Spanish tourist destinations in rural areas have been established over more than two decades of implementation of various public policy instruments (mainly tourism and rural development policies). These convey complementary objectives in theory but provoke distant results in practice. The intervention of these instruments produces in the region of Sierra de Albarracín (Teruel) two types of destination whose sustainability is committed: the historical urban site of Albarracín as a consolidated cultural tourism destination based on heritage and the Sierra as a generic and incipient destination of rural tourism. It is discussed how the deployment of the local public action causes a fragmented territory in two models of management and tourism development. Cooperation is presented as a key element for the necessary rethinking of tourism development in the region.

Communities of practice (CoPs) are among the professional development strategies most widely used in such fields as management and education. Though the approach has elicited keen interest, knowledge pertaining to its conceptual underpinnings is still limited, thus hindering proper assessment of CoPs' effects and the processes generating the latter. To address this shortcoming, this paper presents a conceptual model that was developed to evaluate an initiative based on a CoP strategy: Health Promotion Laboratories are a professional development intervention that was implemented in local public health organizations in Montreal (Quebec, Canada). The model is based on latest theories on work-group effectiveness and organizational learning and can be usefully adopted by evaluators who are increasingly called upon to illuminate decision-making about CoPs. Ultimately, validation of this conceptual model will help advance knowledge and practice pertaining to CoPs as well as professional and organizational development strategies in public health.
Estratègies de finançament dels municipis turístics i competitivitat: el cas dels municipis catalans

La problemàtica del finançament dels municipis turístics és un assumpte present en el món local des de fa anys, tot i que no ha trobat una adequada resposta. Aquest treball pretén avaluar si les finances locals representen un problema per l'activitat turística i quines serien les possibles solucions. L'estudi de les característiques dels municipis turístics permet constatar les importants repercussions sobre el territori que comporta la gran concentració geogràfica del turisme, com el ràpid creixement demogràfic d'aquest municipis i un important augment dels habitatges. Dels resultats de la investigació es desprèn que els municipis turístics no tenen ni unes despeses, ni uns ingressos per càpita superiors als dels no turístics. Conseqüentment, tampoc presenten problemes de dèficit especials. El que es produeix és una redistribució interna de la despesa en perjudici de la despesa amb una baixa vinculació amb el turisme, que bàsicament té per destinatària la població resident

Local provision of public services has the positive effect of increasing the efficiency because each locality has its idiosyncrasies that determine a particular demand for public services. This dissertation addresses different aspects of the local demand for public goods and services and their relationship with political incentives. The text is divided in three essays. The first essay aims to test the existence of yardstick competition in education spending using panel data from Brazilian municipalities. The essay estimates two-regime spatial Durbin models with time and spatial fixed effects using maximum likelihood, where the regimes represent different electoral and educational accountability institutional settings. First, it is investigated whether the lame duck incumbents tend to engage in less strategic interaction as a result of the impossibility of reelection, which lowers the incentives for them to signal their type (good or bad) to the voters by mimicking their neighbors’ expenditures. Additionally, it is evaluated whether the lack of electorate support faced by the minority governments causes the incumbents to mimic the neighbors’ spending to a greater extent to increase their odds of reelection. Next, the essay estimates the effects of the institutional change introduced by the disclosure on April 2007 of the Basic Education Development Index (known as IDEB) and its goals on the strategic interaction at the municipality level. This institutional change potentially increased the incentives for incumbents to follow the national best practices in an attempt to signal their type to voters, thus reducing the importance of local information spillover. The same model is also tested using school inputs that are believed to improve students’ performance in place of education spending. The results show evidence for yardstick competition in education spending. Spatial auto-correlation is lower among the lame ducks and higher among the incumbents with minority support (a smaller vote margin). In addition, the institutional change introduced by the IDEB reduced the spatial interaction in education spending and input-setting, thus diminishing the importance of local information spillover. The second essay investigates the role played by the geographic distance between the poor and non-poor in the local demand for income redistribution. In particular, the study provides an empirical test of the geographically limited altruism model proposed in Pauly (1973), incorporating the possibility of participation costs associated with the provision of transfers (Van de Wale, 1998). First, the discussion is motivated by allowing for an “iceberg cost” of participation in the programs for the poor individuals in Pauly’s original model. Next, using data from the 2000 Brazilian Census and a panel of municipalities based on the National Household Sample Survey (PNAD) from 2001 to 2007, all the distance-related explanatory variables indicate that an increased proximity between poor and non-poor is associated with better targeting of the programs (demand for redistribution). For instance, a 1-hour increase in the time spent commuting by the poor reduces the targeting by 3.158 percentage points. This result is similar to that of Ashworth, Heyndels and Smolders (2002) but is definitely not due to the program leakages. To empirically disentangle participation costs and spatially restricted altruism effects, an additional test is conducted using unique panel data based on the 2004 and 2006 PNAD, which assess the number of benefits and the average benefit value received by beneficiaries. The estimates suggest that both cost and altruism play important roles in targeting determination in Brazil, and thus, in the determination of the demand for redistribution. Lastly, the results indicate that ‘size matters’; i.e., the budget for redistribution has a positive impact on targeting. The third essay aims to empirically test the validity of the median voter model for the Brazilian case. Information on municipalities are obtained from the Population Census and the Brazilian Supreme Electoral Court for the year 2000. First, the median voter demand for local public services is estimated. The bundles of services offered by reelection candidates are identified as the expenditures realized during incumbents’ first term in office. The assumption of perfect information of candidates concerning the median demand is relaxed and a weaker hypothesis, of rational expectation, is imposed. Thus, incumbents make mistakes about the median demand that are referred to as misperception errors. Thus, at a given point in time, incumbents can provide a bundle (given by the amount of expenditures per capita) that differs from median voter’s demand for public services by a multiplicative error term, which is included in the residuals of the demand equation. Next, it is estimated the impact of the module of this misperception error on the electoral performance of incumbents using a selection models. The result suggests that the median voter model is valid for the case of Brazilian municipalities.

This study examines how do the processes of politicization differ in the Finnish and the French local contexts, and what kinds of consequences do these processes have on the local civic practices, the definitions and redefinitions of democracy and citizenship, the dynamics of power and resistance, and the ways of solving controversies in the public sphere. By means of comparative anthropology of the state , focusing on how democracy actually is practiced in different contexts, politicizations the processes of opening political arenas and recognizing controversy are analyzed. The focus of the study is on local activists engaged in different struggles on various levels of the local public spheres, and local politicians and civil servants participating in these struggles from their respective positions, in two middle-size European cities, Helsinki and Lyon. The empirical analyses of the book compare different political actors and levels of practicing democracy simultaneously. The study is empirically based on four different bodies of material: Ethnographic notes taken during a fieldwork among the activities of several local activist groups; 47 interviews of local activists and politicians; images representing different levels of public portrayals from activist websites (Helsinki N=274, Lyon N=232) and from city information magazines (Helsinki-info N=208, Lyon Citoyen N= 357); and finally, newspaper articles concerning local conflict issues, and reporting on the encounters between local citizens and representatives of the cities (January-June in 2005; Helsingin Sanomat N=96 and Le Progrès N= 102). The study makes three distinctive contributions to the study of current democratic societies: (1) a conceptual one by bringing politicization at the center of a comparison of political cultures, and by considering in parallel the ethnographic group styles theory by Nina Eliasoph and Paul Lichterman, the theory on counter-democracy by Pierre Rosanvallon and the pragmatist justification theory by Luc Boltanski and Laurent Thévenot; (2) an empirical one through the triangulation of ethnographic, thematic interview, visual, and newspaper data through which the different aspects of democratic practices are examined; and (3) a methodological one by developing new ways of analyzing comparative cases an application of Frame Analysis to visual material and the creation of Public Justification Analysis for analyzing morally loaded claims in newspaper reports thus building bridges between cultural, political, and pragmatic sociology. The results of the study indicate that the cultural tools the Finnish civic actors had at their disposal were prone to hinder more than support politicization, whereas the tools the French actors mainly relied on were frequently apt for making politicization possible. This crystallization is defined and detailed in many ways in the analyses of the book. Its consequences to the understanding and future research on the current developments of democracy are multiple, as politicization, while not assuring good results as such, is central to a functioning and vibrant democracy in which injustices can be fixed and new directions and solutions sought collectively.

Ao longo da história, poucos fenômenos despertaram tanto interesse dos cidadãos, dispenderam tantos recursos do Estado e contribuíram tanto para o atraso de seu desenvolvimento quanto o problema da corrupção dos agentes públicos. Nesta tese, uso o conceito de improbidade para definir um tipo particular de fenômeno e distingui-lo de outros geralmente abrangidos pelo conceito de corrupção. A partir daí procuro responder as seguintes questões: quais elementos influenciam o processo de tomada de decisão do agente público para que considere o engajamento em uma improbidade? Que fatores estão associados à ocorrência de improbidades na Administração Pública municipal brasileira? Sob a perspectiva da nova economia institucional, a primeira parte da tese procede com a análise conceitual e metodológica do fenômeno, consubstanciado no referencial analíticos das improbidades, sustentando que: a) as improbidades correspondem a um gênero de atitudes oportunistas, dentre as quais se destaca uma espécie denominada transação corrupta; b) o processo de tomada de decisão do agente público, inserido no contexto de racionalidade limitada, orienta-se igualmente por elementos da análise custo-benefício (maximização da utilidade esperada), da dinâmica dos processos de aprendizagem e da barreira ético-moral dos próprios indivíduos. As demais partes da tese apresentam os resultados de uma investigação empírica sistemática, baseada nas informações de uma amostra aleatória de 960 municípios brasileiros auditados pela Controladoria-Geral da União. A análise evidencia os fatores associados à ocorrência das improbidades, tanto sob o ponto vista da literatura tradicional (modernização, capital social e rent-seeking), quanto da nova perspectiva analítica proposta, baseada nos mecanismos de governança. O teste a partir dos modelos tradicionais da literatura demonstra: a) a associação negativa entre a ocorrência das improbidades e os indicadores de desempenho institucional e de desenvolvimento socioeconômico dos municípios (em consonância com os efeitos comumente atribuídos as improbidades); b) a associação negativa entre a ocorrência das improbidades e os indicadores de modernização e de capital social dos municípios (em consonância com as causas comumente atribuídas as improbidades); c) a não associação entre a ocorrência das improbidades nos municípios brasileiros e os indicadores de incentivo ao comportamento rent-seeking (em oposição à clássica proposição de que quanto maior o tamanho do Estado, maior será a ocorrência de improbidades em razão dos incentivos oriundos de seu monopólio). Com base nos resultados obtidos, incorporo os supostos neoinstitucionalistas a análise das improbidades, interpretando-os como decorrência da inadequação das estruturas de governança dos contratos. Assim, para além do impacto do arranjo institucional, que abarca o controle parlamentar, administrativo e jurisdicional interno e externo dos recursos públicos federais transferidos aos municípios, apresento evidências de que as variações observadas na contagem de improbidades nos municípios brasileiros estão diretamente relacionadas à qualidade de seus mecanismos de governança. Dentre esses, destacam-se aqueles de natureza democrática: os mecanismos de controle social (os conselhos municipais de políticas públicas); os mecanismos de promoção da transparência (a qualidade do governo eletrônico); e os mecanismos de accountability (a disputa político-eleitoral). De acordo com o referencial analítico das improbidades, a existência e operação desses mecanismos elevam os custos de transação do agente público que, mesmo superando as limitações da barreira ético-moral e de aprendizado, ainda considera um eventual engajamento nesse gênero de atitudes oportunistas.

Veränderungen des Raum-Zeit-Verhaltens im Zuge von Lebensumbrüchen und ihre Anforderungen an die Stadt- und Verkehrsplanung am Beispiel des Eintritts in den Ruhestand. In der vorliegenden Dissertation wurde untersucht, ob und in welchem Maße sich das Raum-Zeit-Verhalten im Alltag mit dem Eintritt in den Ruhestand verändert. Bei der Untersuchung handelt es sich um eine mehrjährige Panel-Studie, die in den Regionen Hamburg und Kassel durchgeführt wurde. Mit insgesamt 50 Studienteilnehmern wurden vor und nach ihrem Ausscheiden aus dem Erwerbsleben umfassende Interviews geführt. Hierbei kam die an der Oxford University entwickelte „HATS“-Methode („Household Activity Travel Simulator“) zum Einsatz, die einen tiefen Einblick in die Alltagsstrukturen und das aus ihnen resultierende raum-zeitliche Verhalten ermöglicht. Ein Untersuchungsschwerpunkt lag auf der Verkehrsmittelwahl. Auf Grundlage der Untersuchungsergebnisse wurden Handlungsempfehlungen für die Stadt- und Verkehrsplanung abgeleitet. Es zeigte sich, dass die Studienteilnehmer mit ihrem Eintritt in den Ruhestand grundsätzlich deutlich später im Tagesverlauf als Verkehrsteilnehmer in Erscheinung treten. Darüber hinaus zeichnete sich ein Bedeutungszuwachs des Stadtquartiers bzw. der nahräumlichen Mobilität ab; der Fuß- und Fahrradverkehr gewinnt für die Alltagsmobilität an Bedeutung. Versorgungs- und Dienstleistungsangebote im eigenen Wohnquartier – und somit nutzungsgemischte Stadtquartiere – erweisen sich demnach insbesondere für die Gruppe der Ruheständler als besonders relevant. Trotz der steigenden Bedeutung des Fuß-und Fahrradverkehrs zeigt die Studie, dass dem Pkw in der Alltagsmobilität eine (nach wie vor) dominante Rolle zukommt – eine Entwicklung, die sich aufgrund des Kohorteneffekts eher noch verstärken wird. Im Rahmen der Diskussion geeigneter Handlungsansätze für die Stadt- und Verkehrsplanung zur Stärkung des Umweltverbundes werden – neben Interventionen zur Attraktivitätsminderung des Pkw – insbesondere verschiedene Maßnahmen zu Angebotsverbesserungen im ÖPNV behandelt. Dabei wird u. a. auch die Verhaltensrelevanz von Kostenwahrnehmungen betrachtet. Zusätzlich wird deutlich, dass bei der Etablierung verkehrsplanerischer Maßnahmen auch die zu-nehmende Bedeutung von Wegen, die in Begleitung anderer Haushaltsmitglieder zurückgelegt werden (Stichwort: Haushaltsmobilität), berücksichtigt werden muss. Der Eintritt in den Ruhestand erweist sich grundsätzlich als eine Umbruchsituation im Lebensverlauf, die ein Aufbrechen von (Verkehrs-)Gewohnheiten im Alltag begünstigt und die Betroffenen besonders empfänglich für Informationen zu verschiedenen Verkehrsangeboten bzw. Verhaltens-alternativen werden lässt. Hinsichtlich möglicher Handlungsansätze wird in dieser Studie u. a. thematisiert, wie im Rahmen einer zielgruppenspezifischen Kommunikation im ÖPNV dieses Zeit-fenster genutzt werden kann, um Menschen an der Schwelle zum Eintritt in den Ruhestand als regelmäßige Nutzer von Bus und Bahn (neu) zu gewinnen bzw. zu halten.

This thesis consists of a summary and four self-contained papers. Paper [I] Following the 1987 report by The World Commission on Environment and Development, the genuine saving has come to play a key role in the context of sustainable development, and the World Bank regularly publishes numbers for genuine saving on a national basis. However, these numbers are typically calculated as if the tax system is non-distortionary. This paper presents an analogue to genuine saving in a second best economy, where the government raises revenue by means of distortionary taxation. We show how the social cost of public debt, which depends on the marginal excess burden, ought to be reflected in the genuine saving. We also illustrate by presenting calculations for Greece, Japan, Portugal, U.K., U.S. and OECD average, showing that the numbers published by the World Bank are likely to be biased and may even give incorrect information as to whether the economy is locally sustainable. Paper [II] This paper examines the relationships among per capita CO2 emissions, per capita GDP and international trade based on panel data spanning the period 1960-2008 for 150 countries. A distinction is also made between OECD and Non-OECD countries to capture the differences of this relationship between developed and developing economies. We apply panel unit root and cointegration tests, and estimate a panel error correction model. The results from the error correction model suggest that there are long-term relationships between the variables for the whole sample and for Non-OECD countries. Finally, Granger causality tests show that there is bi-directional short-term causality between per capita GDP and international trade for the whole sample and between per capita GDP and CO2 emissions for OECD countries. Paper [III] Fundamental questions in economics are why some regions are richer than others, why their growth rates differ, whether their growth rates tend to converge, and what key factors contribute to explain economic growth. This paper deals with the average income growth, net migration, and changes in unemployment rates at the municipal level in Sweden. The aim is to explore in depth the effects of possible underlying determinants with a particular focus on local policy variables. The analysis is based on a three-equation model. Our results show, among other things, that increases in the local public expenditure and income taxe rate have negative effects on subsequent income income growth. In addition, the results show conditional convergence, i.e. that the average income among the municipal residents tends to grow more rapidly in relatively poor local jurisdictions than in initially “richer” jurisdictions, conditional on the other explanatory variables. Paper [IV] This paper explores the relationship between income growth and income inequality using data at the municipal level in Sweden for the period 1992-2007. We estimate a fixed effects panel data growth model, where the within-municipality income inequality is one of the explanatory variables. Different inequality measures (Gini coefficient, top income shares, and measures of inequality in the lower and upper part of the income distribution) are examined. We find a positive and significant relationship between income growth and income inequality measured as the Gini coefficient and top income shares, respectively. In addition, while inequality in the upper part of the income distribution is positively associated with the income growth rate, inequality in the lower part of the income distribution seems to be negatively related to the income growth. Our findings also suggest that increased income inequality enhances growth more in municipalities with a high level of average income than in municipalities with a low level of average income.

We estimate the effects of unconditional (full fiscal decentralization) versus conditional (partial fiscal decentralization) block grants on local public spending in Brazilian municipalities. Our results suggest that the effect of unconditional and conditional transfers do not differ statistically. Their combination promotes a full crowding-in effect on aggregate public spending — i.e., for $1 of unconditional and conditional grant receipts; we find $1 of additional local public expenditures, greater than the corresponding effect of local income, providing further evidence for the flypaper effect. Moreover, the effect of unconditional transfers on education (health) spending is smaller than the effect of conditional education (health) transfers but greater than the corresponding effect of local income. We consider four strategies to identify causal effects of federal grants and the local income on fiscal responses regarding Brazilian local governments: (i) a fuzzy regression discontinuity design, (ii) Redistributive rules of education funds, (iii) Oil and Gas production, and (iv) Rainfall deviations from the historical mean.

En ce travail nous discutons les limitation et les possibilites du développement qui rèsultent du process d'implantation d'une Association Intermunicipalee de la regiòn centrale du Estado São Paulo - Brasil. C èst une iniciative locale, sous les règles de la coopération Brasil-Italia. Les participants des cette association sont les villes du Araraquara, Ibaté, Gavião Peixoto, Ribeirão Bonito e São Carlos. En l'article ce sont aporteè les limitatiòn y les possibilitees de la gestion publique en la region. L association est proposeè comme un instrument du gestiòn de la politique locale.
