EU on valmistelemassa uutta kemikaaliasetusta joka sisältää myös nk. REACH järjestelmän. Uusi asetus tulee voimaan vuonna2006 tai 2007. Uudella asetuksella pyritään mm. parantamaan ihmisten terveyden ja luonnon suojelua, sekä selventämään nykyään hyvin sekavaa EU:n kemikaalilainsäädäntöä. Kemikaaliasetus koskee kemikaalien valmistusta, maahantuontia ja käyttöä valmistusprosesseissa. Tässä diplomityössä tarkastellaan uuden kemikaaliasetuksen ja REACH järjestelmän aiheuttamia vaikutuksia sähkömoottoreiden ja -generaattoreiden valmistukseen ABB Oy, Sähkökoneiden kannalta. Työssä on tarkasteltu uuden kemikaaliasetuksen tuomia muutoksia kemikaaliturvallisuuden hallintaan ja kemikaalikustannuksiin. Työssä tarkastellaan ABB Oy, Sähkökoneiden roolia jatkokäyttäjänä. Työssä on tarkastellut myös mitä vaikutuksia aineiden mahdollisilla poistumisilla markkinoilta olisi tuotantoprosessiin. Vaikutukset näkyvät pääasiassakemikaalikustannusten nousuna ja muutoksina kemikaali turvallisuuden hallinnassa, lisäksi markkinoilta saattaa poistua valmistuksen kannalta tärkeitä kemikaaleja. Asetuksen voimaantulon aiheuttamien lopullisten kustannusten määrään vaikuttaa suuresti se kuinka paljon aineita poistuu markkinoilta ja kuinka paljon tämän takia joudutaan tekemään muutoksia valmistusprosessissa.

EU valmistelee kemikaaleja koskevaa uutta lainsäädäntöä, joka tulee voimaan vuonna 2006 tai 2007. Diplomityön tavoitteena on hahmotella EU:n uuden kemikaaliasetusehdotuksen vaikutuksia Suomen metsäteollisuuteen ja ehdottaa toimenpiteitä, joiden avulla asetuksen voimaantuloon voidaan valmistautua. Asetusehdotuksessa esitellään REACH-järjestelmä, johon kemikaalien valmistajat ja maahantuojat tulevat rekisteröimään arviolta noin 30 000 ainetta. Valmistajille ja maahantuojille kohdistuvat rekisteröinti- ja testauskustannukset ovat keskeisin syy kemikaalien jatkokäyttäjille aiheutuviin vaikutuksiin. Metsäteollisuuden kannalta REACH-järjestelmästä aiheutuvat merkittävimmät muutokset koskevat käytettävien kemikaalien hintoja ja saatavuutta. Kemikaalien korkeammat hinnat ja heikompi saatavuus saattavat aiheuttaa useita muita seurauksia, kuten vaikutuksia tuotekehitykseen ja jopa yritysten kilpailukykyyn EU:n ulkopuolisiin kilpailijoihin nähden. Asetuksen mahdolliset vaikutukset jätteiden hyötykäyttöön on eräs tärkeä toistaiseksi avoin asia. Työn loppuosassa käsitellään toimenpiteitä, joiden avulla metsäteollisuus voi valmistautua REACH-järjestelmään ja sen velvoitteisiin. Valmistautumisen tässä vaiheessa on tärkeintä kartoittaa tehtaalla käytettävät ja valmistettavat kemikaalit sekä aloittaa kommunikointi kemikaalien toimittajien kanssa. Yksi olennainen päämäärä on pyrkiä vaikuttamaan asetuksen lopulliseen sisältöön selkeyden parantamiseksi asetusehdotukseen verrattuna.

Tutkielmassa käsitellään Euroopan unionin kemikaaliasetusta 1907/2006, joka astui voimaan 1.6.2007 ja sen vaikutuksia maahantuontiyrityksen toimintaan. Kemikaaliasetusta toteutetaan soveltamalla REACH-järjestelmää. REACH tulee sanoista Registration (rekisteröinti), Evaluation (arviointi), Authorisation (lupamenettely) Chemicals (koskee kemikaaleja). Tutkielman kirjallisuusosassa käsitellään pääosin kemikaaliasetusta. Empiirisessä osassa käsitellään asetuksen tuomia haasteita ja peilataan niitä maahantuontiyrityksen tähänastisiin kokemuksiin ja vaikutelmiin. Kohdeyrityksenä on kemian alan yritys PCC SE. Tutkielmassa selvitetään myös, miten REACH on vaikuttanut tarkastus- ja testauslaitokseen. Lisäksi REACH-järjestelmää peilataan olemassa olevaan kasvinsuojelu-ainedirektiiviin ja käytännön kokemuksia saaneeseen kasvinsuojeluaine-teollisuuteen. Lyhyesti käsitellään myös joidenkin EU:n ulkopuolisten maiden kokemuksia. Johtopäätöksenä voitaneen todeta, että kemikaaliasetuksen tavoitteet, terveyttä ja ympäristöä suojelevat toimenpiteet, koetaan positiivisina asioina. Asioiden selvittely, valtava työmäärä ja korkeat kustannukset koettiin negatiivisiksi asioiksi. Markkinoiden uskotaan jakautuvan harvempien ja suurempien yritysten kesken, ja PK-yritysten toiminta-mahdollisuudet vähenevät oleellisesti. Tarkastus- ja testaus-asiantuntijoiden vähäinen määrä vaikuttaa jo nyt testausaikatauluihin ja tulee yhä enemmän vaikuttamaan tulevaisuudessa.

In Bohmian mechanics, a version of quantum mechanics that ascribes world lines to electrons, we can meaningfully ask about an electron's instantaneous speed relative to a given inertial frame. Interestingly, according to the relativistic version of Bohmian mechanics using the Dirac equation, a massive particle's speed is less than or equal to the speed of light, but not necessarily less. That is, there are situations in which the particle actually reaches the speed of light-a very nonclassical behavior. That leads us to the question of whether such situations can be arranged experimentally. We prove a theorem, Theorem 5, implying that for generic initial wave functions the probability that the particle ever reaches the speed of light, even if at only one point in time, is zero. We conclude that the answer to the question is no. Since a trajectory reaches the speed of light whenever the quantum probability current (psi) over bar gamma(mu)psi is a lightlike 4-vector, our analysis concerns the current vector field of a generic wave function and may thus be of interest also independently of Bohmian mechanics. The fact that the current is never spacelike has been used to argue against the possibility of faster-than-light tunneling through a barrier, a somewhat similar question. Theorem 5, as well as a more general version provided by Theorem 6, are also interesting in their own right. They concern a certain property of a function psi : R(4) -> C(4) that is crucial to the question of reaching the speed of light, namely being transverse to a certain submanifold of C(4) along a given compact subset of space-time. While it follows from the known transversality theorem of differential topology that this property is generic among smooth functions psi : R(4) -> C(4), Theorem 5 asserts that it is also generic among smooth solutions of the Dirac equation. Permanent hearing loss is a leading global health care burden, with 1 in 10 people affected to a mild or greater degree. A shortage of trained healthcare professionals and associated infrastructure and resource limitations mean that hearing health services are unavailable to the majority of the world population. Utilizing information and communication technology in hearing health care, or tele-audiology, combined with automation offer unique opportunities for improved clinical care, widespread access to services, and more cost-effective and sustainable hearing health care. Tele-audiology demonstrates significant potential in areas such as education and training of hearing health care professionals, paraprofessionals, parents, and adults with hearing disorders; screening for auditory disorders; diagnosis of hearing loss; and intervention services. Global connectivity is rapidly growing with increasingly widespread distribution into underserved communities where audiological services may be facilitated through telehealth models. Although many questions related to aspects such as quality control, licensure, jurisdictional responsibility, certification and reimbursement still need to be addressed; no alternative strategy can currently offer the same potential reach for impacting the global burden of hearing loss in the near and foreseeable future.

The aim of this study was to determine the extent to which adults with Down syndrome (DS) are able to utilise advance information to prepare reach to grasp movements. The study comprised ten adults with DS; ten children matched to an individual in the group with DS on the basis of their intellectual ability, and twelve adult controls. The participants used their right hand to reach out and grasp illuminated perspex blocks. Four target blocks were positioned on a table surface, two to each side of the midsagittal plane. In the complete precue condition, participants were provided with information specifying the location of the target. In the partial precue condition, participants were given advance information indicating the location of the object relative to the midsagittal plane (left or right). In the null condition, advance information concerning the position of the target object was entirely ambiguous. It was found that both reaction times and movement times were greater for the participants with DS than for the adults without DS. The reaction times exhibited by individuals with DS in the complete precue condition were lower than those observed in the null condition, indicating that they had utilised advance information to prepare their movements. In the group with DS, when advance information specified only the location of the target object relative to the midline, reaction times were equivalent to those obtained when ambiguous information was given. In contrast, the adults without DS exhibited reaction times that were lower in both the complete and partial precue conditions when compared to the null condition. The pattern of results exhibited by the children was similar to that of the adults without DS. The movement times exhibited by all groups were not influenced by the precue condition. In summary, our findings indicate that individuals with DS are able to use advance information if it specifies precisely the location of the target object in order to prepare a reach to grasp movement. The group with DS were unable, however, to obtain the normal advantage of advance information specifying only one dimension of the movement goal (i.e., the position of an object relative to the body midline). Numerous everyday tasks require the nervous system to program a prehensile movement towards a target object positioned in a cluttered environment. Adult humans are extremely proficient in avoiding contact with any non-target objects (obstacles) whilst carrying out such movements. A number of recent studies have highlighted the importance of considering the control of reach-to-grasp (prehension) movements in the presence of such obstacles. The current study was constructed with the aim of beginning the task of studying the relative impact on prehension as the position of obstacles is varied within the workspace. The experimental design ensured that the obstacles were positioned within the workspace in locations where they did not interfere physically with the path taken by the hand when no obstacle was present. In all positions, the presence of an obstacle caused the hand to slow down and the maximum grip aperture to decrease. Nonetheless, the effect of the obstacle varied according to its position within the workspace. In the situation where an obstacle was located a small distance to the right of a target object, the obstacle showed a large effect on maximum grip aperture but a relatively small effect on movement time. In contrast, an object positioned in front and to the right of a target object had a large effect on movement speed but a relatively small effect on maximum grip aperture. It was found that the presence of two obstacles caused the system to decrease further the movement speed and maximum grip aperture. The position of the two obstacles dictated the extent to which their presence affected the movement parameters. These results show that the antic ipated likelihood of a collision with potential obstacles affects the planning of movement duration and maximum grip aperture in prehension.

O REACH é a nova legislação comunitária em termos de substâncias químicas e entrou em vigor no dia 1 de Junho de 2007, tendo sido publicado no Jornal Oficial da União Europeia a 30 de Dezembro de 2006, sob a forma de Regulamento nº 1907/2006 do Parlamento Europeu e do Conselho, de 18 de Dezembro de 2006, relativo ao Registo, Avaliação, Autorização e Restrição dos produtos químicos. O presente trabalho teve como objectivo efectuar o enquadramento teórico, legal e técnico-científico do REACH, assim como efectuar uma avaliação das implicações da aplicação do regulamento nas estruturas empresariais e elaborar uma metodologia de apoio à implementação do REACH em função da natureza dos agentes económicos envolvidos. Na primeira parte do trabalho é feito um enquadramento histórico da indústria química, assim como da legislação aplicada às substâncias químicas, para se perceber a evolução da regulamentação comunitária ao longo do tempo. Posteriormente é descrito o regulamento REACH, nomeadamente as etapas necessárias para a sua implementação, e a legislação complementar que foi desenvolvida com o objectivo de orientar as empresas e organizações no cumprimento do REACH. De modo a efectuar uma caracterização da implementação do regulamento REACH nos diversos agentes económicos foram efectuados seis casos de estudo. A avaliação das implicações foi feita através da construção de guiões de entrevista e de contacto directo com as empresas, estruturas associativas e governamentais. No decorrer dos casos de estudos foi possível verificar que as empresas apresentam dificuldades na aplicação da nova legislação, devido a complexidade e extensão no regulamento. Tendo em conta os diferentes passos que são necessários para implementar o REACH, foi elaborado um manual de apoio onde são descritos os processos, os prazos e os passos para assegurar o cumprimento da nova legislação. Através da análise dos casos de estudo, foi possível verificar que os custos associados ao REACH são altos, obrigando as empresas a repensar a sua estratégia empresarial e o seu portfólio de substâncias, assim como criar metodologias de apoio para a implementação dos novos requisitos exigidos pela nova legislação. O REACH veio aumentar significativamente a comunicação na cadeia de abastecimento, exigindo que exista partilha de dados entre empresas que fabricam ou importam a mesma substância, evitando a duplicação de ensaios em animais vertebrados e reduzindo os custos associados a testes.

The study assessed the effect of velocity of arm movement on the generation of APAs in the contralateral and ipsilateral muscles of individuals with stroke in the sitting position. In the sitting position, 10 healthy and 8 post-stroke subjects reached for an object placed at the scapular plane and mid-sternum height at self-selected and fast velocities. Electromyography was recorded from the anterior deltoid (AD), upper (UT) and lower trapezius (LT), and latissimus dorsi (LD). Kinematic analysis was used to assess peak velocity and trunk displacement. Post-stroke subjects presented a delay of APAs on both sides of the body compared to healthy subjects. Differences were found between the timing of APAs on the ipsilateral and contralateral LD and LT in both movement speeds and in the ipsilateral UT during movement of the non-affected arm at a self-selected velocity. A delay in the contralateral LD in the reaching movement with the non-affected arm at fast velocity was also observed. Trunk displacement was greater in post-stroke subjects. In the sitting position, APAs were delayed in both fast and self-selected movements on both sides in post-stroke subjects, which also presented a higher trunk displacement.

Temporal (May 2005 to February 2006) and habitat distribution (pools and riffles) of Hirudinea species was analyzed at a post urban reach from Esquel stream (Chubut province, Patagonia, Argentina). Site was located 5.7 km downstream a Waste Treatment Plant. Mean values of nutrients: ammonia, nitrates and soluble reactive phosphate, as well water conductivity, turbidity and total suspended solids indicated physical and organic pollution. Leeches assemblage was composed by the glossiphonids: Helobdella scutifera Blanchard, 1900, H. michaelseni (Blanchard, 1900), H. simplex (Moore, 1911), Helobdella sp., H. hyalina Ringuelet, 1942, H. obscura Ringuelet, 1942 and the semiscolecid Patagoniobdella variabilis (Blanchard, 1900). From these H. hyalina and H. obscura are new records for Chubut province. Helobdella hyalina (810 ind.m-2) and H. simplex (465 ind. m-2) clearly dominated the assemblage at the reach. Only H. simplex displayed a spatial preference being significantly more abundant in pools than in riffle habitats (p<0.001). Species recruitment occurred mostly at September, December and March when juveniles were very abundant. Although several species of Helobdella were able to live in the disturbed section of the stream, only H. simplex and H. hyalina sustained large populations at the site and can be considered as tolerant to organic enrichment. This information is valuable to future studies on stream condition assessment in mountainous areas in Patagonia, and in other areas in which these species are present.
