In the early years of independence the Finnish school system went through a major change. Both the Compulsory school attendance act (1921) and the Religious freedom act (1923) were legislated almost simultaneously. Although the legislators were deciding on the whole content of the citizenship education given in the compulsory school, their attention was mainly concentrated on the issue of the religious education. The former study concerning the subject shows that this issue was strongly influenced by the political power struggle between the conservative and the socialist parties. One of the underlying factors was also the Church s decreased authority concerning the elementary school. The aim of this research was to study the Finnish evangelical movement s attitude and opinions on the issue of religious education and on its status and nature. Their opinions on the issue were especially investigated from the point of view of their own evangelical lower elementary school teachers seminar, which was deeply connected with the matter of confessionalism. The source material of this research of educational history consist of documents of the school administration and the Lutheran Evangelical Association as well as of vast collection of educational, Church s and evangelical movement s journals. According to the results of this study, the evangelical movement plead very strongly for denominational religious education. However, the confessionalism they were pursuing differed from the common understanding of the concept at that time. This became evident both because of their demands for increased education on the Christian doctrine and because of their sharp criticism against loosely confessional, generally Christian religious education. The evangelical movement s strict opinion was combined with their effort to emphasize the Lutherian doctrine in the Evangelical Lutheran Church in Finland. The founding of the Evangelical seminar for lower elementary school teachers in Karkku was a significant indication of the evangelical movement s dedication to strive towards school s Christianity. The objective of the evangelical seminar was to change the school by means of training evangelical minded teachers. The seminar was only a part of much larger plans of evangelical education and home missionary work. However, maintaining the seminar proved to be impossible, especially as the National Board of Education was absolutely against it, claiming that it would endanger the unity of the compulsory school. The National Board of Education indicated that the objectivity of citizenship education would be forfeit, if every marginal ideological movement could educate their own teachers.

La tesi qui presente è uno studio comparativo dei partiti socialisti italiano e spagnolo dal 1976 al 1986. Il soggetto di studio è la relazione tra i partiti socialisti e i sindacati. Durante questa decade, i partiti socialisti italiano e spagnolo vissero processi paralleli a livello nazionale e internazionale. Entrambi i partiti, per mano di Bettino Craxi e Felipe González, intrapresero un revisionismo ideologico per adattarsi alla situazione politica e sociale dell’epoca, al fine di divenire partiti di governo.

In October 1930, violent action of the Polish security forces against the Ukrainian population in Eastern Galicia resulted in an international campaign for the Ukrainians in Poland. Its central claim was the condemnation of these incidents as a violation of the Minorities Treaty of the League of Nations. The article focuses on the involved British extra-parliamentary groups and their international federations as well as leftist intellectuals, socialist parties and the Labour and Socialist International. In most cases, the commitment of the activists was motivated by the desire to expose a humanitarian scandal while the implementation of minority rights played a minor role. When it turned out that the first reports had presented an exaggerated version of the events, they shifted their focus to the Polish opposition whose persecution started in November 1930.

The caste system in India and its exploitative nature has been well researched (Siddique 2011 Gupta 2000). However, the role of caste in Indian employment relations and in particular its role in the labor movement in India is yet to be fully explored. The primary aim of this paper is to examine the rise of caste- based trade unions in India over the past decade. Specifically, we aim to examine why the lower-caste workers (historically treated as untouchables, referred to as ‘Dalits’and officially designated as Scheduled Caste and Tribes) are leaving established trade unions to organize their own unions along caste lines? While fragmentation of trade unions is a well-known phenomenon both in India and in the Western World (Shyam Sundar 2015; Connolly et al. 2014), the rise of caste based trade unions is a relatively new phenomenon which is yet to be fully explored. Caste based trade unionism appears to be counter-intuitive when the conventional logic suggests that unions are class based collective institutions which represent the interest of the working classes (Ramaswamy 1976). The Indian trade union movement has historically been fragmented along political ideological lines ranging from moderate unions affiliated to the Congress Party to the militant unions affiliated to the Communist and Socialist parties. However, the rise of caste-based trade unions of the lower caste workers is a relatively new phenomenon. Our findings from surveys and interviews with mainstream unions and caste-based trade unions suggest that the caste-based trade unions are unique in at least three ways. First, these unions are breaking away from well-established radical and militant union federations such as those affiliated to the Communist and Socialist parties. Second, these unions are predominantly organized on caste identities and not occupational identities or political ideologies. Third in unionized workplaces, lower caste workers are forming their own separate unions along caste lines with membership restricted only to workers of their own caste instead of joining the mainstream unions where present. We examine these issues using the analytical framework of Paulo Freire (1970) – dialogics, praxis and cultural oppression and relate it with the insights from comparative politics which examine the role of actors & their interests within institutions (Peters 2011).

Pour les partis politiques attachés à des idéaux pacifiques et internationalistes, comme les partis socialistes, la période de préparation à la Conférence mondiale du désarmement, soit entre 1925 et 1932, put paraître pleine de possibilités pour la réduction des armements nationaux. Bien que ces partis aient partagé un lien transnational, par leur adhésion à l’Internationale ouvrière socialiste, ils étaient avant tout des organisations évoluant dans des cadres nationaux différents. Ainsi, les positions qu’ils mirent de l’avant afin de convaincre leur électorat respectif ne purent être totalement semblables. Dans ce mémoire, le discours public, ainsi que les arguments le sous-tendant, de la SFIO et du Labour concernant le désarmement entre le 12 décembre 1925 et le 3 février 1932 est décrit, analysé et comparé. Les raisons du désarmement, les appréciations des développements sur la question autant dans le contexte de la SDN que dans les autres réunions internationales ainsi qu’au niveau strictement national pour les deux partis sont l’objet de cette étude. Il apparaît que la SFIO et le Labour ont présenté des arguments similaires afin de justifier le désarmement. De plus, bien qu’ils aient tous deux appuyé un potentiel rôle d’arbitrage pour la SDN, alors que les socialistes ont insisté sur leur rôle de lobbyistes, les travaillistes tablèrent plutôt sur les responsabilités des chefs d’État et des « grands hommes » dans le processus, tout particulièrement lorsque leur parti fut au pouvoir. Les travaillistes démontrèrent également une ouverture pour toute avancée du désarmement, même minime, alors que les socialistes préférèrent manifestement les ententes globales. Finalement, des approches nationales aux implications différentes furent promues : l’organisation de la nation en temps de guerre en France et la promotion d’un esprit de paix en Grande-Bretagne.

Con Los orígenes del totalitarismo Hannah Arendt propuso identificar el mal radical que los regímenes totalitarios efectuaron durante la primera mitad del siglo XX. La política de la muerte de Hit­ler y Stalin llegó a ser un flagelo hacia la humanidad y causó una gran intimidación que no escatimó la violencia y la aniquila­ción total de sus opositores. La política de la muerte significa no solo exterminar la vida desde un aspecto físico sino también desde un aspecto político, demostrando la capacidad de aislar al ser humano de su espontaneidad en la esfera pública y de su innegable pluralidad en los asuntos humanos. Las ideologías políticas que antecedieron a los regímenes totalitarios influyeron en la constitución de los partidos nacionalsocialista y bolchevismo, basando su discurso y ejecución mediante aconteci­mientos históricos que no fueron ajenos a su erección. La política de la muerte fue la determinación de todo un aparato estatal para acabar con la diversidad de los hom­bres y sumergirlos en la política macabra de los regímenes totalitarios, una política basada en la muerte.

This article traces the strategic re-orientation of the Spanish Greens (Los Verdes) from a position of hostility toward the Socialists (PSOE) to one of collaboration that allowed them to gain parliamentary representation in the 2004 national and European elections. Drawing upon insights from the party politics literature, it schematizes a model and then proceeds to use it to provide a diachronic account of factionalist conflict within the ranks of the Greens and their close competitors, the structure of political opportunities, exogenous factors and their interrelationship, up to the point of the electoral agreement between the two parties. In concludes by highlighting the role played by the Madrid bombings in bringing the PSOE back into power and offers some projections about the future institutional access of the Greens.

Over the past few years, attention to the role of state-wide political parties in multi-level polities has increased in recognition of their linkage function between levels of government, as these parties compete in both state-wide and regional elections across their countries. This article presents a coding scheme designed to describe the relationship between central and regional levels of state-wide parties. It evaluates the involvement of the regional branches in central decision-making and their degree of autonomy in the management of regional party affairs. This coding scheme is applied to state-wide parties in Spain (the socialist PSOE and the conservative Partido Popular) and in the UK (Labour, the Conservatives and the Liberal Democrats). It is an additional tool with which to analyse party organization and it facilitates the comparison of parties across regions and in different countries.

China has been the focus of much academic and business scrutiny of late. Its economic climate is changing and its huge new market opportunities seem quite tantalizing to the would-be 'technology entrepreneur'. But China's market is a relatively immature one; it is still in the process of being opened up to real competition. The corollary of this is that, at this stage of the transitional process, there is still significant State control of market function. This article discusses Chinese competition law, the technology transfer system, how the laws are being reformed and how the technology entrepreneur fares under them. The bottom line is that while opportunities beckon, the wise entrepreneur will nevertheless continue to exercise caution.
