Resumo:
Panel cointegration techniques applied to pooled data for 27 economies for the period 1960-2000 indicate that: i) government spending in education and innovation indicators are cointegrated; ii) education hierarchy is relevant when explaining innovation; and iii) the relation between education and innovation can be obtained after an accommodation of a level structural break.

In this paper, we examine the impacts of the reform in the rural pension system in Brazil in 1991 on schooling and health indicators. In addition, we use the reform to investigate the validity of the unitary model of household allocation by testing if there were uneven impacts on those indicators depending on the gender of the recipient. The main conclusion of the paper is that the reform had significantly positive effects on the outcomes of interest, especially on those co-residing with a male pensioner, indicating that the unitary model is not a well-specified framework to understand family allocation decisions. The highest impacts were on school attendance for boys, literacy for girls and illness for middle-age people. We explore a collective model as defined by Chiappori (1992) as one possible alternative representation for the decision-making process of the poor rural Brazilian families. In the cooperative Nash equilibrium, the reform effects can be divided into two pieces: a direct income effect and bargaining power effect. We use the information content in the decisions of the NBER Business Cycle Dating Committee to construct coincident and leading indices of economic activity for the United States. We identify the coincident index by assuming that the coincident variables have a common cycle with the unobserved state of the economy, and that the NBER business cycle dates signify the turning points in the unobserved state. This model allows us to estimate our coincident index as a linear combination of the coincident series. We establish that our index performs better than other currently popular coincident indices of economic activity.

We use a factor-augmented vector autoregression (FAVAR) to estimate the impact of monetary policy shocks on the cross-section of stock returns. Our FAVAR combines unobserved factors extracted from a large set of nancial and macroeconomic indicators with the Federal Funds rate. We nd that monetary policy shocks have heterogeneous e ects on the crosssection of stock returns. These e ects are very well explained by the degree of external nance dependence, as well as by other sectoral characteristics.

The relationship between sanitation policies (access and quality) and health in Brazilian municipalities was estimated from 2003 to 2010 using a panel data model with corrections for missing data. The results suggest a limited effect of sanitation policy on health. Compared with results from the literature, we found that the worsening quality of water appears to be associated with increased rates of mortality and hospitalization for children up to one month of age. Improvements in sewage sanitation have reduced the mortality and morbidity rates in children aged one to four. Improved access to piped water is associated with decreased hospitalization related to dysentery and acute respiratory infections (ARI) and does not have an effect on child mortality. Finally, epidemiological transition is only supported by weak evidence, including a more intense effect of reduced access to sanitation in municipalities with the worst mortality and morbidity indicators. Medellín, Colombia continues to attract global recognition for its evolution from a crimesaturated and desegregated city to an award-winning paragon of innovation. Two innovations in particular, the Metro System & the Integral Urban Projects, have fostered and contributed to Medellín’s inclusive growth, as indicated by a corresponding increase in both social and economic capital. Through a mixed methodology analysis of these two experiences, including participant observation, in-depth interviews with different industry leaders, and household surveys, this thesis explores the extent to which inclusive innovation has contributed to inclusive growth in Medellín. The surveys were distributed to three sensitive neighborhoods of Medellín and apply a Synthesized Framework for measuring inclusive growth, one that includes five indicators for social capital and five indicators for economic capital, emphasizing the importance of progression in both dimensions. By drawing on concepts of inclusivity surfacing more frequently in business lexicon and the emergence of a newly branded Medellín, the findings of this thesis indicates that the implementation of innovations in association with a unified city vision practiced by the local government, corporate and non-profit sector has contributed to achieving inclusive growth, and has left civilians hungry for more.

This paper uses canonical correlation analisys to identify leading and coincident indicators of economic activity in Brazil. ln contrast with the traditional literature on the subject, no restrictions are made regarding the number of common cycles that are necessary to explain the complete cyclical behavior of the coincident variables. For the brazillian data, it is found that three common cycles exhaust all the cyclical pattern of economic activity. Based on the methodology developed here, it is also sugested an alternative chronology of the recent brazillian recessions.

Esta dissertação examina as implicações do processo de acumulação de competências tecnológicas para a melhoria da performance técnico-econômica. Este relacionamento foi examinado na Telemar Norte Leste, empresa prestadora de serviços de telefonia fixa, durante o período de 1998 a 2002. O exame da acumulação de competências é feito tendo como base uma estrutura descritiva existente na literatura e adaptada especificamente para o setor de telefonia fixa. A aplicação de estruturas descritivas para examinar as implicações da acumulação de competências tecnológicas sobre o aprimoramento da performance técnico-econômica, em empresas do setor de telecomunicações no Brasil, ainda é escassa. Esta dissertação realiza essa análise, baseada num estudo de caso individual e fundamenta-se em evidências empíricas qualitativas e quantitativas, obtidas através de entrevistas, observação direta e documentação interna. A acumulação de competências tecnológicas foi estudada em duas funções: "desenvolvimento de processos comerciais, produtos e serviços" e "desenvolvimento de sistemas de telecomunicações e processos operacionais". O exame do aprimoramento de performance está baseado num conjunto de indicadores técnico-econômicos, típicos desse setor. A análise realizada na Telemar identificou que esta desenvolveu esforços que lhe possibilitaram acumular competências inovadoras nestas funções, considerando a estrutura analítica adaptada nesta dissertação, alcançando o Nível 5 ou Intermediário, numa escala de sete níveis. Foram ainda encontradas evidências de influencias positivas para o aprimoramento da performance de vinte e nove indicadores de desempenho analisados, representativos das funções analisadas. Alinhando-se a outros estudos recentes na literatura de empresas localizadas em países em desenvolvimento, as evidências encontradas nesta dissertação sugerem que a acumulação de competências para adaptar, modificar ou criar novas tecnologias é essencial para a sobrevivência e o desempenho competitivo das firmas, exercendo papel fundamental no aprimoramento de seus indicadores de performance. Outros fatores, internos e externos, podem também influenciar a evolução das empresas. Esta dissertação comenta somente a crise mundial do setor de telecomunicações. Provocada pela drástica reversão dos investimentos vinculados à nova economia, desde 2001 tem provocado uma revisão no processo de gestão dos prestadores de serviços de telecomunicações, afetando o desempenho organizacional. Este contexto, no entanto, dada a complexidade de suas implicações, não foram aqui examinados.

Quais os efeitos práticos que a cobrança de metas provoca nas instituições e nos servidores públicos? E quando se vincula premiações financeiras a elas, qual o resultado? O Brasil vive uma onda recente de implantação de modelos de remuneração variável por desempenho no setor público. Minas Gerais universalizou o sistema em 2008, implantando o Acordo de Resultados e o Prêmio por Produtividade, já tendo gasto 1,3 bilhão de reais com o programa. Mas o otimismo dos gestores não encontra fundamento na teoria. A literatura mostra que sistemas de remuneração variável no setor público fracassam ou têm sucesso muito limitado (OCDE, 2005; Perry, Engbergs e Jun, 2009; Bowman, 2010; Weibel, Rost e Osterloh 2010). Conflitos, dificuldade de mensuração do desempenho, fraude e incapacidade de motivar servidores públicos têm direcionado experiências de incentivo ao fracasso. Alguns poucos estudos mostram que, sob certas condições, a remuneração variável por desempenho pode gerar resultados positivos (Marsden, 2010). Seria o sistema mineiro capaz de superar o pessimismo dos especialistas e alcançar resultados positivos? Quais mecanismos de fato operam quando se implementa metas e remuneração variável em instituições públicas? Este trabalho busca responder estas questões a partir do estudo de caso de três organizações da segurança pública em Minas Gerais: Polícia Militar, Polícia Civil e Corpo de Bombeiros Militar. Foram feitas 46 entrevistas com policiais, bombeiros e com a cúpula das instituições, analisados dados estatísticos – que avaliam a evolução do desempenho, observação participante e monitoramento da percepção da mídia sobre tais efeitos. O resultado mostra que metas e incentivos financeiros geraram profundas mudanças nas instituições pesquisadas. Na Polícia Civil houve crescimento da produtividade, aumento do controle e melhoria de processos internos. Entretanto, o foco na produção quantitativa de inquéritos gerou incentivos para a redução de sua qualidade. Na Polícia Militar observou-se impacto menor, uma vez que esta já havia auferido no passado recente ganhos que o uso de indicadores e metas poderia proporcionar. Ainda assim, observou-se aumento da cobrança interna de resultados. Esse fato foi um dos fatores que contribuiu para um efeito negativo importante: a reclassificação de crimes. Uma estrutura de incentivos e a ausência de obstáculos levaram alguns policiais a reclassificar crimes que tinham natureza próxima para melhorar as estatísticas de suas unidades. No Corpo de Bombeiros o impacto foi altamente positivo, levando a instituição a conceber novas estratégias, gerando ganhos importantes de produtividade e melhoria de resultados para o cidadão. O resultado mostra que metas e incentivos financeiros são muito poderosos e podem gerar resultados positivos ou negativos, dependendo da forma como são implementados. As evidências contradizem, em parte, o pessimismo dos acadêmicos e descortinam o funcionamento dos mecanismos que fazem metas e remuneração variável interferirem no resultado de organizações públicas.
