GPCRs must be tightly regulated by different cellular systems to prevent disease. Although there is substantial knowledge regarding the mechanisms that regulate the desensitization and down-regulation of GPCRs, less is known about the mechanisms that regulate the trafficking and cell-surface expression of newly synthesized GPCRs. More recently, there is accumulating evidence that suggests certain GPCRs are able to interact with specific proteins that can completely change their fate and function. These interactions add on another level of regulation and flexibility between different tissue/cell-types. Here, we review some of the main interacting proteins of GPCRs. A greater understanding of the mechanisms regulating their interactions may lead to the discovery of new drug targets for therapy.

This study asks how key regulations influence nascent international entrepreneurship in countries with varying levels of corruption. Using regulatory capture theory and institutional theory, we hypothesize and test the effects of tax, export regulations, and corruption, on international entrepreneurship. We consider direct effects of these regulations as well as a possible moderating effect of corruption on nascent international entrepreneurship. Our findings indicate that the effect of regulations on international nascent entrepreneurship vary depending on types of regulation. Interestingly, we find that corruption plays a dual role, serving as both grease and sand for nascent international entrepreneurship. Corruption worsens the burden of regulations which have financial costs element. Another interesting finding is that corporate tax is not a significant deterrent factor for IE when corruption is low.

BACKGROUND: Administration of medication to care recipients is delegated to home-care assistants working in the municipal social care, alongside responsibility for providing personal assistance for older people. Home-care assistants have practical administration skills, but lack formal medical knowledge. AIM: The aim of this study was to explore how home-care assistants perceive administration of medication to older people living at home, as delegated to them in the context of social care. METHODS: Four focus groups consisting of 19 home-care assistants were conducted. Data were analysed using qualitative content analysis. RESULTS: According to home-care assistants, health and social care depends on delegation arrangements to function effectively, but in the first place it relieves a burden for district nurses. Even when the delegation had expired, administration of medication continued, placing the statutes of regulation in a subordinate position. There was low awareness among home-care assistants about the content of the statutes of delegation. Accepting delegation to administer medications has become an implicit prerequisite for social care work in the municipality. CONCLUSIONS: Accepting the delegation to administer medication was inevitable and routine. In practice, the regulating statute is made subordinate and consequently patient safety can be threatened. The organisation of health and social care relies on the delegation arrangement to meet the needs of a growing number of older home-care recipients. IMPLICATIONS FOR PRACTICE: This is a crucial task which management within both the healthcare professions and municipal social care needs to address, to bridge the gap between statutes and practice, to create arenas for mutual collaboration in the care recipients' best interest and to ensure patient safety.

Collective bargaining, it is widely claimed, has been on the increase in Brazil since the late 1970s. This is seen as part of a broader change in Brazilian industrial relations towards a hybrid system of interest representation, in which elements of both the old state corporatism and pluralism now coexist. However, there is little or no systematic empirical evidence available to support this conclusion. This thesis addresses the question of the strengthening of collective bargaining as a method of job regulation in Brazil by providing a detailed empirical study. The questions of this study are: (a) how important has collective bargaining become in establishing provisions on the terms and conditions of the employment relationship which are not simply reproducing rules established via state regulation?; and (b) what factors accounted for changes in the content of these provisions? An analysis of 10,734 provisions in 287 collective agreements in manufacturing industries in the Metropolitan Area of Porto Alegre, the capital of the southernmost state of Rio Grande do Sul, was carried out for the period of 1978-95. This analysis offers support for the thesis that the significance of collective bargaining has increased. It shows that: (a) most substantive provisions created rules that were not established in other forms of regulation; (b) provisions that replicate the contents of regulatory legislation accounted for one out of seven substantive provisions, but in spite of being a copy of the law, these provisions are not entirely neutral for job regulation; (c) collective agreements also laid down substantive provisions benefiting employers, and not simply employees; and (d) the pace of change in bargaining outcomes oscillated with changes in the economic, legal and judicial contexts. This pace of change was mostly affected by (i) the rate of unemployment, (ii) the degree of openness of the economy to foreign competition, (iii) the capacity of employers to pass on costs to costumers, (iv) stabilisation policies aimed at curbing inflation, (v) the Federal Constitution made in 1988, (vi) the official rate of minimum wages, and (vii) the conduct of the labour judicial system in settling collective disputes.

The major objective of this paper is to identify, in the light of economic theory and of recent Brazilian and foreign institutional experiences, the best alternative for the reform of the regulatory framework of the domestic financial system, encompassing capital markets, insurance and private complementary social welfare. This paper is divided into four sections: in the first part, we identify the changes in the international and domestic financial systems, currently in an accelerated process of integration (search for similar rules and standards) and convergence (leveling of operational procedures). Next, we evaluate the potential impact of this new environment upon Brazilian economic development. In the second part, we analyze the concept of financial markets efficiency, where a contractualist view of the relationship involving suppliers and consumers of financial services is exposed. We also identify the major differences of focus among the several trends of regulation of the capital markets, insurance and private complementary social welfare In the third part, we present the concepts and the functions of a typical regulatory agency and alternative models of market regulation. In particular, we explore the differences between a regulatory model in which there are several regulatory agencies, each acting in segmented markets, as opposed to one in which there is single agency that regulates, supervises and oversees ali the indicated markets. In the forth and last part, we analyze the Brazilian case, attempting to identify, in the view of economic theory and recent experiences in other countries of the world, the best alternative for reforming present legislation. The basic recommended conclusion is to undertake studies that lead to the establishment of a single regulatory agency, congregating the functions currently performed by the Brazilian Securities Commission (CVM), the Superintendency of Private Insurance (Susep) and the Secretariai of Complementary Welfare (SPC).

O crescimento do desemprego involuntário condiciona preocupações recentes com políticas de empregabilidade. Estratégias na regulação do mercado de trabalho e a terceira geração na Teoria do Capital Humano buscam codificar e/ou equacionar essas políticas. O surgimento do conceito de Economia Plural oferece uma revisão para a dinâmica do setor informal, tradicional ou moderno, na geração de empregos atípicos. A noção de Economia Plural ressalta também o papel catalizador das empresas sociais e organizações não governamentais na reinserção dos excluídos sociais. As flexibilizações do tempo de trabalho em políticas de empregabilidade são desenvolvidas através de reflexões, impactos comportamentais na qualidade de vida e experiências negociadas nos setores metalúrgico, de distribuição e de prestação de serviços de saúde. Desafios se colocam para o poder público e entidades de classe na regulamentação e ou negociações da empregabilidades atípica.

The purpose of this work is to analyze the process of regulation of the sector of microfinance in Brazil, based on the regulation of the Societies of Credit to Microentrepreneurs - SCMs, the only specialized institucional form in microfinance in the National Financial System, and that, in sight of this, has its performance regulated and supervised by the Brazilian Central Bank. The regulation of the SCMs has been one of the strategies adopted by the Federal Government in our country to stimulate the generation of job and income for the population that usually is excluded from the traditional financial system, for the microentrepreneurs, who have difficulties in getting financing for its productive activities at the traditional financial institutions. However, despite the governmental measures that have been taken in the direction to try to stimulate the sector of microfinance in our country, it is considered that the current model of regulation based on the regulation of the SCMs presents obstacles that must be surpassed in order to reach the objective to facilitate the access of the formal credit to the microentrepreneurs.

This work is analyzing the challenges which the National Petrol Agency is facing to regulate the Petrol industry in Brazil after the Monopoly crash in the period between 1997 until 2005. Due to the necessities of adaptation of its political strategies to the rules which determine the international economic flows, Brazil was forced to use the Economic Regulation in order to control the market. The regulation established in Brazil is not indifferent to imperfect markets. Thus can be find a conflict of interests among companies, the government and consumers within this process of regulation. The established agency does not have enough autonomy for administrating a regulation. The State with its paternalism power does not allow the agency to fulfill its function for which it was established, even though its function was established by law. A regulating policy which is clearly defined will establish a strong and independent agency with a clear limitation of its competences, avoiding divergent interpretation which prioritizes investments and promotes economic development. The agency will have the challenge to regulate the companies that enter the sector, allowing the opening of the market for new initiatives of investments which contribute to the welfare of the country and breaking at the same time the monopoly that is lead by Petrobras since 1953. Combining a stable set of rules with agility in order to adapt to changes will provide the regulator with a great decision-making power. The flexibility in the regulation will improve the correcting of the rules that were set in the beginning, being more efficient, which are based on acquired experience and achieved results. The structure of the agency and the flexibility of the regulation should be orientated on the promotion of competition in order to achieve economic and social development.
