O objetivo deste trabalho consiste em verificar a atuação da Defensoria Pública do Estado de São Paulo na proteção do direito à educação infantil para entender como esta desempenha a defesa do direito ao ensino infantil para os necessitados. O problema de pesquisa consiste em examinar o papel da Defensoria Pública na garantia do direito ao acesso às vagas em creches e pré-escolas para crianças de zero a cinco anos no Município de São Paulo. O presente estudo parte do marco teórico produzido, na década de 1970, a partir do relatório a respeito do Acesso à Justiça, de Mauro Cappelletti e Bryant Garth. Com essa finalidade foram realizados levantamento teórico e entrevistas semiestruturadas. Durante a pesquisa, a base territorial para a Defensoria Pública do Estado de São Paulo configura-se um desafio perante a expansão institucional instituída pela Emenda Constitucional n.º 80/2014 quanto diante da influência da demanda pela política pública de educação infantil municipal no tocante à oferta de vagas em creches e pré-escolas na capital do Estado. Verificou-se, ainda, que a legitimidade ativa da Defensoria Pública para a proposição da ação civil pública (Lei n.º 7.347/1985 alterada pela Lei n.º 11.448/2007) configura-se como ponto de intersecção entre a Defensoria Pública e o Ministério Público. Indicou-se, como horizonte para enfrentar esses desafios, o aperfeiçoamento de mecanismos de diálogo intrainstitucional e interinstitucional com os demais integrantes do sistema de justiça. Conclui-se pela necessidade de rever a condução interna pela Defensoria Pública do Estado de São Paulo das ações judiciais e extrajudiciais em casos de direitos difusos e coletivos a partir do contexto de litígio estratégico, tendo em vista a natureza plurilateral dos conflitos de justiça distributiva.

A presente dissertação trata do papel da gestão escolar no Ensino Médio, no processo de qualificação profissional dos alunos em uma escola pública estadual na periferia do município de Osasco São Paulo. Observa-se que um novo modelo de gestão na educação é discutido nos últimos anos no Brasil. Os Governos Federais junto com o Ministério da Educação têm apresentado programas sociais com o objetivo de que o jovem brasileiro possa se profissionalizar e estar apto a enfrentar um mercado de trabalho competitivo. Entre os programas do Governo destaca-se o Prouni, (Programa de Universidade para todos), representa um programa do Ministério da Educação criado em 2004 com a finalidade de conceder bolsas de ensino integral e parcial em instituições privadas de ensino superior, em cursos de graduação, destinada a estudantes brasileiros que não tenham cursado o ensino superior. Essas bolsas são concedidas aos alunos que participaram do Exame Nacional do Ensino Médio (ENEM). Em 2011, o Ministério da Educação criou o Programa Nacional de Acesso ao Ensino Técnico e Emprego (Pronatec) com o propósito de ampliar a oferta de cursos de educação profissional e tecnológica. Com esses e outros programas oferecidos pelo Governo pretende-se preparar os jovens para o mercado de trabalho. A pergunta norteadora deste estudo é: qual o papel do gestor escolar do Ensino Médio e suas ações visando a qualificação profissional do aluno? A pesquisa busca analisar a gestão escolar no Ensino Médio, tendo como foco o papel do gestor de uma escola pública no processo de escolha da qualificação profissional dos alunos do Ensino Médio. Para auxiliar o alcance desse objetivo, foram delimitados dois aspectos para estudo: a) analisar as ações e concepções políticas da gestão escolar pela percepção do corpo docente e de funcionários da escola; b) analisar as ações da gestão escolar visando à qualificação profissional por meio da visão de alunos em curso e de egressos. Trata-se de uma pesquisa que será qualitativa exploratória- descritiva. A pesquisa documental e as entrevistas semiestruturadas fazem parte da coleta de dados que irão subsidiar a análise final. A contribuição científica e social que se discute neste trabalho é a reflexão sobre a gestão da escola no Ensino Médio no processo de qualificação profissional dos alunos.

Public communication is based on the public interest and the effective democratization of communication in publics agencies. Access to information is the base for this is materializes solidly, helping even in formation as an individual. The work of the press office is the instrument for the Public Communication and access to information is guaranteed to society , since one of the goals of the press officer is to be committed to media , providing it material quality and depth , benefiting so the citizen. The research the look exactly on reflections on the topics listed above. The purpose of this study was to analyze the news published in Fanpage and Santarem Town Hall site, in western Para, meet the demands of Public Communication and the precepts of the Access to Information Law (AIL), starting the questioning until point to Santarem Town Hall works to public communication. For this analysis, we developed a work using the techniques of bibliographic and descriptive research. Such referrals have served as a starting point for fieldwork and for exhibition on the concepts of Public Communication of Access to Information Law, Organizational Communication and Press office. The research was considered, also, because document was to identify and verify the documents with a specific purpose. This research was lifting a quantitative survey to support the qualitative analysis of the object. So considering its features is that it was monitor the Fanpage and the Town Hall site, through a specific tool and then the analysis of posts, searching to observe public communication accomplished in the Town Hall of Santarem, on the Internet, especially social media and corporate website. The methodology helped obtain indicators that allowed add knowledge about the production of the Town Hall press office, and identify if the press office productions meet AIL and Public Communication. Finally, it was suggested in this study the elaboration a strategic script of communication because it scales the actions and policies of the Santarem city, allowing citizen participation. For this, too, it suggested the training of Santarem municipal government communication team as a strategy. This training consists of speeches and wheels conversations with all the press officer of the town hall, including the secretariats.

Teacher training processes, initial and continuing, and professional practice of teachers who teach Mathematics in the early years are highlighted in the literature as complex, but also are regarded as the way to overcome many difficulties in teaching this component curriculum in the school stage in question. The aim of the study was to investigate how the training needs in Mathematics are represented by a group of teachers in the early years of elementary school of public health system of the city of Uberlândia, State of Minas Gerais. The research, qualitative approach, had as object of study the training needs, in Mathematics, of teachers in the early years. The research involved 16 teachers from two schools in the municipal public schools of that city. Data were collected through questionnaires, non-participant observations, semi-structured interviews followed by group and individual. Analyses were performed by means of thematic categories, founded by content analysis. Data interpretation allowed to understand training needs in mathematics that are presented to the collaborating group from their professional practice, considering the knowledge and skills necessary to teaching. It is understood that the teachers of the study group have major limitations in relation to the specific content and didactic knowledge of Mathematics content, however, the concern is that demonstrated not always being aware of it. Moreover, the difficulties experienced in teaching practice proven to be overcome by sources and non-formal training activities, primarily through more experienced colleagues in the profession. Thus, it becomes difficult to think the initial and continuing training courses for teachers without the training needs of the teaching practice is appreciated as an object of study.

This paper intends to analyze which contribution for teachers formative training the participation on extension projects can bring to the bachelors in Mathematics teaching. The research was conducted during the developing of a Project from the Program of Extension - Programa de Extensão UFU/Comunidade (PEIC) in a municipal school located in a country zone from Uberlândia-MG. The research was constituted by a series of activities with students from the ninth year of the Fundamental Education, Middle School. The main focus is the work developed by two bachelors of Mathemactics teaching from the Federal University from Uberlândia who were part of the PEIC team. This present research intends to answer the following question: How the extension project “Information technology and communication on Mathematics problem resolution in country zone schools” has contribited to reinforce and to (re)criate the fomative experiences of students from the Mathematics teaching course who have developed such project? The presente study is from a qualitative nature and has made use of the partaker searching methodology. The presente paper was organized in three chapters. On chapter I evidence is given to theoretical discussion made, having as main references the works of Larrosa, Ponte e Shön. Chapter II brings the description of the three activities that were developed and aplied during the PEIC Project, which are: Problems in the Park, Inaccessible Hight and Lili Game. On chapter III, the data analysis is presented. The data was obtained through instruments of registration such as: camera recording, photografic material, meetings reports, field notes, surveys and semi-structured interviews. The initial hypothesis aim is on the fact that the participation on extention projects during the graduation course can bring rich contribution for the teachers to be, since it’s going to provide the knowledge and chalenge close to the one from the future profession. With the analysis of the obtained results from the colected data, it was possible to conclude that the PEIC has provided the bachelors in Mathematics teching the opportunity of recreate and potenciate their formative experiences. Such opportunity happened in situations that involved, for example, planning makings, development of colective work, softwares usage, different school spaces and the direct interaction with school bureaucracy. Beyond that, it was possible to work with the cocepts of reflection in action in a way to contribute to the professional development of the future Mathematics teachers. Thereby, in our final considerations, is possible to conclude that extension projects performed during the graduation course can bring great contributions to the professional formation of the bachelors in Mathematics teaching, among them we highlight the potentiation of the previous formative experiences and the development of colective work and behavior related to a reflexive teacher.

The State and Public Administration have gone through several reforms in search of a quick operation and the provision of services with quality. With the democratization of the country and the issue of the Constitution in 1988, further reform of the State and Public Administration, joined the government agenda in 1995 and included among its objectives, the principles of participation and social control. In view of this, it raises the Public Ombudsman in order to be a channel for the participation of users in the management of public affairs, social control, transparency of administrative actions, improving the quality of service and meeting the needs of the community. The aim of this study is to assess whether the Ombudsman of the State Department of Public Health to contribute to the period 2006-2008, for the improvement of specialized consulting services. The research is characterized as descriptive, qualitative approach. The collection technique used was the interview, conducted with 37 service users and two servants of the Ombudsman. The analysis was developed based on the perception of users and servers in the opinion of the Ombudsman. The most relevant results of the research showed that 41% of users search the Ombudsman because they believed that solve the problem presented. However, even with this level of public acceptance, the Ombudsman reached average index of resolvability of 53% in the period. In his role has not developed mechanisms for quality control of services, which is mentioned by 67% of users. It turned out the same fact in relation to popular participation, which is confirmed by 84% of users. For 24% of users, the problems raised were resolved, and of these, 56% believe that the Ombudsman has contributed to the positive outcome. As a result of the search results, it appears that the Ombudsman's SESPA / PA, is not fulfilling its role to ensuring the democratization of articipation in management, social control and has limited contribution to solving the problems of users and to improve the quality of services

The research aimed to understand the challenges for the implementation of the proposed integration between the Civil Police and the Military Police in Rio Grande do Norte to the proposals of the SUSP. This study aimed to explore the gap with regard to the deepening of the possible causes that may hinder the implementation of integrated working between the police in public security, through a specific analysis on the state of Rio Grande do Norte. Was based on a theoretical framework that includes policies: general concepts, the steps of a public policy, the implementation stage , public security : conceptual definitions, policies on security in Brazil, the structure of public security in Brazil and systems police, Military Police x Civil Police: Roles and conflicts , integrating public security: the challenges to be overcome, the Unified public Safety (SUSP) and the main difficulties in the integration of the police. Being classified as to the purposes as an exploratory research on how to approach ranks as qualitative. The research unit was the Center for Integrated Operations Public Safety (CIOSP) through three subjects who were the chief CIOSP, the representative of the military police acting with the CIOSP, and representative civil police also active with the CIOSP. These subjects were chosen because of the understanding that individuals occupying senior positions would have more ability to respond to questions that guide the research problem. Data were collected through a set of interviews, qualitative data analysis was performed based content analysis, based on the definition of categories of analysis, gated time cross. With the results, it was revealed that the main problems of integration between the state police are treatment protocols, lack of political will and lack of infrastructure. The relationship between the Military Police and Civil Police in Rio Grande do Norte has differing cultural aspect, but can be considered as good value, professionalism and integrated operations. The implementation of CIOSP-RN followed the characteristics of the top-down model, the main difficulties in implementing the proposals of the SUSP, lack of own resources, the lack of standardization in public safety and the lack of professional training of public safety. It was concluded that with respect to the challenges to the implementation of the proposed integration between the Civil Police and the Military Police in Rio Grande do Norte to the proposals of the SUSP, the actions follow the characteristics of the top-down model, with no autonomy of administrators public to say in decisions, which restricts the view of the public safety of the state

O presente estudo tem como objetivo abordar o cenário da saúde mental no Programa Saúde da Família (PSF) - Areias I - situado no bairro Areias no município de Ribeirão das Neves - MG e compor um plano de ação para que haja a consolidação da saúde mental no município e que ela seja exercida de forma efetiva.O enfoque deste presente estudo será na área da enfermagem em saúde mental como requisito parcial para a conclusão do Curso de Especialização em Atenção Básica em Saúde da Família. Tendo esta última como foco de atenção, pois será através das interações em seu seio que as mudanças ocorrerão e que o portador de transtorno mental encontrará o apoio para adesão ao tratamento e a conquista de sua dignidade. Uma vez que no modelo de atenção atual, a política assistencial vigente preconiza a diminuição da oferta de leitos hospitalares e a criação de serviços substitutivos de atenção à saúde mental, trazendo o portador de transtorno mental para dentro das dinâmicas familiares que antes eram excluídos. Foi elaborado um diagnóstico situacional da área de abrangência da ESF - Areias I, de acordo com o módulo sobre Planejamento e Avaliação das Ações em Saúde do Curso de Especialização em Atenção Básica em Saúde da Família. Será proposto um plano de ação de acordo com o modelo do Planejamento Estratégico (PES) e para o embasamento científico foi realizada uma revisão literária com utilização dos seguintes descritores: "Estratégia de Saúde da Família", "Saúde Mental", em site de busca como o SciELO, Lilacs e Biblioteca Virtual da UFMG sobre o assunto; como critério de inclusão foram utilizados artigos publicados entre os anos de 1990 a 2014. De acordo com o presente estudo foi constatado a importância da Estratégia Saúde da Família na prevenção, promoção e recuperação da saúde dos portadores de transtornos mentais, pois através do vínculo que se adquire com a população adscrita torna-se possível a intervenção nos problemas dos mesmos.

A população mundial vem passando por processo de envelhecimento com o consequente aumento do percentual de doenças crônicas não transmissíveis (DCNT), particularmente doenças cardiovasculares e Diabetes Mellitus (DM), que tem se tornado grande desafio para o sistema de saúde de todo o mundo. Objetivo: Relatar a experiência de reorganização do processo de trabalho, por meio de ações estratégicas da equipe de saúde da família (ESF) nº 02 do Centro de Saúde Independência (CSI), para organizar o acompanhamento e oferecer assistência de qualidade aos pacientes com DM. Metodologia: Levantamento do número de diabéticos cadastrados na ESF nº 02; leitura do protocolo de DM da Prefeitura Municipal de Belo Horizonte pela ESF para alinhamento e elaboração do plano de ação; levantamento epidemiológico dos diabéticos da área de abrangência da ESF por meio de coleta e análise de dados; reestruturação das agendas programadas para atendimento aos diabéticos da área de abrangência da ESF com oferta de grupos operativos; consultas com equipe multidisciplinar e visitas domiciliares. Conclusão: A classificação dos usuários com DCNT, no caso usuários diabéticos, assim como a implantação de ações que visem a promoção e prevenção de agravos a saúde em decorrência dessa patologia, tornam-se relevantes à partir da concepção de que o processo de saúde-doença e seus reflexos individuais e coletivos nas vivências de cada usuário são determinantes para compreensão e adesão à terapêutica. O DM representa um problema de saúde pública em virtude de suas complicações agudas e crônicas. Há necessidade da realização de estudos que busquem descrever essa população e as estratégias utilizadas para acompanha-la, com vistas a oferecer subsídios para o planejamento de ações que possam melhorar sua qualidade de vida.

Mesmo em presença das formas de prevenção e rastreio, o câncer de colo do utero apresenta alta taxa de mortalidade, constituindo um problema de saúde pública. Ele corresponde a 15% de todos os casos de câncer em mulheres em alguns países em desenvolvimento, sendo o segundo tipo mais comum no sexo feminino. Na Equipe de Saúde da Família Santa Luzia, observa-se que ainda existe um número significativo de mulheres que não detém o acesso ao exame. Este trabalho teve como objetivo melhorar a oferta de exame citológico na área de abrangência da Estratégia de Saúde da Família Santa Luzia em Sete Lagoas/MG. A metodologia utilizada baseia-se na elaboração de proposta de intervenção, para o enfrentamento do problema da baixa oferta do exame de prevenção do câncer de colo de útero. Propõe-se, a partir de ações da Equipe de Saúde da Família, a realização de busca ativa das mulheres, orientar e incentivar a realização do exame e organizar a oferta. Conclui-se que é necessário fazer uma reorganização do serviço de saúde e fortalecer as ações educativas.

Objetivou-se analisar a experiência de uma formadora num curso de formação continuada para professores de Química, ocorrido numa universidade pública do estado de São Paulo, em 2004. Os dados apresentados surgiram da observação da prática da formadora e de suas reflexões, nas quais ela própria evidencia ideias, conflitos, angústias e impressões sobre suas ações durante o curso. Entre a prática da formadora e suas reflexões, surgem contrastes que irão se tornar nosso foco de investigação. Interpretamos esses contrastes como a atuação de elementos inconscientes que ora favorecem ora dificultam a sua prática e nos mostram que nem sempre a reflexão e a ação atuam na mesma direção. Defendemos uma prática reflexiva mais profunda e questionadora dos sujeitos como possibilidade para produzir melhores efeitos na formação e na atividade docente. Conceitos do referencial teórico psicanalítico de Freud e Lacan serviram de base para a análise dos dados.
