According to the Public National Security Plan, the security is "[ ] a right by democratic excellence legitimately desired by all sectors of society, which is the fundamental right of citizenship, obligation of the constitutional state and responsibility of each one of us." The 1988 Constitution recognized the rights of life, liberty and personal integrity, considered torture and racial discrimination as crimes. The prime directive of the National Security and Citizenship (Law No. 11,707 of June 19, 2008 - PRONASCI-Brazil) expresses the commitment of the Brazilian state with the promotion of human rights. But despite this formal recognition, official violence continues to be used as a means of maintaining social order, consolidating a police action violating human rights (Amnesty International report "They go in shooting" - AI Index: AMR 19/025/2005) . This thesis analyzes the police work combined with the extension of citizenship rights, the spaces of freedom and democracy as a measure for the degree of affirmation or denial of the Human Rights in Brazil, and proposes the construction of a human friendly Police Force (Post - Colonial, Post-Abyss, Intercultural and Democratic)

As a result of the prediction of irreversible changes on necessary conditions to maintain life, including human, on the planet, environmental education got the spotlight in the political scenario, due to social pressure for the development of individual and collective values, knowledge, skills, attitudes and competences towards environmental preservation. In Brazil, only in 1999 the right for environmental education was officially granted to people, having the status of essential and permanent component in the country s education. Since then, it has been Government s duty, in each federal branch, to plan actions to make it happen, in an articulate way in all levels and modalities of the education process, both formally and informally. This work of research has environmental education in the school as subject matter, and aims on analyzing social and political mediations established between this National Environmental Education policy and the contexts associated to the legislative production process, the political nature of the conceptions about environmental education that underlie Law 9.795/99 (Brazil, 2009c) and also Rio Grande do Norte Government s actions and omissions related to the imperative nature of the insertion of environmental education in the schools ran by the state, during the ten years this law has been in force. The investigation of the subject matter was led by a social and historical understanding of the social and environmental phenomena, as well as of the education system as a whole, considering that only through a dialectical view we can see the real world, by destroying the pseudo-concreteness that surrounds the topic. While analyzing, we assumed that in face of the dominance of a social organization in which market regulations rule on environmental ones, by developing individual and collective critical conscience, environmental education can become a threat to dominant economical interests in exploiting natural resources. The results of this research suggest that as an educational practice to be developed in an integrated, continuous and permanent fashion in all levels and modalities of formal education, environmental education has not yet come to pass in the state of Rio Grande do Norte, due to the neglect and disrespect of the government when facing the need of promoting the necessary and legally appointed measures to make it present in the basic education provided by the state. The legislators silence when it comes to approving a regulation on environmental education essential to define policies, rules and criteria to teaching the subject in the state and the omission from the public administration regarding critical actions in order to integrate in public schools the activities related to the National Environmental Education Policy, represent a political decision for not doing anything, despite the legal demand for an active position. This neglecting attitude for the actualizing of strategically concrete actions, urgent and properly planned for the implementation of environmental education in schools in a multidisciplinary way, exposes the lack of interest the predominant classes have in such kind of education being made available, as it could be developed based on a critic political view, becoming a political and educational action against dominance. When analyzing the basic principles and fundamental goals in Law 9.795/99 (Brazil, 2009c) the development of a critic environmental education is really possible and concurs with the National Environmental Education Policy, reflecting the social and political mediations established between this public policy and the contexts associated to its legislative production process, which are responsible for approving a regulation which also represents the mind of the people about environmental protection above anything else

This research work is focused to show the changes in educational administration from the agreements between the Mossoró / RN and the Ayrton Senna Institute IAS, for education provision. Nowadays, the partnership policy is a constitutive element of the reform of the Brazilian State, which dropped its action on social policies and to strengthen its regulatory role, encouraging private participation in planning, preparation and implementation of public policies, new printing setting the political-social. In this context, the 10 Note Management Programme, developed by the IAS, is part of the neoliberal logic of modernization of public school systems, focusing on results and developing strategies for control and regulation of schools work and its efficiency, effectiveness and greater productivity. The 10 Note focuses on two dimensions: the management of learning and teaching in networking, in a managerial perspective to overcome the culture of failure (expressed as age-grade, dropout and repetition rates in) and implantation of culture of success (as measured in the improvement of the indices). To understanding the process, we have delimited as the object of study, the process of implementing them mentioned program in the city, which its objective is to analyze implications for the school community from the perspective of democratic management, adopting the dimensions of autonomy and participation in institutional processes as a criterion of analysis. From a methodological point of view, the survey was conducted from a literature review and documentary about educational policy developed in the country since the 1990´s, seeking to understand, in a dialectical perspective, the political dimensions of teaching, training and performance of the subjects involved in the school work. Besides the empirical observation, it was also used semi-structured interviews with a methodological tool for gathering information and opinions about the partnership and the implementation of the 10 Note Management Program in the county. The interviewee participants were ex-former education managers, coordinators, school managers, secretaries and teachers. Regarding the dimensions inside the analysis (autonomy and participation), the research led to the conclusion: that GEED, under the guidance of IAS promoted regulation of school autonomy, set up the selection process for exercising the office of school administration and system awards to schools, pupils and teachers, subject to results, there is mismatch between the managerial logic and the democratic management principles, that the ideological discourse of modernization of municipal management coexists with traditional practices, centralizing patronage, which ignores the democratic participation in the school decisions processes, the goals of the partnership were partially achieved, since that the city has improved over the approval and dropouts, although the approval of the Education Municipal Plan of the rules institutional (administrative, financial and educational) and the creation of the Councils observed that the school community participation is still limited, not being characterized as a coordinated intervention, capable of promoting the transformation and improvement its quality in the county. In the same way, the orientation of networking is a limit to the autonomy of schools, given the external definition of goals and strategies to be adopted, along with pressure exerted through the accountability of each school community for their achievements

Study about the national politics on the professional education, under responsibility of the brazilian Work Department in 1990 years. Purposes to apprehend the results of the actions of the professional education in a basic level, offered by the National Plan of the worker qualification ( PLANFOR ), as well as the effects on the assisted exits, starting from the experience appreciated on the Plan of Qualification developed in the state of Maranhão between 1996 to 2000. It adopts a theoretical-methodological conception by an ontological nature, if being worth of categories as the one of totality and of mediation that together, makes possible the apprehension of a dialectical movement that happens among the analysis object, the professional education politics in a basic level, performed by PLANFOR and your context, the underdevelop and heterogeneous Brazilian capitalism and the consequent job market generalized precarious and informal, making possible that the reality investigated become to understood rationally. This paper uses the indirect documentation technique, instruments of the bibliographical research and documental research. This study is based on those that aren´t part of PLANFOR, qualified by professional education courses in basic level,they didn't get to be inserts at the formal job market, just occupying precarious occupations in the informal job market. Aims to presents and discusses the productive process and your restructuring globally in progress. It focuses at the impacts on the workers, the precariousness of the work that appears like a new phenomenon calls new informality. Talks about the particularity process of productive restructuring assumed in Brazil highlights, showing that the informality, was always a structural phenomenon in the country. Discusses about the professional qualification in the contemporary capitalism, specifying some of your theses. Shows in a historical view the process of appearance of the employment notions and competence, and the influence that it exercised on the reforms of the basic and professional education, as well as the implications of both in the politics of professional education in the country. Rescues the process of creation of PLANFOR, your official formulations and your organized bases, starting from the second half of the 1990 decade. Study about environment education public policies, emphasizing the directress since the 1970 . It analyses the environment education administration of Mossoró city, indentifying its articulation with the international directresses and the Environment Education National Policy (PNEA), established according the law number 9.795/99. The text takes as empiric reference the Environment Education National Policy (PNEA) of Mossoró city, realized since 2006. In order to make the research, we employed as methodologic proceedings a bibliographical and documental revision from wich we developed a contextualization of the propolsals toward a environment Education policy and administration, the institution of the environment Education in Brazil, in the neoliberal context on the State reform ambit. We also employed a semi-structured interview, having as individuals two Environment Education Municipal Program Administration of Mossoró city / RN state administrators and nine Municipal Education System educators. The analysis was done from the historic and dialetic perspective, trying to understand the facts in its totallity. The results revealed that the environment Education has become to be emphasize as an environment crises superation strategy since the 1970 s. In this context, the environment Education administration directress, in the United Nations (UN) initiative ambit, emphasizes the participation and the partnership as a way to share responsabilities between the State and society. In the neoliberalism affirmation context, in the 1990 s, these directresses were fortified, once, since the State reform, their functions were redimensioned and the State turns into a stronger planner an controller, inducing the society to act as a public polcies executor. Therewith, a deconcentration action process is consolidated, rather than an administrative and pedagocgic decentralization, historically revendicated on Education by the progressist sectors. Even though the administrators interviewed have revealed the wish that the schools become autonomous on the PMEA execution, through the NEAs, we notice that the methods employed do not contribute to that, because of the decisions concentration on the associated managership ambit and the few human and financial resources. In spite of the difficulties, the research showed that the Mossoró municipality innovated on the environment Education field, by the institution of the NEAs, even though they demonstrate fragilities regarding their performance, revealed on the educators and adiminstration talk on the interviews. We verify that the main difficulties come from the politc culture installed on the municipality, ruled by a technocracy and power concentration wich brings difficulties to the implementation of a democratic and participative administration, even though it would not be totally impossible, even on the circumstances described

O presente documento atualiza os dados que revelam o perfil atual do ensino fundamental e médio no Brasil, re-visitando os bancos de dados de instituições oficiais (INEP e IBGE). Nós encontramos coincidências suspeitas que relacionam concentração de renda e abstinência educacional, como combustíveis que realimentam o ciclo da miséria em nosso país. Aspectos qualitativos da escola brasileira também foram levantados para que pudéssemos compreender as dificuldades do fazer educacional no Brasil e acenar com possibilidades concretas de mudança. Nós também investigamos, através da metodologia de estudo de caso, dois cursos de férias para implementar e avaliar a Aprendizagem Baseada em Problemas (ABP). As aulas foram direcionadas a professores e alunos do Ensino Médio. Através da observação direta e de inferências obtidas a partir de questionários aplicados a alunos e professores, antes e depois de cada um dos cursos (em 2004 e 2005), mediu-se o impacto da ABP sobre alunos e professores. Os resultados revelaram várias dificuldades e perplexidades demonstradas por professores e alunos, tais como a dificuldade em relacionar experimentos e conteúdos dos livros didáticos, a abstinência quase completa em experimentação e sua relação com o Método Científico, dificuldades de discernir entre hipótese e fato, etc. A Aprendizagem Baseada em Problemas foi aceita por todos (estudantes e professores) como uma possível maneira de mudar as aulas de Ciências e a Biologia. Contudo, sua ampla disseminação vai exigir capacitação em larga escala, gestão e liderança para iniciar o processo de mudança, aumentos de salários, e melhor infra-estrutura das escolas para experimentação. Utilizando metodologias semelhantes à ABP, como alternativa para capacitação, as universidades que desenvolvem atividades de pesquisa precisam ser diretamente envolvidas no processo através de fomento dirigido para a renovação. Um pacto educacional precisa ser construído para reformar o fazer educacional, e essa ação deve incluir Administradores e Professores das escolas de ensino fundamental e médio, Secretários de Educação (do Estado e do Município), Governos de Estado e do Município, Ministérios da Educação e da Ciência e Tecnologia, Universidades e Agências de Fomento para que o esforço possa ganhar dimensões nacionais.

Esta pesquisa situa-se no campo de estudo sobre currículo e versa sobre a atuação do movimento negro no processo de elaboração das Diretrizes Curriculares Nacionais para a Educação das Relações Étnico-Raciais (DCNERER). Esta Diretriz é uma das ações promovidas pelo governo brasileiro decorrente da atual política curricular adotada pelo Estado. A abordagem metodológica adotada foi de cunho qualitativo e teve como técnicas de coleta de dados a pesquisa documental e aplicação de questionários aos ex -conselheiros, membros da comissão responsável pelo Parecer 03/2004 do Conselho Nacional de Educação (que fundamenta as Diretrizes) e a militantes do movimento negro que participaram do processo de elaboração das DCNERER. O envio dos questionários aos militantes negros foi feito pela internet, para grupos de discussão sobre as relações raciais e educação e a uma lista de endereços eletrônicos de entidades do movimento negro de todo o Brasil. As resposta s dos questionários foram devolvidas por militantes representantes de grupos e entidades do movimento, que têm experiência de militância expressiva e que em suas atividades, são professores e desenvolvem projetos que tratam da questão racial na escola. Os resultados da pesquisa apontam que o movimento negro foi um importante ator do processo de elaboração das Diretrizes Curriculares, tendo o mesmo participado ativamente, apresentando propostas gerais e reafirmando proposições históricas. A atuação do movime nto negro foi importante na elaboração das Diretrizes, pois demarcou politicamente o espaço e as propostas do movimento. Defendo que ao fazer uma avaliação positiva das DCNERER, o movimento negro não consegue analisar a estratégia ideológica de formação de identidades subjacente na política curricular do qual estas Diretrizes fazem parte.

Esta dissertação aborda a temática Educação Ambiental para Sustentabilidade, procurando analisar na construção do Programa de Educação Ambiental para Belém (PEAMB), do período de 1997 a 2004, relações, processos e conteúdos que caracterizem o desdobramento de políticas públicas educacionais em relação às políticas internacionais, nacionais e estaduais. A investigação sociológica procurou seguir uma postura interdisciplinar e uma perspectiva dialética para apreender o objeto investigado por meio de revisão bibliográfica e pesquisa documental. Nessa perspectiva, foram contextualizadas, definidas e qualificadas categorias de referência para análise, a saber: Estado ampliado, políticas públicas, Educação Ambiental transformadora e emancipatória; sustentabilidade socioambiental. A Pesquisa documental envolveu o levantamento, a seleção, a coleta, o tratamento e a análise de tratados, legislações, planos, programas, projetos e relatórios construídos no âmbito internacional, nacional (do Brasil), estadual (do Pará) e municipal (de Belém-PA). Os dados constantes nos documentos foram investigados por meio da técnica da análise do discurso, considerando aspectos lingüísticos, sociológicos, políticos e psicológicos do dito e do não dito pelos sujeitos, facilitando a compreensão sobre o teor de conteúdos, intenções e ideologias. Os resultados da pesquisa foram organizados em quatro capítulos: 1. Introdução; 2. A Educação Ambiental no contexto das reformas; 3. Configurando a Educação Ambiental em Belém: ação e emoção; 4. Considerações finais: horizontes e perspectivas da Educação Ambiental em Belém. A análise leva a perceber que em Belém o processo de definição do Sistema Municipal de Educação Ambiental e do PEAMB, indica uma preocupação com os problemas atuais de insustentabilidade e procura concretizar acordos internacionais, bem como determinações nacionais, estaduais e locais que orientem ações de forma qualificadas e comprometidas com a sustentabilidade socioambiental, tendo como referência central o Tratado de Educação Ambiental para Sociedades Sustentáveis e Responsabilidade Global, proposto por Sociedades Civis Organizadas de vários países durante a ECO/92 e reafirmado pelo Governo Federal brasileiro, no Programa Nacional de Educação Ambiental, em 2005. Integração, participação popular e controle social foram elementos centrais identificados no complexo processo de construção do PEAMB, que envolveu acúmulos, confrontos e consensos entre a sociedade política e a sociedade civil, tornando peculiar e importante a experiência analisada, durante a gestão de um Governo de esquerda.

Apesar das demandas e pressão da sociedade civil e dos próprios trabalhadores no sentido de fazer valer uma Política de Combate ao Trabalho Escravo que, existe desde a década de noventa do século passado no Brasil, todavia, identifica-se, em pleno século XXI, a existência de trabalho escravo, que coloca em evidência o problema da ausência de direitos humanos e sociais, assim como a fragilidade da construção da democracia e da cidadania na sociedade brasileira. Para compreender a política de combate ao trabalho escravo no Brasil, parte-se de um referencial crítico de análise que compreende a política pública como um desdobramento da relação Estado e sociedade na sociedade capitalista e, apoiado, em autores da tradição marxista, faz-se um percurso teórico-metodológico, que abrange desde a constituição do Estado oligárquico brasileiro, na época da escravidão colonial, até o surgimento de novas formas de trabalho escravo contemporâneo, com conteúdos semelhantes às antigas práticas sociais. Desta forma, a pesquisa apresenta uma análise das convergências e divergências, por parte dos executores, na operacionalização da Política de Combate ao Trabalho Escravo, materializada no II Plano Nacional para Erradicação do Trabalho Escravo, criado em 2008. Ressalta-se na operacionalização da política, ambiguidades e ambivalências da própria constituição do Estado capitalista brasileiro, que através das políticas públicas media interesses que são “inconciliáveis”. Essas ambiguidades e ambivalências do Estado se traduzem nas divergências e convergências dos executores da política, tal fato se apresenta como um limite ao funcionamento da política e contribui para a reincidência dos trabalhadores ao trabalho escravo contemporâneo. Ao mesmo tempo, reflete um Estado pactual que ao tomar a sua posição junto aos “donos do poder”, não dispõe de instrumental para que estes direitos sejam cumpridos através da política. Assim sendo, apesar dos avanços, a política de combate ao trabalho escravo no Brasil apresenta-se como uma exigência transnacional para se manter a política da “boa vizinhança” do que a efetivação da promoção da condição de cidadão para os que dela necessitam, não passa de um simulacro de civilidade que visa manter uma imagem de país democrático e disposto a resolver as causas dos direitos humanos quando na verdade mantém uma política interna cruel que reforça as condições de exploração desse tipo de trabalho.
