In Australia, Vocational Education and Training (VET) programs are delivered in a variety of settings. You can be enrolled within a course in a high school, at a technical institution, private training provider or at your place of employment. Recognition of prior learning, on the job training and industry partnerships are strong factors supporting the change of delivery. The curriculum content within these programs has also changed. For example within the Business Services programs, the prerequisite and corequisite skill of touch keyboarding to an Australian Standard has moved from a core requirement in the 1990’s to an elective requirement in the 2000’s. Where a base skill becomes an elective skill, how does this effect the performance and outcomes for the learner, educator, employer and society as a whole? This paper will explore these issues and investigate the current position of standards within the VET curriculum today.

Informal learning networks play a key role in the skill and professional development of professionals working in micro-businesses within Australia’s digital content industry as they do not necessarily have access to a learning and development or a human resources section that can assist in mapping their learning pathway. Professionals working in this environment would typically adopt an informal learning approach to their skill and professional development by utilising their social and business networks. The overall aim of this PhD research project is to study how these professionals manage their skill and professional development, and to explore what role informal learning networks play in this professional learning context. This paper will describe the theme of the research project and how it fits with previous research and other relevant studies. Secondly, it will present the study’s research focus, and the research questions. It will also present relevant theories and perspectives, and the methods for empirical data collection. Data collection will be through three distinct phases using a mixed methods research design: an online survey, interviews, and case studies. It should be noted the findings presented in this paper offer some early results of the research project.

Internationally, vocational education and training (VET) is challenged by increasing skills shortages in certain industries and rapidly changing skill requirements. Rigid and centralised state bureaucracies have proven inadequate to adapt to these challenges. Increasingly, partnerships between schools and industry have been established as a potential strategy to address local labour market demand and to provide school to work transition programs. Drawing on experiences in Australia, this paper reports on a case study of government-let partnerships between schools and industry. The Queensland Gateway schools initiative currently involves over 120 schools. The study aimed to understand how partnerships were constructed in this initiative. Selected partnerships were analysed in terms of the following principles of public-private partnerships – efficiency, effectiveness, sustainability, and beneficiaries. Although there are some benefits of partnership activities reported by both school and industry stakeholders, little evidence was found that the above underlying principles had been addressed to a significant extent in the Gateway school initiative. Further, these partnerships are often tenuously facilitated by individuals who have limited infrastructure or strategic support. Implications are that project stakeholders have not sufficiently accommodated theoretical perspectives on implementation and management of partnerships. Similar initiatives may be improved if stakeholders are cognisant of the underlying principles supporting successful public-private partnerships.

Objectives – To describe the development of an educational workshop to develop procedural skills in undergraduate Paramedic students using fresh frozen cadavers and to report the student’s assessment of the program. Methods – A six-hour anatomy based workshop was developed using fresh frozen cadavers to teach a range of airway and invasive procedural skills to second year undergraduate paramedic students. Embedded QUAN (qual) methodology will be utilised to evaluate the student’s satisfaction, perception and quality of teaching as compared to other existing clinical teaching techniques such as high fidelity simulation. Students will be asked to complete an anonymous validated survey (10 questions formulated on a 5 point Likert scale) and provide a qualitative feedback pre and post the six-hour workshop. Results – This is a prospective study planned for September 2013. Low-risk human research ethics are being sought. Teaching evaluation results from the inaugural 2012 workshop (undergraduate and postgraduate Paramedic students) and interim results for 2013 will be presented. Conclusions – Clinical teaching using fresh frozen cadavers thus far has predominately been used in the education of medical and surgical trainees. A number of studies have found them to be effective and in some cases superior to traditional high fidelity simulation teaching strategies. Fresh frozen cadavers are said to provide perfect anatomy, normal tissue consistency and a realistic operative training experience (Lloyd, Maxwell-Armstrong et al. 2011). The authors believe that this study will show that the use of fresh frozen cadavers offers a safe and effective mode to teach procedural skills to student paramedics that will help bridge the skills gap and increase confidence prior to students undertaking such interventions on living patients. A modified training program may be formulated for general practitioners undertaking Emergency Medicine Advanced Rural Skills.

The delivery of vocational education and training (VET) is being challenged by either increasing skills shortages and/or rapidly changing skill requirements. To respond to this challenge, centralised state bureaucracies are increasingly adopting partnerships between schools and industry as a strategy to encourage school to work transition programs to address the local labour market demand. This paper reports on an Australian case study of government-led partnerships named the Queensland Gateway to industry schools initiative. 12 out of 120 school industry partnerships from five industry sectors were analysed in terms of the two commonly identified principles derived from the public-private partnership literature; efficiency and effectiveness. The study found that efficiency and effectiveness benefits of partnership activities were attributed to Gateway schools projects by both school and industry stakeholders. However, little evidence was found that the above underlying principles were addressed systematically. Implications are that project stakeholders would benefit from adapting theoretical perspectives regarding the implementation and management of partnerships to ensure the sustainability of partnerships.

Course evaluations are now a serious matter for universities trying to meet stakeholder needs and expectations, quality assurance, improvements and strategic decision making. Typically, students are invited to participate in surveys on how well the design and delivery aspects meet predetermined learning objectives, quality of teaching, and the types of improvements needed for future deliveries. We used the Most Significant Change technique to gather data on the impact of a leadership course on 18 Pacific Islanders who completed a Master of Education (Educational Leadership). Participants' views highlighted impacts that were of significance to the students and their workplaces. The findings demonstrate that the Most Significant Change technique offers a more comprehensive understanding of the impact of leadership development courses.

In 1992 the Queensland University of Technology (QUT) Convocation initiated the Mentor Scheme to assist students to better prepare for the transition to employment. The scheme has developed over the past six years and in 1998 more than 130 pairs of employers and students from 12 different disciplines participated in it. Evaluations indicate the positive impact the scheme has made on both mentors and mentees, particularly in enhancing mentees' career development.

People with mental health problems, learning difficulties and poor literacy and numeracy are at risk of social exclusion including homelessness. They are often disconnected from the Vocational Education and Training (VET) system, with few opportunities for education and employment. Academic research has demonstrated a link between literacy and numeracy and social inclusion, however, the pathways to enact this are not well understood. This report presents insights into how a community based adult literacy program in West End, Brisbane, was first established and has since evolved into a successful model of what we are calling ‘socially inclusive learning’. The research informing the report was conducted as a twelve-month study from April 2013 to April 2014 funded through a partnership involving Anglicare Southern Queensland, A Place to Belong and the School of Public Health and Social Work, Queensland University of Technology. The research was conducted by Greg Marston and Jeffrey Johnson- Abdelmalik. The aim of the study was to clarify the principles, practice and methodology of the Reading and Writing group (hereafter RAW) and identify the characteristics of RAW that support the social inclusion of the individual being provided literacy learning. The questions guiding the research included: • What are the key principles and practices of the RAW model? • How does the acquisition of literacy and numeracy skills contribute to the recovery of people with mental health and other issues? • How can the acquisition of literacy and numeracy skills support people’s social inclusion, including achieving employment and further education outcomes? A related aim of the project was to document how this community based literacy and numeracy program operates so that other organisations with an interest in addressing similar needs can learn from the model, particularly organisations that co-locate support and education and organisations that adopt a recovery approach when working with people with mental health challenges and intellectual and psychiatric disabilities. The report highlights the background to RAW, the learning philosophy of RAW, the profile of the participants in the program and the various roles and responsibilities and structure that supports the work of RAW. The report presents perspectives from the teachers, student participants and tutors on how the group is designed and the principles implemented.

Global shifts in design practice, design education and in higher education in general have radically changed teaching practices over the past decade. In a time of tightening budgets and other factors, various paradigm shifts and challenges are continually evolving and rapidly changing the higher education landscape. Rising to these challenges and responding to them is a complex task, requiring creative approaches applied to traditional methods and tools in interior architecture and interior design courses. The focus of this paper is a discussion of the adaptation of an ‘old school’ traditional tutorial approach within the context of online interior design education, which was applied in an endeavour to increase student engagement with current relevant literature pertinent to interior design theory and practice. The adaptation and application of this tutorial approach, the O-tutorial, creates a necessary link to critical thinking and meta-cognition connecting theoretical concepts to interior design process and practice. Initial data reveals that the O-tutorial allows students to engage and critically analyse issues surrounding theory and practice, thus equipping them with the skills as future design professionals. The paper concludes with reflections and recommendations for interior design education and future potential use and application of the O-tutorial.

Although there is a plethora of definitions of blended learning, the underlying distinguishing feature is the combination of traditional content delivery and the utilisation of technology. Within Medical Imaging undergraduate education there is evidence of advantages and increased student engagement when utilising a blended learning approach. Although the embedding of technology has been proven to be a useful teaching tool, “Educators should tailor their teaching media to learner’s needs rather than assume that web based learning is intrinsically superior”. This study aims to determine which clinical learning tools are perceived to be the most useful to the student in preparing them for placements.

In dem Bildungsbericht [von Dessau-Roßlau] wurden thematische Schwerpunkte festgelegt, die sich weitestgehend auf das formale Lernen in Institutionen beziehen. Thematisch hat der Bildungsbericht die folgenden Schwerpunkte: Elementare Bildung, Allgemeinbildende Schulen, Berufsbildungssystem – Berufsbildende Schulen, Hochschulbildung, Erwachsenenbildung, Weiterbildung und informelles Lernen. Da insbesondere die Übergänge zwischen den Institutionen wichtige Punkte in der Bildungsbiographie sind, werden sie in den jeweiligen Kapiteln kurz anhand ihrer Besonderheiten und Auffälligkeiten beschrieben. Neben der allgemeinen Darstellung der Teilbereiche werden alle Bereiche in Bezug auf drei Einflussfaktoren untersucht: Demographischer Wandel, Soziale Ungleichheit, Geschlechtsspezifische Ungleichheit. Diese drei Themenkomplexe sind als Querschnittsthemen allen Schwerpunkten vorangestellt und beschreiben, welchen Einfluss die jeweiligen Faktoren haben bzw. wie groß ihr Einfluss auf die Teilbereiche ist. Nadie cuestiona que una fuente de aprendizaje es el propio ámbito de trabajo, en el que todo profesional resuelve las funciones y tareas a las que se enfrenta diariamente a partir de su formación y de su experiencia. Reconocer esta experiencia en las titulaciones de Grado es un tema aún no resuelto. Pero este reconocimiento exige un proceso de evaluación, apoyado en metodologías y herramientas fiables y válidas, a partir del cual se valide que una persona ha adquirido un determinado nivel de logro en unas competencias en el marco de una cualificación profesional determinada. A raíz de los resultados obtenidos en 2 convocatorias dirigidas al reconocimiento de la experiencia profesional en el Grado en Educación Social impartido por la UNED, este articulo lleva a cabo un análisis de carácter descriptivo y en perspectiva comparada, entre ambas ediciones (2011-12 y 2012-13), con el fin de valorar la pertinencia de este proceso y la calidad de los resultados obtenidos. Con una muestra de 421 estudiantes hemos inferido la validez del procedimiento propuesto. Además, esta realidad nos muestra cuáles son las áreas de intervención más demandadas, los puntos fuertes y débiles de estos profesionales, las competencias más y menos consolidadas de acuerdo a la titulación que se imparte, etc. Disponer de estos datos, además de favorecer el desarrollo profesional de nuestros estudiantes, aporta una información clave para perfilar mejor las competencias específicas del título, trabajar de forma coordinada y colaborativa entre el mundo académico y el profesional, a la vez que responder a un derecho de nuestros estudiantes.

Ausgehend von dem von Friedrich Edding geprägten Begriff der Schlüsselfähigkeit entwickelte Dieter Mertens Anfang der 1970er Jahre sein Konzept der Schlüsselqualifikationen. Damit suchte er Wege, Menschen so zu qualifizieren, dass sie ihnen übertragene berufliche Aufgaben, auch in einem sich rasch verändernden Umfeld, bewältigen können. In der vorliegenden Arbeit wird gezeigt, dass die Rezeption des Begriffs in verschiedenen Bildungsbereichen mit unterschiedlichen Intensitäten und Resultaten verlief. Am folgenreichsten war die Rezeption in der Berufsbildung. Von wenigen skeptischen Stimmen abgesehen, stieß das Konzept der Schlüsselqualifikationen auf positive Zustimmung und mehrere Umsetzungsversuche wurden unternommen. Diese führten allerdings zu einer Verlängerung der Liste der Schlüsselqualifikationen (die ursprünglich von Mertens als abschließbar angedacht war). Ein Konsens, was in der Berufsbildung als Schlüsselqualifikationen zu gelten hat, ist immer noch nicht in Sicht. In den allgemeinbildenden Schulen hingegen fand das Konzept keine große Beachtung. Zwar wurde hin und wieder auf den Begriff zurückgegriffen, um beispielsweise allgemein verbindliche Standards in der Schule zu thematisieren oder neuen Inhalten eine Legitimation zu verschaffen, dennoch griff die Debatte in der Schulpädagogik nicht nachhaltig. Gründe dafür liegen zum einen in der dem Konzept inhärenten berufsvorbereitenden Funktion, die der Idealvorstellung einer zweckfreien Bildung widerspricht, zum anderen in der relativ straffen und zentralisierten Gestaltung der Lehrpläne. Die vorliegende Arbeit setzt sich mit dem Konzept der Schlüsselqualifikationen im Hochschulbereich auseinander. Eine Untersuchung von ca. 130 deutsch- und englischsprachigen Arbeiten, die Schlüsselqualifikationen im Hochschulbereich zum Thema haben, belegt eine sehr große Heterogenität der zugrunde liegenden Vorstellungen und konkreten Modelle. Es wird gezeigt, dass die zwei wichtigsten Ordnungsschemata, die gelegentlich zur Abgrenzung der Schlüsselqualifikationen gegenüber anderen Bildungskomponenten herangezogen werden (nämlich die Taxonomie der Lernziele von Bloom und das Handlungskompetenzmodell von Roth in der Weiterentwicklung von Reetz) mit keinem kohärenten Rahmenwerk, das der Fülle der Modelle von Schlüsselqualifikationen im Hochschulbereich gerecht wäre, aufwarten können. Eine Alternative bietet eine diskursanalytische Perspektive foucaultscher Prägung. Begriffen als eine diskursive Formation, haben Modelle der Schlüsselqualifikationen ihre Gemeinsamkeit nicht in dem vermeintlich gemeinsamen Gegenstand. Demnach sind Schlüsselqualifikationen in der heutigen Hochschuldebatte keine Qualifikationen suis generis, die eine eigene Kategorie bilden, sondern eine Antwort auf die Herausforderungen, die die verschiedenartigen Veränderungen in und um Hochschulen mit sich bringen. Es lassen sich drei Kontexte identifizieren, in denen die Modelle der Schlüsselqualifikationen der Herausforderung zu begegnen versuchen: in der Gesellschaft im Allgemeinen, in der vor-universitären Bildung sowie in der Hochschulbildung und in der Berufswelt. In diesen Kontexten artikulieren die Modelle der Schlüsselqualifikationen verschiedene Dimensionen, um Gesellschafts-, Studier und Beschäftigungsfähigkeit der Studierenden zu fördern. Eine vergleichende Analyse der Debatten und Modelle der Schlüsselqualifikationen in der BRD und in England zeigt, dass diese drei Kontexte in beiden Ländern vorfindbar sind, jedoch deren inhaltliche Vorstellung und konkrete Umsetzung aufgrund der Partikularitäten des jeweiligen Hochschulsystems unterschiedliche Akzentuierungen erfahren. Anders als in der BRD betonen die Modelle der Förderung der Studierfähigkeit in England die Brückenkurse als Hilfestellung bei der Vorbereitung auf das Studium. Das hängt mit den uneinheitlichen Zugangsregelungen zum Hochschulstudium und der hierarchischen Struktur im englischen Hochschulsystem zusammen. Bei der Förderung der Beschäftigungsfähigkeit setzen die Modelle der Schlüsselqualifikationen in Deutschland, wo traditionell ein Hochschulstudium als berufsvorbereitend angesehen wird, den Akzent auf Praxisbezug des Studiums und auf Flexibilität. In England hingegen, wo sich das Studium per se nicht als berufsqualifizierend versteht, rücken die Modelle der Schlüsselqualifikationen den Übergang in den Arbeitsmarkt und das Karrieremanagement - subsumiert unter dem Konzept der employability - in den Vordergrund.
