The main objective of the study was to form a strategic process model and project management tool to help IFRS change implementation projects in the future. These research results were designed based on the theoretical framework of Total Quality Management and leaning on the facts that were collected during the empirical case study of IAS 17 change. The us-age of the process oriented approach in IFRS standard change implementation after the initial IFRS implementation is rationalized with the following arguments: 1) well designed process tools lead to optimization of resources 2) With the help of process stages and related tasks it is easy to ensure the efficient way of working and managing the project as well as make sure to include all necessary stakeholders to the change process. This research is following the qualitative approach and the analysis is in describing format. The first part of the study is a literature review and the latter part has been conducted as a case study. The data has been col-lected in the case company with interviews and observation. The main findings are a process model for IFRS standard change process and a check-list formatted management tool for up-coming IFRS standard change projects. The process flow follows the main cornerstones in IASB’s standard setting process and the management tool has been divided to stages accordingly.

It was hypothesized that employees' perceptions of an organizational culture strong in human relations values and open systems values would be associated with heightened levels of readiness for change which, in turn, would be predictive of change implementation success. Similarly, it was predicted that reshaping capabilities would lead to change implementation success, via its effects on employees' perceptions of readiness for change. Using a temporal research design, these propositions were tested for 67 employees working in a state government department who were about to undergo the implementation of a new end-user computing system in their workplace. Change implementation success was operationalized as user satisfaction and system usage. There was evidence to suggest that employees who perceived strong human relations values in their division at Time 1 reported higher levels of readiness for change at pre-implementation which, in turn, predicted system usage at Time 2. In addition, readiness for change mediated the relationship between reshaping capabilities and system usage. Analyses also revealed that pre-implementation levels of readiness for change exerted a positive main effect on employees' satisfaction with the system's accuracy, user friendliness, and formatting functions at post-implementation. These findings are discussed in terms of their theoretical contribution to the readiness for change literature, and in relation to the practical importance of developing positive change attitudes among employees if change initiatives are to be successful.

Abstract How employees make sense of change is a very complex process. Recently, academics have neglected to research sense making activities in a micro culture implementation context, through the eyes of front line employees. In contrast to a macro view, a micro perspective limits researchers to only look at an individual, departmental or group level. By doing so, we can zoom in on the details of sense making processes that employees use in their daily work life. A macro (organisational) view is based on the notion that there is a general integrated culture that can be found in all organisational units and departments. It is assumed that culture can be researched by using the entire organisation as one single research entity. This thesis challenges this assumption. In case of planned change it is usually the management community who are in charge of the change intervention. Because of their formal hierarchical position, they have the power to abort or initiate change programs. It is perhaps therefore that researchers tend to be focused on the management community rather than on lower level organisational members, such as front line employees. Apart from the micro view, scholars also neglected to research culture change implementation through the eyes of front line employees. This thesis is an attempt to fill these two gaps that currently exists in academic change management publications. The main research question is therefore: From a micro point of view how do front-line employees make sense of the impact of culture change, during the implementation phase? This thesis starts with a literature review which exposes the two main gaps. The most important outcome of this review is that only 2% of the research articles dealt with culture implementation, through the eyes of front line employees. A conceptual research model is built on the integrated sense making theory of Weber and Manning (2001) and the micro variables of Raelin and Cataldo (2011). These theories emphasize elements of sense making in a daily working context. It is likely that front line employees can identify themselves with research elements such as tasks, skills practices, involvement and behaviour. Front line employees were selected, because as lower level organisational members they are usually the change recipients. They are further away from the change initiating scene (usually the management of an organisation) and form a potential sense making ‘hotspot’ that could provide new academic insights. In order to carry out the primary research, two case organisations were selected in the leisure industry. A participative case study research method was chosen. This meant that the researcher worked in the concerning departments of the case organisations. The goal was to observe and interview front line employees, while they were performing their jobs. The most important advantage of this approach is that the researcher temporarily becomes one with the organisation and is therefore able to acquire both formal and informal narratives that front line employees use during sense making activities. It was found that front line employees make sense of organisational change by using a practical approach. They make sense of the change program by carrying out new tasks, developing new skills and sharing best practices. The most noticeable conclusion was that sense making activities predominantly take place at an individual level in relation to change acceptance. Organisational members tend to create a mental equation in order to weigh the advantages against the disadvantages. They evaluate whether the concerning change program is beneficial to them or not. For future research a sense making scheme model is suggested that is based on two methods: an introspection and an action method.

Policy/program implementation, e.g., the process of fulfilling policy/program directives, is fundamentally tied to change. Implementation studies have examined the process, identifying many critical organizational variables although individuals perform the activities.^ Many of the studies are predicated on the rational, goal oriented model of organizations and examine implementation, presenting only the goal-oriented view. Organizational change and its resistance, however, are not fully explained by the rational model of organizations. There are other schools of thought providing different views of organizations from which explanation may emerge. Bolman and Deal (1984, 1991a, 1994) provide a different perspective for examining organizations Bolman and Deal argue organizations should be viewed through four different frames or lenses. Framing and reframing organizational action captures the complexity of action and provides better understanding of organizational processes. Understanding of implementation of policies/programs also will benefit from the use of the four-frame approach.^ The goal of this research is to provide a better understanding of the implementation process by examining individual attitudes toward change, the dependent variable of this research, and studying the relationship between the dependent variable and frame. The research was conducted in two phases. In Phase One, a survey was sent to 306 school administrators and teachers in magnet programs in Dade County, Florida. The survey instrument was composed of 55 questions including six from Bolman and Deal's Leadership Orientation Survey (1988) and 38 questions about organizational change. In Phase Two, more in-depth analysis of four school was conducted, to further explore the relationship between frame and attitude toward change.^ The results revealed that frame was a factor in explaining differences in personal Attitude Toward Change and Comfort Level with Change. Individuals using the symbolic frame had more positive attitudes toward change and were also more comfortable with change. The results of Phase Two of the research partially supported this finding in that the most fully implemented program was the product of an administrator who had chosen the symbolic frame. ^

This qualitative case study explored the process of implementing Experiential Education (EXED) in Yukon Territory Kindergarten to Grade 12 (K-12) schools with a particular focus on investigating: (a) understandings of EXED and the drivers behind its implementation, (b) factors contributing to EXED’s suitability for Yukon schools, and (c) factors supporting and challenging the implementation of EXED in Yukon schools. Data collection involved interviews with Yukon Department of Education (YDE) staff members, principals and teachers, document collection, and reflective note collection. Findings indicated that EXED was understood as more of a methodology than a philosophy for teaching and learning. EXED implementation was primarily driven by bottom-up (school/ teacher) initiatives and was secondarily supported by top-down (YDE) efforts. The process of implementation was supported by three main factors and was challenged primarily by six factors. The results also pointed to three factors that made EXED suitable for implementation in Yukon schools.

Strong leadership from heads of state is needed to meet national commitments to the UN political declaration on non-communicable diseases (NCDs) and to achieve the goal of a 25% reduction in premature NCD mortality by 2025 (the 25 by 25 goal). A simple, phased, national response to the political declaration is suggested, with three key steps: planning, implementation, and accountability. Planning entails mobilisation of a multisectoral response to develop and support the national action plan, and to build human, financial, and regulatory capacity for change. Implementation of a few priority and feasible cost-effective interventions for the prevention and treatment of NCDs will achieve the 25 by 25 goal and will need only few additional financial resources. Accountability incorporates three dimensions: monitoring of progress, reviewing of progress, and appropriate responses to accelerate progress. A national NCD commission or equivalent, which is independent of government, is needed to ensure that all relevant stakeholders are held accountable for the UN commitments to NCDs.

Tämändiplomityön tavoitteena oli tutkia, miten liiketoimintaprosessissa esiintyviä toimijoiden välisiä riippuvuussuhteita voidaan kehittää, käyttäen juuri tähän tarkoitukseen räätälöityä kehittämismenetelmää ja mitä osia tämäntyyppisen kehittämismenetelmän tulisi sisältää. Työssä ideoitu menetelmä on tarkoitettu jo käytössä olevien liiketoimintaprosessien kehittämiseen. Työ aloitettiin tutkimalla teoriataustaa liiketoimintaprosesseistaja olemassa olevista organisaatioiden sekä liiketoimintaprosessien kehittämismenetelmistä. Kehittämismenetelmän sisällön määrittelyssä hyödynnettiin myös työn tilaajan toimesta aikaisemmin tehtyä menetelmien ja mallien kehittämistyötä. Menetelmän sisältö rajattiin kolmeen vaiheeseen, joita ovat kehittämisprojektin suunnitteluvaihe, prosessin ja toimijoiden välisten yhteistyösuhteiden analysointivaihe sekä kehittämisratkaisujen suunnittelu- ja toteutusvaihe. Menetelmää testattiin kahdessa julkisen sektorin palveluprosessissa, joista saatujen kokemuksien perusteella menetelmää kehitettiin edelleen lopulliseen muotoonsa. Työn varsinaisena tuloksena syntyi sekä käytännössä testattu kehittämismenetelmä että useita potentiaalisia jatkokehityskohteita, jotka koskevat menetelmän yksittäisiä vaiheita. Lisäksi kehittämistyön yhteydessä syntyi myös laajempia kehittämisideoita, jotka koskevat prosessi- ja verkostomallien yhdistämistä, prosessijohtamista ja kehittämishankkeiden koordinointia.

Tämä tutkimus käsittelee strategiamuutoksen toimeenpanoa projektiliiketoimintaympäristössä toimivan liiketoimintayksikön tuotekehitys-, suunnittelu- ja tuotetoimitusprosesseissa. Muutoksen tavoitteena on tuoterakenteiden ja toimitusprosessien hallinta pelkän resurssien hallinnan sijaan. Työn tavoitteena on kuvaus siitä, mitä muutoksia strategisten tavoitteiden saavuttaminen edellyttää liiketoimintayksikön tuoteprosessien, tuotearkkitehtuurin ja tietojärjestelmien osalta. Tutkimuksen teoriaosuus käsittelee teknologiastrategiaa, tuotetiedon hallintaa, tuotearkkitehtuureja sekä tuotekehitystoiminnan prosesseja ja menestystekijöitä. Tutkimuksen empiriaosuudessa peilataan liiketoimintayksikön nykytilaa ja strategisia tavoitteita esitettyyn teoreettiseen viitekehykseen, sekä suoritetaan analyysi tavoitellun muutoksen edellytyksistä. Työn tulos sisältää sarjan toimenpiteitä ja näistä muodostetun käsitekartan, joka kuvaa muutosprosessia kokonaisuutena: tuoterakenteiden, tuotetiedon hallinnan, prosessien ja organisaatioiden osalta.

Muutos on kiinteä osa tämän päivän organisaatioiden toimintaa. Tämä asettaa haasteita niin muutoksen johtamiselle kuin esimiesten osaamiselle. Tämän työn tavoitteena oli selvittää, kuinka suuressa teollisessa tuotanto-organisaatiossa toteutettuun toimintatapamuutokseen vaikutetaan johtamisen keinoin ja miten eri henkilöstöryhmät kokevat muutoksen. Näiden pohjalta tunnistettiin ne johtamisen osa-alueet ja muut tekijät, joita tulee kehittää seuraavassa muutosprosessissa ja sen suunnittelussa. Työssä tutkitaan toteutettua muutosta viiden eri näkökulman kautta suorittamalla teemahaastattelut johdon, esimiesten ja työntekijöiden edustajille. Teemat, joihin tämä tutkimus pureutui olivat; uuden toimintamallin merkittävin sisältö, muutoksen välttämättömyys, muutosviestintä, muutoksen toteuttaminen ja muutoksen seuranta. Työn johtopäätöksinä ja yhteenvetona voidaan todeta, että muutoksen suunnitteluun kannattaa panostaa runsaasti ajallisia resursseja ja sitouttaa henkilöitä eri organisaatiotasoilta. Muutosviestintä on oleellinen osa muutoksen onnistumisessa ja sen osaamista tulisi kehittää, sekä luoda ymmärrystä viestinnän tärkeydestä muutoksessa. Keskijohto sekä työntekijöiden suorat esimiehet ovat ne ryhmät, joiden ymmärrys toteutettavasta muutoksesta on kriittinen tekijä ja joille täytyy erityisesti varmistaa riittävä muutosjohtamisen osaaminen.

Les politiques éducatives se multiplient à l’échelle des pays industrialisés mais celles-ci semblent rencontrer de graves problèmes d’atteinte de résultats concrets et satisfaisants. La mise en œuvre d’une politique, notamment les stratégies gouvernementales « hybrides » sélectionnées, c’est-à-dire des stratégies d’implantation de politiques qui misent à la fois sur des stratégies « top-down » et aussi « bottom-up », semble être un élément-clé à considérer pour leur efficience (Gather-Thurler, 2000; Van Zanten, 2004; Fullan, 2005, 2007). Or, les connaissances concernant ces stratégies de mise en œuvre sont partielles, encore peu développées et les raisons qui expliquent ces choix politiques se font rares; ce qui rend la production de politiques effectives et durables difficile (Fullan, 2000; Leithwood et Earl, 2000; Van Zanten, 2004). Le Québec a entrepris, en 1997, une réforme à grande échelle de son système d’éducation; réforme qui mise explicitement sur des stratégies gouvernementales « hybrides » pour sa réalisation. Cette étude s’attarde à cette réforme, plus spécifiquement à sa réforme du curriculum au primaire, afin de : 1) retracer les grands moments-clés de la mise en œuvre de la politique associés aux différentes dimensions du concept d’« hybridité »; 2) identifier et décrire les stratégies gouvernementales « hybrides » qui leur sont associées; 3) formuler des hypothèses explicatives provisoires et les valider; 4) élaborer un modèle explicatif et 5) expliciter l’incidence du modèle proposé sur les théories existantes. Cette étude de cas est effectuée par l’entremise de deux formes de cueillette de données complémentaires : une analyse documentaire et des entrevues semi-dirigées. Une analyse documentaire est réalisée à partir des documents formels de l’autorité publique (N=14) et d’une revue de presse, de 1995 à 2003 (N=648). Les entrevues (N=23) visent, pour leur part, à recueillir les propos des : 1) concepteurs et décideurs; 2) opérationnalisateurs; 3) concepteurs-opérationnalisateurs et 4) experts. La combinaison des données recueillies permet d’établir la comparaison entre le processus et la structure (Meny et Thoenig, 1989), le prescriptif et l’effectif, afin de comprendre la vraie dynamique qui a animé le processus de mise en œuvre de la politique étudiée. Ainsi, l’examen du processus de mise en œuvre de la réforme du curriculum québécois du primaire permet de retracer le modèle d’implantation de la politique curriculaire québécoise. Ce modèle d’implantation novateur fait état du fait que des stratégies hybrides non improvisées et exigeantes furent pensées et proposées par les autorités québécoises. Ce modèle d’implantation élaboré permettait de penser que la politique curriculaire québécoise allait, possiblement, permettre d’obtenir des résultats tangibles et durables dans les milieux scolaires. L’analyse de la structure de mise en œuvre révèle, pour sa part, que les stratégies d’implantation qui se sont déployées sur le terrain rejoignaient presqu’intégralement les stratégies « hybrides » initialement prévues. Le processus d’implantation a cependant connu une évolution différente de celle attendue. La mise en œuvre concrète qui s’est vécue sur le terrain fut difficile et hasardeuse, malgré l’approche « hybride » adoptée. Les éléments qui expliquent les difficultés d’implantation vécues sont présentés et analysés dans cette étude.

A través de un caso de estudio se explora cómo la construcción de sentido de un grupo de directivos, bajo una misma inspiración, generó el inicio de un cambio estratégico en una prestigiosa y reconocida universidad colombiana, la Universidad del Rosario. Una institución que en un momento determinado notó que estaba siendo percibida dentro del sector de la educación superior como pequeña, estática en el avance de algunas disciplinas del conocimiento y conservadora; en otras palabras, que estaba perdiendo el reconocimiento que usualmente la había acompañado. A través del estudio de este caso se utilizó la técnica de análisis de discurso para comprender la construcción de sentido del inicio de un cambio estratégico en las organizaciones. Esta técnica permitió analizar la información cualitativa derivada de las entrevistas que se realizaron en profundidad a la cúpula de directivos de la institución y a algunos destacados representantes del sector de la Educación Superior en Colombia. Los resultados sugieren que se hicieron presentes, efectivamente, algunas condiciones específicas que marcaron el inicio de un cambio estratégico en la institución y un viraje en su identidad e imagen. Hechos que se sustentaron en los miembros de un equipo que procuró interpretar y comprender los cambios existentes en el entorno global y local, y asimilar, igualmente, algunos destacados retos que se planteaban por aquella época, al interior de la propia Universidad

As organizações estão se conscientizando que a mudança decorrente da transição de estruturas tradicionais para funcionais, da implementação de estruturas, assim como da união de culturas organizacionais, está repleta de riscos. Esta mudança vem em decorrência de downsizing, fusões, incorporações, cisões, joint ventures, entre outras alternativas administrativas, societárias e comerciais praticadas. Com a necessidade de adaptar rapidamente o negócio às exigências externas, os riscos, muitas vezes, não são analisados ou o são superficial ou parcialmente, resultando na elevação dos mesmos e expondo os processos de negócios a potenciais fraudes. O ambiente de controle do negócio tem se mostrado uma área de preocupação, principalmente nos momentos de transição estrutural e organizacional, pelo desconhecimento conceitual do risco e da importância do controle, como também pela forma de implementação das mudanças. Verifica-se também que há empresas, normalmente as grandes, que possuem um sistema estruturado de controles implementado e outras, normalmente as médias e pequenas, que não o possuem, onde, de acordo com pesquisas realizadas, encontra-se um maior número de fraudes, que, proporcionalmente ao seu patrimônio, representa uma perda substancial aos seus negócios. Este estudo objetiva abordar a evidência de contribuição de um sistema estruturado de controle para a minimização de ocorrência de fraudes nas organizações.
