Whereas in other Australian states voluntary organizations set up and managed infant health clinics and state governments only later became involved, in order to resolve conflicts or raise standards, Queensland began with government control. From the start, these well-baby clinics were established and maintained by the state government, whose policy precluded any involvement by the voluntary sector in baby clinic management or other aspects of the work of the Maternal and Child Welfare section of the Department of Health and Home Affairs. One organization, the Mothercraft Association of Queensland, attempted to contribute to maternal-infant welfare in the years 1931-1961. This article will discuss how the association worked in a way that was complementary to the government's work, and non-confrontationist, to achieve some of its goals.

While riparian vegetation can play a major role in protecting land, water and natural habitat in catchments, there are high costs associated with tree planting and establishment and in diverting land from cropping. The distribution of costs and benefits of riparian revegetation creates conflicts in the objectives of various stakeholder groups. Multicriteria analysis provides an appropriate tool to evaluate alternative riparian revegetation options, and to accommodate the conflicting views of various stakeholder groups. This paper discusses an application of multicriteria analysis in an evaluation of riparian revegetation policy options for Scheu Creek, a small sub-catchment in the Johnstone River catchment in north Queensland, Australia. Clear differences are found in the rankings of revegetation options for different stakeholder groups with respect to environmental, social and economic impacts. Implementation of a revegetation option will involve considerable cost for landholders for the benefits of society. Queensland legislation does not provide a means to require farmers to implement riparian revegetation, hence the need for subsidies, tau incentives and moral suasion. (C) 2001 Academic Press.

There is, a widespread belief that the WTO has made virtually no concessions to environmentalists about their concerns arising from free trade and the process of globalization. There are concerns that these processes may undermine prospects for sustainable development. Following, the United Nations Conference on Environment and Development held in Rio de Janeiro in 1992, the International Institute for Sustainable Development was established to advocate policies to support sustainable development within Canada and globally. In 1994, it proposed the Winnipeg Principles as. a means for reconciling international trade and development so as to: achieve sustainable development (ISD, 1994a,b). These seven principles are outlined in this article and assessed:. Although the International Institute for Sustainable Development had hoped: through these principles to influence the work programme of the Environment and Trade Committee of WTO, it seems to have little effect. Probably if these principles had been seriously considered by WTO, the serious social conflicts which emerged globally at the beginning of this century would have been avoided, and we would be in a better position to understand the complex links between trade, environment and sustainable development and adopt relevant policies. The authors discuss the regulation of rural land use and compensation for property-rights restrictions, both of which appear to have become more commonplace in recent years but also more contested. The implications of contemporary theories in relation to this matter are examined, including: the applicability of new welfare economics; the relevance of the neoclassical theory of politics; and the implications of contemporary theories of social conflict resolution and communication. Examination of examples of Swiss and Australian regulation of the use of rural properties, and the ensuing conflicts, reveals that many decisions reflect a mixture of these elements. Rarely, if ever, are social decisions in this area made solely on the basis of welfare economics, for instance social cost-benefit analysis. Only some aspects of such decisions can be explained by the neoclassical theory of politics. Theories of social conflict resolution suggest why, and in what way, approaches of discourse and participation may resolve conflicts regarding regulation and compensation. These theories and their practical application seem to gain in importance as opposition to government decisions increases. The high degree of complexity of most conflicts concerning regulation and compensation cannot be tackled with narrow economic theories. Moreover, the Swiss and Australian examples show that approaches involving conflict resolution may favour environmental standards.

This article tells about the relationship between resource politics and security in international relations. Using the Mekong River Basin as its case study, the article examines the place of resource and development issues in attempts to develop regional institutions. The question of whether a resource development regime with apparently low productivity in terms of technical output, but high levels of resilience and longevity, should be considered a failure or not, is considered. This question is examined within the broader context of Southeast Asian politics during the First, Second, and Third Indochina conflicts as well as the post-cold war era. The article argues that survival and a capacity to change to meet the challenges of extreme broader events are clear evidence of regime success. From this standpoint, the article explores ways in which the Mekong resource regime is linked to more general concerns for political security and stability and may in fact reflect political concerns for subregional neighborhood maintenance.

This paper discusses the tensions of adaptation as experienced by 72 young women, born in the Philippines or to immigrant mothers and resident in southeast, far west and far north Queensland, Australia. As illustrated, these women, aged 14-25 years, often have difficulty balancing their expectations with those of their families and of the society in which they live. Like most young Australians they experience some conflicts with parents, but the intersections of race, gender and culture may make it particularly difficult for young Filipinas to develop a sense of their own identity and place in society. The retention of Filipino values often isolates young women from their peers and excludes them from participating in activities considered an important part of growing up Australian, but the adoption of 'Australian' behaviors such as drinking and smoking is not necessarily accompanied by an enhanced sense of belonging.

The diversity literature is replete with examples of poor outcomes in Culturally Heterogeneous Workgroups (CHWs) caused by relational difficulties. Although it is widely recognised that culture shapes people's interpretation of behavior and their style of interaction with others in the workplace, what is ill understood is what the specific conflict triggers of these conflicts are. In this paper, we argue that differences in cultural norms and views of physical and psychological space are major triggers of conflict in CHWs. Findings from a field study support the proposition that different viewpoints regarding the use of space, the inability to retreat from exposure to others, decreased interpersonal space, and privacy invasion moderate the relationship between cultural diversity in the workgroup and the type, frequency, and duration of conflict events in CHWs. The paper represents a first step in elucidating the role of space in cross-cultural interactions in the workplace and how space may be a potentially important conflict control mechanism for managers of culturally diverse workgroups.

This article presents a fairness theory-based conceptual framework for studying and managing consumers’ emotions during service recovery attempts. The conceptual framework highlights the central role played by counterfactual thinking and accountability. Findings from five focus groups are also presented to lend further support to the conceptual framework. Essentially, the article argues that a service failure event triggers an emotional response in the consumer, and from here the consumer commences an assessment of the situation, considering procedural justice, interactional justice, and distributive justice elements, while engaging in counterfactual thinking and apportioning accountability. More specifically, the customer assesses whether the service provider could and should have done something more to remedy the problem and how the customer would have felt had these actions been taken. The authors argue that during this process situational effort is taken into account when assessing accountability. When service providers do not appear to exhibit an appropriate level of effort, consumers attribute this to the service provider not caring. This in turn leads to the customer feeling more negative emotions, such as anger and frustration. Managerial implications of the study are discussed.

Black-striped wallabies (Macropus dorsalis) are uncommon to rare in most of their former range, yet in parts of central Queensland where they are still locally common they are regarded as a serious pasture pest. There is considerable pressure from cattle graziers to reduce their density because of the putative damage that they cause to cattle pasture. Here we examined the effects of this species and other herbivores on pasture by monitoring vegetation cover between 1993 and 1998 in exclosures in brigalow, and poplar box communities on three grazing properties in the Maranoa region. The exclosures selectively allowed access to either: all vertebrate grazers including cattle; rabbits, bettongs, and wallabies; rabbits and bettongs; no vertebrate grazers. The greatest effects on the structure and species composition of pasture were caused by cattle, but wallabies did consume commercially important quantities of grass at some times of the year. This conflicts with local opinion that sees wallabies as the major cause of pasture degradation. Herein lies the management problem that sees continued reduction in wallaby habitat, and fragmentation of the species.

A fines de los ???80, el Estado venezolano inici?? una descentralizaci??n pol??tico-territorial produciendo cambios en las gobernaciones, instancias receptoras de competencias en este proceso, las cuales realizan reformas a trav??s de la estrategia selectiva, incorporando algunas de la propuestas de la nueva gesti??n p??blica. Este trabajo explora estas reformas. Se observan: diferencias entre los servicios sociales y los relacionados directamente con la econom??a; privatizaci??n de ??stos; traspaso a la sociedad civil de algunos servicios sociales, creaci??n de entes descentralizados; automatizaci??n de procesos; flexibilizaci??n laboral; iniciativas con lento avance en rendici??n de cuentas por resultados y capacitaci??n para una nueva cultura administrativa. En conclusi??n: la tendencia es a la conformaci??n de una gesti??n p??blica eficiente sobre la base de la reducci??n del aparato estatal, de costos sociales, as?? como de costos y conflictos laborales y escasa incorporaci??n de las propuestas de participaci??n que permiten profundizar la democracia y promover el bienestar social.

O artigo analisa os resultados de uma pesquisa realizada com 1.322 indiv??duos pertencentes ?? Pol??cia Militar de Minas Gerais. ?? luz das discuss??es de Goffman, Foulcalt e Etzioni, buscou-se verificar a inser????o dos servidores na institui????o, sua percep????o quanto ao aparato de controle institucional e os conflitos resultantes da intera????o entre superior e subordinado. Concluiu-se que reformas ocorridas ap??s a eclos??o de greve na institui????o em 1997 ainda s??o t??midas diante do aparato de socializa????o existente e do distanciamento entre oficiais e pra??as. Assim, ?? necess??ria a revis??o dos mecanismos de socializa????o e coer????o, para que a organiza????o policial avance na consecu????o de seus objetivos e d?? respostas efetivas ??s necessidades dos atores envolvidos, a si pr??pria e ?? sociedade.

Este informe expone de forma sumaria los diversos enfoques y aproximaciones que nueve pa??ses de la Uni??n Europea ??? seis antiguos miembros (Reino Unido, Alemania, Francia, Italia, Espa??a y Portugal) y tres miembros recientes (Letonia, Polonia y Hungr??a) ??? est??n usando para gestionar los conflictos de inter??s en el sector p??blico. En la primera parte, se presenta el marco conceptual y las definiciones con las que poder entender de qu?? hablamos cuando hablamos de corrupci??n y de conflictos de inter??s en el sector p??blico. Posteriormente, trata de las razones existentes tras las pol??ticas de regulaci??n y tratamiento de los conflictos de inter??s y la importancia de ellas para el funcionamiento adecuado de la democracia. A continuaci??n, se explican las caracter??sticas, peculiaridades y dilemas de esta pol??tica p??blica en el contexto de las teor??as y enfoques sobre pol??ticas p??blicas. El informe tambi??n examina los puntos comunes en las estructuras, m??todos y procesos utilizados para gestionar los conflictos de inter??s en los pa??ses estudiados, adem??s de explicitar las principales diferencias en los marcos legales, medios de implantaci??n, mecanismos de evaluaci??n y medios de ejecuci??n. Por ??ltimo, incluye una visi??n cr??tica de las ventajas y desventajas relacionadas con la utilidad de los instrumentos empleados y finaliza con recomendaciones relativas a c??mo formular e implantar pol??ticas de este tipo.

O artigo discute as caracter??sticas da regula????o dos servi??os p??blicos no setor de saneamento, apresentando comparativamente as formas de presta????o adotadas por Fran??a, Inglaterra e Brasil ??? e como esses pa??ses disciplinam a participa????o privada no setor. Enquanto a Fran??a segue um padr??o hist??rico de regula????o marcado pelo protagonismo das autoridades locais, utilizando contratos como instrumento por excel??ncia de disciplina dos servi??os, a Inglaterra introduziu, atrav??s de ambicioso processo de privatiza????o, marco regulat??rio em que ag??ncias do Governo Central s??o os atores principais. Ainda sem um modelo definido, o Brasil, atrav??s de inova????es legais, enfrenta os desafios de atrair investimentos privados para um setor sob a presen??a de conflitos federativos entre estados e munic??pios acerca da titularidade dos referidos servi??os p??blicos.

O objetivo deste artigo ?? expor e explicar um momento espec??fico da evolu????o pol??tico institucional brasileira. S??o explorados os conflitos que est??o na origem da escolha e a implementa????o de uma nova ordem pol??tico-administrativa no p??s-1930. S??o examinadas as origens, a concep????o e os objetivos que guiaram a inven????o de um aparelho burocr??tico que, juntamente com o interventor federal, n??o s?? controlou as elites pol??ticas regionais, mas tamb??m contribuiu para a organiza????o do poder do Estado em bases nacionais, cooperando para viabilizar a capacidade estatal: os Departamentos Administrativos. Analiso o contexto pol??tico, os antecedentes legais e as inova????es institucionais do decreto-lei n?? 1202/39, a fim de responder a duas quest??es bem espec??ficas: por que e com que objetivo essa lei sobre a administra????o dos estados e dos munic??pios foi criada durante o Estado Novo?

Esta disserta????o discute o curso de forma????o dos Especialistas em Pol??ticas P??blicas e Gest??o Governamental - EPPGG. Para tanto, foi feito um breve levantamento hist??rico da origem dessa carreira, evidenciando as dificuldades que surgiram em sua implanta????o na burocracia da administra????o p??blica federal. O texto descreve o processo de sele????o e forma????o das turmas de EPPGG, dando maior aten????o ?? primeira turma, que se deu num contexto pol??tico espec??fico e ?? quinta turma, que foi o objeto do estudo de caso. Buscou-se fugir/escapar dos estudos puramente normativos ou inteiramente formalizantes. Desse modo, a an??lise privilegiou a reflex??o sobre as rela????es sociais cotidianas estabelecidas durante o curso, procurando desvelar conflitos e dilemas que demonstram fissuras internas da pr??pria carreira e da institui????o ENAP.
