EU:n kemikaaliasetusehdotuksen (REACH) vaikutukset Suomen metsäteollisuuteen

EU valmistelee kemikaaleja koskevaa uutta lainsäädäntöä, joka tulee voimaan vuonna 2006 tai 2007. Diplomityön tavoitteena on hahmotella EU:n uuden kemikaaliasetusehdotuksen vaikutuksia Suomen metsäteollisuuteen ja ehdottaa toimenpiteitä, joiden avulla asetuksen voimaantuloon voidaan valmistautua. Asetusehdotuksessa esitellään REACH-järjestelmä, johon kemikaalien valmistajat ja maahantuojat tulevat rekisteröimään arviolta noin 30 000 ainetta. Valmistajille ja maahantuojille kohdistuvat rekisteröinti- ja testauskustannukset ovat keskeisin syy kemikaalien jatkokäyttäjille aiheutuviin vaikutuksiin. Metsäteollisuuden kannalta REACH-järjestelmästä aiheutuvat merkittävimmät muutokset koskevat käytettävien kemikaalien hintoja ja saatavuutta. Kemikaalien korkeammat hinnat ja heikompi saatavuus saattavat aiheuttaa useita muita seurauksia, kuten vaikutuksia tuotekehitykseen ja jopa yritysten kilpailukykyyn EU:n ulkopuolisiin kilpailijoihin nähden. Asetuksen mahdolliset vaikutukset jätteiden hyötykäyttöön on eräs tärkeä toistaiseksi avoin asia. Työn loppuosassa käsitellään toimenpiteitä, joiden avulla metsäteollisuus voi valmistautua REACH-järjestelmään ja sen velvoitteisiin. Valmistautumisen tässä vaiheessa on tärkeintä kartoittaa tehtaalla käytettävät ja valmistettavat kemikaalit sekä aloittaa kommunikointi kemikaalien toimittajien kanssa. Yksi olennainen päämäärä on pyrkiä vaikuttamaan asetuksen lopulliseen sisältöön selkeyden parantamiseksi asetusehdotukseen verrattuna.

EU is preparing new chemicals legislation, which will come into force in 2006 or 2007. The goal of this Master’s thesis is to describe the impacts of the new EU chemicals regulation proposal on Finnish forest industry and recommend measures which can help to prepare for the entry into force of the regulation. The REACH system, where about 30000 substances will be registered by manufacturers and importers of chemicals, is introduced in the regulation proposal. The costs of registration and testing for manufacturers and importers are the most essential cause for impacts on downstream users of chemicals. The most significant changes caused by the REACH system to forest industry affect the price and availability of the chemicals used. Higher prices and poorer availability of chemicals might cause several other consequences, such as impacts on research and development and even the competitiveness of companies compared to competitors outside the EU. The possible impacts of the regulation on the utilization of waste are an important open matter for the time being. In the latter part of the thesis measures which help the forest industry to prepare for the REACH system and its obligations are discussed. At this stage of preparation it is most important to map the chemicals that are used and manufactured in each plant and to start communicating with the chemical suppliers. One essential goal is to try to influence the content of the final regulation in order to make it clearer than the current proposal.
