Le présent travail de recherche se propose d’analyser les dispositifs de gouvernance nodale de la sécurité locale en France, alors que le paradigme a vu le jour et s’est développé dans les pays anglo-saxons fortement décentralisés. C’est qu’en France les dispositifs de gouvernance nodale s’apparentent bien plus à un dialogue entre central et local qu’entre secteur public et privé. La recherche identifie ainsi les caractéristiques de la gouvernance nodale au cœur des dispositifs partenariaux de la sécurité locale, supportés par le Contrat Local de Sécurité (CLS), le Conseil Local de Sécurité et de Prévention de la Délinquance (CLSPD) ou encore le Groupe Local de Traitement de la Délinquance (GLTD). La recherche identifie ainsi les stratégies de décentrage de l’État et de transfert de la production de sécurité vers une diversité d’acteurs locaux, dont les maires et les services municipaux. Une diversité de politiques publiques locales de sécurité de pertinences différentes voit alors le jour. Le premier enseignement de cette recherche est l’importance du rôle joué par le node super-structurel, que nous appelons super-node et qui regroupe le maire ou l’élu local à la sécurité, le responsable de la police d’État, celui de la police municipale et le représentant de l’État. Il apparaît que dans le dispositif de gouvernance nodale, ce groupe informel génère la dynamique collective qui permet de regrouper, tant les producteurs que les consommateurs de sécurité locale gravitant au sein du réseau local de sécurité. La quarantaine d’entrevues qualitatives permet également d’identifier que la Justice, productrice de sécurité comme peut l’être aussi la sécurité privée ou la médiation sociale, apparaît plus distante que ce que pouvait laisser penser l’étude des textes réglementaires organisant le partenariat. Les bailleurs sociaux, les transporteurs et l’Éducation nationale apparaissent clairement comme des acteurs importants, mais périphériques de sécurité, en intégrant cette « famille élargie » de la sécurité locale. Le deuxième enseignement est relatif au fonctionnement même du dispositif nodal ainsi que du super-node, la recherche permettant d’identifier les ressources mutualisées par l’ensemble des nodes. Cela permet également d’identifier les mécanismes de répartition des tâches entre les différents acteurs et plus particulièrement entre les deux organisations policières d’État et municipale, travaillant autant en compétition, qu’en complémentarité. Cette recherche explore également le rôle joué par l’information dans le fonctionnement du super-node ainsi que l’importance de la confiance dans les relations interpersonnelles des représentants des nodes au sein du super-node. Enfin, l’étude permet également de mettre en perspective les limites du dispositif actuel de gouvernance nodale : le défaut avéré d’outils performants permettant d’informer convenablement le super-node quant aux phénomènes de violence ainsi que d’évaluer l’efficience du dispositif. Cela permet également de questionner l’autonomie des dispositifs de gouvernance nodale, la confiance pouvant ouvrir à la déviance et la collégialité au défaut de la traçabilité de la responsabilité. La fracture avec la société civile apparaît clairement et ne facilite pas le contrôle sur un mode de production de sécurité qui se développe en parallèle des dispositifs traditionnels de démocratie locale.

Farm communication and extension programs are vital part of the farm development attempts. Electronic media plays a major role in farm extension activities. Kerala, the consumer state, which was a complete agricultural state in pre-independence period, is the sprouting land of agricultural extension and publication activities in print media. Later AIR (All India Radio) farm programs and farm broadcasting of Doordarshan enriched the role of electronic media in farm extension activities. The media saturated southern state of India received this new electronic media farm communication revolution whole heartedly. However, after 1990, Kerala witnessed a flood of private T V channels and currently there are 24 channels in this regional language, named Malayalam. All major news and entertainment channels are broadcasting farm programs. Farm programs of AIR and Doordarshan, broadcasted in Malayalam language, have been well accepted to the farmers‘ in Kerala. However, post-independence period, witnessed the formation of Kerala state in Indian Union and the first ballot-elected communist Government started its administration. After the land reform bills, the state witnessed a gradual decrease in agricultural production. Even if it is not reflected much in the attitude and practices of farm community and farm broadcast of traditional electronic broadcasting, a change is observable after the post-liberalization era of India. Private Television channels, which were focused on entertainment value of programs, started broadcasting farm programs and the parameters of program production went through certain changes. In this situation, there is ample relevance for a study about the farm programs of electronic media in terms of a comparative study of audience perception. The study is limited in the state of Kerala as it is the most media saturated state in India. The study analyzes the rate, nature and scope of adoption of farming methods transmitted through electronic media (T.V. and Radio) in Malayalam language.All kinds of Farm programs including comprehensive program serials, success stories, seasonal cropping methods, experts opinion, been analyzed on the basis of the following objectives. To find whether propagating new farm methods through farm programs in electronic media or the availability of adequate infrastructure and economic factors make a farmer to adopt a new farming method. To find which electronic media has more influence on farmers to adopt agricultural programs. To find which form of electronic media gets better feedback from farmers To find out whether the programs of T.V. or Radio is more acceptable to farmers than the print media. To find whether farmers gets the message through their preferred medium for the message. The researcher recorded opinions from a panel of agricultural officers, farm Information officers, agro extension researchers and experts. According to their opinions and guidelines, a pilot study is designed and conducted in Kanjikuzhy Panchayath, in Alappuzha district, Kerala. The Panchayath is selected by considering its ideal nature of being the sample for a social Science research. Besides, the nature of farming in the Panchayath, which devoid of the cultivation of cash crops also supported its sample value. As per the observations from the pilot study, researcher confirmed the Triangulation method as the methodology of research. The questionnaire survey, being the primary part contained 42 Questions with 6 independent and 32 dependent variables. The survey is conducted among 400 respondents in Idukki, Alappuzha and Pathanamthitta districts considering geographical differences and distribution of different types of crops. The response from a total of 360 respondents, 120 from each district, finally selected for tabulation and data analysis.The data analysis, based on percentage analysis, along with the results from focus group discussion among a selected group of 20 farmers, together produced the results as follows. Farmers, who are the audience of farm programs, have a very serious approach towards the medium. They are maintaining a critical point of view towards the content of the programs. Farmers are reasonably aware about the financial side of the programs and the monitory aspirations of both private and Government owned Television channels. Even though, the farmers are not aware on the technical terminology and jargons, they have ideas about success stories, program serials and they are even informed about channels are not maintaining an audience research section like AIR. Though the farmers accept Doordarshan as the credential source of farm information and methods, they are inclined to the entertainment value of programs too. They prefer to have more entertainment value for the programs of Doordarshan. Surprisingly, they have very solid suggestions on even about the shots which add entertainment value to the farm broadcasting methods of Doordarshan. Farmers are very much aware about the fact that media is just an instrument for inspiration and persuasion. They strongly believe that the source of information and new methods is agricultural research and an effective change happens only when there are adequate infrastructure and marketing facilities, along with the proper support from Government agricultural guideline and support systems like Krishi Bhavans. They strongly believe that media alone cannot create any magic in increasing agricultural production. Farmers are pointing out the lack of response to the feedback and queries of farmers on farming methods, as an evidence for the difference in levels of commitment of Government and private owned Television channels.Farmers are still perceiving AIR farm programs are far more committed to farmers and farming than any other electronic medium. However, they are seriously lacking Radio receivers with medium wave reception facility. Farmers perceive that the farming methods on new crops are more adoptable than the farming methods of traditional crops in both private and Government owned Television channels. There are multiple factors behind this observation from farmers. Farmers changed in terms of viewing habits and they prefer success stories, which are totally irrelevant and they even think that such stories encourage people to go for farming and they opined that such stories are good sources of inspiration. However, they are all very much sure about the importance and particular about the presence of entertainment factor even in farm programs. Farmers expect direct interaction of any expert of the new farming method to implement the method in their agriculture practices. Though introduction of a new idea in the T.V. is acceptable, farmers need the direct instruction of expert on field to start implementing the new farming practices Farmers still have an affinity towards print media reports and agricultural pages and they have complaints to print media on the removal of agricultural information pages from news papers. They prefer the reports in print media as it facilitates them to collect and refer articles when they need it. Farmers are having an eye of doubt about the credibility of farm programs by private T.V. channels. Even if they prefer private Television channels for listening and adopting new farming methods and other farm information, they scrutinize programs to know whether they are sponsored programs by agrochemical or agro-fertilizer manufacturer.

When we consider Kerala and Karnataka States according to their levels of decentralisation. Kerala is at the beginning of the scale of decentralisation whereas Kamataka has moved far ahead along this scale. Therefore I in order to conduct a comparative study of the SUbject under analysis t Kamataka has been selected owing to the fact that it is in an advanced stage in the experience of district planning compared to Kerala , Karnataka could successfully implement district planning and it is me of the pioneering states in this regard. But Kerala has not gained much experience in the field of decentralised district planning till now. Furthermore Kerala and Kamataka states are selected for the present study due to operational reasons I besides the author I s familiarity with the socia-economic conditions of these states. Thus. an analysis of the district planning experience of Kamataka will provide constructive and valuable information. which will be of great importance to Kerala State, which is now aspiring to introduce ful.I-f'Iedge district planning by constituting elected District Coancils in every district of Kerala. Moreover. the findings and policy implications of the present study will be of immense help to planners, politicians. administrators, academicians and people at large.

La construcción e implementación de una Política Pública de Mujer y Género, puesta en marcha a través del Plan de Igualdad de Oportunidades para la Equidad de Género en Bogotá Distrito Capital (2003-2005), es el resultado de la construcción e integración de saberes de índole interdisciplinar desarrollado en el mundo hace más de un siglo- y del trabajo realizado en Colombia hace poco más de una década- por organizaciones colectivas de mujeres en el Distrito, en su intento por incorporar las necesidades, intereses y propuestas de género en las agendas políticas y propuestas programáticas de la alcaldía de turno, para el caso del Alcalde elegido para el periodo 2004-2008, entonces candidato, Luís Eduardo Garzón.

La idea central de este texto es que la ineficacia del voto programático (un tipo de voto que vincula a algunos gobernantes en Colombia al cumplimiento de su programa de gobierno) debe ser duramente criticada desde una comprensión participativa y deliberativa de democracia y desde el punto de vista de la obligatoriedad del Derecho, y por lo tanto resuelta a partir del desarrollo de las garantías del voto programático ya previstas en la Constitución y en la ley, así como a partir de la creación de nuevas garantías. En la primera parte del texto, correspondiente al marco teórico de la investigación, se desarrolla el tema de los posibles vínculos entre quienes están sujetos al poder político y quienes lo ostentan en una democracia (básicamente, mandato representativo y mandato imperativo). En la segunda parte, luego de la descripción normativa del voto programático, se ofrece una revisión detallada de la revocatoria del mandato en Colombia, teniendo en cuenta los últimos avances legislativos e información sobre su puesta en práctica. Así mismo, el trabajo incorpora un estudio de la correspondencia que debe existir entre los planes de desarrollo de departamentos y municipios y los programas de gobierno impuestos por la vía del voto programático a los elegidos gobernadores y alcaldes, así como un análisis del tema del control sobre la Administración a partir de la idea de accountability. Finalmente, se ha incluido un capítulo que plantea la posibilidad de considerar el cumplimiento de las promesas políticas como un derecho subjetivo.

As ubiquitous systems have moved out of the lab and into the world the need to think more systematically about how there are realised has grown. This talk will present intradisciplinary work I have been engaged in with other computing colleagues on how we might develop more formal models and understanding of ubiquitous computing systems. The formal modelling of computing systems has proved valuable in areas as diverse as reliability, security and robustness. However, the emergence of ubiquitous computing raises new challenges for formal modelling due to their contextual nature and dependence on unreliable sensing systems. In this work we undertook an exploration of modelling an example ubiquitous system called the Savannah game using the approach of bigraphical rewriting systems. This required an unusual intra-disciplinary dialogue between formal computing and human- computer interaction researchers to model systematically four perspectives on Savannah: computational, physical, human and technical. Each perspective in turn drew upon a range of different modelling traditions. For example, the human perspective built upon previous work on proxemics, which uses physical distance as a means to understand interaction. In this talk I hope to show how our model explains observed inconsistencies in Savannah and ex- tend it to resolve these. I will then reflect on the need for intradisciplinary work of this form and the importance of the bigraph diagrammatic form to support this form of engagement. Speaker Biography Tom Rodden Tom Rodden (rodden.info) is a Professor of Interactive Computing at the University of Nottingham. His research brings together a range of human and technical disciplines, technologies and techniques to tackle the human, social, ethical and technical challenges involved in ubiquitous computing and the increasing used of personal data. He leads the Mixed Reality Laboratory (www.mrl.nott.ac.uk) an interdisciplinary research facility that is home of a team of over 40 researchers. He founded and currently co-directs the Horizon Digital Economy Research Institute (www.horizon.ac.uk), a university wide interdisciplinary research centre focusing on ethical use of our growing digital footprint. He has previously directed the EPSRC Equator IRC (www.equator.ac.uk) a national interdisciplinary research collaboration exploring the place of digital interaction in our everyday world. Abstract Big data nowadays is a fashionable topic, independently of what people mean when they use this term. But being big is just a matter of volume, although there is no clear agreement in the size threshold. On the other hand, it is easy to capture large amounts of data using a brute force approach. So the real goal should not be big data but to ask ourselves, for a given problem, what is the right data and how much of it is needed. For some problems this would imply big data, but for the majority of the problems much less data will and is needed. In this talk we explore the trade-offs involved and the main problems that come with big data using the Web as case study: scalability, redundancy, bias, noise, spam, and privacy. Speaker Biography Ricardo Baeza-Yates Ricardo Baeza-Yates is VP of Research for Yahoo Labs leading teams in United States, Europe and Latin America since 2006 and based in Sunnyvale, California, since August 2014. During this time he has lead the labs in Barcelona and Santiago de Chile. Between 2008 and 2012 he also oversaw the Haifa lab. He is also part time Professor at the Dept. of Information and Communication Technologies of the Universitat Pompeu Fabra, in Barcelona, Spain. During 2005 he was an ICREA research professor at the same university. Until 2004 he was Professor and before founder and Director of the Center for Web Research at the Dept. of Computing Science of the University of Chile (in leave of absence until today). He obtained a Ph.D. in CS from the University of Waterloo, Canada, in 1989. Before he obtained two masters (M.Sc. CS & M.Eng. EE) and the electronics engineer degree from the University of Chile in Santiago. He is co-author of the best-seller Modern Information Retrieval textbook, published in 1999 by Addison-Wesley with a second enlarged edition in 2011, that won the ASIST 2012 Book of the Year award. La deslegitimación de los partidos políticos tradicionales en Colombia y Paraguay constituye un viaje de teorías y percepciones alrededor de la corresponsabilidad de la representación política que recae sobre electores y elegidos. A través de un estudio de la historia política y de los partidos en dos sistemas aparentemente distintos como lo son el sistema consociacional colombiano del frente nacional y el bipartidismo paraguayo durante la dictadura de Strossner se evidencia un desgaste institucional cuya resultante es la creciente desilusión del ciudadano, que conlleva el surgimiento de nuevas fuerzas políticas y el rezago de las tradicionales.

Uno de los grandes cambios establecidos en la Constitución de 1991, y el principal dentro del sistema electoral, fue el establecimiento de la circunscripción nacional para la elección del Senado de la República. Como toda norma, tenía unos objetivos claros a la hora de su implementación que eran, sin duda alguna, visibles en las extensas discusiones dentro del proceso constituyente. Este artículo pretende evaluar uno de esos objetivos, específicamente el orientado a la búsqueda manifiesta de hombres y mujeres que forjasen proyectos políticos para todo el colectivo colombiano y que, al hacerlo, buscasen su elección en todo el territorio nacional y se autoconcibieran como líderes de toda la nación, superando el vínculo tradicionalmente regional que la historia ha visto pasar por el Senado en sus extensos 60 años de existencia. Para ello hemos sistematizado, descrito y analizado los resultados de los cinco eventos electorales que se han llevado a cabo para la elección del Senado desde 1991, con la ayuda de una revisión bibliográfica pertinente que permite comprender dichos resultados y ubicarlos en una esfera lógica de comportamiento de los candidatos escogidos en la circunscripción nacional. En este caso la explicación se inscribe dentro de la teoría de elección racional.-----One of the great changes established in the Constitution of 1991, and the main one within the electoral system, was the establishment of National Electoral District for the election of the Senate of the Republic. As with all laws, there were clear objectives at the time of its implementation that are, without doubt, visible in the extensive discussions within the constitutional process. This article intends, therefore, to evaluate one of these objectives, specifically the one focused on the public search for men and women who would forge political projects for Colombia as a whole and by doing so, would seek to be elected across the national territory and to design themselves as leaders of the whole country, thus overcoming the traditional regional links that history has seen pass through the Senate in its extensive 60 yeas of existence. In this light, the electoral results of the five electoral events that have taken place for the election of the Senate since 1991, have been automated, described, and analyzed, with the help of the relevant bibliographic review that allows to understand said results and place them within the logical sphere of the behavior of candidates chosen in the national district; in this case, the explanation is in line with the rational election theory.

El propósito del presente trabajo de grado es determinar la incidencia que tuvo la trashumancia electoral en los comicios locales de 2003-2007-2011 en Boyacá, para la designación de Alcaldes municipales en dichos momentos. De esta manera, se sostiene que el fraude en inscripción de cédulas, como se le conoce al delito, ayudó a llegar al poder a líderes que utilizaron el transporte de votantes como forma de hacerse elegir en cada uno de los territorios en los que aspiraban al cargo. Por ello, se identificaron las inconsistencias existentes entre el crecimiento poblacional mayor de 18 años y el censo electoral de cada uno de los periodos analizados, considerando las diferentes denuncias tanto administrativas como penales, presentadas ante los organismos competentes, así como las percepciones sociales a través del análisis de prensa local. Con esto, se busca dar a conocer una de las consecuencias del fraude en los contextos democráticos.

El presente proyecto, se planteó una necesidad clara por satisfacer. Las organizaciones hoy en día, necesitan nuevas herramientas que permitan predecir y minimizar riesgos de mercado, con el fin de mejorar su desempeño, su competitividad, su salud financiera y sobre todo, ser más perdurables en ambientes caóticos e inestables. Se planteó un objetivo claro a cumplir, cómo pueden las empresas mejorar su relación con los consumidores y sus comunidades, con el fin de, identificar factores que impacten positivamente la salud financiera de las organizaciones. Es pertinente, el estudio de la salud financiera en empresas de mercados emergentes y los impactos en la implementación de diferentes estrategias comunitarias para establecer métodos que minimicen los riesgos y mejoren el desempeño empresarial. Para cumplir la propuesta planteada, fue necesario abarcar diferentes fuentes de información relacionadas a temas financieros y de mercadeo. Se buscó, tomar ejemplos, teorías y modelos ya implementados en estudios similares y con objetivos en común, relacionados a: uso de indicadores financieros, valoración corporativa, valoración de los estados financieros, diagnóstico de la salud financiera, el uso de estrategias de mercadeo relacional, la fidelización de clientes y el uso de estrategias comunitarias. Además, fue necesaria la búsqueda de empresas en los mercados emergentes de Brasil y Colombia, que representan el tipo de muestra deseada para desarrollar el estudio y sus objetivos. A dicha empresa, se le realizará una serie de estudios para poder satisfacer las necesidades planteadas en el presente proyecto. Por medio de dichos estudios, se pretende identificar relaciones en el uso de estrategias comunitarias y sus impactos en la salud financiera de las organizaciones. Es importante, identificar factores de riesgo y de protección para prevenir impactos negativos o potencializar aquellos que beneficien a las empresas. Con lo anterior, será posible obtener pruebas o herramientas que mejoren los procesos de toma de decisiones de alta dirección, la formulación de directrices en estrategia corporativa y definición de ventajas competitivas de la organización. Se pretende, brindar una aproximación a nuevos conocimientos y enfoques de estudios, expuestos en el proyecto, para mejorar la ciencia de la gestión, el desempeño y la perdurabilidad empresarial en mercados emergentes. El proyecto, tomó como fuente de estudio, el banco Brasileño Itau Unibanco Holding S.A. que representa de la mejor forma, el tipo de muestra necesaria para poder cumplir con los objetivos planteados. El banco, tienen presencia en la región bastante importante y sigue con metas de expansión e internacionalización. Además de eso, es considerado el banco privado más grande de Brasil, el cuarto mayor de Chile y la quinta institución financiera de Colombia. Ha sido ganador, de varios galardones y reconocimiento por sus buenas practicas, su enfoque hacia la sostenibilidad, la sociedad, el buen ambiente y los derechos. El proyecto, culminó demostrando que efectivamente el uso de estrategias comunitarias tiene un impacto importante en la imagen corporativa, la reputación y como consecuencia, en la estabilidad financiera. Se evidenció, también, el desempeño del banco Itau Unibanco Holding del año 2013, donde, se aplicaron diferentes estudios, indicadores y demás, que demostraron un buen resultado, y por ende, una fuerte posición y salud financiera. Adicionalmente, se mostraron diferentes tipos de estrategias que el banco usa hoy en día dirigidas a las comunidades, evidenciando ejemplos en Brasil y en Chile y describiendo los proyectos, los programas o las estrategias que el banco usa para aportar a la comunidad, ser parte de la sociedad, mejorar su imagen, aumentar su reputación, profundizar en la caracterización de las necesidades de sus consumidores y revertir todo lo anterior en mejores soluciones, mejores productos y mejores formas de relacionamiento. Dicha integración en el ambiente y en el entorno de sus consumidores impacta de buena manera los resultados financieros y permite que la posición en el mercado se mantenga fuerte y firme.

Free media may not favor political accountability when other democratic institutions are weak, and may even bring undesirable unintended consequences. We propose a simple model in which politicians running for office may engage in coercion to obtain votes. A media scandal that exposes these candidates increases their coercion effort to offset the negative popularity shock. This may result in the tainted politicians actually increasing their vote share. We provide empirical evidence from one recent episode in the political history of Colombia, the ‘parapolitics’ scandal featuring politicians colluding with illegal armed paramilitary groups to obtain votes. We show that colluding candidates not only get more votes than their clean competitors, but also concentrate them in areas where coercion is more likely (namely, areas with more paramilitary presence, less state presence, and more judicial inefficiency). Harder to reconcile with other explanations and as a direct test of the effects of media exposure, we compare tainted candidates exposed before elections to those exposed after. We find that those exposed before elections get as many votes as those exposed once elected, but their electoral support is more strongly concentrated in places where coercion is more likely. Our re

In 2003, an electoral reform changed the mechanism to assign seats in the Colombian Congress. I simulate the 2006 Senate elections using the previous assignment mechanism to determine which senators benefited from the reform, i.e. would have not been elected had the reform not been made. With the results of the simulation, I use a regression discontinuity design to compare the senators that would have been barely elected anyways with those who would have lost, but were near to be elected. I check the differences in the amount of law drafts presented, the attendance to voting sessions, and a discipline index for each senator as proxy of their legislative behavior. I find that the senators benefiting from the reform present a different legislative behavior during the 4-year term with respect to the senators that would have been elected anyways. Since the differential legislative behavior cannot be interpreted as being better (worse) politician, I examine if the behavioral difference gives them an electoral advantage. I find no difference in the electoral result of 2010 Senate election in terms of the probability of being (re)elected in 2010, the share of votes, the share of votes within their party list, and the concentration of their votes. Additionally, I check the probability of being investigated for links with paramilitary groups and I find no differences. The results suggest that political reforms can change the composition of governing or legislative bodies in terms of performance, but it does not necessarily translate into an electoral advantage.

En este trabajo se logra identificar una fuerte y positiva relación entre el liderazgo transformacional y la teoría de las inteligencias múltiples. Así pues, se ha encontrado que los líderes transformacionales usan, consiente o inconscientemente, la teoría de las inteligencias múltiples como herramienta para potencializar a cada uno de sus seguidores y conseguir un fin común dentro de la empresa.

Esta investigación se centra en la Fédération Internationale de Football Association (FIFA) como organización política. Intenta responder dos interrogantes primordiales: 1) ¿cómo la FIFA ha constituido el poder que tiene actualmente y, así, hacerse del monopolio indiscutido del fútbol? Y 2) ¿cómo ha cambiado en el tiempo la política interna de FIFA y su vínculo con la política internacional? Para lograr esto, se realiza un estudio histórico, basado principalmente en documentos, que intenta caracterizar y analizar los cambios de la organización en el tiempo. Se enfatizan las últimas dos presidencias de FIFA, de João Havelange y Joseph Blatter, como casos de estudio.
