A situação social no Brasil melhorou bastante nos últimos anos. Os programas e ações governamentais conseguiram uma importante redução do número de pessoas que vivem em situação de pobreza e extrema pobreza. Em termos de desigualdade também houve queda, mas os resultados não são tão satisfatórios. Embora, conforme será mostrado nesta tese, a ação do governo federal tenha conseguido bons resultados nos últimos anos, o ritmo ainda é muito lento frente às necessidades de maior justiça social. Assim, continua havendo um alto grau de inequidade entre as regiões do país, entre os estados brasileiros, entre os municípios e também, dentro dos municípios, o que significa que a sociedade brasileira continua convivendo cotidianamente com um abismo social entre os mais ricos e os mais pobres. Apesar de as políticas federais terem sido fundamentais nesse processo de redução da desigualdade socioeconômica, sem dúvida os governos locais (estados e municípios) também precisam contribuir com ações e programas voltados à redução da mesma. Por isso, o objetivo desta tese é mostrar como os governos locais, em diferentes contextos, podem formular e implementar políticas públicas capazes de reduzir as desigualdades socioeconômicas. Assim, os municípios tornam-se importantes parceiros das esferas estadual e federal no esforço de diminuir as injustiças do país, contribuindo na busca por uma sociedade mais igual. Como forma de enfrentar essas desigualdades, esta tese propõe um novo modelo de análise das políticas de desenvolvimento local que ocorrem no cotidiano dos municípios brasileiros. Trata-se do desenvolvimento local desconcentrador que busca evitar que a renda gerada por uma localidade fique concentrada nas mãos daqueles que historicamente sempre estiveram em condições mais favoráveis. Ou seja, não basta incrementar a renda de uma determinada localidade; é fundamental que esta renda seja direcionada aos mais pobres. Foram divididas as ações tipicamente conhecidas como desenvolvimento local no Brasil, em cinco tipos, com olhar especial sobre a desigualdade: duplamente concentrador, concentrador, neutro, levemente desconcentrador, fortemente desconcentrador. Para compreender melhor as diferentes possibilidades de gerar esse desenvolvimento local desconcentrador, foram analisados quatro casos de políticas locais implementadas em três estados brasileiros, com distintos portes populacionais e governadas por partidos diferentes, que estão contribuindo para reduzir as desigualdades: Cariacica (Espírito Santos), Cubatão (São Paulo), Dracena (São Paulo) e São João do Arraial (Piauí). Em termos metodológicos, realizou-se análise documental dos instrumentos legais que criaram os programas, análise de indicadores quantitativos das localidades e conversas com técnicos governamentais, representantes do poder legislativo, membros dos partidos de oposição, pequenos empresários, comerciantes, agricultores familiares e população em geral. Os efeitos dos quatro casos sobre a desigualdade são heterogêneos, mas os resultados mostram que, em diferentes níveis, estas políticas têm conseguido estimular o desenvolvimento econômico local e reduzir as desigualdades nos municípios. Podem, portanto, servir de exemplos interessantes para a reflexão sobre o papel dos governos locais na construção de uma sociedade mais justa.

A presente pesquisa tem como propósito objetivar uma análise acerca dos condicionantes objetivos, estruturais e institucionais que determinam a distribuição sócio-espacial de apenados, em Porto Alegre, entre os anos de 2000 e 2003. Desse modo, intenta-se construir uma reflexão sociológica que identifique os fatores que revelam maior influência no condicionamento da probabilidade de envolvimento dos indivíduos com a questão criminal. Nesta pesquisa são abordadas quatro modalidades de crime, a saber: tráfico de entorpecentes (art. 12), homicídio doloso (art. 121), furto qualificado (art.155) e roubo (art. 157). A análise é realizada a partir de uma tipologia sócio-espacial construída para Porto Alegre, em função das categorias sócio-ocupacionais predominantes nos diferentes espaços da cidade. Tal tipologia foi desenvolvida por pesquisadores do Núcleo de Estudo Regionais e Urbanos (NERU/FEE), para o estudo das desigualdades sócio-espaciais na região metropolitana e na capital. A pesquisa se justifica tanto do ponto de vista das políticas públicas de segurança, já que se propõe a fornecer uma visão mais acurada do problema do crime, quanto do ponto de vista teórico-metodológico, por abrir novas perspectivas de análise da questão criminal na cidade.

Esta dissertação discute os efeitos da competição sobre os sentidos que envolvem as políticas afirmativas em prol da igualdade de oportunidades e tratamento entre mulheres e homens no mundo do trabalho formal. Para tanto, toma como objeto de pesquisa o Programa Pró-Equidade de Gênero e Raça, buscando revelar as ideias e ações que estruturam e movem sua intencionalidade na Secretaria de Políticas para as Mulheres (SPM) do governo federal – instituição responsável pela política. A fonte prioritária das análises aqui produzidas são as narrativas de atrizes-chave que participaram da concepção e da implementação do Programa. Utiliza-se a Análise Crítica do Discurso (ACD) como metodologia e o contexto epistêmico de “ações afirmativas” e de “gestão diversidade” para localizar os campos discursivos das narrativas acessadas. A compreensão de sentidos é fundamentada com base em aportes teóricos afeitos ao campo de estudos organizacionais com vistas a revelar a materialidade ideológica por trás dos discursos. Com base no trabalho de Thoenig (2007) analisou-se de que forma a interdependência entre diferentes campos organizacionais internos e externos à SPM mobiliza a construção do padrão que fundamenta o Programa Pró-Equidade de Gênero e Raça. Complementarmente, utilizando as contribuições de Crozier (1967) foram evidenciadas as “zonas de incerteza pertinentes” que pairam sobre o Programa em torno de decisões tomadas pelas gestoras da SPM. O estudo sugere que o Programa Pró-Equidade de Gênero e Raça – tido como solução destacada pela SPM para dialogar com o setor formal a respeito da importância de promover a igualdade de oportunidades e tratamento no mundo do trabalho – agencia o sentido inverso daquilo que se propõe a mobilizar no longo prazo. Entre as razões para isso estão a dificuldade do Programa para incorporar o seu público-alvo prioritário (as grandes corporações) e a sua contribuição para o fortalecimento do discurso de setores contrários à ideologia das políticas de ação afirmativa de gênero e raça no mundo do trabalho.

Esta tese buscou identificar e analisar os fatores que influenciam a implementação da política de Educação Infantil nas creches conveniadas da prefeitura de São Paulo. Ao constatar a existência de um cenário de desigualdade no atendimento oferecido pelas creches, a pesquisa investigou coincidências e singularidades entre dois grupos de creches, respectivamente consideradas de boa e de má qualidade. O objetivo principal foi verificar as causas que contribuem para a diferença na qualidade do atendimento e as implicações desses fatores para a implementação da política de Educação Infantil. Foram analisadas 25 creches pertencentes às Diretorias Regionais de Educação de Butantã, Campo Limpo e Guaianases. Verificou-se que os recursos da entidade mantenedora e a forma como esta apoia a creche têm grande peso no atendimento oferecido, além do papel exercido pela direção do equipamento e a sua localização. Adicionalmente, foi investigada a influência da atuação da Prefeitura, por meio da Secretaria Municipal de Educação e, mais especificamente, das suas Diretorias Regionais. Constatou-se que, ao não lidar institucionalmente com as desigualdades existentes na rede conveniada, o poder público municipal contribui para sua manutenção. As condições que interferem no atendimento são materializadas por meio do espaço físico e dos materiais pedagógicos disponíveis, das características da equipe de profissionais (número de funcionários, acesso à formação continuada e nível de remuneração) e da diversidade de atividades oferecidas às crianças. A partir dos resultados encontrados propõem-se o aprofundamento do debate sobre as desigualdades presentes na rede de creches conveniadas que leve em conta a diferenciação existente entre rede direta e conveniada, a formação disponibilizada pela Prefeitura às equipes das creches conveniadas e outros recursos necessários para apoiar as creches que não dispõem de condições adequadas para oferecer um bom atendimento.

This issue analises the unevenness in the brazilian system of public health care as an extension of socials inequities. It is a theoretical study based in a historical method, using empirical camp from academic, corporation and institution researchs, along the period 2002-2006. Equality and effectiveness in health systems are analitical basic cathegories grap in the root of the doctrine, principles and organization of the Unique Health System, in which sectorial actions are inserted. Discuss the estructural prodution and determined those inequalities through some social determiners of health system: income, land, food securitiy, nutritional situation, basic sanitation, epidemiological inequities and public management policy. Carry out a thematic review over health social production, it formlation and the goals of social policies, as well as the insertion of the equality principle in the assistance system, in the frame of the running public health regulations. It uses reflections that enlighted the correlation between the process of political-institutional actions and equity on health assistance. Analized the pertinency of sectorial reorganizational strategies on basic attendance, confronting the hipothesis that those strategies reinforce social inequities in health system, because it organize diferential assistance levels over not equal baselines. The results show up that social inequalities, even remaining, have had a small decrease; that the selectiviness of actual public policies and the duplication of the health system, increases the differences within and between the social classes and configures the assistance as inequal. The basic care system has great shortages that also appeares in middle and complex assistance levels. As conclusion, it remarks that the health assintance system, even with it integrality has limits; structural problems on material conditions of living and health system could not be reversed only with institutional legal arragements; by the contrary, in border conditions, these strategies produce policies that reinforce inequities, neglecting the equity principle of the system in which frame, they work. The Federal Constitution states that the reduction of social and regional inequalities is one of the goals to be achieved by the Brasilian State. The economic constitution states that the national economy must be developed so as to achieve, amongst other objectives, the reduction of those inequalities. In this paper, we aim to demonstrate the duty, imposed by the Constitution to the State, of acting in the national economy so as to promote the achievement of the constitutional goals, among wich we highlight the reduction of inequalities. One of the instruments that can be used by the State to achieve this objective is its fiscal policy. It is also an aim in this paper to demonstrate that inducing tax norms can be used by the State, because it can encourage the economic agents to bring about the reduction of social and regional inequalities. Therefore, after bibliographic and jurisprudential research, we conclude that the duty, imposed to the State, of acting in the national economy so as to promote the achievement of the constitutional goals exists. We also conclude that this acting must be planed and constant, because the consequences are slow and that, within the limits of the constitution, the inducing tax norms can be an instrument for the State in order to reduct the social and regional inequalities

In a country of continental dimensions as Brazil, one of the top challenges to its economic growth is the logistic related to energetical demand supply. We live now in the era of environmental protection and, in this new context of priorizations, it passes trough the search for alternative energies for the energetic matrix, due the petroleum elevated costs in the global market (and its finitude), but also due its pollution over the environment. This attempt of substitution needs solutions related to the national reality, into a national long term developing plan and based at a juridical-economic analysis of its realization. This study will look for, also based in an economical analysis, the juridical legitimity of choosing natural gas as the new protagonist of national economic growth (as a substitute of petroleum) and the necessary boost that must be done by law, based on an economic policy focused strictly for that fact, as a modifying agent of this reality. This study, therefore, will always be turned to a constitutional aspect, respecting the principles of economic order and the goal of reducing regional inequalities, which must influence the making off of a developing plan. At the end, it will try to demonstrate the juridical viability of such undertaking, tuned in jus-economical criteria. Another goal is related to the analysis of the natural gas industry, due the regulation of its transport has a major importance for national energetic integration, not only because this activity be characterized as a net industry, still under control of a natural monopoly, but also because the competitive or cooperative profile that should be priorized at the beginning of the economic planning for this activity (such as investment policies and its own rules that will submit private agents)

Under the circumstances of the desestatization that penetrate Brazilian economy in the 90‟s, new features in the monopoly of oil by the Union were designed by the constitutional amendment number 9. of 1995. This deep change in the legal regime of oil sector brought the possibility of entrance to small and medium size producers in this industry, especially through the production activities developed in mature and marginal fields of oil, which are located mainly in northeast region of Brazil. Considering that the intervention of state over the economy finds its guidelines and limits in Federal Constitution disposals, the present work investigated in which way states regulation, mainly through taxation rules, has obeyed the constitutional regime in force, and specially, the reduction of regional inequalities principle. By mean, firstly, of an analysis of central concepts (mature fields, marginal fields, small and medium size producers) we observed that the imprecision over the conceptual aspect has constituted an obstacle to a specific states‟ regulation, directed to this newborn class of producers, whose growth has been pursuit by the state. That is verified in the case of concession procedures, and also, concerning the taxation system applied to small and medium size producers. Examining the main constitutional principles related to this universe which are the legality, equality, privileged treatment to small enterprises, contributive capacity, and reduction of regional inequalities we conclude that it is legally possible, a truly specific regulation, including a special taxation regime, to the small and medium size producers whose activities are concentrate over mature-marginal fields, aiming the concretization of the Brazilian state main goals

The existence of inequalities among the Brazilian regions is an indeed fact along the country s history. Before this reality the constitutional legislator inserted into the Federal Constitution of 1988, as a purpose of the Federative Republic of Brazil, the reduction of regional inequalities. The development has also been included as a purpose from the State, because there is an straight relation with the reduction of regional inequalities. In both situations is searched the improvement of people s living conditions. . In pursuit of this achievement, the State must implement public policy, and, for this to happen, it needs the ingress of income inside of the public coffers and support of economic agents, therefore the importance of constitucionalization of the economic policy. The 1988 s Constitution adopted a rational capitalism regime consentaneous with current legal and social conceptions, that s why it enabled the State s intervention into economy to correct the so-called market failures or to make the established objectives fulfilled. About this last one, the intervention may happen by induction through the adoption of regulatory Standards of incentive or disincentive of economic activity. Among the possible inductive ways there are the tax assessments that aim to stimulate the economic agents behavior in view of finding that the development doesn t occur with the same intensity in all of the country s regions. Inside this context there are the Export Processing Zones (EPZs) which are special areas with different customs regime by the granting of benefits to the companies that are installed there. The EPZs have been used, by several countries, in order to develop certain regions, and economic indicators show that they promoted economic and social changes in the places where they are installed, especially because, by attracting companies, they provide job creation, industrialization and increased exports. In Brazil, they can contribute decisively to overcome major obstacles or decrease the attraction of economic agents and economic development of the country. In the case of an instrument known to be effective to achieve the goals established by the Constitution, it is duty of the Executive to push for the law that governs this customs regime is effectively applied. If the Executive doesn t fulfill this duty, incurs into unjustifiable omission, correction likely by the Judiciary, whose mission is to prevent acts or omissions contrary to constitutional order

This work deals with an on-line control strategy based on Robust Model Predictive Control (RMPC) technique applied in a real coupled tanks system. This process consists of two coupled tanks and a pump to feed the liquid to the system. The control objective (regulator problem) is to keep the tanks levels in the considered operation point even in the presence of disturbance. The RMPC is a technique that allows explicit incorporation of the plant uncertainty in the problem formulation. The goal is to design, at each time step, a state-feedback control law that minimizes a 'worst-case' infinite horizon objective function, subject to constraint in the control. The existence of a feedback control law satisfying the input constraints is reduced to a convex optimization over linear matrix inequalities (LMIs) problem. It is shown in this work that for the plant uncertainty described by the polytope, the feasible receding horizon state feedback control design is robustly stabilizing. The software implementation of the RMPC is made using Scilab, and its communication with Coupled Tanks Systems is done through the OLE for Process Control (OPC) industrial protocol

The International Labor Organization (OIT) estimates that there are around 118 million children subjected to child labor around the world. In Brazil, there are 3.5 million workers aged between 5 and 17. This exploitation practice constitutes a serious social problem, including of Public Health, since these workers are exposed to a wide range of risks, such as those related to health, physical integrity and even to life, which may cause them to become sick adults and/or interrupt their lives prematurely. Therefore, this research aims to investigate the relationship between the frequency of child labor in the age group of 10 to 13 years and some socio-economic indicators. It is a quantitative research in an ecological study whose levels of analysis are the Brazilian municipalities grouped in 161 regions, defined from socioeconomic criteria. The dependent variable of this study was the prevalence of child labor in the age group of 10 to 13 years. The independent variables were selected after a correlation between the 2010 Census of child labor in the age group of 10 to 13 years and secondary data had been conducted, adopting two main independent variables: funds from the Family Allowance Program (PBF) per 1,000 inhabitants and Funds from the Child Labor Eradication Program (PETI) per a thousand inhabitants. Initially, it was conducted a descriptive analysis of the variables of the study, then, a bivariate analysis, and the correlation matrix was built. At last, the Multiple Linear Regression stratified analysis was performed. The results of this survey indicate that public policies , like the Bolsa Familia Program Features per 1000 inhabitants and Resources Program for the Eradication of Child Labour to be allocated to municipalities with HDI < 0.697 represent a decrease in the rate of child labor ; These programs have the resources to be invested in municipalities with HDI > = 0.697 have no effect on the rate of child labor. Other adjustment variables showed significance, among these the municipal Human Development Index (IDH), years of schooling at 18 years of age, illiteracy at 15 years of age or more, employees without employment contract at 18 years of age and the Gini Index. It is understood that the child labor issue is complex. The problem is associated, although not restricted to, poverty, the social exclusion and inequality that exist in Brazil, but other factors of cultural and economic nature, as well as of organization of production, also account for its aggravation. Fighting child labor involves a wide intersectoral articulation, shared and integrated with several public policies, among them health, sports, culture, agriculture, labor and human rights, with a view to guaranteeing the integrality of the rights of children and adolescents in situation of labor and of their respective families

This work was developed in the extent of the Post Graduation Program in Social Service of the Federal University of Rio Grande do Norte. It talks about the process of inclusion of the disabled people in the Job market in Mossoró-RN, bringing for the academic debate relevant thematic for the Brazilian society, for the profession of Social Service and similar areas and for the people with deficiency. It has the objective to apprehend the determiners that make possible the process of the disabled people's inclusion in the Job market in Mossoró, having as parameter the National Politics for the Integration of People Bearers of Deficiency. The critical theoretical perspective is backed in Marx's ideas for the understanding concerning the work, as well as in Pochamann, concerning the job market, regarding the exclusion/inclusion category is based in Martins, Yasbek and Sposati and on deficiency in the National Politics for the Integration of the Disabled People. The research is of qualitative nature and it took as subjects 26 (twenty-six) people, being 09 (nine) people with deficiency, inserted in the formal job and regulated market, and 17 (seventeen) managers of private companies and public institutions of the city of Mossoró-RN. For the collection of data we used techniques of nonsystemic observation, semi-structured interview and documental analysis. The results of the research mark that any modality of the human workforce used in the current context, they are functional to the capitalism and they move forward towards exploration, alienation and subordination of the work to the capital; the National Politics for the Integration of the People with Deficiency expresses and reproduces the contradictory dynamics of the class society, it reflects the neo liberal shades through the selectivity and of the articulation among the federated beings and organizations of the civil society for its operational system; there is a misproportion between the percentages of the quotas and the amount of people with deficiency inserted in the job market, just corresponding to a tiny numeric magnitude; the developed activities are of low social status and it is expressive the amount of workers that receives between one and two minimum wages. These data drive us to infer that the mentioned politics make possible, partly, the inclusion of the disabled people in the job market, though, such inclusion is executed in the selective or focused dimensions, marginal, precarious and unstable

In the work reported here we present theoretical and numerical results about a Risk Model with Interest Rate and Proportional Reinsurance based on the article Inequalities for the ruin probability in a controlled discrete-time risk process by Ros ario Romera and Maikol Diasparra (see [5]). Recursive and integral equations as well as upper bounds for the Ruin Probability are given considering three di erent approaches, namely, classical Lundberg inequality, Inductive approach and Martingale approach. Density estimation techniques (non-parametrics) are used to derive upper bounds for the Ruin Probability and the algorithms used in the simulation are presented

This research arose from the interest on the investigation about urban expansion from Caicó. Since its creation as a village and its ascent to the condition of city, but especially , the occurred expansion from the 70s, when the local cotton economy begins to present signs of exhaustion. The central theme of this work consists on the importance of the geographical events and its relations with the phenomenon of the urban expansion from Caicó that served us as empirical basis. In relation to the events, that appear as elements of analysis on the works from the Professor Milton Santos, especially on the book Nature of Space , they appear as a kind of urban extensors energizing the areas where are installed. Understood by us as a vehicle of one or more possibilities, according to Santos, (1999) we listed some events occurred in the caicoense urbs a nd we divided them into principal and derivative ones, such events implemented from their structures, forms and functions, through processes that resulted and still continue to result the enlargement of the caicoense urban perimeter , densifications enough important for this urban expansion. The technical periods of cattle raising , cotton, as well as the tertiary city and its connections with the role of fast men, as well as slow men is also important aspect in the body of this work. It is still pointed out the inequalities and the coexistences that are generated on the basis of these connections and finally we discussed the positive and negative consequences elapsed from the phenomenon of the urban expansion
