Las siguientes páginas versan sobre el pensamiento político de José Ortega y Gasset, mostrando –entre otras cosas– su evolución desde lo que sería el neokantismo de mocedad de Ortega hasta su madurez. Para cumplir con nuestro objetivo se ha recurrido a los escritos de Ortega, así como a autores especializados en su pensamiento. La historia del pensamiento político contemporáneo tiene una deuda contraída con Ortega que desde sus primeros escritos manifestó un claro interés por la política concebida ésta como pedagogía social y cuyo fin debía ser, en primer lugar, solventar los problemas de la vida pública nacional. El pensamiento político de Ortega se define asimismo por la defensa de los valores liberales (liberalismo) compatibles con los principios socialistas (socialismo), que en una primera época de juventud idealista neokantiana adquieren un significado eminentemente cultural aunque también moral, que no se perderá completamente en su madurez o época de plenitud vital, aunque bien es verdad que aquellos dos conceptos (liberalismo y socialismo), así como también su idea de democracia, irán respondiendo a la evolución de su pensamiento.

Concentrations of major ions, silicate and nutrients (total N and P) were measured in samples of surface water from 28 lakes in ice-free areas of northern Victoria Land (East Antarctica). Sixteen lakes were sampled during austral summers 2001/02, 2003/04, 2004/05 and 2005/06 to assess temporal variation in water chemistry. Although samples showed a wide range in ion concentrations, their composition mainly reflected that of seawater. In general, as the distance from the sea increased, the input of elements from the marine environment (through aerosols and seabirds) decreased and there was an increase in nitrate and sulfate concentrations. Antarctic lakes lack outflows and during the austral summer the melting and/or ablation of ice cover, water evaporation and leaching processes in dry soils determine a progressive increase in water ion concentrations. During the five-year monitoring survey, no statistically significant variation in the water chemistry were detected, except for a slight (hardly significant) increase in TN concentrations. However, Canonical Correspondence Analysis (CCA) indicated that other factors besides distance from the sea, the presence of nesting seabirds, the sampling time and percentage of ice cover affect the composition of water in Antarctic cold desert environments.

Organisms respond to cyclical environmental conditions by entraining their endogenous biological rhythms. Such physiological responses are expected to be substantial for species inhabiting arid environments which incur large variations in daily and seasonal ambient temperature (T). We measured core body temperature (T) daily rhythms of Cape ground squirrels Xerus inauris inhabiting an area of Kalahari grassland for six months from the Austral winter through to the summer. Squirrels inhabited two different areas: an exposed flood plain and a nearby wooded, shady area, and occurred in different social group sizes, defined by the number of individuals that shared a sleeping burrow. Of a suite of environmental variables measured, maximal daily T provided the greatest explanatory power for mean T whereas sunrise had greatest power for T acrophase. There were significant changes in mean T and T acrophase over time with mean T increasing and T acrophase becoming earlier as the season progressed. Squirrels also emerged from their burrows earlier and returned to them later over the measurement period. Greater increases in T, sometimes in excess of 5°C, were noted during the first hour post emergence, after which T remained relatively constant. This is consistent with observations that squirrels entered their burrows during the day to 'offload' heat. In addition, greater T amplitude values were noted in individuals inhabiting the flood plain compared with the woodland suggesting that squirrels dealt with increased environmental variability by attempting to reduce their T-T gradient. Finally, there were significant effects of age and group size on T with a lower and less variable T in younger individuals and those from larger group sizes. These data indicate that Cape ground squirrels have a labile T which is sensitive to a number of abiotic and biotic factors and which enables them to be active in a harsh and variable environment.

Understanding the dietary consumption and selection of wild populations of generalist herbivores is hampered by the complex array of factors. Here, we determine the influence of habitat, season, and animal density, sex, and age on the diet consumption and selection of 426 red deer (Cervus elaphus scoticus) culled in Fiordland National Park, New Zealand. Our site differs from studies elsewhere both in habitat (evergreen angiosperm-dominated forests) and the intensity of hunting pressures. We predicted that deer would not consume forage in proportion to its relative availability, and that dietary consumption would change among and within years in response to hunting pressures that would also limit opportunities for age and sex segregation. Using canonical correspondence analysis, we evaluated the relative importance of different drivers of variation in diet consumption assessed from gut content and related these to available forage in the environment. We found that altitude explained the largest proportion of variation in diet consumption, reflecting the ability of deer to alter their consumption and selection in relation to their foraging grounds. Grasses formed a high proportion of the diet consumption, even for deer culled several kilometres from the alpine grasslands. In the winter months, when the alpine grasslands were largely inaccessible, less grass was eaten and deer resorted to woody plants that were avoided in the summer months. Surprisingly, there were no significant dietary differences between adults and juveniles and only subtle differences between the sexes. Sex-based differences in diet consumption are commonly observed in ungulate species and we suggest that they may have been reduced in our study area owing to decreased heterogeneity in available forage as the diversity of palatable species decreased under high deer browsing pressures, or by intense hunting pressure. © 2009 The Authors. Modelling species distributions with presence data from atlases, museum collections and databases is challenging. In this paper, we compare seven procedures to generate pseudoabsence data, which in turn are used to generate GLM-logistic regressed models when reliable absence data are not available. We use pseudo-absences selected randomly or by means of presence-only methods (ENFA and MDE) to model the distribution of a threatened endemic Iberian moth species (Graellsia isabelae). The results show that the pseudo-absence selection method greatly influences the percentage of explained variability, the scores of the accuracy measures and, most importantly, the degree of constraint in the distribution estimated. As we extract pseudo-absences from environmental regions further from the optimum established by presence data, the models generated obtain better accuracy scores, and over-prediction increases. When variables other than environmental ones influence the distribution of the species (i.e., non-equilibrium state) and precise information on absences is non-existent, the random selection of pseudo-absences or their selection from environmental localities similar to those of species presence data generates the most constrained predictive distribution maps, because pseudo-absences can be located within environmentally suitable areas. This study showsthat ifwe do not have reliable absence data, the method of pseudo-absence selection strongly conditions the obtained model, generating different model predictions in the gradient between potential and realized distributions.

Currently, Angola portrays a notorious economic growth and due to recent innovative legislations, it has become the major investment attracting pole, especially in Sub-Saharan Africa, having, thus, an extraordinary potentiality for a rapid and sustainable development, likely to place her in outstanding positions in the world economic ranking. Yet, such economic growth entails demanding levels of intensive investment in infrastructure, what has been reported of the Angolan Government to be unable to respond to, save if recurring to very high index of external debt, poisoning, in this way, the future budgeting of the country. Due to these infrastructure investment shortages, the cost of production remains highly onerous and the cost of life extremely unaffordable. On this account, the current study disserts about the contract of Project Finance; an alternative finance resource given as a viable solution for the private financing of infrastructure, aiming to demonstrate that such contractual figure, likewise the experience of several emerging economies and others, is a contract bid framework to take into account in today’s world. It refers to a financing technique – through which the Government may satisfy a common need (for example, the construction of a public domain or public servicing), without having to pay neither offer any collateral – based on a complex legal-financial engineering, arranged throughout a coalition of typical and atypical agreements, whereby it is mandatory to look back at the basic concepts of corporate law. More than just a simple financial study, the dissertation at stake analyses the nature and legal framework of Project Finance, which is a legally atypical and innominate contract, concluding that there is a relevant need for regulating and devoting a special legal regime in the Angolan jurisdiction for this promising legal form in the contemporary corporate finance world.

Presentemente, a Comunidade para o Desenvolvimento da África Austral (SADC) apresenta-se como uma das mais desenvolvidas tentativas de integração do continente africano. Esta organização passou a revestir-se, em 1992, de um caráter permanente, tornando-se produto de um esforço de institucionalização que se tem vindo a materializar no estabelecimento de metas e estágios para um ambicioso projeto de integração económica. As suas instituições, frequentemente percecionadas como sendo regidas por uma lógica intergovernamental, serão a unidade focal desta análise. Esta tem como principal objetivo a verificação do seu impacto no processo de integração económica desta organização, particularmente o estabelecimento de uma relação de causalidade entre a estrutura institucional e o atual estado da vertente económica do processo integrativo. Procura-se assim inferir se o quadro institucional da organização é capaz de gerar uma dinâmica autónoma em prol da integração ou se sucumbe perante o voluntarismo estatal dos seus membros. A conclusão a que se chegará, como se pretende advogar, não implica dimensões mutuamente exclusivas, podendo traduzir-se numa conceção híbrida acerca do papel institucional no curso evolutivo da SADC, porventura mais fiel à complexidade deste bloco regional. A hipótese explicativa para o atual estado integrativo (económico) da SADC que se testará nesta análise será a de que a relativa fragilidade institucional desta organização - caso tal se verifique - não a impede de se desenvolver num curto a médio-prazo e, pelo contrário, constitui um dos incentivos à participação dos Estados Membros. Argumentar-se-á adicionalmente que os interesses integrativos dos Estados que a compõem não derivam de um qualquer espírito pós ou antinacional, mas antes de um condicionamento histórico favorável à cooperação intra-africana e de um cálculo de interesses que redunda na aceção de que a ação concertada entre Estados lhes confere vantagens estratégicas. Por isso mesmo, os modelos teóricos que substanciarão a análise, ainda que recorram por vezes aos moldes seminais derivados do estudo da experiência integrativa europeia, abarcarão também um conjunto de escolhas plásticas e maleáveis à realidade regional. Dentro do leque de estudos disponíveis, primar-se-á igualmente pela flexibilidade e abrangência. A difícil conciliação entre profundidade e abrangência redundará numa escolha de relevantes e úteis correntes teóricas, na qual se destacam o institucionalismo histórico e o institucionalismo da escolha racional, bem como o intergovernamentalismo liberal, o neofuncionalismo e a teoria do dominó aplicada aos blocos regionais.

Durante el crucero 9801 a bordo del BIC Humboldt, se realizaron, entre 12 y 24 de enero de 1998, 29 lances de pesca en el área comprendida entre el Estrecho de Bransfield e Isla Elefante, capturándose un total de 11.629 kg, correspondiendo 9.522 kg a krill y 2.107 kg a otros organismos. La fauna acompañante estuvo representada por 15 especies de peces, 4 celentéreos, 2 crustáceos y un tunicado. Es los aspectos biométricos de krill se encontraron tres grupos modales correspondiendo cada uno de estos a diversas zonas geográficas, distribuidos en modas de 34 mm, 38 mm y 42 mm siendo la moda promedio total de 36 mm. Los datos fueron obtenidos de un total de 12.822 ejemplares muestreados. Para la relación longitud-peso se encontró por regresión potencial la formula: peso = 0,003851 * long.3.38.

Se realizaron observaciones de aves marinas en 1177 millas en el Estrecho de Bransfield y alrededores de la Isla Elefante en enero de 1998. Durante el recorrido se observó un total de 21.624 aves. Se identificaron 18 especies pertenecientes a 7 familias. Los avistamientos de aves marinas se analizaron en relación a la abundancia y distribución relativa promedio del total de aves (aves/milla) fue 3,4 veces mayor que la observada en millas donde no se registró krill. Para todas las especies en estudio, excepto las especies de Pygoscelis, la probabilidad de encontrar este recurso se incrementó a una mayor abundancia de aves.

Pues genera unas condiciones económicas especiales en el Cono Sur, que sumadas a los instrumentos institucionales, influyen a su vez jurídicamente, lo que refuerza la migración interregional al País Austral.

Durante los siglos XVII y XVIII se presentaron varias querellas ante el Tribunal de Justicia Criminal del Nuevo Reino de Granada, en las que se denunciaba que había personas que ejercían los oficios médicos sin tener títulos que los acreditaran como facultativos en las artes curativas. Por ese entonces, se creía que quienes utilizaban yerbas y conjuros como métodos terapéuticos, por lo general mujeres, debían ser juzgadas como yerbateras-envenenadoras, porque no pretendían curar sino matar a quien consumiera sus preparados. El texto establece que los procesos criminales por envenenamiento constituyen un prisma en el que convergen diferentes problemáticas del periodo colonial neogranadino, relacionadas con la salud, los oficios médicos, las enfermedades, las creencias mágico-religiosas, el ideal de mujer en la época, la delincuencia, y las dinámicas de las instituciones españolas, entre otras. De esta manera, se estudió cómo fue la relación entre los aspectos jurídicos, las leyes criminales (dictadas por la Corona) y las conductas “desviadas” (relacionadas con el crimen por envenenamiento) de los habitantes del Nuevo Reino de Granada, entre los siglos XVII y XVIII. Para ello se revistaron desde diferentes perspectivas, varios temas del mundo colonial neogranadino, relacionados con los rumores, la comidilla, los chismes y la importancia de la comunicación hablada en el virreinato; el problema de la honra, como una de las virtudes más sobresalientes de la época y las creencias de la cultura popular con relación al envenenamiento y los diferentes métodos curativos.
