This volume represents the proceedings of the 13th ENTER conference, held at Lausanne, Switzerland during 2006. The conference brought together academics and practitioners across four tracks, which were eSolutions, refereed research papers, work-in-progress papers, and a Ph.D workshop. This proceedings contains 40 refereed papers, which is less that the 51 papers presented in 2005. However, the editors advise the scientific committee was stricter than in previous years, to the extent that the acceptance rate was 50%. A significant change in the current proceedings is the inclusion of extended abstracts of the 23 work-in-progress presentations. The papers cover a diverse range of topics across 16 research streams. This reviewer has adopted the approach of succinctly summarising the contribution of each of the 40 refereed papers, in the order in which they appear...

The conference theme was ‘technology on the move’, and the 476pp. proceedings offer 50 papers by 108 authors. The editors advise all papers were subject to a double blind peer review. The research has been categorised into 18 broad headings, which reflects the diversity of topics addressed. [EN] This paper examines the syntactic ideas of Pablo Pedro Astarloa (1752-1806) as he explained in his Discursos filosóficos sobre la lengua primitiva (1805), and tries to put them in the context of the debate between rationalists and sensualists, who argued whether there is a «natural order» of words. Astarloa developed a system for accounting the word order in the primitive language of mankind (and hence in the Basque language) founded in three types of «nobleness», and in the principle that the noblest element precedes the less noble one. The first type (nobleza de origen) orders words according to their meaning. The second type (nobleza de ministerio) orders words according to the part of speech they belong to, or the semantic function they have. Finally, the third type (nobleza de mérito or de movilidad) considers the will for communication and, as a result, word order reflects the information structure. Moreover Astarloa ’s three types of nobleness are arranged in a hierarchy of superiority: movilidad > ministerio > origen. So Astarloa ’s syntax appears near to sensualists ’ conceptions on word order because it did not appeal for a fixed natural order of words; instead he proposed a variable word order based mainly on the communicative process.

[ES] El artículo se centra en el papel jugado por la lengua vasca, el euskara,en el proceso de creación e institucionalización de las colectividades vascas creadas a lo largo del siglo XIX y comienzos del XX en diversos países americanos a los que se dirigieron preferentemente los emigrantes vascos. En todos los casos, las colectividades vascas que se crearon integraban a originarios de todos los territorios tradicionales de Euskal Herria, tanto de las actuales Comunidades autónomas vasca y navarra en España, como del País Vasco-francés. En este proceso el euskara jugó un doble papel,práctico y simbólico, que posibilitó la asunción por parte de los emigrantes vascos,y de la sociedad que los acogió, de una identidad común por encima de otras divisiones basadas en la nacionalidad política o la diversidad ideológica.

This is a short grammar of the Basque language, or Euskara as it is called by its speakers. What follows is a partial description of the syntax of Euskara. The text has been arranged in the following fashion: there is an index where you can find the distribution of topics. Within each of the topics, an effort has been made to arrange information from general to specific, so that as you read into a given section, you will get into more details about the topic being under discussion. This grammar hopes to be useful to a wide variety of users. Therefore, it will probably not satisfy anyone completely: Those who want a quick 'feel' for the language will be disappointed by the slow and messy details the text dives into. Those who want a detailed, professional description will be disappointed by the lack of depth in the discussion. The text hopes to sit somewhere in the middle, and if it tells too much to those who want to know a little, and too little to those who want to know a lot, then it will have done its job.

[EU]Lan honek ikuspegi juridikotik abiarazitako ekarpena izan nahi du, hezkuntza sisteman hizkuntza eskubideak nola konfiguratzen diren azalduz. Hori gauzatzeko bi perspektibetatik abiatu da ikerketa: alde batetik, hezkuntza (oinarrizko) eskubideak zein karga linguistikoa duen azaltzen da, eta beste alde batetik, euskararen estatusak irakaskuntza sistemaren gainean proiektatzen dituen eragin juridikoak azaltzen dira. Hori abiapuntutzat hartuz, Euskal Autonomi Erkidegoan, Nafarroan eta Iparraldean zein hizkuntza eskubide diren aztertzen da, ondorio eta proposamen batzuekin bukatuz.
