Este estudo trata da possibilidade de as empresas produtivas possuírem elementos característicos das organizações substantivas, tendo como perspectiva geral a construção de um ambiente organizacional integrativo, com base na teoria da ação comunicativa, de Jürgen Habermas e na noção de racionalidade substantiva, de Guerreiro Ramos. Apresenta, a partir dos trabalhos de Mary Parker Follett e de Araujo Santos, o conceito de ambiente organizacional integrativo, que sustenta a identidade de interesses entre trabalhadores e empresa e valoriza aspectos como a auto-realização, o autodesenvolvimento e a satisfação do ser humano, confrontando-o com a realidade do ambiente cultural brasileiro e sua influência nas práticas administrativas. Tendo como ponto de partida a pesquisa empreendida por Maurício Serva sobre o fenômeno das organizações substantivas, empreende, através de estudo de caso, um exame no cotidiano organizacional de uma empresa produtiva brasileira do ramo industrial, de modo a investigar a existência da ação racional substantiva nas suas diversas dinâmicas, processos e práticas administrativas, submetendo-a a uma avaliação com base em uma escala de intensidade da racionalidade substantiva e da racionalidade instrumental. Investiga ainda a possibilidade da existência de integração de interesses entre trabalhadores e empresa, caracterizando assim o ambiente organizacional integrativo.

The present study regards an applied social research (qualitative) performed in two institutions which lead children s cancer treatment in Natal, Rio Grande do Norte. The main goal of this study is, as of a literature review at works which characterizes the first generations of study about substantive rationality, to detect Decision Making process related aspects that may serve as a basis to elaborate analysis categories from decision making process, aggregating them into a new study that may provide an advance to the theme in administrative science. The academic works based on the analysis model created by Mauricio Serva served as a basis to deep research into such theme, which verifies the predominant rationality in eleven administrative internal processes in productive organizations. This dissertation intends to go beyond the identification of the predominant rationality by elaborating new categories of analysis, and making possible the continuity of the subject in administrative science. Based on Guerreiro Ramos s work, which sees a kind of ideal organization, as known as isonomies, this study still calls upon Karl Polanyi s thoughts, which with the objective of comprehending the independent economic phenomenon of the value that allows considering non-market economies, find that the economy of the men is submerged in his social relations; it also rescues the studies from Max Weber who investigates the meaning of social action to better understand the rationality, and refers to the study of Jürgen Habermas, who proposes a broader conception about rationality, within the theory of communicative action. As a result of this theme s review, seven analysis categories of the decision making process have been formulated. They were applied in the institutions that had been chosen and helped to detect the type of predominant rationality in the categories of the decision making process. The results confirm that, although the decisions making process involves rational elements, such as information, identification of alternatives, there are also specific values of each individual with his experience and view oh the world, permeated not only by instrumental rationality, but also by substantive rationality. The study has verified that two similar institutions may show different types of rationality in the decision making process, when decision factors may tend to instrumental rationality, according to administration classic way, as well as they may emerge from substantive rationality, thus contributing to the process of emancipation of the human being in his sphere of work

Este trabalho analisa a prática de avaliação de projetos por parte de três organizações não-govemamentais brasileiras, a partir dos conceitos da racionalidade substantiva esboçados por Guerreiro Ramos e implementados por Maurício Serva. São abordadas as condições históricas de surgimento das ONGs no Brasil, em que a formação de seus integrantes, os objetivos que perseguem e o foco de sua ação conformam o pano de fundo a partir do qual se materializa sua gestão. A avaliação é entendida aqui como um aspecto que sintetiza, de forma dinâmica, o conjunto de valores, identidades, posturas e propostas destas organizações ao processo social mais amplo com que se relacionam. Desta forma, a avaliação de projetos ilustra uma maneira de administrar peculiar a organizações de natureza não-govemamental. O trabalho analisa, ainda, os limites da racionalidade substantiva nos processos de avaliação estudados e aponta o conhecimento sobre o universo das organizações não-govemamentais como gerador de possíveis aprendizagens para uma administração pública que pretenda aprimorar a prática democrática.

Sob a perspectiva geral da emancipação do homem no âmbito do trabalho, trata do tema da racionalidade em organizações produtivas, enfocando-o mediante a abordagem substantiva da organização, conforme proposta por Guerreiro Ramos. Empreende a complementaridade entre essa abordagem de Guerreiro Ramos e a teoria da ação comunicativa, de Habermas, donde elabora um quadro de análise, através do qual, examina empiricamentetrês empresas de Salvador, Bahia, com o intuito de demonstrar como a razão instrumental e a razão substantiva se concretizam na prática administrativa. Daí, define organizações substantivas e, estabelece uma escala de intensidade de racionalidade substantiva que pode ser aplicada para a análise de qualquer organização produtiva.

O presente estudo se constitui numa tentativa de analisar a questão do uso do poder e da autoridade por aqueles que exercem cargos de chefia e liderança nas empresas, presumindo-se que os executivos, em suas interações com os subordinados, exercem influência no Clima Organizacional, de acordo com seus perfis de estilo gerencial e de liderança.A importância atribuída às pesquisas de Clima Organizacional, de acordo com a metodologia da HayGroup, baseia-se no fato de que ao responder os questionários, os trabalhadores terão voz para manifestar suas críticas formais e dar Feed-Back à organização e às lideranças quanto às condições de trabalho e aspectos motivacionais.Supõe-se que o exercício da liderança é um elemento que influi e constrói o ambiente de trabalho onde as pessoas estão inseridas. Na perspectiva das teorias contnigenciais de liderança, o líder deve aprender a diagnosticar os diferentes cenários, sendo que são os líderes, em conjunto com os subordinados, os agentes que determinam o contexto.Há a expectativa de que um ambiente de trabalho adequadamente construído reduz o hiato entre a racionalidade substantiva ,desejada.Esse tema adquire relevância nessa essa pós-capitalista, quando o homem com seu capital intelectual, se constitui no único agente capaz de diferençar as empresas frente à vertiginosa velocidade das mudanças e as incertezas quanto ao futuro, em suma, à competição global estabelecida.

Aquilo que passamos a entender como racional e lógico a partir da era moderna, provê um esquema mental para tomada de ações que carrega um arcabouço de premissas e valores consigo. Essas regras visam a maximização utilitária das consequências, esvaziadas de qualquer valor subjetivo. Weber (1994) classificou acessoriamente esse esquema como “racionalidade instrumental”, que se caracteriza por ser orientada pelos fins, meios e consequências da ação. Em contraposição, definiu ainda a “racionalidade substantiva”, postulada nos valores do sujeito, que não se orienta por quaisquer consequências da ação. Muitos autores partiram dessas racionalidades para representar a dualidade que acomete o mundo a partir da centralidade do mercado e sua lógica instrumental, mas foi Guerreiro Ramos (1989) quem deu contundente contribuição ao estudo das organizações separando diferentes enclaves sociais, nos quais as racionalidades seriam mais adequadas em um ou outro espaço. Nesse contexto, o mercado é um enclave importante e legítimo, mas apartado de outros, nos quais as relações sociais existem para servir o sujeito. Esse trabalho, fundamentado na Teoria Crítica, reconhece que as ONGs (Organizações Não Governamentais) devem pertencer a um campo distinto daquele das empresas econômicas, por se basearem em racionalidades diferentes das mesmas. Foi realizada uma pesquisa de campo junto a cinco organizações sem fins lucrativos, com fins declarados de ação social (Harmonicanto, Reviverde, ACAM, Observatório de Favelas e Bola pra Frente), buscando identificar as influências desviacionistas que a adoção da racionalidade instrumental impõe sobre a realização dos objetivos previstos para essas organizações. Observou-se que existem contingências que favorecem o uso da instrumentalidade nessas organizações, como: necessidade de autossustentação, área de atuação, tamanho da organização, influência do líder, etc. Conclui-se que tais organizações, apesar de não serem espaços dedicados à atualização do sujeito (como define a Isonomia de Guerreiro Ramos), delatam o seu fim público e orientam-se pelas consequências sempre que absorvem de forma crua a dinâmica organizacional de uma empresa econômica.

A incorporação do enfoque territorial como fundamento para as políticas de desenvolvimento rural ocasionou, dentre outros avanços, no rompimento com a tradição vertical e centralizadora das estratégias de desenvolvimento, e na consequente valorização das iniciativas e dos atores locais. Tal abordagem acolhe a gestão social, e seus princípios da inclusão, relativo à incorporação dos atores excluídos do processo decisório, e do pluralismo, que diz respeito à multiplicidade de atores na tomada de decisões sobre as políticas públicas. No caso brasileiro, o enfoque territorial é encampado pelo Programa de Desenvolvimento Sustentável dos Territórios Rurais e pelo seu sucessor, o Programa Territórios da Cidadania. No entanto, a trajetória das políticas de desenvolvimento rural é francamente setorial, ao privilegiar as organizações vinculadas à agricultura familiar e excluir as organizações representantes dos empresários, apesar dos princípios portados pela gestão social e da adoção da abordagem territorial, que implicam na mobilização das forças sociais dinâmicas presentes nos territórios. Assim, considerada a importância da participação empresarial para o êxito das políticas dessa natureza, este trabalho analisa as possibilidades de inclusão das representações dos empresários para o pluralismo no âmbito do Programa Territórios da Cidadania. Para tanto, realizou-se um estudo de caso no Norte- RJ, no qual foram entrevistados representantes da sociedade civil, dos empresários, do SEBRAE e do Ministério do Desenvolvimento Agrário, cujas informações foram complementadas por análise documental, e tratadas por meio de análise de conteúdo com grade mista elaborada com base no conceito de cidadania deliberativa habermasiano. Os resultados relevam que as representações empresariais não estão inseridas no colegiado territorial do Norte-RJ, e tampouco conhecem o Programa Territórios da Cidadania. As entidades da sociedade civil, que consideram o colegiado como Fórum da Agricultura Familiar, rechaçam indistintamente a inclusão dos empresários por conta de diferenças sócio-políticas, agravadas pelo histórico da região. O pluralismo também é atravancado pelos processos de formação do território, de composição do colegiado e de elaboração e avaliação dos projetos. As representações empresariais, por seu turno, já estão inseridas em outras instâncias de participação social, como conselhos municipais de políticas públicas, e aceitam a dinâmica que rege estes espaços pautados na racionalidade substantiva. Sua inserção pode ser facilitada pelo SEBRAE/RJ que, além de gozar de prestígio dentre os empresários, tem fomentado a articulação dos atores territoriais. Não obstante as possibilidades para a inclusão, o modelo de gestão social em vigor não é capaz de promover a concertação social das forças dinâmicas em prol do desenvolvimento do território Norte-RJ. The central research question was to search for data to ratify the theory and discourse of the so-called practitioners of economic solidarity, by defending the substantive rationality should guide the principles of economic solidary, designing the space economy incidental and not the primacy of relations in determining social as well, reflecting the predominance of dimensions of social management in administrative practices of ESS's. For both analyzed the theoretical dimensions of social management - sociopolitical, economic, organizational and environmental - manifested in organizational practices supportive of economic organization Potiguar West. For the success of the research realized the triangulation involving a combination of quantitative and qualitative methodological approaches. At first the research will use a quantitative approach, from the cluster analysis, to verify the behavior of the sample chosen for this study. In the second stage of the qualitative study was carried out focus group technique (FLICK, 2002) for further analysis of the dimensions of social management on organizational practices supportive of economic organization, related to the principles of Solidary Economy, established in a quantitative approach. In quantitative analysis, the socio-political dimension, it was clear that the more equity instruments of internal and external, from the purposeful living in public spaces, the best monetary results. Another point worth stressing concerns the economic dimension, with the practice reciprocity prevailing in market. Thus, the qualitative approach was possible to understand the processes of exchange of product or service. Rural enterprises surveyed in the allocation of the agro-ecological products have the following scale of priority, sequentially: self-consumption (domestic), market and exchange. The research leads to the fact that training and practices that enhance the socio-political dimension (knowledge, empowerment, sense of belonging) become the guiding principle for the strengthening of the social management in the context of other dimensions, leading to gains sociopolitical, economic, organizational and environmental. Despite the weaknesses found in the organizational dimension and environment, both in a quantitative as in qualitative, we determined that the practices of ESS's Potiguar West incorporate predominantly elements of social management and economic solidarity, with a preponderance of substantive rationality in the primacy of the instrumental. Finally, research has brought information that the participants of the ESS's do not give the money economy primacy in determining social relations, which in turn leads to the confirmation that, in practice the solidarity economy, prevailing the dominance of substantive rationality, as a guide for organizational practices

The Solidary Economy is an area that has shown unusual traits to what is preached in the traditional economic organizations, even organizations that have very similar principles, as some cooperatives. This trait is approaching the concept of isonomy proposed by Ramos (1989). Given this context, and the notion that the isonomy is like a ideal type, the objective this work was to evidence particulars of isonomic environment the in economic and solidarity experiences, taking as an empirical research area the Grupo de Mulheres Decididas a Vencer, considered a solidary economic enterprise. For this, we used the descriptive-exploratory research of qualitative nature, where the object of such research is the know enterprise, therefore, also characterized as a case study, which were taken as research subjects six associates, they being the most active in the enterprise. From the five categories that characterize isonomy - minimum standards prescribing, self-gratifying activity, activities undertaken as a vocation, wide system of making decision and primaries interpersonal relations - and from the traits of a solidary economic enterprise the data analysis was built, through content analysis, specifically the categorial analysis. Given this context and reality in which it is Grupo de Mulheres Decididas a Vencer, with minimal rules and procedures for conducting activities, comparing them to a therapy, women choosing to insert in that environment, faced with a democratic space and unfettered bureaucracy in professional interpersonal relationships, in others words, an organizational space where they were shown signs of substantive rationality was possible to conclude that the Group will share experiences and characteristics of isonomy. This disclosure meets the multidimensional social that presupposes Paraecomomic Paradigm, enabling man to enter in different social environments of the economy in order to search for self-actualization

This present work aimed to investigate, through the structuring element Fato Administrativo , the way rationality guides the processes of personnel management at the Associação Companhia TerrAmar , which operates in the district of Felipe Camarão in Natal/RN. This paper is characterized by a descriptive study, as it sought to establish the relationship between the materialization of the studied phenomenon - by means of a theoretical framework consisting of the following theories: Fato Administrativo (GUERREIRO RAMOS, 1983), Substantive and Instrumental Rationality (GUERREIRO RAMOS, 1981) and Proceedings of Personnel Management proposed by Joel Dutra (2004). As the main research findings, time as an intrinsic element of the Fato Administrativo - suffers much interference from external factors, especially from the sponsors of the researched organization and also from their bureaucratic control tools; not directly relating to the processes of Personnel Management, though. Among these, it was noticed that there isn‟t a dialogue between the sponsors and the theory, due to incompatibilities regarding the structure and nature of each organization. Both movement and development have stood out. These are processes that are guided by elements of substantive rationality, literally speaking, including personal, emancipatory and solidarity values. Thus, it is stated that for future research a compatible model of Personnel Management should be built and explored (compatible with the nature of nonprofit organizations). Understanding, in depth, the processes separately aiming to understand each work is also advised. Trying to fully understand the ways of overcoming the lack of skilled workers to perform activities in similar organizations needs to be considered as well

The globalization of markets has confirmed for the processes of change in organizations both in structure and in management. This dynamic was also observed in credit unions because they are financial institutions and are under the rules of the Brazil´s Financial System. Given the context of organizational changes in the financial capital has played the traditional management reform is urgent. In organizations credit unions, given its dual purpose, because in the same organizational environment and capitalism coexist cooperative whose logics are antagonistic, but can live through the balance between instrumental rationality and substantive rationality in credit unions. Based on this concept a new form of management should be thought to be able to accommodate the demand of cooperative, community, government and the market. Hybridization has been observed in management practices` COOPERUFPA into dimensions financial, social and solidarity participation with a trend in paradigmatic form of hybrid management, in that it directly or indirectly affect the management decisions in the credit union. The hybrid management is a trend that has been setting the basis for societal transformation, so that credit unions promote actions of welfare oriented cooperative members and the community around the same time that attend the dynamics of market globalization. These actions, in the context of hybrid management should be implemented by COOPERUFPA from the sociability of the remains and the wide diffusion of solidarity culture between cooperative partnership as a way to recover their participation in trade relations, financial and the social collective developement. For the members of COOPERUFPA financial interest is evidenced in greater relevance for the social interest given its dominant relationship as "mere customer" of the credit union, however, the proactive participation of the life of the cooperative credit union is one of its expectative among of participation of to share power in decisions by general meetings. This passivity`s cooperator of the COOPERUFPA in defending the ideals overshadowed the spread of cooperative principles and values of cooperation among them. Thus his conception for COOPERUFPA in the financial dimension, social and solidarity democracy, performed transversely. The COOPERUFPA for not developing an education policy for the cooperation among its members, contributed to a process of collective alienation of cooperative ideals, since the cooperative do not understand the reality that surrounds them as members of an organization whose mission is to social and financial sustainability of its members
