This policy brief illustrates that both the conceptualisation of democracy and the means to achieve it remain vague, and explains why this is problematic. It points out the risks that stem from a lack of clear understanding about how human rights, governance, civil society and socio-economic development relate to democratisation. It concludes that the EU should reflect on the substance of its external democracy promotion policies and conceptualise the relationship between the different elements of democracy promotion cited above and democratisation. While ongoing reforms of international democracy promotion should continue, a wider debate on substance could help identify what the EU should support in the future. The EU should also establish a reflective external democracy promotion policy where the assessment of actions on democratic development becomes systematic and is institutionalised.

The promotion of the rule of law has become an important dimension of the European Union’s relations towards its neighbourhood. The rule of law is, however, a complex and multifaceted notion and the EU’s rule of law promotion policy has often been criticised for being either inefficient or self-interested. This collection of short papers offers an analysis of various case studies using the analytical framework of structural foreign policy (SFP) developed by Stephan Keukeleire. It aims to promote an original analytical perspective on the EU’s foreign policy but also to critically test and further develop the SFP analytical framework. The contributions of this collection consist of the shortened version of students’ Master’s theses written at the College of Europe during the academic year 2011-2012 in the framework of the course “The EU as a Foreign Policy Actor” taught by Stephan Keukeleire, Chairholder of the TOTAL Chair of EU Foreign Policy in the Department of EU International Relations and Diplomacy Studies.

This paper aims to explore the assumptions concerning the dynamics of human action underpinning breastfeeding promotion campaigns in the UK. Drawing on qualitative interviews with mothers, the ways in which three problematic assumptions shape both the promotion and experience of contemporary breastfeeding promotion campaigns are explored, in the light of Joas’s theorisation of action’s creativity and pragmatism. Public health efforts to establish breastfeeding as a rational standard against which good mothering can be judged, in ways which rely on a de-contextualised understanding of human action as instrumentally rational, where bodies are imagined as pliable instruments of human intentions, are explored as they play out in the experiences of women embarking on motherhood. The paper concludes that a target-driven health-promotion policy, relying on a mechanistic account of social and emotional life, is contributing to the burden of early motherhood in ways that are not conducive to infant and maternal health and attachment.

Health promotion activities consume a growing proportion of health sector spending in most developed countries. Yet, there is still considerable debate in the non-economic literature about exactly what health promotion constitutes and precisely how its role is to be conceived. This paper provides one economic answer to such questions. It sets out an argument that health promotion may be viewed, through the lens of traditional welfare economics, as a response to problems of market failure. A Grossman-type health investment model is invoked to analyse individual deviations from equilibrium and the possible instruments and targets of health promotion policy. The paper concludes by suggesting some of the alternative conceptual approaches that might be brought to bear, as well as some ideas for empirical research.

The role of the occupational health nurse is broad and includes health care provider, manager/coordinator, educator/advisor, and case manager and consultant, depending on the type of industry and the country in which the nurse practices. Regardless of the type of role, the occupational health nurse must participate in continuing nursing education (CNE) activities. This study describes the roles, credentials, and number of CNE activities undertaken by occupational health nurses working in Ontario, Canada. Using a non-experimental descriptive design, a questionnaire was mailed to all practicing occupational health nurses who are members (n = 900) of a local nursing association. Three hundred fifty-four questionnaires were returned. Nurses reported a variety of roles in the following categories: case management, health promotion, policy development, infection control/travel health, ergonomics, education, research, health and safety, direct care, consultation, disaster preparedness, and industrial hygiene. Sixty-five percent of nurses held an occupational health nurse credential, and 19% of nurses attended more than 100 hours of CNE annually. Occupational health nurses have multiple workplace roles. Many attend CNE activities and they often prepare for credentialing.

This paper draws together contributions to a scientific table discussion on obesity at the European Science Open Forum 2008 which took place in Barcelona, Spain. Socioeconomic dimensions of global obesity, including those factors promoting it, those surrounding the social perceptions of obesity and those related to integral public health solutions, are discussed. It argues that although scientific accounts of obesity point to large-scale changes in dietary and physical environments, media representations of obesity, which context public policy, pre-eminently follow individualistic models of explanation. While the debate at the forum brought together a diversity of views, all the contributors agreed that this was a global issue requiring an equally global response. Furthermore, an integrated ecological model of obesity proposes that to be effective, policy will need to address not only human health but also planetary health, and that therefore, public health and environmental policies coincide.

Essa dissertação tem por objeto de estudo a política de saúde em geral, recortada a partir do desenvolvimento das conferências internacionais de promoção da saúde. Observando a inflexão ideológica que os próprios conceitos de saúde e promoção sofrem. Há uma ação operada pelo capital através dos organismos internacionais de esvaziamento do conteúdo progressista para que se agregue valores de mercado à esse setor, e sua virtual transformação em mercadoria promotora de lucros em substituição a sua concretização como direito inalienável do ser humano. Com recorte no município de Niterói, município que fora berço do movimento e de experiências da Reforma Sanitário, foi possível observar a repercussão desse processo de inflexão ideológica operada pelo capital no campo da saúde.

En 2006, un hôpital universitaire de la région de Montréal a décidé d’implanter le projet « Hôpital Promoteur de Santé » dans un contexte où les conditions de travail des infirmières étaient particulièrement difficiles. Une étude de cas a été menée dans le CHU, afin de mieux comprendre le contexte interne d’implantation du sous-projet ‘milieu de travail promoteur de santé’. Des entrevues ont été menées auprès de 7 acteurs-clés du niveau stratégique et 18 infirmières-chefs pour examiner leurs perceptions relativement à l’implantation du projet HPS, et plus particulièrement d’un ‘milieu de travail promoteur de santé’ pour les infirmières. Un questionnaire a aussi été administré par entrevue à quatre acteurs-clés stratégiques du CHU afin d’évaluer la compatibilité des pratiques organisationnelles avec les critères d’une des dimensions du projet HPS, le milieu de travail promoteur de santé. Les résultats montrent des similitudes et des différences parmi les perceptions des acteurs stratégiques au sujet du contexte interne d’implantation. Les similitudes portent sur l’utilité, la compatibilité du sous-projet ‘milieu de travail promoteur de santé’ avec les valeurs de l’organisation, la nécessité d’une implantation graduelle ainsi que sur l’existence d’obstacles à l’implantation. Les différences ont mené à cinq discours d'acteurs stratégiques aux niveaux d’engagement différents, en fonction de facteurs d'intelligibilité (i.e. compréhension du concept HPS, rôle perçu dans l'implantation, stratégie d'implantation, vision des implications du concept HPS). Les résultats révèlent aussi que toutes les infirmières-chefs perçoivent l’utilité et la compatibilité du sous-projet ‘milieu de travail promoteur de santé’ avec les valeurs, normes, stratégies et buts organisationnels, ainsi que les mêmes obstacles à son implantation perçus par les acteurs stratégiques. Ils montrent aussi l’existence de deux groupes différents chez les infirmières-chefs quant aux stratégies proposées et utilisées pour implanter un ‘milieu de travail promoteur de santé’. Ainsi, les stratégies des infirmières-chefs du groupe 1 peuvent être assimilées à celles de leaders transactionnels, tandis que les infirmières-chefs du groupe 2 peuvent être assimilées à celles de leaders transformationnels. Finalement, les résultats de l’analyse des données du questionnaire indiquent divers niveaux de compatibilité des pratiques de l’hôpital par rapport aux critères d’un ‘milieu de travail promoteur de santé’. Ainsi, la compatibilité est élevée pour les critères portant sur l'organisation apprenante et performante, les stratégies pour un milieu de travail sain et sécuritaire, les activités liées à la promotion de saines habitudes de vie ainsi que les modifications de l'environnement physique et social. Cependant, elle est faible pour les critères portant sur la politique de promotion de la santé et la participation des infirmières. Notre étude a souligné l’importance de l’état de préparation d’une organisation de santé à l’implantation d’une innovation, un concept peu étudié dans les études sur l’implantation efficace d’innovations dans les services de santé, plus particulièrement du projet HPS. Nos résultats ont également mis en évidence l’importance, pour un hôpital souhaitant implanter un milieu de travail promoteur de santé, de former son personnel et ses gestionnaires au sujet du projet HPS, de disposer d’un plan de communication efficace, et de réaliser un état des lieux préalablement à l’implantation.

Esta investigación se realizó con el objetivo de conocer la evolución que ha tenido el sector turismo en el mundo y en Colombia para analizar el impacto que este ha generado en la economía nacional. La información obtenida de fuentes secundarias permitió conocer el desarrollo y el avance del sector a través de cifras y estadísticas con las cuales se identificaron las oportunidades y ventajas que tiene Colombia para lograr ser un país turísticamente competitivo y a su vez se evidenciaron los factores de mejora. Las Políticas Sectoriales ayudaron a identificar la normativa del sector y la manera en que cada uno de los procedimientos se debe llevar. Se realizó un análisis de competitividad en el país en el cual se resalta que a pesar de las falencias que aun se presentan en las actividades y servicios que se prestan para este sector, Colombia ha logrado un avance significativo con la correcta aplicación de la Políticas que el Gobierno Nacional creó y las buenas prácticas que día a día se convierten en un estilo de vida para los empresarios y actores participantes del sector. Se destacaron factores como la Política de Mercadeo y Promoción turística, los programas de educación y certificación que han sido apoyados por el Ministerio de Comercio, Industria y Turismo y la planificación para las diferentes obras que se han llevado a cabo por medio de herramientas como los Inventarios turísticos y los fondos que están disponibles para estas provenientes de entidades públicas y/o privadas, Fondo de promoción turística y donaciones, entre otros. De igual manera, se destacó la importancia de los Convenios de Competitividad Turística como aspecto fundamental en el proceso de posicionar a Colombia como un destino de talla mundial ya que en estos se define la problemática por departamento, las estrategias para solucionarla y el seguimiento que cada región le ha hecho a sus compromisos. Se mostró el cumplimiento de los objetivos específicos propuestos mediante una tabla en la que se describe la acción que se llevó a cabo para la respuesta satisfactoria de cada uno de ellos. Finalmente se dieron recomendaciones para el desarrollo del sector con base al análisis realizado en toda la investigación, resaltando las ciudades que han tenido un mayor crecimiento en los dos últimos años, las acciones que hacen falta implementar en las principales ciudades del país, la necesidad de certificar el talento humano mediante cursos ofrecidos por entidades como el SENA, el mejoramiento de la infraestructura colombiana y la continuidad que se le debe dar a programas como las “marcas país”

No período da gestão do Partido dos Trabalhadores (PT) no governo federal, configurou-se uma dupla agenda para a política habitacional brasileira: a primeira ligada à plataforma de reforma urbana, com previsão de descentralização entre os entes federativos e gestão participativa, e a segunda consubstanciada a partir das premissas de reestruturação do setor imobiliário e da construção civil, estruturada em uma política exclusiva de provisão habitacional com promoção privada e financiamento a partir de fundings públicos. No presente trabalho analisou-se a trajetória desta política nos anos 2000, tendo como foco principal o processo decisório que estruturou o arranjo permitindo a convivência destas duas agendas paralelas. Apesar das contradições e conflitos entre elas, também houve um tipo especial de imbricamento que produziu um jogo não só de coexistência, mas com ganhos para ambas. Combinando a análise institucional com abordagens teóricas focadas no papel dos atores e suas coalizões na transformação das políticas públicas, a tese teve como principal hipótese a existência de uma coordenação de interesses desenvolvida como marca característica do governo Lula e que sustentou a combinação destas duas agendas. Este modelo lulista de governança explicou e garantiu, em boa medida, a distribuição de benefícios a ambas as coalizões, além de ter legitimado a política habitacional dentro da agenda pública.
