Municipal government policies supporting recycling cooperatives at the start of the 1990s and in the first years of the current century have contributed to resemanticizing trash rather than improving the living conditions of the street scavengers in the city of Rio de Janeiro. This idea was based on multiple case studies conducted in three post-consumption recycling cooperatives which have resulted from such policies. Interviews were held with three municipal government managers and 66 scavengers between 2002 and 2004, during a period of field observation that varied from two to six months in each case. Following a Foucaultian analysis approach, in this thesis post-consumption trash is considered as a discursive production. For this reason, the discourses have been analyzed (through an archaeology and a genealogy) that animated this object as a target condition of public policies. Thus, problematization of the trash has been proposed ¿ characterized by the concomitance of discourses related to an environmental and economic issue surrounding it, which would have impacted the scavengers' work. This proposal made it possible to consider the conditions that enable the scavengers to participate in this discursive production concerning trash. Problematization means the social enhancement of trash (its resemantization as recyclable) and the government policies were an attempt to make the scavengers adapt to this conjuncture. The conditions have been investigated that enable the scavengers to participate in the construction process of the discourse concerning trash (preparation of the strategies), in consonance with public policies. According to the three organizations observed, the public managers assumed that it would be possible for the scavengers to participate in the rules of discourse on trash, when they achieved economy of scale and when they sold to middlemen. Through the findings of the studies, however, it has been concluded that the ways in which these three organizations were managed enabled the scavengers to accede to the rules of discourse regarding problematized trash only when they could control the strategies that allow them to attend what is set by such rules.

o presente estudo faz, num primeiro momento, uma análise dos perfis profissionais dos gestores esportivos no cenário mundial, bem como das principais atribuições e competências que foram identificadas para a função, em estudos realizados nos Estados Unidos e Austrália. Posteriormente foram realizadas entrevistas com alguns dos principais dirigentes de organizações esportivas brasileiras para que, desse modo, fosse estabelecida uma análise comparativa entre as características apontadas no cenário internacional e aquela que nasce da demanda da realidade cultural do ambiente esportivo brasileiro. Assim, o objetivo deste estudo é identificar o perfil que nasce da demanda do ambiente esportivo aplicado à realidade cultural brasileira e compará-lo ao perfil ideal genérico apontado pelo ambiente esportivo mundial. Diante da incapacidade do Estado em atender às demandas que lhe são exigidas, o governo federal propôs alterações na máquina pública, através do Plano Diretor da Reforma do Aparelho do Estado, de forma a estabelecer novas formas de gestão e novos modelos para as instituições. O objetivo é possibilitar maior interação entre Estado e Sociedade e ao mesmo tempo atingir níveis maiores de eficiência. Em especial, o projeto das Organizações Sociais (OS) pode representar a primeira tentativa de fomentar uma nova espécie de parceria entre o Estado e a Sociedade. Não obstante, existem defeitos na implementação das OS, pois surgiram na prática por iniciativa do governo e não da sociedade civil; o processo de qualificação mostrou-se extremamente centralizador e a composição do Conselho de Administração fortemente comandada pelo poder público. Portanto, as OS devem ser analisadas como um processo em curso, uma possibilidade de vir ainda a se constituir em alternativa eficiente nas áreas de produção e veiculação de radiofusão educativa e cultural, de saúde, de pesquisa científica, de educação e de cultura. Para que atinja os seus objetivos, não se limitando à maior flexibilidade administrativa conquistada, terão de ser revistas e corrigidas as falhas iniciais e introduzidos mecanismos que possibilitem maior controle social da gestão pública. Esta dissertação está voltada para a experiência piloto das OS: a transformação da extinta Fundação Roquette Pinto em ACERP (Associação de Comunicação Educativa Roquette Pinto), I apontando desafios e dificuldades da mudança organizacional, os objetivos e as metas fixados no contrato de gestão e a busca da concretização da implementação de novos valores de direcionamento ao cliente com qualidade. Há críticas em relação ao processo de mudanças adotado, em especial à ausência de planejamento e à dificuldade de diálogo manifestadas pelos dirigentes da ACERP. A mudança organizacional tem importado valores culturais e buscado, a curtíssimo prazo, a modificação de traços de cultura e de comportamento predominantes na organização, provocando o êxodo dos servidores públicos.

Este estudo, diante do ritmo acelerado da globalização, aprende, caracteriza, discute e descreve experiências concretas de diferentes tipos de organizações, relacionadas a realidade multicultural desse novo contexto mundial, quando a comunicação e relacionamento humano assumem novas dimensões, para enfrentar desafios da competitividade. Iniciativas de treinamento e/ou desenvolvimento intercultural, foram buscadas com base em referencial teórico relacionado, métodos e técnicas qualitativos de pesquisas e uma abordagem fenomenológica complementar, cobrindo três diferentes casos empresarias e duas distintas organizações acadêmicas, iniciando com uma fase exploratória, seguida de validação de instrumentos de pesquisas, principalmente os de situações-problema a serem discutidas com os sujeitos. Esses procedimentos para definição do problema, o planejamento dos rumos do projeto e para a postura assumida nos âmbitos escolhidos, trouxeram maior precisão a formulação desses três pontos chave. No caso da companhia de transporte aéreo VARIG, um Projeto de Treinamento e Desenvolvimento/ Intercultural foi compreendido como possibilidade de competitividade nos serviços. No caso da fusão empresarial que resultou na criação da ELETRONUCLEAR, um programa de antecipação á referida mudança buscou a combinação cultural de duas empresas com expectativas agregadoras, visando minimizar o impacto do processo sobre a produtividade e a integridade das pessoas. No BANCO do BRASIL, os objetivos de T&D referiam-se a uma possível missão de atualização profissional no exterior, exigindo habilidades interculturais, a partir do mesmo princípio do auto conhecimento cultural, praticado nos casos anteriormente citados. Na academia, os cursos de comércio internacional ma UFRJ e na FGV, foram os ambientes escolhidos para pesquisas o lado humano intercultural dos negócios internacionais e dos processo de expatriamento, estimulando o aprendizado com a troca de experiências entre colegas, professores, palestrantes e pesquisadores. Os resultados do estudo revelam receptividade crescente sobre a proposta de T&D transcultural em todos os âmbitos pesquisados; um nível mais elevado de auto-estima dos sujeitos devido á oportunidade de discutir suas vivências na expectativa de aproximar pessoas e organizações, mesmo no caso da fusão; a postura fenomenológica de inserção na dinâmica dos próprios sujeitos, favorece a constatação de que momentos de convívio intersubjetivo são possíveis e valiosos para a construção transcultural e que, nesses termos, T&D Intercultural podem contribuir ainda, para classificar o sentido fenomenológico que circula nas ambiências compartilhadas, indicando uma orientação comum nos casos e situações investigados e que aparece no emprego de T&D intercultural como um recurso para humanizar a globalização.

The phonographic market has experienced a period of significant change caused by technological evolution. This phenomenon of global proportions has been the subject of considerable debate in the media and in academia. The entry of new actors, as well as piracy and new forms of commercialization of musical products, has significantly altered the relationships of power existing in this field. Therefore, the scope of this article is to analyze the phonographic industry in Brazil as an arena of forces and power struggles, based on notions of the field of cultural production, from the perspective of Bourdieu. This study constitutes a qualitative research and data was analyzed using a descriptiveinterpretative approach. In the case of the sector under scrutiny, and on the basis of the theoretical reference material, it would appear to be correct to affirm that economic capital is what is being sought on the part of the actors who comprise the field. Nevertheless, it is important to stress that the critical incidents that brought about the changes in the structure of the field over the course of time were predominantly of a technological nature. The field of the Brazilian phonographic market is currently experiencing a period of structural alteration that was especially affected by the development of MP3 technology and the emergence of virtual piracy. The fact is that formerly the major recording companies dominated the market and had the necessary resources of power to exercise their role as dominant actors and maintain this position. However, the aforementioned factors favored the entry of new actors in the field and the empowerment of those that prior to this time did not have the resources to compete against this domination.

Neste estudo são discutidos aspectos relativos à realização e gestão do trabalho sob o enfoque de processos buscando-se sua adequação e possível aplicação para o suprimento das necessidades inerentes ao cumprimento da missão da organização militar pesquisada que atua na administração de pensionistas no âmbito da Marinha do Brasil. Tomando-se as organizações de maneira mais ampla e dentro de uma perspectiva evolutiva são externados pontos julgados importantes para a superação do trabalho empírico, bem como, de sua realização isolada em favor de um modelo colaborativo integrando diferentes atividades e agentes em processos de trabalho. Neste caminho são apresentadas algumas das principais ferramentas de gestão, além de recursos oriundos da tecnologia da informação, buscando-se a identificação de algumas das mais relevantes contribuições que poderiam ser aproveitadas para o tratamento de processos e, mais especificamente, no principal processo em funcionamento na organização escolhida para o estudo de caso. Ao final do estudo são apresentados alguns cenários fundamentados na teoria visitada no intuito de se fornecer subsídios para o aprimoramento do processo de concessão de pensões militares.

The Brazilian public administration must act with efficiency, developing its activities with readiness and minimizing the use of resources. However, it has not been being able to work with increasing demand in solve complex problems. Tribunal de Contas do Estado do Rio de Janeiro (TCERJ) is the entity responsible for the operational audit of the public institutions of Rio de Janeiro State and its Municipals districts, except for the Capital. It has detected itself that the society demand is superior to its operational capacity of assistance. This dissertation tries to know if the public works audits system adopted by TCERJ could be considered a viable system. Considering that the systems approaches represents the key to work with a reality more and more complex, the Viable System Modelo (VSM) was adopted as reference, having been developed by Stafford Beer with cybernetics basis. Finally, taking VSM as reference in the normative level, it could be affirmed that the studied system is not a viable system to verify that, the studied system is not a viable system yet.

Over the past few decades, the phenomenon of competitiveness, and the underlying competitive advantage thereof, has been analyzed in diverse ways, in terms of its sources (external and internal environment) and competitive management strategies, as well as different scopes (nations, economic sectors and organizations) and fields of study (economy and organizational theory). Moreover, competitiveness is a complex phenomenon and, thus, reflected in the many methods and approaches which some frameworks have developed throughout the period to try to examine it in the tourism sector as well as other industries. In this research a framework for destinations is presented on the basis of dynamic capabilities. This is an important contribution to the research, since previous studies for the tourism sector have not approached this relevant aspect of the competitive development of tourist destinations, i.e. based on the capabilities of innovation, transformation, creation and research presents a competitive evaluation of the dynamic capabilities of tourist destinations, on the basis of 79 activities, distributed in eight , this work presents an empirical application of the framework in a sample of twenty Brazilian cities, considered, by the Brazilian Tourism Minister, as indicative tourist destinations for regional development. The results obtained from this evaluation were submitted to tests of statistical reliability and have demonstrated that the destinations possess heterogeneous levels of capabilities between themselves (different levels developed in the categories between the cities) and inside each destination (developed levels of capability between the categories of the destination). In other words: heterogeneity is not only between category to category.

The Brazilian Public Health System (Sistema Único de Saúde - SUS), defined by the Constitution of 1988, is almost 20 years old and is a landmark for health public policies. In these 20 years, the law was altered several times with the objective of prioritizing the investment of public money in such a needy area as health. Among these changes, it is important to single out the Constitutional Amendment number 29, issued on 13th September 2000, which determined the minimum investment in health. According to this amendment, as from the year 2000, the municipalities should invest in health services a minimum of 7% of the revenue from taxes and transferences from the Federal and State governments. This value was to rise gradually to 15% by 2004. Since every public policy should be systematically evaluated and considering the assumption that, according to the incrementalist theory, more money invested in health would tend to solve the crisis in the health system, this dissertation consists of a study of a set of health indicators in some municipalities of the State of Pernambuco after the Amendment 29. The evaluation period spanned 4 years, from 2002 to 2005 and the area chosen for the study was located in southern agreste region of the state. Ten health indicators were selected, all of which included in the Administrative Rule no 493, of the Health Ministry. It was found that in the chosen period the average investment in health was greater than 15% of the municipalities¿ revenue since 2002. However, the value of the investment per capita, considering the municipality's share of it, which was half of the total investment, decreased from 2002 to 2004 and increased in 2005. It was also found that the municipalities with the lowest per capita income were the ones with the highest investment per capita in health. As regards children mortality in the region, it was on average 33 for every 1000 children born, which is classified as ¿medium¿ according to the above mentioned Administrative Rule no 493. No statistically significative correlation was found between the amount of money invested in health and children mortality.

Essa dissertação foi escrita com o objetivo de promover a discussão sobre o sofrimento psíquico no trabalho. Tema atual, presente na vida de todos os trabalhadores, sejam quais forem suas nacionalidades, sexo, raça, faixa etária, nível de escolaridade, enfim, sujeitos possuidores de subjetividade e de desejo. Contudo, muitas vezes o sofrimento é negado pelas organizações produtivas públicas ou privadas. O sofrimento no trabalho é vivido no quotidiano das organizações como uma carga psíquica responsável por doenças físicas e psicológicas, desajustes emocionais, conflitos interpessoais dentro e fora do ambiente de trabalho, vícios, violência familiar e urbana. O polimorfismo do sofrimento aliado a sua negação pelas organizações e sindicatos confunde e envergonha o trabalhador, que passa a vivê-lo de forma individualizada e solitária. A investigação do tema teve como substrato teórico os estudos sobre psicopatologia do trabalho desenvolvidos por Christophe Dejours e seus seguidores. Além da literatura específica, buscou-se recorrer aos estudos da psicanálise e da teoria geral da administração com o objetivo de proporcionar uma ampla análise do fenômeno abordado. Finalmente, foi realizado um estudo exploratório em uma organização pública, o Hospital Getúlio Vargas Filho, com o objetivo de ilustrar o tema, abordando as questões mais significativas a ele relacionadas.

The objective of this work is the study of the existing correlations between the strategical use of the information and the joint and implementation of defense politics and national security in the Legal Amazonian. For in such a way, the proposal was developed from the analysis of the systems of protection and monitoring of the Amazonian (SIPAM/SIVAM), where we search to inquire as these systems have contributed for the definition and implantation of these politics. For the Amazonian, with its natural wealth, threats and vulnerabilities, the perspectives of integration, security and national defense and of sustainable development constitute great challenges to be faced, where the efficient use of the technology is a basic reference that must be incorporated in the strategies and public politics in these areas. One is about a strategical project, conceived with vision of future, protection and development of the . The objective SIPAM/SIVAM the defense and the guarantee of the Brazilian sovereignty in the Legal Amazonian, beyond the systematization and accomplishment of the governmental actions in the region, by means of the intensive use of technological apparatus. In turn, they reflect the priority that the Amazon region has in terms of defense and security for the Country, and symbolize the strategy of the State to protect it. The SIPAM/SIVAM if finds in a boarding line in which the guarantee of the national sovereignty also involves the care with the development of the local population, inside of a proposal educative and integrator. Like conclusion we affirm that of the SIPAM/SIVAM creates a new paradigm for the public administration, where the organizations work with a shared set of information, beyond starting to act of integrated form. Thus, when searching permanently the rationalization of efforts and resources, trying an unknown form of institution relationship where infrastructure and products are shared, the SIPAM/SIVAM creates a new premise for the Brazilian public administration and contributes to give a new direction to the development of the Amazonian.

This study apprehends the living experiences of the RFFSA employees who still remain in the organization until its final moments of existence. In order to comprehend and analyze these experiences to generate knowledge related to personnel relationships in critical management realities as it is the case in a process of organizational liquidation. Due to the fact that the case study focus on a railroad enterprise, the presence of which is inherent to the history of the nation, social implications related to that liquidation process were investigated under cultural concepts, new organization context, added to a phenomenological approach. Through the consideration of that philosophical dimension of the relationships which constituted the object of this study, the railroader being could be more broadly understood. The employed methods include bibliographic and documental research to describe the organization and to reinforce sources for a deeper study of the railroad employee¿s culture and values. The posture assumed in that investigation was participation with the subjects including the researcher. Some characteristics were extracted out of questionnaires and interviews as a means of answering questions which would not come out trough numbers. What emerges as a fundamental learning in the conclusions can be summarized as follows: the understanding of an organization as a slice detached from society, is a deviation from human relevance paths, since implications of human actions in leabenswelt are ignored and their impacts are not considered concrete. That especial learning which the case study helped to clarify and which is an alert to liquidators and employees, independently of hierarchy, is not limited to liquidation processes. The phenomenon which shows itself in that strategic category of management is that its deviation from human relevance appears in higher dramaticism.

This work aims to study the Brazilian Army as an actor in the process of implementation of public policies. This study evaluates and verifies, in loco, if the actions executed by the Brazilian Army contingent in Haiti (MINUSTAH), especially the Brazilian Battalion, are effectively contributing to satisfactory security conditions for the development and reestablishment of Haiti's institutional normality. The main activities developed by the six Brazilian contingents that had already acted and are still acting in Haiti will be described. This work ratifies the Brazilian Army's contribution to the creation of a favorable environment so that the Haitian State, with the contribution of other countries, international organisms and non-governmental organizations, could work on its reconstruction.

Este trabalho pretende mostrar que a implementação de políticas públicas no setor de turismo não é utopia, e sim um instrumento essencial à dinamização deste segmento tão promissor e rentável, que no mundo todo vem apresentando resultados surpreendentes, e que pode contribuir de forma significativa para o desenvolvimento de uma região. Para auferir os dividendos da indústria do turismo é primordial que sejam realizados investimentos no setor, de modo a oferecer as condições básicas para que o mesmo possa se expandir. Estas condições vão desde a infra-estrutura básica até a capacitação da mão-de-obra local. Cabe aqui destacar que é fundamental também que se dê incentivos fiscais e monetários para atrair investidores. E, estas, são ações que cabem, fundamentalmente, à iniciativa governamental. Uma análise comparativa entre o desempenho da indústria do turismo no mundo, no Brasil e na cidade do Rio de Janeiro, pretendeu-se provar que nas circunstâncias atuais, a elaboração e a implementação de políticas públicas são essenciais para a expansão do setor de turismo, e que este é certamente um próspero caminho a ser trilhado pelo nosso país e pela nossa cidade, considerando o enorme potencial turístico de ambos, rumo ao desenvolvimento econômico-social.

The present work has as its basic purpose observing the principal administrative changes originated from the implementation of the Social Organization Project, inserted in the recent administrative reforms in Brazil, proposed from the Director Plan of the State Reform and approved by the National Congress in November of 1995. In the course of the text will be presented the main factors of the transformation from a bureaucratic public administration to a managerial public administration, specifically focusing the change from a Government Organization to a Social Organization. To reach the proposed objective, a case study of the Brazilian Association of Light Sincrotron Technology - ABTLuS, that represented the first Social Organization installed in Brazil, responsible for the management of the National Laboratory of Light Sincrotron - LNLS, under form of administration contract signed with Nationl Research Council - CNPq and Science and Technology Ministry - MCT. Initially, was developed the theoretical framework, based on the existent literature. Proceeding, field researches were realized in the cities of Campinas - SP, in Brasília - DF and in Rio de Janeiro - RJ. As a consequence of the accomplished work, it was possible to observe that the implementation of the SO administrative model brought more administrative flexibility for the qualified institution. This fact induced to gains of agility and efficiency, with more responsibilities, for the leaders as well as for the employees of ABTLuS. As for the other two important items consisted in the Director Plan, related with the cultural change (from bureaucratic to managerial) and with the social control (larger interaction in the relationship State-society), it is important to stand out the need of a larger time for evaluation, considering that the LNLS presents peculiar characteristics (subject approached in the work). The Social Organization ABTLuS counts with a little more than two years of administration contract, therefore the process is still in course.
