Huolimatta korkeasta automaatioasteesta sorvausteollisuudessa, muutama keskeinen ongelma estää sorvauksen täydellisen automatisoinnin. Yksi näistä ongelmista on työkalun kuluminen. Tämä työ keskittyy toteuttamaan automaattisen järjestelmän kulumisen, erityisesti viistekulumisen, mittaukseen konenäön avulla. Kulumisen mittausjärjestelmä poistaa manuaalisen mittauksen tarpeen ja minimoi ajan, joka käytetään työkalun kulumisen mittaukseen. Mittauksen lisäksi tutkitaan kulumisen mallinnusta sekä ennustamista. Automaattinen mittausjärjestelmä sijoitettiin sorvin sisälle ja järjestelmä integroitiin onnistuneesti ulkopuolisten järjestelmien kanssa. Tehdyt kokeet osoittivat, että mittausjärjestelmä kykenee mittaamaan työkalun kulumisen järjestelmän oikeassa ympäristössä. Mittausjärjestelmä pystyy myös kestämään häiriöitä, jotka ovat konenäköjärjestelmille yleisiä. Työkalun kulumista mallinnusta tutkittiin useilla eri menetelmillä. Näihin kuuluivat muiden muassa neuroverkot ja tukivektoriregressio. Kokeet osoittivat, että tutkitut mallit pystyivät ennustamaan työkalun kulumisasteen käytetyn ajan perusteella. Parhaan tuloksen antoivat neuroverkot Bayesiläisellä regularisoinnilla.

The main objective of this dissertation is to create new knowledge on an administrative innovation, its adoption, diffusion and finally its effectiveness. In this dissertation the administrative innovation is approached through a widely utilized management philosophy, namely the total quality management (TQM) strategy. TQM operationalizes a self-assessment procedure, which is based on continual improvement principles and measuring the improvements. This dissertation also captures the theme of change management as it analyzes the adoption and diffusion of the administrative innovation. It identifies innovation characteristics as well as organisational and individual factors explaining the adoption and implementation. As a special feature, this study also explores the effectiveness of the innovation based on objective data. For studying the administrative innovation (TQM model), a multinational Case Company provides a versatile ground for a deep, longitudinal analysis. The Case Company started the adoption systematically in the mid 1980s in some of its units. As part of their strategic planning today, the procedure is in use throughout the entire global company. The empirical story begins from the innovation adoption decision that was made in the Case Company over 22 years ago. In order to be able to capture the right atmosphere and backgrounds leading to the adoption decision, key informants from that time were interviewed, since the main target was to clarify the dynamics of how an administrative innovation develops. In addition, archival material was collected and studied, available memos and data relating to the innovation, innovation adoption and later to the implementation contained altogether 20500 pages of documents. A survey was furthermore conducted at the end of 2006 focusing on questions related to the innovation, organization and leadership characteristics and the response rate totalled up to 54%. For measuring the effectiveness of the innovation implementation, the needed longitudinal objective performance data was collected. This data included the profit unit level experience of TQM, the development of the self assessment scores per profit unit and performance data per profit unit measured with profitability, productivity and customer satisfaction. The data covered the years 1995-2006. As a result, the prerequisites for the successful adoption of an administrative innovation were defined, such as the top management involvement, support of the change agents and effective tools for implementation and measurement. The factors with the greatest effect on the depth of the implementation were the timing of the adoption and formalization. The results also indicated that the TQM model does have an effect on the company performance measured with profitability, productivity and customer satisfaction. Consequently this thesis contributes to the present literature (i) by taking into its scope an administrative innovation and focusing on the whole innovation implementation process, from the adoption, through diffusion until its consequences, (ii) because the studied factors with an effect on the innovation adoption and diffusion are multifaceted and grouped into individual, organizational and environmental factors, and a strong emphasis is put on the role of the individual change agents and (iii) by measuring the depth and consistency of the administrative innovation. This deep analysis was possible due to the availability of longitudinal data with triangulation possibilities.

Tutkielman tavoitteena on selvittää käänteisen arvonlisäverotuksen mahdollisen käyttöönoton vaikutuksia suomalaisille rakennusyrityksille. Käänteinen arvonlisäverotus liittyy rakennusalalla ilmenevän harmaan talouden hillitsemiseen. Vastaavanlainen menettely on käytössä muutamissa Euroopan maissa, joista verrokkimaaksi työhön valikoitui Ruotsi. Tutkielmassa on käyty läpi talousrikollisuutta rakennusalalla, rakennusalan erityispiirteitä, Suomen ja Ruotsin arvonlisäverojärjestelmiä sekä käännetyn menettelyn käytöstä saatuja kokemuksia. Lisäksi haluttiin selvittää ruotsalaisten tekemiä lainsäädännöllisiä valintoja sekä niiden vaikutuksia. Tutkielman empiirinen aineisto kerättiin haastatteluin sekä Suomesta että Ruotsista. Tutkimuksen tuloksena voidaan sanoa, että menettely aiheuttaa yrityksille ylimääräistä hallinnollista taakkaa, mutta siitä huolimatta sen käyttöönottoon on suhtauduttu Ruotsissa melko positiivisesti. Tutkimuksessa havaittiin myös, että yksityiskohdilla ja säännöksillä on huomattavan suuri merkitys käännetyn menettelyn yrityksille aiheuttamaan kuormitukseen.

Gonadal somatic cell and adrenocortical endocrine tumors are rare. The incidence of adrenocortical carcinomas is only 1-2/1000000 a year. However, they are aggressive, especially in adulthood and currently surgery is the only curative treatment. Cytotoxic agents are in use in advanced cancers, but side effects and multidrug resistance are often problems. Thus there is a need for novel curative treatment methods. In contrast, ovarian granulosa cell tumors and testicular Leydig cell tumors are usually benign, especially at a younger age. The aim of the present thesis was to study a novel targeted treatment method through luteinizing hormone/chorionic gonadotropin receptor (LHCGR) in a transgenic mouse tumor model. The cytotoxic agent was lytic peptide Hecate-CGbeta conjugate where 23 amino acid Hecate, a synthetic form of honeybee venom melittin, was conjugated to 15 amino acid fragment of human chorionic gonadotropin β subunit. Lytic peptides are known to act only on negatively charged cells, such as bacteria and cancer cells and hereby, due to hCGbeta fragment, the conjugate is able to bind directly to LHCGR bearing cancer cells, saving the healthy ones. The experiments were carried out in inhibin-alpha-Simian Virus 40-T-antigen transgenic mice that are known to express LHCGR-bearing gonadal tumors, namely Leydig and granulosa cell tumors by 100% penetrance. If the mice are gonadectomized prepubertally they form adrenocortical tumors instead. Transgenic and wild type mice were treated for three consecutive weeks with control vehicle, Hecate or Hecate-CGbeta conjugate. GnRH antagonist or estradiol was given to a group of mice with or without Hecate-CGbeta conjugate to analyze the additive role of gonadotropin blockage in adrenocortical tumor treatment efficacy. Hecate-CGbeta conjugate was able to diminish the gonadal and adrenal tumor size effectively in males. No treatment related side effects were found. Gonadotropin blockage through GnRH antagonist was the best treatment in female adrenal tumors. The mode of cell death by Hecate-CGbeta conjugate was proven to be through necrosis. LHCGR and GATA-4 were co-expressed in tumors, where the treatment down-regulated their expression simultaneously, suggesting their possible use as tumor markers. In conclusion, the present thesis showed that Hecate-CGbeta conjugate targets its action selectively through LHCGR and selectively kills the LHCGR bearing tumor cells. It works both in gonadal somatic and in ectopic LHCGR bearing adrenal tumors. These results establish a more general principle that receptors expressed ectopically in malignant cells can be exploited in targeted cytotoxic therapies without affecting the normal healthy cells.

Molecular Characteristics of Neuroblastoma with Special Reference to Novel Prognostic Factors and Diagnostic Applications Department of Medical Biochemistry and Genetics Annales Universitatis Turkuensis, Medica-Odontologica, 2009, Turku, Finland Painosalama Oy, Turku, Finland 2009 Background: Neuroblastoma, which is the most common and extensively studied childhood solid cancer, shows a great clinical and biological heterogeneity. Most of the neuroblastoma patients older than one year have poor prognosis despite intensive therapies. The hallmark of neuroblastoma, biological heterogeneity, has hindered the discovery of prognostic tumour markers. At present, few molecular markers, such as MYCN oncogene status, have been adopted into clinical practice. Aims: The aim of the study was to improve the current prognostic methodology of neuroblastoma, especially by taking cognizance of the biological heterogeneity of neuroblastoma. Furthermore, unravelling novel molecular characteristics which associate with neuroblastoma tumour progression and cell differentiation was an additional objective. Results: A new strictly defined selection of neuroblastoma tumour spots of highest proliferation activity, hotspots, appeared to be representative and reliable in an analysis of MYCN amplification status using a chromogenic in situ hybridization technique (CISH). Based on the hotspot tumour tissue microarray immunohistochemistry and high-resolution oligo-array-based comparative genomic hybridization, which was integrated with gene expression and in silico analysis of existing transcriptomics, a polysialylated neural cell adhesion molecule (NCAM) and poorly characterized amplicon at 12q24.31 were discovered to associate with outcome. In addition, we found that a previously considered new neuroblastoma treatment target, the mutated c-kit receptor, was not mutated in neuroblastoma samples. Conclusions: Our studies indicate polysialylated NCAM and 12q24.31 amplicon to be new molecular markers with important value in prognostic evaluation of neuroblastoma. Moreover, the presented hotspot tumour tissue microarray method together with the CISH technique of the MYCN oncogene copy number is directly applicable to clinical use. IFRS standardit pyrkivät yhdenmukaistamaan yritysten taloudellisen informaation esittämistapaa ja lisäämään tilinpäätöksen läpinäkyvyyttä sijoittajien näkökulmasta. Tässä tutkielmassa tarkastellaan pankkien rahoitusomaisuuserien läpinäkyvyysvaatimusten toteutumista tutkimalla, kuinka rahoitusinstrumenttien arvostusmenetelmät ovat muuttuneet IFRS:n käyttöönoton myötä. Tutkimusmenetelmäksi valittiin monitapaustutkimus, jossa selvitettiin kuinka aineistoon valitut neljä pohjoismaista pankkia oust menetelleet rahoitusinstrumenttien arvostamisessa IFRS standardien käyttöönoton siirtymävaiheessa vuosina 2003 2007. Aineistona käytettiin pankkien julkisia tilinpäätöstietoja ja vuosikertomuksia. Tulosten perusteella rahoitusinstrumenttien läpinäkyvyyden voidaan sanoa jonkin verran lisääntyneen, sillä pankit olivat yleisesti ottaen siirtyneet käyvän arvon käyttämiseen aikaisemmasta hankintamenopohjaisesta menetelmästä. Käyvän arvon kaikki pankit oust määrittäneet markkinahintanoteerausten perusteella tai niiden puuttuessa erilaistenarvostusmenetelmien avulla. Pankin koko näytti olevan sidoksissa käytettavien arvostusmenetelmien monimutkaisuuteen.

Workflow management systems aim at the controlled execution of complex application processes in distributed and heterogeneous environments. These systems will shape the structure of information systems in business and non-business environments. E business and system integration is a fertile soil for WF and groupware tools. This thesis aims to study WF and groupware tools in order to gather in house knowledge of WF to better utilize WF solutions in future, and to focus on SAP Business Workflow in order to find a global solution for Application Link Enabling support for system integration. Piloting this solution in Nokia collects the experience of SAP R/3 WF tool for other development projects in future. The literary part of this study will guide to the world of business process automation providing a general description of the history, use and potentials of WF & groupware software. The empirical part of this study begins with the background of the case study describing the IT environment initiating the case by introducing SAP R/3 in Nokia, the communication technique in use and WF tool. Case study is focused in one solution with SAP Business Workflow. This study provides a concept to monitor communication between ERP systems and to increase the quality of system integration. Case study describes a way create support model for ALE/EDI interfaces. Support model includes monitoring organization and the workflow processes to solve the most common IDoc related errors.

ErbB receptors (EGFR, ErbB2, ErbB3 and ErbB4) are growth factor receptors that regulate signals of cell differentiation, proliferation, migration and survival. Inappropriate activation of these receptors is associated with the development and severity of many cancers and has prognostic and predictive value in cancer therapy. Drugs, such as therapeutic antibodies, targeted against EGFR and ErbB2, are currently used in therapy of breast, colorectal and head and neck cancers. The role of ErbB4 in tumorigenesis has remained relatively poorly understood. Alternative splicing produces four different isoforms of one ErbB4 gene. These isoforms (JM-a, JM-b, CYT-1 and CYT-2) are functionally dissimilar and proposed to have different roles in carcinogenesis. The juxtamembrane form JM-a undergoes regulated intramembrane proteolysis producing a soluble receptor ectodomain and an intracellular domain that translocates into the nucleus and regulates transcription. Nuclear signaling via JM-a isoform stimulates cancer cell proliferation. This study aimed to develop antibodies targeting the proposed oncogenic ErbB4 JM-a isoform that show potential in inhibiting ErbB4 dependent tumorigenesis. Also, the clinical relevance of ErbB4 shedding in cancer was studied. The currently used monoclonal antibody trastuzumab, targeting ErbB2, has shown efficacy in breast cancer therapy. In this study novel tissues with ErbB2 amplification and trastuzumab sensitivity were analyzed. The results of this study indicated that a subpopulation of breast cancer patients demonstrate increased shedding and cleavage of ErbB4. A JM-a isoform-specific antibody that inhibited ErbB4 shedding and consequent activation of ErbB4 had anti-tumor activity both in vitro and in vivo. Thus, ErbB4 shedding associates with tumor growth and specific targeting of the cleavable JM-a isoform could be considered as a strategy for developing novel ErbB-based cancer drugs. In addition, it was demonstrated that ErbB2 amplification is common in intestinal type gastric cancers with poor clinical outcome. Trastuzumab inhibited growth of gastric and breast cancer cells with equal efficacy. Thus, ErbB2 may be a useful target in gastric cancer.

Tämän diplomityön tavoite on kartoittaa maalien ja lakkojen valmistuksessa syntyvien sivuvirtojen hyötykäyttöä ja hyötykäyttöpotentiaalia nykyisellään. Työn tarkoitus on toimia esiselvityksenä pinnoiteteollisuuden sivuvirtojen hyötykäyttöön liittyvien liiketoimintamahdollisuuksien syvemmälle analyysille. Teollisuuden sivuvirtoihin liittyvää tietoa kerätään tilastoista ja olemassa olevista raporteista sekä haastattelemalla teollisuus- ja palveluyritysten edustajia sekä alan asiantuntijoita. Sivuvirtojen teknisten hyötykäyttömahdollisuuksien ja liiketoiminnallisten mahdollisuuksien tarkastelua varten järjestetään työpajoja asiantuntijoille Apila Group Oy Ab:n asiantuntijaverkostossa. Neljässä haastatellussa tuotantolaitoksissa syntyi vuonna 2008 yhteensä 6 662 tonnia kiinteää jätettä ja lietteitä. 68 % näistä sivuvirroista hyötykäytettiin energiana tai polttoaineen valmistuksessa. Materiaalina sivuvirtoja hyötykäytettiin 16 % sivuvirroista, pääasiassa pahvia, paperia, metalleja sekä tynnyreitä ja kontteja. Myös merkittävä osa liuottimista otettiin talteen uudelleenhyödyntämistä varten. Tässä diplomityössä hyötykäyttömahdollisuuksien tarkempaa tarkastelua varten valittiin tavanomaisiksi jätteiksi luokiteltuja maalisivuvirtoja, joita haastatelluissa tuotantolaitoksissa syntyi noin 1 500 tonnia. Maalisivuvirtojen tärkeimmät materiaaliominaisuudet liittyvät niiden sisältämiin täyte- ja sideaineisiin, jotka muodostavat merkittävän osan maalien koostumuksesta. Selvityksen mukaan nämä ominaisuudet voidaan ottaa hyötykäyttöön erilaisissa yhdistelmämateriaaleissa, esimerkiksi ekstruusiopuristetuissa tai ahtopuristetuissa muovikuitukomposiiteissa. Komposiittien raaka-aineena käytetään jo erilaisia sivuvirtoja ja lisäksi erilaisten komposiittien markkinoiden ennustetaan kasvavan. Tämä voi tarjota mahdollisuuksia uusille palvelu-, t&k- tai tuotteistusliiketoiminnoille. Kuivilla maalijätteillä on myös hyvä lämpöarvo, jolloin energiahyötykäytön ja palamisjäännöksen materiaalihyötykäytön yhdistäminen mm. keramiikka- tai sementtiteollisuudessa voi tarjota mahdollisuuksia uusille liiketoiminnoille.

The UPM-Kymmene Oyj Pietarsaari pulp and paper Mill biological wastewater treatment plant was built in the 1980's and the plant has been in use ever since. During the past years there have been problems with deviations. The wastewater treatment plant needs update, especially the aeration basin, where the old surface aerators cannot produce enough mixing and indroduce oxygen enough to the wastewater. In this thesis how extra aeration with oxygen affects the wastewater treatment plant effluent was studied. In the literature part the main focus is in aeration devices, which can be used in biological wastewater treatment. The target is to compare different kind of aerators, which are suitable for pulp and paper wastewater treatment. Studies show, that EDI-aerators are commonly used and also most suitable. In the experimental part, the focus is on the Pietarsaari Mills wastewater treatment plant and oxygen aeration during autumn 2008. This thesis presents the results of the trial run. Studies show, that extra oxygen devices can produce lot a of mixing and the oxygenation capacity was more than what the micro-organisms needed. The effect on sludge quality could not been seen during the trial runs.

In this master’s thesis, possibilities to utilize Near Field Communication (NFC) technology in health care applications are examined. NFC is a short-range wireless communication technology that enables the exchange of data between devices. Main components in NFC are tag, which contains data, a NFC reader device, which can be for instance embedded to mobile phone and also act as a tag, and an antennae in both tag and reader. In this work NFC technology is discussed and its utilization in health care information systems that are in use or in trial. Utilization of information technology in health care field is examined superficially. In this thesis, a system utilizing NFC is designed and its requirements and architecture presented. NFC is used in identification of care worker. When care worker arrives at the house of a patient, she brings the NFC-enabled mobile phone near NFC tag. This sends information to the application server. This information contains the time of arrival and patient and location identifier. When care worker leaves the place, she repeats the procedure. Information gathered can be used in reporting and real time tracking.

Ruokohelpi soveltuu ympäristöystävällisyyden ja korkean lämpöarvon vuoksi hyvin energiantuotantoon. Fortumin Joensuun voimalaitoksella ruokohelpi on syötetty kattilaan tähän asti pääasiassa pääpolttoaineisiin, turpeeseen tai hakkeeseen seostettuna pieninä energiaosuuksina. Pääpolttoaineisiin verrattuna ruokohelvellä on alhaisempi irto- ja energiatiheys, korkeampi klooripitoisuus ja kattilaa likaavampi tuhka, mikä asettaa rajoitteita sen käytön lisäämiselle voimalaitoksella. Alhaisesta irto- ja energiatiheydestä johtuvan holvautumisen sekä tukoksien lisääntymisen ja Joensuun voimalaitoksen nykyisten kuljettimien kapasiteettiongelmien vuoksi ruokohelven osuuden lisääminen suuremmaksi kuin 5 % polttoaine-energiasisällöstä on riskialtista ja edellyttää täten investointia erilliseen ruokohelven käsittely- ja syöttöjärjestelmään. Yksi vaihtoehto on murskata ruokohelpipaalit joko sähkökäyttöisellä, puolikiinteällä ja nopeakäyntisellä Haybuster H1130 tilt -murskaimella tai kiinteällä ja hidaskäyntisellä Raumaster-murskaimella ja ohjata ruokohelpisilppu joko pitkän mekaanisen kuljettimen ja sen perässä olevien lyhyiden pneumalinjojen tai pelkkien pitkien pneumalinjojen kautta suoraan kattilapesään. Työssä tutkitut investoinnit ovat taloudellisesti sitä kannattavampia mitä enemmän ruokohelpeä voidaan vuositasolla polttaa voimalaitoksella. Ruokohelven käyttömäärää voimalaitoksella kannattanee lisätä kuljetusmatkaa pidentämällä. Investointien valinta ei ole itsestäänselvyys. Nopeakäyntinen murskain on hidaskäyntistä murskainta edullisempi investointi, tosin hidaskäyntisen murskaimen käyttövarmuus on parempi kuin nopeakäyntisen murskaimen. Kattilan käytettävyyden kannalta ruokohelven käytön lisääminen edellyttää kattilan palamistekniikan analysointia laskennallisesti virtausmallinnuksella ennen kuin lopullisia päätöksiä investointien suhteen voidaan tehdä.

IT Service Management plays a key role in many IT organizations today. First IT Service Management principles founded in the early 1980s but the real adaption emerged in the end 2000s. IT Financial Management is one of IT Service Management’s processes. The main purpose of this thesis was study how IT Financial Management approach can be improved in a case company. Budgeting, accounting and charging are IT Financial Management functions. These functions are researched in this thesis. Thesis materials consist of both qualitative and quantitative material. The theoretical part consists mostly of IT Service Management literature while interviews and the case company’s information systems are researched in the empirical part. Thesis also reviews different kind of the systems which supports and automates IT Financial Management functions. The biggest challenge is the cost allocation with the current ERP system in the case company. It is worth to take group based system for allocation in use before there is a holistic system in a market. The case company should also develop its IT service processes forward.

Led-valaisun kehitys on mahdollistanut sen käytön kodin yleisvalaistuksessa. Työssä tutkitaan eri led-valaisuun soveltuvia teholähteitä, joista valitaan teknisiltä ominaisuuksiltaan sopivin kodin yleiskäyttöön. Tutkittavia teholähteitä ovat lineaariset ja hakkuriteholähteet. Teholähteiden ominaisuuksista tarkastellaan hyötysuhteita ja tehokertoimia, joista molempien perusteella sopivin teholähdetyyppi valitaan.

Sustainability is the aim of forest management and forest regulation in many countries. Accordingly, forest management has been steered towards more environmentally friendly methods and new regulatory instruments have been introduced. At the same time, wood trade and forest industry have become a global business. Even if the importance of national forest legislation has not decreased, it has been widely acknowledged that national regulation of forest management is no longer sufficient. The movement of goods does not acknowledge boundaries, even though most negative environmental and social consequences stay in the country of origin of wood and other raw materials. As a partial solution to this dilemma, different kinds of regulations have been developed. Various forest certification schemes and wood trade regulation in the EU (995/2010) are examples of efforts to prevent illegal logging and unsustainable forestry. The Finland-based forest industry is to a varying extent dependent on wood trade from Russia. Especially in the 1990‟s, ethical questions concerning import of wood from Russian old growth forests near the Finnish border were widely discussed. Consequently, forest industry enterprises have developed systems to trace the origin of wood and to buy certified wood from Russia. The aim of the research has been to evaluate Finnish and Russian forest regulations in order to investigate what kind of forest management these regulations enhance, and to what extent ecologically sustainable forest management has been integrated into different forms of regulation. I have examined Finnish and Russian forest regulation in four separate articles based on the topics of the Russian Forest Code, forest certification and other voluntary forest protection measures in Russia, Finnish forest certification and Finnish forest legislation. One objective has been to analyse the roles voluntary forest certification plays in promoting sustainable forest management in different countries. In my research, I have mainly concentrated on ecological sustainability and protection of biodiversity, although other aspects of sustainable forest management have been touched upon in different articles. In the following I shall conclude the findings of my research. When the current Russian Forest Code (2006) was being adopted, the main emphasis was not on ecological issues, but on reorganizing forest governance. The role of ecological requirements was even slightly diminished during the legislative reform. There are, nevertheless, still stipulations aiming at ecological sustainability, such as the division of forests into different forest management categories and various protection zones. In 2000, FSC forest certification arrived in Russia, at present covering already 28 million hectares of forests. The PEFC scheme is now in use as well, but to a much lesser extent. If properly implemented, Russian forest certification schemes clearly improve the level of ecological and social sustainability of forestry in Russia. Certification criteria, however, are partly in conflict with the Russian forest legislation and certified enterprises have been forced to pay fines or to negotiate with forest authorities. This clearly indicates that even if Russian forest legislation has otherwise been liberalized to a certain extent, some significant paternalism still exists. Voluntary, hands-on biodiversity protection measures are not valued, and they are not part of the official protection policies as in many other countries. However, there have been some regional solutions to this dilemma. In the Republic of Karelia forest authorities have approved a set of forest biodiversity protection rules created by a local NGO and a forest industry enterprise. By following these local rules, an enterprise can avoid fines for protection measures. The current Finnish Forest Act was adopted in 1996. It brought forest legislation into a new era as some ecological aspects were integrated into forest legislation. The various soft-law forest management recommendations further increased the level of biodiversity protection. My evaluation of the overall legitimacy of the Finnish forest legislation and forest management paradigm revealed, however, several problematic issues. As part of this study I analysed the history of the current forest management paradigm. This analysis revealed the path dependency which still hinders the protection of biodiversity and clearly decreases the general legitimacy of forest management. Due to several historical reasons only even-structured forest management based on clear cuts has for decades been officially approved in Finland. Due to increasing demands of forest owners the legislation is finally being revised. Yet, the official approval of uneven-structured forest management would not be enough to fully improve ecological, social and cultural legitimacy. The latest ecological theories and knowledge of endangered species should be taken into account in the on-going reform of forest legislation as well as the modernisation. Forest legislation is one of the very few spheres of Finnish environmental legislation where openness and participation are still considered a threat. The first Finnish forest certification scheme, PEFC, was established in 2000. It now covers more than 20 million hectares, about 95% of the forests in Finland. PEFC Finland does not require a higher level of biodiversity protection than the recommendations by Tapio (the Development Centre for Forestry), but certification has unified forest management practices and requires more protection measures than mere forest legislation. The study suggests that in Finland PEFC has not functioned as an instrument which would substantially improve the level of forest management. Rather it has supported the status quo of the forest sector. While the ecological and social responsibility of Finland-based forest corporations was one impetus for this research, I want to conclude that there are problems related to forest legislation and non-state regulation in both Finland and Russia. If an enterprise buying wood from Russia buys only certified wood, and carefully avoids wood coming from high conservation value forests that are either ecologically or socially valuable, it can be claimed to be as sustainably produced as in Finland. However, there must be continuous scrutiny of the circumstances. In Russia, the level of the compliance of certification criteria varies considerably, and there are vast unprotected invaluable forest areas. The utilisation of these areas should not be based on short-sighted decisions or lack of consensus among stakeholders.
