Des de mitjans dels anys vuitanta, la UE ha dut a terme sis CIGS amb l'objectiu de revisar els Tractats comunitaris. Com podem explicar els resultats producte d'aquesta cadena de negociacions? En aquest paper mantenim que la manera com es porten les negociacions influeix els resultats de les CIG. En particular, hi ha una sèrie de procediments i prà ctiques que faciliten l'abast d'acords. Partint de la literatura del neoinstitucionalismo, derivem tres funcions dels procediments i prà ctiques existents a les CIG: estructurar les negociacions, distribuir la informació i definir el rol de mediador en els processos de negociació. Aquest argument es mostra a través d'alguns exemples de les CIG celebrades a partir dels anys noranta.

Aquesta publicació té per objectiu oferir un balanç dels primers vint anys des de l'adhesió d'Espanya a l'Europa comunità ria en termes de «europeïtzació», una formulació que és objecte de creixent atenció per part dels estudiosos del procés d'integració europea. Per això s'analitzen tant la incidència d'Espanya a la Unió Europea com la d'aquesta en el sistema institucional, els processos polÃtics i les polÃtiques públiques espanyoles. El resultat reflecteix el grau creixent de simbiosi que, amb alguns matisos, s'ha anat generant entre ambdós nivells al llarg d'aquests anys.

Con la Europa del 2004 acercándose rápidamente, esta obra no pretende re-explorar el proceso de ampliación una vez más. Este trabajo pretende aportar una perspectiva aproximativa de aquello que le espera a la Unión Europea tras su ampliación. El acento se pone en las distintas oportunidades y desafÃos que la acción exterior de la Unión tendrá que afrontar en su futuro ampliado, centrándose especialmente en la UE-25 como una actor en polÃtica exterior a la vez que un proveedor de seguridad. El objetivo de los capÃtulos de la primera parte de este volumen es reflejar cómo se producirá la adaptación de los nuevos miembros a las cuatro áreas de impacto exterior de la UE (PESC, PESD, minorÃas y asilo), y consecuentemente, de qué modo influirán éstos nuevos actores. En la última parte de la obra, se explora la naturaleza de las nuevas fronteras de la UE-25.

El libro, coordinado por el Director de ACCEPLAN, Fernando Alonso López, viene a ser un reflejo de los avances entorno a la búsqueda de accessibilidad universal en los espacios públicos urbanizados. Para aproximarse a la realidad normativa y técnica de la Orden Ministerial el libro se estructura en artÃculos referentes al contexto normativo, a los contenidos de la Orden, y a reflexiones y criterios en torno a la accesibilidad en la ciudad. Del conjunto de artÃculos, por su variedad y por su carácter multidiciplinar, se extrae un libro de referencia que ofrece la variedad de enfoques del tema y que ayuda a interpretar mejor la Orden Ministerial, su contribución a los objetivos de la Ley 51/2003 de Igualdad de Oportunidades No Discriminación y Accesibilidad Universal, LIONDAU, y su utilidad en la comformación de unas ciudades cada vez más abiertas a la diversidad funcional y a la convivencia.

A new multimodal biometric database designed and acquired within the framework of the European BioSecure Network of Excellence is presented. It is comprised of more than 600 individuals acquired simultaneously in three scenarios: 1) over the Internet, 2) in an office environment with desktop PC, and 3) in indoor/outdoor environments with mobile portable hardware. The three scenarios include a common part of audio/video data. Also, signature and fingerprint data have been acquired both with desktop PC and mobile portable hardware. Additionally, hand and iris data were acquired in the second scenario using desktop PC. Acquisition has been conducted by 11 European institutions. Additional features of the BioSecure Multimodal Database (BMDB) are: two acquisitionsessions, several sensors in certain modalities, balanced gender and age distributions, multimodal realistic scenarios with simple and quick tasks per modality, cross-European diversity, availability of demographic data, and compatibility with other multimodal databases. The novel acquisition conditions of the BMDB allow us to perform new challenging research and evaluation of eithermonomodal or multimodal biometric systems, as in the recent BioSecure Multimodal Evaluation campaign. A description of this campaign including baseline results of individual modalities from the new database is also given. The database is expected to beavailable for research purposes through the BioSecure Association during 2008.

El trabajo que presentamos a continuación analiza la situación de la empresa KH Lloreda en el mercado de productos desengrasantes. Concretamente hemos profundizado en la estrategia de márketing utilizada en la empresa a la hora de lanzar su producto KH-7.Decidimos elegir la empresa KH Lloreda y más concretamente el producto KH-7 porque nos llamó la atención que un producto destinado al uso diario de la limpieza del hogar hubiera tenido tanto éxito. ¿Cuál es la caracterÃstica innovadora que hace que la gente prefiera este producto? Otro factor que también ha sido decisivo a la hora de elegir la empresa es la evolución de la compañÃa. Una empresa catalana de origen familiar ha logrado hacerse un hueco en el mercado y, en determinados sectores, ha logrado superar a grandes multinacionales. por esto hemos aprovechado esta ocasión para estudiar las estrategias que ha utilizado la empresa y más importante aún cómo las ha implementado para llegar hasta donde está ahora.El trabajo está estructurado en cuatro grandes partes. La primera trata de analizar los factores que pueden tener un impacto en la actividad de la empresa, tanto a nivel externo como dentro de la compañÃa.En la segunda hemos estudiado la estrategia que ha seguido la empresa al lanzar su producto KH-7, qué decisiones ha tomado, qué factores ha resaltado, de qué cosas han prescindido...La tercera comprende el análisis del apartado de márketing. Cómo ha dado a conocer la empresa el producto y cómo ha conseguido que los clientes se decanten por su producto antes que el de la competencia.Y por último, la cuarta parte del trabajo consiste en las conclusiones, analiza los resultados que hemos obtenido al estudiar cada una de las partes anteriores.por último creemos que es importante explicar brevemente qué esperamos obtener nosotros de la realización de este proyecto. Creemos que lo más importante que podemos aprender de él es que no sólo triunfan las grandes marcas y las grandes multinacionales con presencia mundial. Si se encuentra una buena idea de negocio, que normalmente viene dada por un hueco en el mercado, y se desarrolla una polÃtica empresarial coherente con el nuevo producto, las posibilidades de tener éxito en el mercado son muy elevadas, y con este trabajo intentamos demostrarlo.

From a managerial point of view, the more effcient, simple, and parameter-free (ESP) an algorithm is, the more likely it will be used in practice for solving real-life problems. Following this principle, an ESP algorithm for solving the Permutation Flowshop Sequencing Problem (PFSP) is proposed in this article. Using an Iterated Local Search (ILS) framework, the so-called ILS-ESP algorithm is able to compete in performance with other well-known ILS-based approaches, which are considered among the most effcient algorithms for the PFSP. However, while other similar approaches still employ several parameters that can affect their performance if not properly chosen, our algorithm does not require any particular fine-tuning process since it uses basic "common sense" rules for the local search, perturbation, and acceptance criterion stages of the ILS metaheuristic. Our approach defines a new operator for the ILS perturbation process, a new acceptance criterion based on extremely simple and transparent rules, and a biased randomization process of the initial solution to randomly generate different alternative initial solutions of similar quality -which is attained by applying a biased randomization to a classical PFSP heuristic. This diversification of the initial solution aims at avoiding poorly designed starting points and, thus, allows the methodology to take advantage of current trends in parallel and distributed computing. A set of extensive tests, based on literature benchmarks, has been carried out in order to validate our algorithm and compare it against other approaches. These tests show that our parameter-free algorithm is able to compete with state-of-the-art metaheuristics for the PFSP. Also, the experiments show that, when using parallel computing, it is possible to improve the top ILS-based metaheuristic by just incorporating to it our biased randomization process with a high-quality pseudo-random number generator.

El registre precÃs de l´aturada cardÃaca intrahospitalà ria seguint les recomanacions segons l´estil Utstein i mesurar els intèrvals de temps entre les diferents accions és difÃcil. L´estudi demostra que l'ús d'una gravadora amb temporitzador incorporat durant les maniobres de ressussitació cardiopulmonar en l´aturada cardÃaca intrahospitalà ria permet el registre de més Ãtems per pacients i el cà lcul dels intèrvals de temps entre les diferents accions durant les maniobres de reanimació cardiopulmonar de forma precisa i objectiva. Estudi observacional prospectiu entre gener de 2008 i desembre de 2009. S´inclouen pacients hospitalitzats i no hospitalitzats atesos per l´equip d´aturada cardÃaca.

: To assess in a cohort of Caucasian patients exposed to stavudine (d4T) the association of polymorphisms in pyrimidine pathway enzymes and HLA-B*4001 carriage with HIV lipodystrophy syndrome (HALS). 336 patients, 187 with HALS and 149 without HALS, and 72 controls were recruited. HALS was associated with the presence of a low expression, thymidylate synthase (TS) genotype polymorphism. Methylene-tetrahydrofolate reductase (MTHFR) gene polymorphisms and HLA-B*4001 carriage were not associated with HALS or d4T-TP intracellular levels. In conclusion HALS is associated with combined low-expression TS and MTHFR associated with high activity polymorphisms but not with HLA-B*4001 carriage.

An Apicomplexan Perkinsus species has been found parasitizing the clam Ruditapes philippinarum (= Tapes semidecussatus) collected on the Mediterranean coast in the region of the Ebro Delta (Tarragona, Spain). Light and transmission electron microscopy were used to study different stages of this parasite during zoosporulation induced by incubation in thioglycollate medium and seawater. During incubation the trophozoites began zoosporulation, which originated prezoosporangia and zoosporangia at different developmental stages. Successive cytokinesis and nucleokinesis gave rise to prezoospores, which became elongate and differentiated in biflagellated zoospores. The latter presented large mitochondria and an apical complex formed by a conoid, polar ring, micronemes, rhophtries and subpellicular microtubules. The zoosporangium wall showed some typical lamosomes and a discharge tube developed in early phases of incubation. Ultrastructural data were compared with the only four species of the genus Perkinsus previously described. The morphological data, the host and the geographic proximity suggest that the species located on the Mediterranean coast was Perkinsus atlanticus.

Cyclin dependent kinases (cdks) regulate cell cycle progression and transcription. We report here that the transcriptional co-activator PCAF directly interacts with cdk2. This interaction is mainly produced during S and G2/M phases of the cell cycle. As a consequence of this association, PCAF inhibits the activity of cyclin/cdk2 complexes. This effect is specific for cdk2 because PCAF does not inhibit either cyclin D3/cdk6 or cyclin B/cdk1 activities. The inhibition is neither competitive with ATP, nor with the substrate histone H1 suggesting that somehow PCAF disturbs cyclin/cdk2 complexes. We also demonstrate that overexpression of PCAF in the cells inhibits cdk2 activity and arrests cell cycle progression at S and G2/M. This blockade is dependent on cdk2 because it is rescued by the simultaneous overexpression of this kinase. Moreover, we also observed that PCAF acetylates cdk2 at lysine 33. As this lysine is essential for the interaction with ATP, acetylation of this residue inhibits cdk2 activity. Thus, we report here that PCAF inhibits cyclin/cdk2 activity by two different mechanisms: (i) by somehow affecting cyclin/cdk2 interaction and (ii) by acetylating K33 at the catalytic pocket of cdk2. These findings identify a previously unknown mechanism that regulates cdk2 activity.

Eleven cases of infectious arthritis occurring in patients with rheumatoid arthritis are reported. Staphylococcus aureus was the causative organism in eight patients. Streptococcus anginosus and Streptococcus agalactiae in one patient each, and Mycobacterium tuberculosis in two patients. The mean duration of symptoms before diagnosis was 16 days in patients with pyogenic arthritis. The diagnosis of joint infection caused by Mycobacterium tuberculosis was especially delayed (57 days). Four patients died; they were found to have a longer time to diagnosis and two of them had multiple joint infection. Although Staphylococcus aureus is the microorganism most often affecting patients with rheumatoid arthritis, infection caused by Mycobacterium tuberculosis must also be considered in such patients.

Objective: To analyse whether bone mineral density (BMD) assessment is required in postmenopausal women presenting with low trauma vertebral fracture. Methods: Women with vertebral fracture diagnosed over a 10 year period were recruited from our database. The following were excluded: (a) patients with high energy trauma; (b) patients with malignancies; (c) patients with a metabolic bone disease other than osteoporosis. All postmenopausal women were included in whom BMD had been evaluated at both the lumbar spine and femoral neck by dual energy x ray absorptiometry during the six months after the diagnosis. Patients with a potential cause of osteoporosis other than age and menopause were not considered. A total of 215 patients were identified. Results: The mean (SD) age of the patients was 65.9 (6.9) years. BMD at the lumbar spine was 0.725 (0.128) g/cm2 and the T score was ¿2.94 (1.22); BMD at the femoral neck was 0.598 (0.095) g/cm2 and the T score was ¿2.22 (0.89). The BMD of the patients was significantly lower than that of the general population at both the lumbar spine and femoral neck. When the lowest value of the two analysed zones was considered, six patients (3%) showed a normal BMD, 51 (23.5%) osteopenia, and 158 (73.5%) osteoporosis. The prevalence of osteoporosis at the femoral neck increased with age; it was 25% in patients under 60, 35% in patients aged 60¿70, and 60% in patients over 70. Conclusion: These results indicate that bone densitometry is not required in postmenopausal women with clinically diagnosed vertebral fractures if it is performed only to confirm the existence of a low BMD.
