Buscou-se cartografar as instituies de assistência social que atendem infncia e adolescncia consideradas em situao de risco pessoal e social, em um municpio do interior do estado de So Paulo, utilizando o instrumental da anlise institucional. O papel de membro do Conselho Municipal dos Direitos da Criana e do Adolescente e do Conselho Municipal de Assistência Social facultou a realizao de uma anlise documental nos arquivos desses Conselhos, relativa s entidades assistenciais cadastradas, tais como organizaes governamentais, organizaes no-governamentais e outros estabelecimentos filantrpicos. Os resultados indicam que, no universo da Assistência Social, a constelao criana/adolescente orbita em torno do astro-rei socioeducativo. Todas as atividades desenvolvidas nas entidades parecem recobertas por esse significantemestre, que conota dimenses pedaggicas e teraputicas, educativas e corretivas, de vigilncia e de preveno, promovendo controle e normalizao.

In this thesis I discuss the role of the psychologist as a university professor and as intellectual from a specific context and also from a specific query. The context is the city of Teresina, capital city of Piau state, which is peripheral in Brazil s northeast region. The defiance here is to build a critical psychological tradition that will deal with the challenges imposed by the reality of poverty and socio-economic backwardness of the region. The greatest difficulty is the lack of a public institution of learning that carries out instruction, research and extension with commitment to social transformation, and with the production of a psychological knowledge that is able to understand local reality. I take it that the undergraduate course in Psychology at UESPI [State University of Piau] is the only one in Teresina that can take over such mission. The query is confronting violence against children and adolescents that defies us to ethically and politically commit to solidarity toward fragile human beings in need of adult involvement in order to survive this daily inhumanity. The involvement of psychologists from Teresina in this must result from a social commitment and a technical competence to deal with prevention and therapeutic consideration toward the victims. This dissertation is divided into three parts: the first is a study on the curriculum and the performance of psychologists, which revises the academic output in Brazil and envisages new queries to the theme, such as the role of teaching inside the curriculum, and presents social security (including Medicare) as the privileged field in which Brazilian psychologists perform. The second part contains a study on the concepts of childhood, adolescence and violence, which presents a consideration on the strategies to confront violence against children and adolescents. In the last part I discuss the role of the psychologist as teacher and intellectual in the context undergraduate course in Psychology at UESPI [State University of Piau] from the commitment to the protection of children and adolescents

Since the first years of the regulation of Psychology as a profession in Brazil, it has been carried out studies on the academic graduation, practice, workplace and the social commitment of the category. Despite the diversity of goals and propositions, these studies show that psychologists have been significantly inserted into the social policies field, implying changes in the profession. Since the 1980s, researches in Rio Grande do Norte corroborate the results of national studies. The aim of this paper is to study the insertion and professional career of psychologists in the social policies field in Rio Grande do Norte. In order to accomplish the final results of this paper, it was developed an exploratory research, with the use of a questionnaire, comprised of four parts: general data, academic graduation, complementary graduation and professional experience. The results show three groups of information: characterization, insertion and professional performance. It has been verified expressive insertion of psychologists into the social policies field (41%). The socio-demographic and graduation characteristics are not different from those shown by literature: women, young, from families with an average of 7 to 15 minimum wages. Most of them graduated from public institutions and with post-graduation studies in clinical area. The professionals studied seem to be in worse working conditions compared to the rest of the category, which are also in unfavorable conditions, especially the psychologists who work in social assistance institutions, which present greater problems in its structure. The activities developed do not show anything new, reserving conservative practices instead of effective innovations, emphasizing the discussion on the profession for not considering demands presented to the psychologists in the social policies field. With unique scenario, the eproduction of liberal values corroborates classic performance standards; an unpolitical and uncritical practice is diffused. It is then reconsidered the importance of critical studies that organize goals to the category, with the aim of political transformation concerning the current scenario.

Subject s identity is constituted in the relation with the other, which is characterized by dialeticity, and is configured as an identification and/or recognize movement, and strangeness and/or distance. In social interactions, people with whom subject relates himself assign meanings to him and, from these, the subject will ressignify, producing sense about himself. In other words, is through these interactions that subjects organizes themselves, recognize what is yours, and acquire the sense about themselves. It can be highlighted, too, the social-historic context s importance in the self-constitution process, whereas, from this, the subject produces particular forms of perception about reality charged with cultural meaning. Thus, the self-conception, the manners of thinking, of being, of relates, of take position against experiences, coming from values internalization, roles and related, are permeated by the manner witch the others relates themselves with the subject. However, when the relation with the other happens to be in a violent way, like in children sexual abuse, there are implications in the subjects constitution, whereas violates his physical and psychological integrities, as well as the rights of dignity, respect and even healthy physical, psychological and sexual developments. Therefore, this work aims to investigate how the identity process is constituted in children victims of sexual abuse. As specific aims the research proposes: 1) to characterize the relations between child and abuser, before and after the abuse act; 2) to identify images that the subjects, abuse victims, have about themselves and; 3) to identify the features of subject s relation with their own body. Toward this aims, procedures involving drawings, painting, collage, photography, activities with cardboard, colored pens, glue and tissue snips. The research took place at the Social Assistance Specialized Reference Center, where there is the treatment of children who suffered of rights violation, which includes sexual abuse. The research subjects were 3 girl children, between 6 and 10 years old, victims of sexual abuse. The corpus analyses was done through Thematic Content Analysis, structured in three meaning nucleus: 1) self-reference without the explicit attendance of other s discourse; 2) self-reference with the explicit attendance of other s discourse; 3) The other abuser. The analysis indicates that children, research subjects, have deteriorated images about themselves, about their bodies, which is consistent with the studies in the children and adolescents sexual violence field. In the other hand, were identified, too, self-references with positive values in the cases with mention about their way-of-being, which can be read as important to subject s development. About the other s discourse towards the subjects, were identified positive observations and found that these can contribute to subject s self-image reorganization. The contribution of negative comments, on the other hand, was showed in a more clear and incisive form in subject s constitution. There is, yet, an overvaluation of the other s discourse, so the meanings attributed toward them by the other are internalized, overshadowing the self-appreciation. To conclude, it can be highlighted that the need of psychological accompaniment of the children victims of sexual abuse, based on the possibility of this trauma experience elaboration, trying to overcome, as well as can be expected that this research s results contributes to the practices of professionals who work with subjects who have their rights violated

Domestic violence as a specific expression of violence against adolescents, is historically constructed from phenomenon of power relations that permeate the gender, ethnicity and social class, requiring differentiated attention. Sorting in A mass grave of what is understood by a child and teenager under the doctrines of the law of the minor and of irregular situation resulted, in General, in the preparation for the teenage audience, of policies and actions, fragile and inefficient with regard to domestic violence. Despite the status of children and adolescents clearly define what is meant by child and teenager, break with the menoristas doctrines and embrace the doctrine of integral protection, even if there is little guidance for the public actions and policies geared to the theme. Such deficiency contributes to characterize the current practice of social educators about domestic violence, marked by the absence of specific training; by inadequate working conditions; lack of preparation of the network of care. Thus, with the objective to start the discussion regarding the elements that make up the practice focused on this issue, the present study proposes to problematizing the design held by social educators working in public Social assistance of the city of Natal/RN, regarding the issue of domestic violence against adolescents, by paying attention to such things as their vocational integration, their training and their working conditions. Adopts norteadoras references as having its roots in the Pedagogia Problematizadora, Paulo Freire, and socio-historical perspective. The methodological procedure of nature quali-quantitative was lifting censitrio and psychosocial characterization of educators together to State and local Departments of assistance; the application of questionnaire to educators, composed of open and closed issues; and observation and field journaling activities of their work. Of network professionals, 111 64 replied to the questionnaire, which represents more than 50% of the total. Psychosocial characterization exposes data as the predominance of low family income and female professionals; the note identified that do not have a professional technical parameter, and the activities carried out in accordance with the representations of each professional the respect of labour, problematic and adolescents involved, revealing an individual perspective of action. And a preliminary analysis of responses to the questionnaire pointed out that such professionals are subjected to precarious working conditions, as well as one realizes a relative ignorance about the network of care for adolescents at risk and ACE, all this resulting in restricted marginalizantes conceptions, and misleading information regarding domestic violence against teenagers.

This research aimed to investigate the place of social policies in Psychology undergraduate programs from Piau/Brazil. A documental study was done by analysing the Projeto Pedaggico de Curso (PPC) from five universities. Also, interviews were conducted, for each program, with a coordinator and a professor who teaches subjects related to social policies. The main results indicates that the Psychology undergraduate programs in Piau are recent, created between the late 1990s and early 2000s, when professionals in this area were in demand. The social policies appear in PPC related to student profile; curricula emphasis, subjects and internships; albeit in a peripheral condition. Furthermore, disconnection between proposed profile and the curriculum; fragmentation and insufficient content about social policies; and predominance of clinical area were perceived in these institutions. It is noteworthy that health policies stand out in PPC while social assistance policy or other social policies were poorly mentioned. Therefore, the place of social policies must be reviewed in Psychology undergraduate programs from Piau in order to include other social policies and improve the subjects articulation, assuming a central, critical and policy perspective

The Shelters are responsible for caring for children and adolescents whose families or guardians are temporarily unable to fulfill his role as care and protection. The activities to be developed by psychologists in these services are greatly important for the elaboration and development of political- pedagogical project of the same, and for reasons pertaining to the present and future of children and adolescents received judgments. The psychologist puts up the challenge of contributing to a better care of children, also cooperating with the implementation of the new care standards of childcare. The aim of this study was to investigate the role of the professional psychologist in assistance to children and adolescents in 13 Shelters in the Metropolitan Region of Natal/RN. For both set out to make visits to the institutions to know how it is organized the field work of the psychologist, his routine work and activities developed. Nine psychologists interviewed according to a semi-structured interview script. The data analysis is supported by the theoretical aspects of dialectical materialism historical and theme content analysis was used. Results were presented from three angles: psychologists and institutional framework; activities, resources and methods of work; psychologists and legal frameworks of the Institutional Hospitality. The study points out the recent entry of the psychologist in Shelters, combined with considerable turnover of these professionals. This work has been organized through the Individualized Service Plan, prioritizing the return to family of origin. Moreover, in general, perform joints with the service network, reporting, individual consultations and follow-adoption processes . Staff members, however, feel a lack of specific and continuing training on special protection, including due to the distance between the proposed theory and practice. It was thus observed a movement of psychologists distance themselves from welfare or repressive practices, however the structural difficulties of services and lack of continuing education appear to limit the development of a performance focused on the transformation of the reality of children and adolescents treated and their families

The Family Scolarship Program while public politics of intersectorial form developed by Social Development Department and Famine Combat having with partner the Education Department and Health Department inaugurate in the country a new integrity way of the public politics, reinforcing a precept of 2004 Social Protection National Politics (PNAS 2004) that places the social protection while allied to the social and human development. The research INCOME TRANSFER AND LOCAL DEVELOPMENT: the family scolarship program in Pedra Grande-RN municipally had as aim to avaluate the permanent Family Scolarship Program as a possible element in local development of Pedra Grande-RN municipally understood as capacity expansion and improvement of life quality from its users. For this means we elaborate specifically the families` socio-economical profile; we avaluate the program repercussion in these families` lives; we analyse in which proportion occurred the capacity expansion and improvement of life quality of the users. The methodologic process was constituted by: literarture review about Income Transfer, Social Vulnerability, Development and Public Politics Avaluation to the criation of a theoric picture analysis. The documental research joined to the Social Development Department and Famine Combat of Pedra Grande Municipally Hall to obtain of the aims, program goals, and the profile of users. And finally, carrying out the interviews with the managers and experts of the Municipally Program and focal groups with the users to avaluate the permanent of the Program starting by the points of view of those ones. It was verified that the program expand the capacity (food, consumer goods and services, bank services access and wages) and improvement in life quality of the users. Nevertheless, there are deficiencies in coming with conditionality and from the use of resources the by families users

This rescearch comprises a study of the life condictions of the users of the Continuous Installment Allowance in the city of Macau, RN. This benefit has been predicted by the Federal 1988 Constitution and regulated by the Social Assistance Organic Law (LOAS), but it has been carried out only since january 1996. It consists of an amount of half a minimum salary given to old-age and handicapped peoplewhose families mathch the per capita income criterion of less than 0,25 minimum salary. It is a least-income policy relud by the principle of the smallest elegibility. The study focused on aged or handicapped people who were receiving the BPC from 1996 to 2004. Through a quatitative analysis, the life reality of these users has been critically examined. In order to achieve this, it has been necessary to trace their social and economical profile. The research revealed the precarious life conditions of the aged and handicapeed people after they were given the BPC, as well as their interpretation of this politcal directive, and also the need for revision of the eligibility criteria so that a public policy of integral service to the basic needs of the social being can be accomplished

This study is about the users' experiences of the services offered by League Against Cncer that are in treatment of breast cancer, focusing on how the health/illness process develops. It is distinguished, in this context, the National Politics of Health, approaching the sprouting, implantation and consolidation process of the Unified Health System and its shocks on the installment of health services to the low-income population as a legit right from Citizen Constitution. It has as an objective to analyze how the social-economic extract of these women intervenes with such process, the aspects who involve the cancer while a pathology, approaching the signals, symptoms, forms of prevention, diagnosis, among other aspects that configure themselves as important points to the understanding of these experiences, since the diagnosis, treatment and control phases. The research was carried out with 25 women, between the months of January and February of year of 2005. The used technique was the scriptstructured interview, whose universe was defined through intentional sample. The following distinguishes as a result of the research: The majority of the women has its origins on the interior of the state, possesses a familiar income from one to three minimum wages and didn't make any kind of prevention before diagnosis, currently make treatment, beyond other aspects. It becomes necessary posterior studies on this social problematic, with respect to the personal, professional, familiar and social daily behavior of these women. It is worth mentioning that the role of the social assistant in the developed work with these women, understanding all the impediments associated with such experiences, as well as giving information about the rights of the patients with cancer, conquered through the years

La sant et la maladie sont des objets de proccupation dans la socit. Tout au long de l'histoire de l'humanit, ils ont t traits sous diffrents yeux. La gographie est une faon de comprendre les processus lis des questions de sant et de maladie, de faon privilgie dans le but d'tre une science concernes par la zone gographique o cela implique non seulement une structure de la matire, mais les personnes et les flux dcoulant de la relation est tablie Entre la socit et la nature. Un lien est tabli entre l'organisation spatiale de la sant-maladie est au c ur de ce travail, avec la coupe Guarapes espace du quartier, situ dans l'ouest de la Rgion administrative de Natal (plus bolso pauvret de la ville) pour la priode correspondante de la 1990 par 2004 (jalon important pour le bien et la dynamique des populations de la zone d'tude) et de rduire le temps de la recherche. Au cours de l'analyse procde l'tude des formes de production et d'organisation de l'espace vcu. Depuis comprendre le quotidien des personnes souffrant d'un rseau de relations, motivs par les besoins et la solidarit qui gnrent des formes et des contenus qui faonnent l'aire gographique. Sur la base de revue de la littrature, la recherche empirique travers la ralisation des feuilles de route des entretiens avec le reprsentant des gens du quartier (rsidents, des dirigeants communautaires, des coordonnateurs pdagogiques, des infirmires et des agents de sant de la PSF). Outre les visites effectues l'Agence de rgulation des services d'assainissement de la municipalit de Nol - ARSBAN, le Secrtariat spcial pour l'Environnement et Urbanisme - SEMURB, secrtaire du Travail et de la protection sociale SEMTAS, Secrtariat municipal de la sant - SMS. Sur la base de l'espace vcu voir que les lments du quotidien local exercer une forte influence sur la sant et La maladie de la population tudie, avec un accent sur les problmes dcoulant de chmage, sous-emploi, l'inscurit et un manque d'assiduit de certains responsables de l'USF - Guarapes. La production et l'organisation de la rgion convergent l'apparition de maisons, les rues et les petits commerces non quips de l'infrastructure de base ddie la prise en charge des personnes favorables l'occupation dsordonne et non planifie pour plusieurs zones du district, ainsi que l'apparition De vecteurs transmetteurs de maladies

El presente trabajo se constituye en un estudio sobre la pobreza y las desigualdades socio territoriales en el Brasil, problematizando la perspectiva territorial de las polticas pblicas sociales observando la distribucin espacial del ndice de Desarrollo de las familias (IDF) en el municipio de Pau dos Ferros/RN, as como las principales polticas sociales, a ejemplo del Programa Bolsa Familia. En este sentido, el objetivo principal de esa disertacin se di en la tentativa de comprender la importancia de la lectura previa del territorio para la reflexin sobre la pobreza en su aspecto multidimensional y para la territorializacin de las polticas Pblicas sociales construidas en el intento de minimizar la problemtica de la desigualdad social, observando la distribucin espacial do IDF en el municipio de Pau dos Ferros/RN. A partir del objetivo general trazado, hicimos una revisin terica sobre los temas, pobreza, desigualdades sociales y polticas pblicas, en el primero caso atentando para el aspecto multidimensional de esta, abogando la importancia de analizarnos la pobreza no apenas por el nivel de rienda, pero considerando otras dimensiones que corroboran para la constitucin del ser pobre, como habitaciones precarias, falta de saneamiento bsico e infraestructura, el no acceso a la salud, la educacin y los otros servicios que posibilitan el individuo vivir con el mejor dignidad. Comprendiendo la importancia del conocimiento previo del territorio para que ocurra las debidas reflexiones e intervenciones en la realidad territorial buscamos reflexionar acerca de ese concepto en sus nexos con la construccin e implementacin de las polticas pblicas sociales teniendo la Poltica Nacional de Asistencia Social (PNAS) como poltica esencial y tambin el el Programa Bolsa Familia (PBF), una vez que buscamos compreender su importancia a partir de la visin del sujeto, o sea las beneficiadas del PBF en el Municipio de Pau dos Ferros. Para tanto, hicimos entrevistas orales con las beneficiadas del PBF que fueron elegidas aislada a partir de los equipos del CRAS, adems de la aplicacin de cuestionarios semiesctructurados y abiertos con gestores y asistentes sociales del muninicipio.Buscamos adems trabajar con algunos datos del Cadnico para el municpio en estudio proponiendo analisar las condiciones sociales y econmicas de las famlias cadastradas. Algunos resultados fueron posibles, a saber, es necesario interpretarse la pobreza a partir de varias dimensiones para no tener el riesgo de quedarnos solamente en la perspectiva financiera, o sea de la rienda, que mismo sirva para lo emergencial no es suficiente para transformar las condiciones de vida de las famlias; PNAS puede ser considerada como un avanzo de la poltica social en el Brasil una vez que posuye importancia fundamental en la familia. Sin embargo, es preciso avanzar en la interpretacin del territorio que en la poltica y en el habla de los agentes sociales , es interpretacin apenas como un recorte donde debern ocurrir las acciones para minimizar la pobreza ; al fin, o PBF es un programa de urgencia moral una vez que combate lo mas emergencial que es el directo de sobrevivir , pero aun no consegui transformar de una manera significativa la pobreza en el pas
