This paperwork attempts to measure the project management maturity in the State Department of Taxation in Rio Grande do Norte. Project management has shown to be a critical component to any organization success, as the projects are directly related to a set of activities resulting into organizational innovations such as products, services and processes; and its improvement is directly aligned with the strategic management. Methodologically, this paperwork uses both a quantitative and qualitative approach that will be applied to the coordinators, sub-coordinators, and directors of the Regional Offices of the State Department of Taxation. In the theoretical reference it is about the public management and analyzes the strategic management in contemporary public administration. Presents the maturity in project management is by discussing the main models: CMM, Capability Maturity Model; PMMM, Project Management Maturity Model; OPM3, Organization Project Maturity Model and the Prado-MMGP, Modelo de Maturidade em Gerenciamento de Projetos. From this analysis, considering attributes as an aid in taking strategic positioning, access to the model, possibility of benchmarking and continuous improvement, the Prado-MMGP model was the most appropriate for this research process. It has been proved that the State Department of Taxation shows a very low project management maturity level. Regarding the acceptance of the maturity dimensions by the State Department, it is still in an early developmental stage, as one of the dimensions showed a poor performance while the rest showed a regular one. In contrast with similar organizations, the maturity results have shown to be below the national average. The maturity assessment enables in the institution the implementation of a plan for institutional growth with the creation of sector strategic and project management

The considerable expansion of Distance Education registered in recent years in Brazil raises the importance of debate about how the implementation of this policy has been happening so that formulators and implementers make better informed decisions, maximizing results, identifying successes and overcoming bottlenecks. This study aims to evaluate the implementation process of Distance Education policy by Secretary of Distance Education of the Federal University of Rio Grande do Norte. For this, we sought to use an evaluation proposal consistent with this policy, and came to the one developed by Sonia Draibe (2001), which suggests an analysis called anatomy of evaluation general process. To achieve the objectives, we made a qualitative research, case study type, using documentary research and semi-structured interviews with three groups of subjects who belong to the policy: managers, technicians and beneficiaries. It was concluded that: the implementation process needs a open contact channel between the management and technicians and beneficiaries; the lack of clarity in the dissemination of information between technicians produces noises that affects the outcomes; the absence of dissemination of internal and external actions contributes to the perpetuation of prejudice in relation to Distance Education; using selection criteria based on competence and merit contributes to form a team of skilled technicians to perform their function within the policy; an institution that do not enable technicians generates gaps that possibly will turn into policy implementation failures; all subjects involved in politics need internal evaluations to contribute to improvements in the implementation process, however, a gap is opened between the subjects if there is no socialization of results; the existence of an internal structure that manipulates financial resources and balances the budget from different maintainer programs is essencial; the consortium between IES and municipalities in presential support poles are bottlenecks in the process, since beneficiaries are exposed to inconsistency and lack of commitment of these local municipalities

The aim of this study is to assess the usability of the Integrated Management System for Academic Activities (SIGAA) for the sensu stricto postgraduate programs at Universidade Federal do Rio Grande do Norte. The study was based on ergonomic criteria proposed by Bastien and Scapin (1993) and the Federal Government s Handbook of Usability (2010). The methodology used was a descriptive data survey involving an online questionnaire, and a sample of 46 system users, composed of coordinators and secretaries from the sensu stricto postgraduate programs. In addition to this procedure, open interviews were held with the users as well as a documental analysis of calls registered by them at the SIGAA between May 2012 and June 2013. Data analysis showed that a number of additional usability criteria need to be implemented, primarily related to ergonomic problems of orientation, error management and workload. Based on the analyses, several changes were proposed that may streamline secretarial activities, as well as provide greater satisfaction and interaction between the SIGAA and its users

The nature of this thesis is interventionist and aims to create an alternative on how to control and evaluate the public policies implementation developed at the Institute for Technical Assistance and Rural Extension of Rio Grande do Norte State. The cenarium takes place in a public institution , classified as a municipality that belongs to the Rio Grande do Norte government and adopts the design science research methodology , where it generates a set of artifacts that guide the development of a computerized information system . To ensure the decisions, the literature was reviewed aiming to bring and highlight concepts that will be used as base to build the intervention. The use of an effective methodology called Iconix systems analysis , provides a software development process in a short time . As a result of many artifacts created by the methodology there is a software computer able of running on the Internet environment with G2C behavior, it is suggested as a management tool for monitoring artifacts generated by the various methods. The present paper analyses the social assistance management in small cities, starting from the reality of Currais Novos City. Its main objective is to analyse the management of this politic in the context of the Nacional Sistem of Social Assistance (SUAS) through the management instruments materialized in the city: Social Assistance Plan, Budget, Management Report, Information Management, Monitorizing and Evaluation. It reveals a discrepancy between the instruments purpose and their concretude, and it identifies the main challenges in order to make them real, revealing the contradictions of such politic, through which the advances relate with the retrocesses. It remarks, in this context, the debate about Public Management and some aspects of the trajetory of the Social Assistance management in the brazilian context and the configurations of (SUAS) and of the politics in Currais Novos city. Such path allows us to identify the feebleness in the city ways to adopt the (SUAS) criteria, which is much more effective in burocratic aspects than in the change of the Social Assistance conception and in the effective incorporation of the (SUAS) principles and guidelines. Thus, problems are identified in what concerns to the important aspects for its effectivation, with the human resources, financing and social control mechanisms. It makes possible to reafirm the importance of the analysed management instruments for the effectivation of one participative and democratic management, as well as the urgency of its materialization as one of the important ellements for this politic to happen as a right and to make a stop to the unconformities between the (SUAS) determinations and its materialization

A Defensoria Pública é uma das instituições essenciais à função jurisdicional do Estado, encarregada constitucionalmente de garantir o acesso à justiça a população legalmente necessitada, através da orientação jurídica e defesa judicial e extrajudicial em todos os graus. Dentro de sua missão institucional especializou e interiorizou seu atendimento na área infanto juvenil implantando os Núcleos de Atendimento Especializado da Criança e do Adolescente (NAECA‟s) na capital e em mais doze cidades do Pará. Em razão da carência de estudos científicos que demonstrem soluções teóricas e práticas de resolução dos problemas organizacionais da Defensoria Pública, esta dissertação objetiva analisar a gestão e a estrutura organizacional dos NAECA‟s da Defensoria Pública do Estado do Pará, visando à garantia da qualidade de atendimento e da proteção integral de crianças e adolescentes. Utilizou-se a metodologia sistêmica com um estudo de caso múltiplo e, para consolidar os resultados obtidos, usou-se a observação sistemática da instituição pesquisada, realizando entrevistas semiestruturadas e a análise de conteúdo, buscando a descrição do conteúdo manifestado na comunicação que foi realizada. Foi empregado um robusto marco conceitual para a fundamentação da pesquisa a respeito das organizações, das relações de poder e da gestão pública, suporte esse que possibilitou a confirmação das hipóteses formuladas na pesquisa e o alcance dos objetivos propostos, concluindo-se que o problema da pesquisa foi respondido afirmativamente, visto que se conseguiu visualizar o funcionamento da estrutura organizacional e da gestão dos NAECA‟s e sua interrelação, bem como de que modo tal estrutura tem contribuído para garantia da qualidade de atendimento e proteção integral de crianças e adolescentes. Nas conclusões da pesquisa, ficou perceptível que, apesar do trabalho que está sendo realizado, fato comprovado na pesquisa e no projeto redescobrindo o assistido, muito ainda tem que ser feito e a instituição ainda padece de deficiências como a necessidade de maiores investimentos, principalmente em infraestrutura física e de pessoal. Com todos esses desafios, a instituição esbarra na inércia do poder público em densificar o preceito constitucional de garantir o acesso à justiça através de uma instituição que garanta os direitos dos cidadãos em condições de igualdade com o estado-juiz e o estado-acusador e na falta de investimentos para o fortalecimento da instituição que vem lutando para se estabelecer e garantir o acesso à ordem jurídica justa para a população de nosso Estado.

This research has been conducted with the objective of identifying the similarities and the differences between the school management system proposed by the government and the school management system applied on a daily basis by the school management team. This management team is composed by the school principal, the coordinator teacher, and the educational supervisor of a school in the inner state of Sao Paulo. Data is being collected researching the references already existed about the school management system, documents and files of the school, and by an interview with the management team. It is expected that this research will identify the close and the distant aspects between the evaluation of the management team about itself and the evaluation conducted by the school in the process of educational evaluations. The data obtained through this research job is being analyzed considering its quality aspects.

One of the greatest problems nowadays is the correct management of solid waste produce in every human activity. On 2010, the “Política Nacional de Resíduos Sólidos” was approved, this law brings directives and instruments to deal with the solid waste issue. The objective of this work is to make a Strategic Assessment on a Solid Waste Management Plan applied to a medium size city. Based on general data about the situation of the solid wastes in Brazil, a first scenario was described. After that, likely scenarios were proposed, taking segregation, treatment and final disposal on account. Finally, those scenarios were compared, mainly in the final volume disposed and costs involved

This article aims to analyze the use of human resource practices in a public organization in Sao Paulo. In this paper we try to answer the question: is the human resource management in the organization Y compatible with the new strategic issues this area? We adopted a qualitative approach, through case study. The primary data were obtained through interviews and secondary data were obtained through analysis of information and documents provided by the studied organization as well as direct observation of organizational routine. The results indicate that, despite the organization uses the term strategic human resources management, it is focused on legal and operational issues. The human resource practices are not integrated and some practices do not exist (career plan and training). Thus, it is believed that if the organization adopts some of the improvements suggested in this article, it will be walking toward a more strategic human resource management entering in the new public management.

O presente artigo tem como objetivo contribuir para o debate sobre a inserção da avaliação no ciclo das políticas ambientais no Brasil, discutindo desafios e perspectivas que se apresentam. Para tanto, é feito um resgate histórico da evolução da avaliação, discutindo o conceito, classificação e usos da avaliação e finalmente a avaliação de políticas ambientais, com base nos pressupostos de que ferramentas desenvolvidas para a avaliação de políticas sociais podem ser adaptadas para avaliar políticas ambientais, e ferramentas da área ambiental também podem contribuir para o avanço do campo de estudo. As conclusões mostram que os desafios são grandes, principalmente na obtenção de dados. Em um primeiro momento, talvez não seja possível avaliar impactos de forma ampla, mas é importante avaliar critérios relativos à transparência, equidade e legitimidade, bem como reconstruir as teorias de implementação. O uso automático dos resultados é pouco provável, mas se a avaliação faz parte de um arcabouço mais amplo de melhoria da gestão pública, eles repercutem no aperfeiçoamento das políticas.

Trata-se da meta-avaliação de um processo avaliativo desenvolvido por secretários e assessores técnicos municipais de uma região de saúde do estado de São Paulo, com foco nos critérios de utilidade e participação. É uma pesquisa qualitativa, cuja base empírica foi 1) o material produzido em sete oficinas realizadas com os representantes municipais, com vistas à avaliação de um aspecto da linha de cuidados em saúde sob a ótica da integralidade; e 2) as entrevistas semiestruturadas realizadas com os mesmos atores após a finalização do processo avaliativo. Para a avaliação do critério de utilidade, utilizou-se principalmente o referencial de KIRKHART (2000), com o objetivo de ampliar a análise para além do uso instrumental dos achados avaliativos e focá-la na identificação de influências múltiplas exercidas por um fenômeno complexo como um processo avaliativo. A análise do critério participação se deu com base no referencial de COUSINS e WHITMORE (1998), buscando a identificação no material empírico de decisões ou aspectos contextuais que fizeram com que a opção participativa fosse aprofundada ou limitada no processo em foco. O trabalho destaca a importância de explicitar pressupostos que baseiam a metodologia da avaliação/ meta-avaliação escolhida, e a necessidade de se buscar referenciais teóricos de análise compatíveis com a opção realizada, frisando a inexistência de posturas neutras ou estudos totalmente objetivos; e a importância de capacitar avaliadores a acompanharem a demanda dos participantes de um processo participativo com a flexibilidade necessária para conferir-lhe o maior aproveitamento possível. Conclui-se pela viabilidade, com vantagens, da realização de processos participativos locais com gestores na Saúde Pública, destacando a possibilidade de ganhos em formação e o enriquecimento dos processos de negociação em nível do território, de forma coerente à política de construção das regiões de saúde no SUS.
