Transformación de un modelo de mantenimiento de aplicaciones y sistemas informáticos hacia un modelo de soluciones orientado a servicios gestionados sobre valores cooperativos y gestión democrática cercana a las personas y socialmente responsable, con el objetivo de dar respuesta a las demandas actuales, en el ámbito empresarial, de externalización de servicios.

Sähköisen kaupankäynnin kasvun myötä, itsenäisten yritysten tietojärjestelmien integraation tarve on moninkertaistunut viime vuosien aikana. Yritykset ovat huomanneet, että tilaus-toimitusketjun automatisointiin tähtäävällä kokonaisvaltaisella integraatio-ratkaisulla on mahdollista päästä kattaviin kustannussäästöihin sekä tulojen kasvuun. Pääsääntöisesti yritykset kuitenkin etenevät hitaammin, integroimalla aluksi pienempiä liiketoiminnan tietojärjestelmien toimintoja. Positiivisten kokemusten perusteella yritykset ovat valmiitalaajentamaan sähköisen kaupankäynnin automatisointia myös muissa toiminnoissa. Tässä työssä keskitytään tarkastelemaan eri lähestymistapojayritystenvälisen integraation toteuttamiseen, sekä analysoimaan eri keinojen liiketoiminnallisia ja teknisiä vaikutuksia. Työ on tehty yhteistyössä UPM-KymmeneWood Oy:n kanssa, jonka tavoitteena oli saada perusteelliset tiedot yrityksenvälisestä integraatiosta ja syventää tietoja sekä integraatio-palveluita tarjoavien kolmansien osapuolten toimintatavoista että heidän tarjoamista palveluista ja niiden käyttökelpoisuudesta puutuoteteollisuudessa toimivassa yrityksessä. Käytännön osuudessa on tarkemmin esitelty integraatio-palveluita tarjoavien operaattoreiden kanssa käytyjen palaverien sekä heidän toimittamien materiaalien perusteella tehdyn tutkimustyön tuloksia, sisältäen yksityiskohtaiset kuvaukset yritystenvälisen integraation mahdollistavista palveluista.

Unified Threat Management or UTM-devices have created a new way to implement security solutions for different customer needs and segments. Customer and business traffic is more and more Web and application based when security is needed to that level as well. Thesis focuses to explore what opportunities UTM-devices provides for operator acting as a managed security service provider and how to succeed better in the markets. Markets are explored both in the customer interface what customers are expecting form the managed service provides and from technology provider interface what kind of products and services they have for different implementations. Theoretical background is taken from product strategy, networking and product development. These are taken into account when developed and explored opportunities an operator has in managed security business with UTM-devices. In the thesis four main recognized technology vendors and their product and services are compared against operator managed security services needs. Based on the explorations of theory, customer needs and technology a product strategy is proposed for operator acting as a managed security provider.

La proliferación en todo el mundo de las soluciones basadas en la nube hace que las empresas estén valorando mover su infraestructura o parte de ella a la nube, para así reducir los altos costes de inversión necesarios para mantener una infraestructura privada. Uno de los servicios que puede ser centralizado en la nube, mediante recursos compartidos entre varios clientes, son las soluciones de contingencia, como los servicios de protección de datos o los centros de recuperación ante desastres. Mediante este proyecto se pretende llevar a cabo el despliegue de una plataforma de servicios gestionados para ofrecer soluciones centralizadas, a clientes que lo requieran, de copias de seguridad y disaster recovery. Para la realización del proyecto se realizó un estudio de las tecnologías actuales para llevar a cabo la continuidad de negocio, los distintos tipos de backups, así como los tipos de replicación existente, local y remota. Posteriormente, se llevó a cabo un estudio de mercado para barajar las distintas posibilidades existentes para el despliegue de la infraestructura, siempre teniendo en cuenta el cliente objetivo. Finalmente, se realizó la fase de desarrollo, donde se detallan los componentes principales que componen la solución final, la localización de la infraestructura, un caso de uso, así como las principales ventajas de la solución. Se ha de destacar que se trata de un proyecto real, que se llevó a cabo en una empresa externa a la facultad, Omega Peripherals, donde una vez finalizado mi prácticum, se propuso dicho proyecto para desarrollarlo como continuación de mi labor en la empresa y formar parte de mi Trabajo Final de Grado (TFG). ---ABSTRACT---The worldwide proliferation of cloud-based solutions means that companies are evaluating their infrastructure or move part of it to the cloud, to reduce the high investment costs required to maintain a private infrastructure. One of the services that can be centralized in the cloud, through shared resources between multiple clients, are the solutions of contingency services as data protection or disaster recovery centers. This project aims to carry out the deployment of a managed services platform centralized solutions, to customers who need it, backup and disaster recovery services. The project consists of three phases. First, It was performed a study of the current business continuity technologies, the different types of backups, as well as replication types, local and remote. Second, it was performed a market study to shuffle the different possibilities for the deployment of infrastructure, keeping in mind the target customer. Finally, we found the development phase, where it details the main components that make up the final solution, the location of infrastructure, a use case, as well as the main advantages of the solution. It should be emphasized that this is a real project, which was carried out in an outside company to the university, called Omega Peripherals, where once I completed my practicum, it was proposed this project to develop it as a continuation of my job and develop it as my final dissertation.

This research identified organizational environmental attributes that present great challenges and potential derailment as perceived by- three' levels of management in contracted managed services within acute care hospitals. ANOVA was used to determine it the three groups of management differed significantly in their responses to a questionnaire about the relative importance of the organizational environmental attributes.

Actualmente encontramos una fuerte presión en las organizaciones por adaptarse a un mundo competitivo con un descenso en las utilidades y una incertidumbre constante en su flujo de caja. Estas circunstancias obligan a las organizaciones al mejoramiento continuo buscando nuevas formas de gestionar sus procesos y sus recursos. Para las organizaciones de prestación de servicios en el sector de telecomunicaciones una de las ventajas competitivas más importantes de obtener es la productividad debido a que sus ganancias dependen directamente del número de actividades que puedan ejecutar cada empleado. El reto es hacer más con menos y con mejor calidad. Para lograrlo, la necesidad de gestionar efectivamente los recursos humanos aparece, y aquí es donde los sistemas de compensación toman un rol importante. El objetivo en este trabajo es diseñar y aplicar un modelo de remuneración variable para una empresa de prestación de servicios profesionales en el sector de las telecomunicaciones y con esto aportar al estudio de la gestión del desempeño y del talento humano en Colombia. Su realización permitió la documentación del diseño y aplicación del modelo de remuneración variable en un proyecto del sector de telecomunicaciones en Colombia. Su diseño utilizó las tendencias de programas remunerativos y teorías de gestión de desempeño para lograr un modelo integral que permita el crecimiento sostenido en el largo plazo y la motivación al recurso más importante de la organización que es el talento humano. Su aplicación permitió también la documentación de problemas y aciertos en la implementación de estos modelos.

Family preservation service agencies in the State of Kansas have undergone major changes since the implementation of a managed care model of service delivery in 1996. This qualitative study examines the successes and barriers experienced by agency directors in utilization of a managed care system. Outcome/ performance measures utilized by the State of Kansas are reviewed, and contributing factors to the successes and limitations of the program are discussed. Included in these reviews is an analysis and presentation of literature and research which has been used as support for the current program structure. Recommendations for further evolution of practice are proposed.

This paper reports a cost-effectiveness analysis of standard therapeutic interventions received by ambulatory dually diagnosed clients of a Community Mental Health Center (CMHC). For the purposes of this study dually diagnosed was defined as a DSM-III-R or IV diagnosis of a major mental disorder and a concomitant substance abuse disorder. The prevalence of dually diagnosed people among the mentally ill and their unique and problematic nature continues to challenge and encumber CMHCs and poses grave public health risks. An absence of research on these clients in community-based settings and the cost-effectiveness of their standard CMHC care has hindered the development of effective community-based intervention strategies. This exploratory and descriptive effort is a first step toward providing information on which to base programmatic management decisions.^ Data for this study were derived from electronic client records of a CMHC located in a large Southwestern, Sun-belt metropolitan area. A total of 220 records were collected on clients consecutively admitted during a two-and-one-half year period. Information was gathered profiling the clients' background characteristics, receipt of standard services and treatments, costs of the care they received, and length of CMHC enrollment and subsequent psychiatric hospitalizations. The services and treatments were compared with regard to their costs and predicted contributions toward maintaining clients in the community and out of public psychiatric hospitals.^ This study investigated: (1) the study groups' background, mental illness, and substance abuse characteristics; (2) types, extent, and patterns of their receipt of standard services and treatments; (3) associations between the receipt of services and treatments, community tenure, and risk of psychiatric hospitalization; and, (4) comparisons of average costs for services and treatments in terms of their contributions toward maintaining the clients in the community.^ The results suggest that substance abuse and other lifestyle factors were related to the dually diagnosed clients' admissions to the CMHC. The dually diagnosed clients' receipt of care was associated strongly with their insurability and global functioning. Medication Services were the most expensive yet effective service or treatment. Supported Education was the third most expensive and second most effective. Psychosocial Services, the second most expensive, were only effective in terms of maintaining clients in the community. Group Counseling, the fourth most expensive, had no effect on community maintenance and increased the risk of hospitalization when accompanied by Medication Services. Individual Counseling, the least expensive, had no effect on community maintenance. But it reduced the risk of hospitalization when accompanied by Medication Services. Networking/Referral, the fifth most expensive service or treatment, was ineffective.^ The study compared the results with findings in the literature. Implications are discussed regarding further research, study limitations, practical applications and benefits, and improvements to theoretical understandings, in particular, concepts underscoring Managed Care. ^

The State contracted with six managed care organizations to deliver Medicaid managed care at an annual cost of $2.7 billion, representing 10% of the State’s annual budget, to 750,000 Medicaid beneficiaries in South Carolina. This review’s scope and objectives were: Test the six MCOs’ compliance and effective execution of the SCDHHS’s managed care contract “Section 11 - Program Integrity” focusing on the operational components of pre-payment review and post-payment review. Identify opportunities to improve SCDHHS’s biennial managed care contract, contract monitoring, and MCO compliance and effective execution of the contract.

Cette thèse est construite en quatre parties : trois annexes qui présentent six études de cas (env. 800 pages), précédées par une analyse transversale, plus synthétique (env. 150 pages), dont traite ce résumé. Chaque annexe contient une synthèse détaillée des études de cas. Cette thèse aborde la « gestion des ressources naturelles » en affirmant d'emblée que l'appellation est inappropriée, car ce ne sont pas les ressources qui sont gérées, mais leurs usages. Il s'agit donc d'identifier et d'analyser ce qui influence les comportements humains en lien avec la ressource. Cette affirmation fonde la perspective des sciences sociales sur la gestion des ressources naturelles, dans laquelle s'inscrit cette thèse. L'approche néo-institutionnaliste considère que les usages sont influencés par des institutions, qui sont elles-mêmes influencées par les usagers. Ces institutions sont des constructions humaines qui composent le contexte institutionnel dans lequel les acteurs décident de leurs usages (abattre un arbre, prélever de l'eau, etc.). Les usages des ressources ne sont donc jamais libres et il s'agit de comprendre comment ces règles du jeu influencent les pratiques. Elles sont nombreuses, interdépendantes et forment la trame sur laquelle se décident les usages. Pour saisir cette complexité, l'auteur applique le cadre d'analyse des régimes institutionnels des ressources (RIR) qui se limite à l'analyse de deux types de droits d'usages : ceux issues des règles de la propriété (titres de propriété, servitudes, etc.) et ceux issus des politiques publiques (lois, ordonnances, etc.). Le RIR permet d'identifier un « régime institutionnel », spécifique à la ressource étudiée, dont les évolutions peuvent être comparées dans le temps ou entre plusieurs lieux. Dans cette recherche, ce cadre d'analyse a été appliqué au même objet - la gestion forestière dans les zones de captage d'eau souterraine destinée au réseau public - dans trois pays : en France, en Suisse et en Indonésie. Trois années de recherche de terrain ont permis à l'auteur de s'intéresser non seulement aux règles prédéterminées (la réglementation), mais aussi aux règles effectivement activées sur le terrain (la régulation) par les acteurs rencontrés. Les études de cas montrent que les règles prévues sont inégalement activées et que les acteurs privilégient parfois la négociation directe pour résoudre leurs rivalités d'usages, à la place d'invoquer leurs droits acquis. Ce constat conduit l'auteur à proposer un élargissement de la focale du RIR, qui constitue le coeur de sa thèse. On ne s'intéresse plus seulement à ce qui « est » régulé, mais aussi à ce qui ne l'« est pas » et qui échappe à l'application classique du RIR. Ce renversement de perspective est crucial pour comprendre les usages concrets des ressources dans les régimes peu intégrés, où les pratiques s'expliquent davantage par la marge de manoeuvre laissée aux acteurs que par les règles prédéterminées. Cette relecture, testée avec succès dans cette thèse, permet d'intégrer la marge de manoeuvre à l'analyse au moyen du RIR. Elle se concrétise par l'identification des lacunes et incohérences dans les régimes institutionnels étudiés. Le champ d'application du RIR s'en trouve élargi et sa vulgarisation pour des non-spécialistes est facilitée, notamment pour les environnementalistes. La complémentarité entre les approches s'en trouve renforcée. Les résultats montrent deux choses : premièrement les acteurs disposent toujours d'une marge de manoeuvre pour négocier des régulations ponctuelles, qui sont autant d'alternatives à l'application des règles prévues. Deuxièmement, la conclusion d'accords issus de la négociation bi-/multilatérale dépend directement de la marge de manoeuvre laissée par le contexte institutionnel. Ceci explique pourquoi la négociation entre les propriétaires forestiers et les exploitants de captages s'imposent en Indonésie, est envisageable en France, mais n'aboutit pas en Suisse. Les nombreuses tentatives infructueuses de mise en oeuvre de solutions négociées, notamment sous forme de paiements pour services environnementaux (PSE), trouvent ici une explication. - This thesis (written in French) is built in four parts: three annexes that present six case studies (approx. 800 pages), preceded by a transverse, more conceptual analysis (approx. 150 pages), which this summary is about. Each annexe contains a detailed summary of the case studies. 'Natural resource management' is an inappropriate designation because it is not the resources that are managed but the uses made of them, therefore this thesis addresses the identification and analysis of the influences on human behaviour in relation to the resource. This statement roots the social sciences perspective on the management of natural resources, in which this thesis fits. A neoinstitutionalist approach considers that the uses are influenced by institutions, which are themselves influenced by users. These institutions are human constructions that form the institutional context in which the actors decide on the use of resources (felling a tree, collecting water, etc.). Thus, the uses of resources are never independent from institutional influences and it becomes necessary to understand how these rules of the game affect practices. They are numerous, interrelated and form the basis for the uses of resources. To understand this complexity, the author applies the institutional regime resource framework (IRR) which limits the analysis to two types of use rights: those resulting from the property rights (deeds, easements, etc.) and those from public policies (laws, ordinances, etc.). The IRR identifies an 'institutional regime', specific to the resource, from which developments can be compared over time or between several places. In this research, this analytical framework has been applied to the same topic - forest management in the recharging areas of groundwater piped for public supply - in three countries: France, Switzerland and Indonesia. Three years of field research allow the author to look not only at predetermined rules (rules), but also at regulations that are actually activated on the ground (rules-in-use). The case studies show that the predetermined rules are unevenly applied and that sometimes actors favour direct negotiation to resolve their rivalry of uses, instead of invoking their vested rights. From this observation the author proposes an enlargement of the IRR's scope, forming the core of his thesis. The interest covers not only what 'is' regulated, but what 'is not' and so is beyond the classical application of the IRR. This shift in perspective is crucial to understand the concrete uses of resources in poorly integrated regimes, where practices are explained by the margin of manoeuvre left to the actors rather than predetermined rules. This reinterpretation, tested successfully in this research, allows the margin of manoeuvre to be integrated in the analysis using the IRR and is made concrete by the identification of gaps and inconsistencies in the investigated institutional context. The new interpretation of the IRR in this thesis complements and enhances its classical application. In particular, its use and understanding by non-specialists, especially environmentalists, is facilitated. The results show two things: first the actors always have leeway to negotiate ad hoc regulations, which are alternatives to the application of the predefined rules. Second, the conclusion of bi/multilateral negotiated agreements depends directly on the leeway left by the institutional context. This explains why the negotiation between forest owners and operators of water catchments is needed in Indonesia, is possible in France, but does not succeed in Switzerland. This offers an explanation for many unsuccessful attempts to implement negotiated solutions, notably payments for environmental services (PES).
