Both educators and politicians appear to be quite concerned about a dropout rate in Ontario's public schools of some 30 percent. With the basic understanding that a high dropout rate is costly both in economic terms and in human terms, something quite obviously needs to be done to reduce the dropout rate in Ontario schools and, in doing so, ensuring Ontario and its graduates an active role in a growing global economy. This study is an exploratory pilot study in that it examined mentoring and the role that mentoring can play in assisting a student in staying in school and graduating from secondary school. Also incorporated in this is co-operative education and the role it can play, through mentoring, in making students aware of lifestyle level of employment, and of the skills necessary to obtain gainful, meaningful employment. In order to gain information on student attitudes, needs and expectations of a mentoring situation, a series of three questionnaires was used. Also, a questionnaire was distributed to the various co-operative education employers. The intent of this questionnaire was to probe the attitudes, needs and expectations of a mentoring situation from the perspective of an employer. The findings of this study indicated that co-operative education and mentoring are a very valuable and useful component in education. There exist certain factors in a co-operative education setting that serve to enhance and to augment the traditional or "theoretical" setting of the classroom. In addition, a mentoring situation tends to add a sense of relevance to education that students seem to require. Also, an opportunity is offered that allows a student to practice and further refine the skills that have been taught over the course of the student's academic life. Results from this study suggested that a mentoring situation, occurring through a co-operative education situation, adds relevance and a sense of "application" to the traditional or classroom schooling situation. The whole idea of mentoring bodes well for the future of education and of the student. Many advantages are identified in a mentoring situation. One of the advantages is that the schools are able to work quite closely with the community and business in order to stay current and informed on the needs and expected needs of the business community. Co-operative education has now gone beyond being an "experimental" mode of education. All students can benefit from being involved in the program. Certainly at-risk students are aided with staying in school. Those students who are said to be not at-risk can also benefit from being enrolled in the program by gaining hands-on work experience and some of the necessary skills to ensure a place in a growing world economy.

The purpose of this study was to determine if there were differences between in-school and out-of-school day care centres. Five centres housed in public schools and five housed in other locations were selected for the research. Aquality assessment was administered in each centre which examined the following components - physical environment, adult social structure and socia-emotional environment, children's socia-emotional environment, cognitive stimulation program and toys and equipment. Quantitative analysis using simple t-tests showed a significant difference between in-school and out-of-school day cares for the physical environment variable. Differences approached significance for the children's socia-emotional environment variable as well as overall quality. Qualitative analysis using a triangulated methodology revealed noticeable differences for every variable. The researcher concluded that both the quality of the physical environment and the capabilities of the administrators strongly influence the quality of the day care environment. This study also included an assessment of children's attitude toward learning. No significant difference was found between in-school and out-of-school centres.

EI Salvador presents an unfortunate history that includes a military regime and a civil war that together created a legacy of violence in which the country still struggle nowadays. Salud Escolar Integral (SEI) was created in 2005 as a program to combat youth violence throughout the re-formulation of physical education (PE) classes in public schools, promoting life skills learning that supports the resolution of conflicts with nonviolent ways. In 2007, SEI supported the creation of a physical e~ucation teacher education (PETE) degree at the Universidad Pedag6gica de EI Salvador (UPES), having the goal to assist pre-service teachers with a better understanding of humanistic principles. The present research analyzed if after attending all three years ofUPES PETE program, students presented high self-perception levels of competence and confidence related to attitude, skills and knowledge to teach PE within humanistic principles. Taking Personal and Social Responsibility (TPSR) was the theoretical framework used to analyze the development of humanistic principles. The study had a mixed-method longitudinal design that included questionnaires, reflection templates and interviews. In conclusion, although it is suggested that UPES should provide better support for the development of the teaching principles of empowering students and transfer learning, most of the humanistic principles were highly promoted by the program. At last, it is suggested that future research should track teachers' progress while teaching in schools, in order to analyze if the theory of promoting humanistic principles have also become a daily practice.

This arts-based thesis, written from my perspective as a Manitoba Mennonite woman and English Language Arts educator, is a memoir of books and reading. As a voracious reader, I am dismayed by the general perception of literacy in public schools as being a set of measureable tasks, and I have found that reading, in particular, has become divorced from its traditional link to life-giving and sacred things. In this thesis, I used life writing to share some of my reading history to illustrate, in part, the degree to which books may enrich our lives by helping us understand the past, present, and future - but only if we allow them to do so.

The school remained in operation until 1979 when it was purchased for a church, the Fairview-Louth Community church, which later became Southridge Community church, now located on Glenridge Avenue, St. Catharines, Ont. Today the building is occupied by the Niagara Korean Presbyterian Church.

The school remained in operation until 1979 when it was purchased for a church, the Fairview-Louth Community church, which later became Southridge Community church. This qualitative case study explored elementary school teachers' lived experiences and perceptions surrounding the implementation of an antibullying program within the public school system. The purpose of this study was to share the individual stories of teachers who have implemented an antibullying initiative and how their journey into the bullying phenomenon changed their personal beliefs, their students, and their school climate. Five elementary school teachers (3 female, 2 male) from 5 different public schools in a southwestern region of Ontario completed 8 closed-ended questions and participated in l-on-l semistructured interviews. All 5 teachers had implemented the "Imagine ... A School Without Bullying" initiative or were involved with its predecessor the "Good Kid Sid" pilot project. The interviews were audiotaped and transcribed. The data were coded, and broad themes were reduced to a smaller number of topics where a more in-depth analysis occurred. Findings showed that reports of bullying existed at each of the schools. All 5 teachers felt their initiative was making a positive difference in their school; however this did not come without some resistance from staff. A common finding heard from all of their stories was the need for more time. Implications for antibullying initiatives are discussed, and advice to anyone beginning an antibullying initiative is offered by each of the 5 teachers involved in this study.

Hidden Motives: An Analysis of Online English as a Second Language (ESL) Teacher Hiring Practices in Japan and Hong Kong is a qualitative research paper examines and compares two large-scale Asian English language teaching programs: Japan’s Japan Exchange and Teaching (JET) Programme (JET Programme, 2010) and Hong Kong’s Native-speaking English Teacher (NET) Scheme (NET Scheme, 2013). Both government sponsored programs recruit internationally and invite participants to work within each country’s public schools while living amongst local communities and both programs utilize their online presence to attract, inform, and recruit individuals. The purpose of this research is to investigate whether the JET and NET websites are transparent with their governmental motives aside from improving their students’ English language abilities. While JET and NET websites were interrogated, the research questions were regularly revisited to determine if the two sites made any underlying motives clear to the candidates. The research, supported by academic literature, exposed the JET Programme website to be a branch of the Japanese government’s soft power campaign, whereby JET teachers were hired firstly as potential advocates for Japan and Japanese culture rather than English teachers. Conversely, the NET Scheme appeared to be solely commissioned for English language improvement as reflected by their website. Findings from the research can provide insight to applicants to help them decide if they want to participant in these programs. Without clearly understanding the background that motivates these programs, participants may unknowingly be used to support the host government’s agendas.

Cet article étudie deux contextes français dans lesquels les voiles musulmans sont devenus hypervisibles: le débat public qui a mené à la loi française de 2004 interdisant les signes religieux ostensibles dans les écoles publiques, et le projet colonial français de dévoiler les femmes algériennes. Je montre comment le concept de « l’oppression de genre » s’est naturalisé au voile musulman d’une telle manière qu’il justifie les normes de féminités occidentales et cache le mécanisme par lequel les femmes musulmanes sont racialisées. C’est ainsi que le voile devient le point de mire d’un racisme culturel qui se présente comme libérant les femmes musulmanes, un racisme qui semble poser un dilemme au féminisme.

In many economic environments - such as college admissions, student placements at public schools, and university housing allocation - indivisible objects with capacity constraints are assigned to a set of agents when each agent receives at most one object and monetary compensations are not allowed. In these important applications the agent-proposing deferred-acceptance algorithm with responsive priorities (called responsive DA-rule) performs well and economists have successfully implemented responsive DA-rules or slight variants thereof. First, for house allocation problems we characterize the class of responsive DA-rules by a set of basic and intuitive properties, namely, unavailable type invariance, individual rationality, weak non-wastefulness, resource-monotonicity, truncation invariance, and strategy-proofness. We extend this characterization to the full class of allocation problems with capacity constraints by replacing resource- monotonicity with two-agent consistent con ict resolution. An alternative characterization of responsive DA-rules is obtained using unassigned objects invariance, individual rationality, weak non-wastefulness, weak consistency, and strategy-proofness. Various characterizations of the class of "acyclic" responsive DA-rules are obtained by using the properties efficiency, group strategy-proofness, and consistency.

Controlled choice over public schools is a common policy of school boards in the United States. It attempts giving choice to parents while maintaining racial and ethnic balance at schools. This paper provides a foundation for controlled school choice programs. We develop a natural notion of fairness and show that assignments, which are fair for same type students and constrained non-wasteful, always exist in controlled choice problems; a "controlled" version of the student proposing deferred acceptance algorithm (CDAA) always finds such an assignment which is also weakly Pareto-optimal. CDAA provides a practical solution for controlled school choice programs.

Dans ce mémoire, l’auteur part d’un constat : deux commissions sont lancées au Québec et en France dans des contextes similaires d’intense débat social autour de la question de la laïcité. Même si la commission française réserve le rôle principal au concept de laïcité et que la commission québécoise l’examine parmi d’autres concepts, il est évident que la polémique québécoise des accommodements raisonnables en matière sociale et religieuse fait écho au débat du voile en France, les trames de lancement des commissions, une comparaison des concepts de laïcité est ainsi pertinente. Des modèles différents de laïcité des commissions mises en parallèle : une laïcité ouverte mettant davantage l’accent sur la liberté de conscience et permettant le port de signes religieux pour le Rapport Bouchard-Taylor et une laïcité ferme mettant en équilibre la liberté de conscience et l’égalité de traitement avec une nécessité de respect de l’ordre et de la neutralité d’un espace public, alors que le port d’objet religieux ostensibles est exclu de l’école publique pour le Rapport Stasi. Les trajectoires historiques menant à ces commissions permettent de dégager l’importance de moments clés dans la formation de la laïcité : les révolutions, l’installation des idéologies étatiques et l’institutionnalisation par le droit et l’éducation. Ces charnières par leur spécificité nationale contribuent à façonner les laïcités québécoise et française.

Controlled choice over public schools attempts giving options to parents while maintaining diversity, often enforced by setting feasibility constraints with hard upper and lower bounds for each student type. We demonstrate that there might not exist assignments that satisfy standard fairness and non-wastefulness properties; whereas constrained non-wasteful assignments which are fair for same type students always exist. We introduce a "controlled" version of the deferred acceptance algorithm with an improvement stage (CDAAI) that finds a Pareto optimal assignment among such assignments. To achieve fair (across all types) and non-wasteful assignments, we propose the control constraints to be interpreted as soft bounds-flexible limits that regulate school priorities. In this setting, a modified version of the deferred acceptance algorithm (DAASB) finds an assignment that is Pareto optimal among fair assignments while eliciting true preferences. CDAAI and DAASB provide two alternative practical solutions depending on the interpretation of the control constraints. JEL C78, D61, D78, I20.

Les référentiels de compétences et la formation professionnelle des enseignants sont devenus des sujets qui suscitent beaucoup d’intérêt de la part de plusieurs chercheurs en éducation, dont Paquay (1994), Perrenoud (2001) et Berchoud (2007). La présente étude est une recherche-développement qui se donne pour objectif principal de concevoir et d’élaborer un référentiel de compétences pour les futurs enseignants de français langue étrangère (FLE). Pour y parvenir, notre démarche générale consistait à partir de l’analyse des référentiels de formation des enseignants ainsi que des standards de performance que nous pouvions déjà trouver partout dans le monde. Cette analyse nous a amenée à repérer les points communs et, par la suite, à les synthétiser pour trouver les éléments pertinents qui pourraient nous inspirer pour une première ébauche de notre référentiel. Ainsi, nous avons dressé une liste des domaines de performance nécessaires à la formation des futurs enseignants que nous avons repérés dans les écrits. Pour enrichir cette liste, nous avons mené des consultations auprès de quelques experts en Égypte où le français est enseigné comme deuxième langue étrangère dans les écoles publiques. Et, à l’aide de trois outils de recherche, les entrevues individuelles, le focus-group et le questionnaire, nous avons pu développer et valider des standards de performance pertinents à chacun des domaines identifiés ainsi que des indicateurs pour chaque standard. L’analyse statistique des données recueillies nous a permis d’en faire une description globale, de confirmer des points de convergence de façon significative, et aussi de repérer des éléments sujets à discussion. Ainsi, nous sommes parvenue à élaborer un référentiel qui comprend trois composantes principales : les domaines de performance, les standards et les indicateurs. Ce référentiel contient vingt standards de performance essentiels à la formation des futurs enseignants de FLE. Les standards sont regroupés sous six catégories appelées domaines : compétence linguistique, communication, processus d’enseignement, gestion de classe, évaluation et professionnalité. Le référentiel comprend aussi soixante-trois indicateurs reliés aux standards retenus. Le résultat de notre recherche est donc ce référentiel de compétences destiné aux futurs enseignants de FLE et dont les éléments ont été validés en Égypte. Nous croyons que cet outil servira, d’une part, de cadre de référence pour les professeurs des facultés d’éducation surtout lors du choix de contenu de leurs cours et, d’autre part, comme un guide pour les futurs enseignants qui leur permettra de s’autoévaluer et de se situer par rapport aux différents standards de performance identifiés dans ce référentiel.

In college admissions and student placements at public schools, the admission decision can be thought of as assigning indivisible objects with capacity constraints to a set of students such that each student receives at most one object and monetary compensations are not allowed. In these important market design problems, the agent-proposing deferred-acceptance (DA-)mechanism with responsive strict priorities performs well and economists have successfully implemented DA-mechanisms or slight variants thereof. We show that almost all real-life mechanisms used in such environments - including the large classes of priority mechanisms and linear programming mechanisms - satisfy a set of simple and intuitive properties. Once we add strategy-proofness to these properties, DA-mechanisms are the only ones surviving. In market design problems that are based on weak priorities (like school choice), generally multiple tie-breaking (MTB)procedures are used and then a mechanism is implemented with the obtained strict priorities. By adding stability with respect to the weak priorities, we establish the first normative foundation for MTB-DA-mechanisms that are used in NYC.
