Turkey’s intention to boycott Cyprus presidency of the EU Council in the second half of 2012 is a logical consequence of Ankara’s policy of not recognising the Republic of Cyprus. The boycott will have a negative but limited impact on Turkey-EU relations, and will not in practice significantly affect their intensity in the second half-year. The so-called positive agenda, a new co-operation mechanism between the EU and Turkey, offers a provisional way for the two sides to circumvent the formal obstacle for mutual contacts created by the Cyprus conflict. In itself, however, the launch of the positive agenda is not a breakthrough for Turkey’s integration with the EU. Any such breakthrough is unlikely to occur until progress is made in regulating the Cyprus conflict, and some member states change their attitude towards Turkey’s accession to the EU.

Back in the autumn of 2014, the deal between Russia and Turkey on the Turkish Stream pipeline was expected to start a period of close energy cooperation between the two countries, potentially able to change the energy game in the region and consolidate political relations in a long-term perspective. One year later, after announcing the project’s size would be reduced by half, Moscow suspended the negotiations in retaliation to the downing of a Russian fighter jet by the Turkish Air Force at the border between Turkey and Syria. This seems to complement growing doubts about Turkish Stream, which already started as a result of Russia’s military involvement in Syria. From an EU perspective, recent developments raise doubts about Turkey’s role in the Union’s energy strategy.

The Centre for Eastern Studies has decided to embark on the project entitled 'Turkey after the start of negotiations with the European Union - foreign relations and the domestic situation' for two major reasons: the start of the accession negotiations between Ankara and the European Union in October 2005, and the significant part which Turkey plays in western Eurasia (the Caucasus, the countries in the basins of the Black and Caspian Seas, the Middle East and the Balkans) which We wish to present our readers our second report discussing Turkey's relations with Central Asia, the Caucasus and Russia, the aspect of Turkish foreign policy regarding the Black Sea, and the role of Turkey as a transit country for oil and gas from the Middle East and the Caspian regions. The evaluation of Turkey's standpoint and potential regarding the aforementioned issues is especially important, considering the tensions existing in Turkey's relations with the EU and the USA, as well as the West's increasing engagement in the Caucasus, Central Asia and Black Sea regions. In this process, Ankara may play the role of a significant ally for the West. However, it may just as readily play the role of its rival, who could co-operate with other countries and may seriously frustrate the implementation of the EU and US' goals. The Report was developed between autumn 2006 and autumn 2007, over which time the project participants searched for publicly available documents in Poland, Turkey, EU countries and the USA, and went on five research trips to Central Asia, Russia, Turkey and Caucasus, where they met local analysts, officials and researchers.

This paper analyses the reasons for frustration and pessimism about Turkey-EU relations. It focuses on the impact of the crisis in Europe, the 2014 EP elections and selection of Jean-Claude Juncker for the Commission President post on Turkey’s EU accession process. Finally, the paper tries to answer how the current pessimism over Turkey-EU relations can be overcome.

The European Union, as a regional actor and an example of stability and well-being, has embraced a set of principles it has stood for and which constitute its own identity. The diffusion of these values among third countries is one of the objectives of EU’s External Policy. Democracy can be found among the principles that are sought to be exported through comprehensive and complex strategies within different frameworks, such as neighbourhood relations, trade partnerships and the accession process. Focusing on the latter, candidates are object of an intensive process of Europeanisation that operates through different mechanisms like socialisation and conditionality. Turkey, on the other side, has decided to apply for full membership several decades ago and, ever since, it has been pressured to Europeanise, which includes improving its unstable democracy. This case, however, is different from all other previous enlargements; for its special socio-cultural and civilisational features, Turkey constitutes a more complex novelty for the European Union. Therefore, this thesis aims to study the influence of the European Union on the democratisation process of Turkey, focusing on the period ranging between 1999, the year the European Council recognised Turkey’s candidacy status, and 2009 that marks the 10-year period of that condition. It is the intention of this project to assess the impact of the European Union at that level through the study of the democratic evolution of the country and its co-relation with other variables related to the presence or pressure of the EU. As this is a challenging objective, it will require a deep reflection upon central concepts like democracy and democratic consolidation, and a diversified use of methodological techniques, such as statistical analysis and mathematical co-relations, historical analysis, literature review and in-depth interviews. This study will privilege a Constructivist approach, emphasising the social construction of reality and the role of the ideational aspects – identity, perceptions and the broader socio-cultural dimension – in Turkey-EU relations.

Las relaciones bilaterales en materia política y económica entre Irán y Turquía, se han visto influenciadas por un sin número de acontecimientos que le han cambiado el rumbo a las mismas. Es por ello, que la siguiente monografía pretende determinar cómo las relaciones políticas y económicas entre Irán y Turquía, han incidido en el cambio de interés y percepción de Turquía frente a las relaciones con Irán, en el periodo comprendido entre el 2000 y el 2010.

Amenazas como Siria, Irán y el PKK fueron relevantes al momento de forjar una alianza entre Turquía e Israel a mediados de los noventa. Con la firma de varios acuerdos en el ámbito militar se fortaleció la relación bilateral en materia de seguridad. Sin embargo, la llegada de un nuevo gobierno a Turquía en 2002 generó un cambio en materia de política exterior, especialmente con Israel. La monografía sustentada bajo los postulados de la Teoría del Balance de las Amenazas concluye que la ruptura de la alianza se dio por el cambio en la política exterior de seguridad turca, el bloqueo a Gaza por parte de Israel en 2008 y el ataque a la Flotilla de Gaza en 2010, conduciendo a una transformación en los acuerdos militares pactados para la seguridad y estabilidad de ambos países en la región de Medio Oriente.

Dada la confluencia de Turquía en Asia, Medio Oriente, los Balcanes y Europa, el gobierno está en la necesidad de responder a los desafíos de ser un Estado pivote. Es en este punto donde su política exterior se convierte en la mayor herramienta para sobresalir y sobrevivir en un ambiente heterogéneo. El objetivo de esta monografía de grado es analizar la política exterior turca en el marco del Complejo de Seguridad Regional de Medio Oriente a partir de los aportes de la Escuela de Copenhague y su Teoría de los Complejos de Seguridad Regional, para comprender sus estrategias de soft y hard power en su política exterior a fin de analizar si se consolidó un smart power que permita posicionar a Turquía en una potencia regional.
