This work consists in a study of the Shrimp Industry in the state of Rio Grande do Norte, whose central issue relates to the understanding of how the Triple Helix (University, Government and the productive sector) interrelationship limits or expands the industry s innovation process. The study aims to understand how the Triple Helix relationship interferes in the innovation process of shrimp in Rio Grande do Norte. As the knowledge becomes the resource key for production methods, the generation of new technologies, new products and processes which demands joint and integrated action of the institutions comprising the Triple Helix: University, Government and productive sector, which possess the essential resources to innovate the process and can be maximized from cooperative relationships between the referred Institutions. Thus, in this work, it was sharply used the pioneering studies of Sabato and Botana (1968) regarding the cooperation relationship between the scientific-technological sphere, the governmental and the productive base, and studies on the Triple Helix approach, proposed by Etzkowitz and Leydesdorff (2000), in which the university has a key role in the process of technological and innovative development of countries and regions, and under which it is assigned to the very University - the character of the entrepreneurial institution, through the concept of entrepreneurial University. Aiming to overcome the criticism of Cooke (2005), regarding the limitations of the Triple Helix approach, in this study it was used - as analytical perspectives - the perspective of social immersion (Granovetter, 1985, 2005) and the theory of resources dependence (PFEFFER; SALANCIK, 1978). The analytical perspectives presented in here, despite of the different assumptions, are essential to eliminate the bias that one only approach can lead (ASTLEY; VAN DE VEM; 2007). The authors arguments focus on the fact that the integration is possible if the researcher acknowledged that different perspectives may have different descriptions of the same phenomenon. As a research strategy, this study is characterized as a study case, along with the proposed objectives - the qualitative method was used as an approach and, depending on the gathering of the sector s historical, a sectional longitudinal view approach was applied (VIEIRA, 2004). The primary and secondary data were used in order to understand the sector s evolutionary process and its inter-institutional relations - regarding the shrimp culture in Rio Grande do Norte - to promote the development, as the content was used for the technical analysis (BARDIN, 1977). The approach of social immersion and resources addiction dependence made it possible to understand that relationships are established within and between each sphere (university, government and productive sector) characterizing a network of low density relationships and strongly internal and external dependence. Based on the speech of Etzkowitz and Mello (2006), a successful Triple Helix strategy of innovation requires not only the involvement and commitment of the parts, within the institutional sphere and among them, but also the development of mechanisms to coordinate the multiple and complex interactions and interfaces, focusing on promoting both environment and context for innovation and learning; it can be acknowledge from study results that the shrimp in the State of the RN, although there are several institutional mechanisms to promote greater integration and technological development, has been presented disjointed - both internally and between the spheres - and under no legitimate practice when facing the innovational promotion and integration institutions. Due to those factors, the central institutions of the network are crucial to the promotion of innovations, spreading through their direct contacts the importance factor of the sustainable competitive activity in the world market and on the national level. However, it may be concluded, from the data, that the Triple Helix relations are interfering in a negative way on what concerns the promotion of innovations in the shrimp industry in RN

Foundations support constitute one of the types of legal entities of private law forged with the purpose of supporting research projects, education and extension and institutional, scientific and technological development of Brazil. Observed as links of the relationship between company, university, and government, foundations supporting emerge in the Brazilian scene from the principle to establish an economic platform of development based on three pillars: science, technology and innovation – ST&I. In applied terms, these ones operate as tools of debureaucratisation making the management between public entities more agile, especially in the academic management in accordance with the approach of Triple Helix. From the exposed, the present study has as purpose understanding how the relation of Triple Helix intervenes in the fund-raising process of Brazilian foundations support. To understand the relations submitted, it was used the interaction models University-Company-Government recommended by Sábato and Botana (1968), the approach of the Triple Helix proposed by Etzkowitz and Leydesdorff (2000), as well as the perspective of the national innovation systems discussed by Freeman (1987, 1995), Nelson (1990, 1993) and Lundvall (1992). The research object of this study consists of 26 state foundations that support research associated with the National Council of the State Foundations of Supporting Research - CONFAP, as well as the 102 foundations in support of IES associated with the National Council of Foundations of Support for Institutions of Higher Education and Scientific and Technological Research – CONFIES, totaling 128 entities. As a research strategy, this study is considered as an applied research with a quantitative approach. Primary research data were collected using the e-mail Survey procedure. Seventy-five observations were collected, which corresponds to 58.59% of the research universe. It is considering the use of the bootstrap method in order to validate the use of the sample in the analysis of results. For data analysis, it was used descriptive statistics and multivariate data analysis techniques: the cluster analysis; the canonical correlation and the binary logistic regression. From the obtained canonical roots, the results indicated that the dependency relationship between the variables of relations (with the actors of the Triple Helix) and the financial resources invested in innovation projects is low, assuming the null hypothesis of this study, that the relations of the Triple Helix do not have interfered positively or negatively in raising funds for investments in innovation projects. On the other hand, the results obtained with the cluster analysis indicate that entities which have greater quantitative and financial amounts of projects are mostly large foundations (over 100 employees), which support up to five IES, publish management reports and use in their capital structure, greater financing of the public department. Finally, it is pertinent to note that the power of the classification of the logistic model obtained in this study showed high predictive capacity (80.0%) providing to the academic community replication in environments of similar analysis.

Public investments in the development of innovation in the country, either through the rigging of public universities, either through public announcements of the promotion, increased dramatically in recent years. To analyze the efficiency and effectiveness of the use of public resources is especially in times of austerity, essential for the development of a country. In this context, this research aims to identify the influence of public investments to promote innovation in the degree of maturity of innovative companies in the state of the RN. Another goal is to identify the regional influence from the installation site - capital or countryside, in the performance of the companies studied in the degree of innovation. The theoretical basis of the understanding of the scope of the concept of innovation and its determination for the purposes of this study. Typology, degree of innovation, evaluation methodologies and mechanisms to support innovation : Still on the theme of innovation additional concepts that help the reader to a greater understanding, such as are presented. Following is approached conceptualization of the triple helix, highlighting the concepts advocated by Etzkowitz and Leydesdorff, Salomon and Silva and Ipiranga, Freitas and Paiva, among others. With regard to methodological aspects, we propose a descriptive, exploratory and explanatory research quantitative and qualitative approach with the target audience group of companies served by INOVA PRO- NAGI design - multi-institutional action from a public resource called FINEP promotes the development of innovative companies in the State of Rio Grande do Norte - in 2013. The research should provide reflection and understanding of the influence of public investment in innovation, which by means of qualitative predictive variables associated with quantitative method to explain which variables are significant variations in the degree of maturity of enterprises studied

O presente trabalho objetiva investigar a arquitetura jurídico-institucional de um ambiente inovativo denominado parque tecnológico. Este é um arranjo imobiliário que conta com os elementos da chamada tríplice hélice - academia, setor privado e Estado. Almeja a transformação do conhecimento em desenvolvimento, por meio de atividades fundadas em ciência, tecnologia e inovação (C&T&I). A pretensão é contribuir com a premissa de que esses arranjos são frutos da nova lógica econômica baseada no conhecimento e da atual concepção sistêmica de inovação que exige interdependência e interação dos seus agentes. Dentre esses destacamos, o Estado, por ser o ator mais paciente por resultados e o potencial idealizador, fomentador e articulador de processos inovativos sistemicamente pensados. A estratégia Estudo de Caso Único foi eleita para observar, em detalhes, a arquitetura jurídico-institucional do Parque Tecnológico de São José dos Campos, bem como para, a partir de um olhar jurídico-institucional, retirar aprendizados dessa experiência que possam ser aproveitados em novas modelagens de parques tecnológicos e de políticas públicas que focam a estruturação de ambientes inovativos sistêmicos. Foram priorizados exames qualitativos: (i) da sua fisiologia jurídico-institucional; (ii) dos agentes envolvidos e das respectivas amarrações jurídicas estabelecidas; (iii) da influência do Estado e das políticas públicas que o permeiam; (iv) do seu processo de implantação e desenvolvimento; e (v) dos desafios jurídico-formais e jurídico-institucionais que enfrenta. Compreendeu-se que parques tecnológicos são estruturados como arranjos híbridos, segundo a lógica da inovação em sistema, em que os elementos da tríplice hélice atuam em sinergia a partir da ativa atuação do Estado. Sua arquitetura jurídico-institucional decorre da aplicação de tecnologias de contratação e de regulação aplicadas em ambientes alicerçados em fatores institucionais específicos.

Knowledge and innovation were seen as major forces, both for survival, as the acquisition of competitive advantages in the Brazilian economy, as well as adding value to the product as a market differentiator. The Triple Helix model is directed toward the knowledge-based economy. Over the past six years, the Federal Government through the Financier of Studies and Projects ( FINEP ) invested in technological innovation projects, economic subsidies, about U.S. $ 1 billion supporting more than 800 projects with these resources. According to the MCTI , the Northeast, over the years 2000 to 2010 increased spending on Science and Technology (considering the activities of research and development more scientific and related activities) of the State Government in relation to its total revenue In 2000, 0.51% of total revenues were invested in Science & Technology, while in 2010 this figure increased to 1.31%. Among the nine Northeast states, Paraíba is highlighted. In 2000, 0.33% of its total revenues were directed to innovation, reaching 2.04% in 2010, the largest increase in the region while the RN invested 0.24% in 2000 and in 2010 reached the level of 1.42 %. According to IBGE, in the period 2000-2011, the micro and small enterprises surpassed the barrier of 6 million establishments. In 2000, there were 4.2 million establishments while in 2011 were 6.3 million active establishments. Therefore, throughout the period, there was a creation of approximately 2.1 million new establishments. Between 2000 and 2011, micro and small businesses have created 7.0 million formal jobs, 8.6 million jobs in 2000 to 15.6 million in 2011. This scenario shows the importance of this study in relation to the investment of governments in RD & I in micro and small enterprises. This study aims to analyze the interaction Universities - Business - Government in the development of innovation in micro and small companies in Rio Grande do Norte participants of the edicts of Inova FAPERN. We chose to adopt as a research method case study concerning the procedure of the research, exploratory, descriptive, and on documents with engineers and researchers of innovation projects approved by PAPPE Subsidy (Inova -RN I, II and III). Data collection was done through the report made by FAPERN entitled: " Evaluation of companies financed and supported by the Grant Program for Technological Innovation for Micro and Small Enterprises RN - INOVA -RN " (2010) and a questionnaire with 40 closed questions and 1 opened to 30 affirmative composed based on a 5-point Likert scale. The analysis of data was qualitative and quantitative. The study provided to identify the importance and barriers arising from the relation between Government Enterprise (micro and small) and University as essential to the economic development of the region. It was also identified that, in the innovation projects, 70% of the goods or services originating from research were to market these, 50% resulted in a patent for the company and 80% publications of scientific articles

O objetivo fundamental deste trabalho é identificar os impactos dos incentivos fiscais federais concedidos pelo Governo brasileiro com a publicação da Lei do Bem, sobre os investimentos privados em P&D. A partir de estudo de campo realizado emgrandes empresas estabelecidas em habitats de inovação, especialmente em PqTgerido por universidade, foi analisado como a Lei do Bem auxilia a disseminação da cultura de inovação e aumenta a competitividade empresarial. Especificamente, o estudo tem o intuito de mostrar a importância da inclusão de forma mais abrangente dos gastos com infraestrutura de P&D, no rol das atividades passíveis de recebimento de incentivos fiscais por empresas localizadas em países notadamente carentes neste aspecto, tal qual o Brasil. Ademais, analisar comparativamente os mecanismos de incentivos fiscais utilizados por outros países com a intenção de propor adequações na estrutura da Lei do Bem que minimizem a sua não utilização em virtude da falta de clareza na sua aplicação e consequente adoção de postura conservadora pelas empresas. A metodologia consistiu de um estudo exploratório e qualitativo e revisão bibliográfica onde foram analisados os conceitos teóricos relacionados à inovação, sistemas nacionais, regionais e setoriais de inovação, hélice tríplice, habitats de inovação e políticas públicas, além da coleta de dados realizada por meio de consulta aos relatórios elaborados por entes governamentais, bem como por entrevistas realizadas junto às empresas que instalaram seus centros de P&D no PqT UFRJ, Consultorias especializadas e à ANPEI. Os resultados doestudoforam obtidos a partir da compilação dos dados destas entrevistas e relatórios. Além de outras conclusões, as informações permitiram afirmar que os incentivos fiscais, especialmente aqueles relacionados à redução do Imposto de Renda da Pessoa Jurídica, são importantes na medida em que permitem às grandes empresas, que já realizam atividades de P,D&I, a destinação de um montante maior a essas atividades. Apesar disso, essa política pública carece de aperfeiçoamento em função de haverrestado claro que a mesma não estimula todas as atividades de inovação, mas apenas aquelas relacionadas à P&D, além de não haver incentivos adequados ao crescimento de infraestrutura para inovação.

A presente pesquisa objetiva analisar a utilização da Lei n 11.195/05, a Lei do Bem, por micro e pequenas empresas de base tecnológica - EBTs incubadas localizadas no polo tecnológico de Santa Rita do Sapucaí (MG), considerando para isto a interação da hélice tríplice, ou seja, a interação entre universidade-empresa-governo. Com intuito específico, objetiva identificar os principais motivos para a utilização da Lei do Bem, assim como dos motivos determinantes para a utilização ou não dos benefícios fiscais por ela proporcionados. A referida Lei proporciona benefícios fiscais voltados para a inovação e desenvolvimento de tecnologia, incluindo vantagens para a contratação de pesquisadores e na aquisição de equipamentos e maquinário para essas finalidades, entre outros. A pesquisa foi realizada pelo intermédio de uma estudo de campo na cidade de Santa Rita do Sapucaí (MG), que possibilitou a coleta dos dados mediante entrevistas estruturadas de maneira semiaberta com os empresários e órgão e instituições de apoio da região, possibilitando assim uma maior liberdade aos entrevistados para responderem dentro do roteiro estabelecido. O roteiro abrangia, de forma resumida, perguntas referentes à inovação, estrutura da região e do conhecimento e utilização da Lei do Bem. A análise dos dados coletados nas entrevistas constatou que o Arranjo Produtivo Local (APL) em que as empresas se encontram possui estrutura para a inovação e o desenvolvimento de tecnologia, entretanto, a interação entre os atores da hélice tríplice apresentou restrições em relação à utilização de financiamentos, fomentos e da utilização dos benefícios fiscais, em específico na dificuldade da utilização da Lei do Bem pelas empresas da região. Constatou-se nas as empresas pesquisadas, dificuldade para utilização de fomentos específicos para a inovação. Os fatores determinantes da dificuldade do uso da Lei do Bem apontados pela pesquisa foram o desconhecimento da Lei pelos empresários, falta de informação sobre a Lei e, o regime tributário escolhido. Esse estudo pode contribuir para aumentar o alcance da Lei do Bem às Micro e Pequenas Empresas (MPEs), e pela análise da citada Lei ao longo dos seus oito anos de vigência, sendo sete deles já reportados pelo Ministério da Ciência, Tecnologia e Inovação (MCTI), que resultou em uma lista com 1456 empresas que já se utilizaram dos benefícios proporcionados pela Lei do Bem de 2006 a 2012.

Ce mémoire présente l’étude numérique d’un emballement de turbine hydraulique axiale à échelle modèle. Cet état transitoire est simulé du point de meilleur rendement jusqu’à l’atteinte de 95% de la vitesse d’emballement. Pour ce faire, une méthodologie numérique est développée à l’aide du logiciel commercial ANSYS CFX en utilisant une approche "Unsteady Reynolds Averaged Navier-Stokes" avec modèle de turbulence k-ε. Cette méthodologie numérique a été validée grâce à des mesures expérimentales de pression acquises en situation d’emballement sur les aubes d’une roue de turbine axiale étudiée au Laboratoire de Machines Hydrauliques de l’Université Laval. La validation des simulations numériques a été réalisée grâce à des comparaisons dans les domaines temporel et fréquentiel entre les pressions mesurées expérimentalement et calculées numériquement. Les analyses fréquentielles en transitoire ont été effectuées à l’aide de transformées en ondelettes afin de représenter l’évolution temporelle du spectre de fréquence. Des analyses qualitatives de phénomènes hydrauliques prenant place dans la turbine sont aussi présentées. Les analyses effectuées ont permis de confirmer le développement d’un tourbillon en précession par rapport à la roue dans l’aspirateur provocant les fluctuations de pression dominantes à des fréquences subsynchrones. La comparaison entre les données expérimentales et numériques a permis de valider une stratégie de simulation transitoire et d’en définir les limites en vue de prochaines simulations d’emballement. Des tests supplémentaires sont suggérés pour améliorer la précision ou le niveau de confiance de la méthode.

Es un compendio de obras hechas por alumnos muy diferentes que trabajan materiales poco convencionales, con técnicas muy diversas. Como resultado, se organiza una exposición de arte en una sala del pueblo, para dar a conocer el trabajo del alumnado a las familias y la comunidad.

Neste estudo busca-se a compreenção dos significados dos conteúdos vividos e percebidos pela criança doente e sua família ao experimentar a doença sob o olhar existencial de Heidegger, Merleau-Ponty, Emmanuel Levinas e Paul Ricoeur.É um caminhar no cotidiano do mundo do hospital com a criança, família e equipe de saúde , tentando entender as características básicas do Dasein e as representações das mudanças existenciais, provocadas pela doença, no viver da criança e da família. Neste processo emergem tríplices mundos, intimamente interligados: o mundo do hospital,da família e da criança. A partir da relação e interação nestes mundos, num espaço e tempo determinados, constrói-se o compreender do modo de ser da criança doente. Trata-se de um estudo fenomenológico desenvolvido na Unidade de Oncologia Pediátrica do Hospital de Clínicas de Porto Alegre do Rio Grande do Sul, que utiliza, para coleta de dados, a observação participante, a entrevista e a filmagem, sendo o método hermenêutico selecionado para a interpretação. A criança surge, emerge, como um ser em construção no mundo,e a doença desarticula sua existência, abala e desestrutura a ordem familiar.O modo de ser da criança doente é desvelado na relação com a família e com o mundo do hospital. A criança e a família reorganizam-se como ser-no-mundo e enfrentam esta dimensão existencial que os caracteriza como seres autênticos, que manifestam seus sentimentos, angústias e sofrimento ao perceber as mudanças no mundo da vida e sua finitude. A equipe de saúde compartilha o sofrimento vivido pela família e a criança com câncer, e sensibilidade e solicitude desempenham um papel fundamental em sua prática, além do seu conhecimento técnico-científico. Este momento existencial é sempre inacabado, possibilitando novas construções e interpretações, entretanto a riqueza vivida, neste encontro, com o outro mundo do hospital, é revelador de uma infinidade de possibilidades no ato de conhecer e de cuidar, a partir da estrutura existencial do ser-no-mundo. O enfoque filosófico existencial de Heidegger torna possível vislumbrar novos caminhos em direção à compreensão e ao cuidado do ser-no-mundo que enfrenta a doença.
