Em 2008, o Governo portugus anunciou a iniciativa e.escolinha que contemplou a distribuio de computadores Magalhes aos alunos do 1 ciclo do ensino bsico, durante trs anos letivos consecutivos. Atualmente suspenso, o programa foi bandeira do XVII Governo Constitucional, liderado por Jos Scrates, mas alvo de controvrsias por parte da oposio poltica e da comunidade escolar, sobretudo pela aparente tnica no acesso tecnologia em vez de uma maior preocupao com a formao e as prticas pedaggicas. Ao abrigo do Plano Tecnolgico da Educao, o e.escolinha inseria-se numa poltica mais ampla para o desenvolvimento de uma economia competitiva e dinmica, atravs das metas estabelecidas pela Unio Europeia na Estratgia de Lisboa 2000. A iniciativa foi apresentada ao pas com objetivos ambiciosos, no que diz respeito s esperadas mudanas ao nvel das prticas pedaggicas dos professores, do processo de aprendizagem das crianas e do sucesso escolar em geral. Porm, a face mais visvel da poltica, embora possa compreender outros matizes, poder ter ficado reduzida questo do acesso, apostando pouco nas outras dimenses da literacia digital. Com base em entrevistas realizadas a atores-chave envolvidos no processo de conceo e implementao do e.escolinha, e nos documentos oficiais que enquadram o programa, o presente artigo pretende dar a conhecer a forma como decisores polticos e empresas enunciam e avaliam os objetivos desta iniciativa. Pretende-se, em particular, conhecer se partilham a ideia de uma deriva tecnolgica desta medida governamental ou se entreveem, na mesma, objetivos de literacia digital. Este trabalho decorre do projeto de investigao Navegando com o Magalhes: Estudo sobre o Impacto dos Media Digitais nas Crianas, em curso no Centro de Estudos de Comunicao e Sociedade da Universidade do Minho, financiado pela Fundao para a Cincia e Tecnologia ((PTDC/CCI-COM/101381/2008) ) e co-financiado pelo FEDER (COMPETE: FCOMP-01-0124-FEDER-009056).

OBJETIVO: Avaliar a efetividade de programa governamental de suplementao alimentar no ganho ponderal de crianas. MTODOS: Estudo de coorte com dados secundrios de 25.433 crianas de baixa renda com idade entre seis e 24 meses que ingressaram em programa de distribuio de leite fortificado Projeto Vivaleite, realizado no Estado de So Paulo de 2003 a 2008. O ganho ponderal foi medido por meio dos valores de escores z de peso para idade, calculados pelo padro da Organizao Mundial da Sade (2007), obtidos, na rotina do programa, ao ingressar e a cada quatro meses durante a permanncia. As crianas foram divididas em trs grupos de escore z ao entrar: sem comprometimento de peso (z > -1); risco de baixo peso (-2 < z < -1) e baixo peso (z < -2). Utilizou-se regresso linear multinvel (modelo misto), permitindo a comparao, em cada idade, das mdias ajustadas do escore z dos ingressantes e participantes h pelo menos quatro meses, ajustadas para correlao entre medidas repetidas. RESULTADOS: Verificou-se efeito positivo do programa no ganho de peso das crianas, variando em funo do estado nutricional ao ingressar; para as que entraram sem comprometimento de peso, o ganho mdio ajustado foi 0,183 escore z;entre as que entraram com risco de baixo peso, foi 0,566; e entre as ingressantes com baixo peso, foi 1,005 escore z. CONCLUSES: O programa efetivo para o ganho ponderal de crianas menores de dois anos, com efeito mais pronunciado entre as crianas que entram no programa em condies menos favorveis de peso.

Com a dissertao pretendemos fazer um estudo de caso, entendendo-se por caso (ou objeto de estudo) um programa governamental especfico, a saber, o Programa de Integrao Urbana na Regio Metropolitana de Belo Horizonte - PIURMBH (ou, simplesmente, PIU). Este estudo assume, na realidade, uma dimenso de avaliao e, portanto, uma primeira questo se coloca: por que e para que avaliar o PIU?

This thesis aimed to evaluate the implementation of the Food Acquisition Program(PAA) through CONAB RN in the period of 2003-2010 with the perception of all agents involved in the implementation of the government program.For the methodological trajectory it was adopted a descriptive bibliographical and documentary approach with triangular qualitative and quantitative, also called evaluative research.The theoretical model was supported by the authors Draibe (2001), Aguilar and Ander-Egg (1994) and Silva(2001), among others, that focused on family farming and evaluation of implementation of public policy having as a category of analysis the size implementation of policy and the latter divided into 10 theoretical dimensions.The universe consisted of three groups: the first were the managers and technicians from CONAB(RN and Brasilia), totaling 15 subjects. The second group was of associations/cooperatives that participated in the programin 2010, totaling a sample in each access of 15 representatives. The third group of subjects totaled with 309 representatives of governmental and non-governmental organizations that received donations of food for the same period. Semi-structured interviews and forms were adopted as instruments of data collection.The data were processed qualitatively by the analysis of content (interviews and documents) and quantitatively by means of statistical tests that allowed inferences and adoption of frequencies. Among the key find ingests that the program is not standing as a structure supported by planning. The interests of the performers do not necessarily converge with the objectives of the Food Acquisition Program (PAA). A shockof goals was identified (within the same program) when comparingthe financial agent (Ministry of Rural Development and of Social Development and Fight Against Hunger Ministry r) and the executor, CONAB/RN. Within the assessed dimensions, the most fragileis the sub-managerial decision-making and Organizational Environment and internal assessment, still deserves attention the sizeof logistical and operational Subsystem, as this also proved weak.The focusin the quest toexpand thequantificationof the resultsof theFood Acquisition Program (PAA)by CONAB/RN does forget a quality management focused on what really should be:the compliance with the institutional objectives of the government program.Finally, the perspective for the traded implementation should be re-examined because excessive discretion by managers along with technical staff has characterized there al role of the Food Acquisition Program (PAA) as public policy. We conclude that the implementation model, which apparently aggregates values to the benefitted citizens, has weakened the context of work on family farms having the management model of the implementation process be reviewed by the Federal Government and point too ther paths, which have as a guide line the emancipation and developmentof the field or in the field andat the same time enables the reduction of nutritional deficiency of beneficiaries in a balanced and coherent way

This work aims at developing an evaluation of the implementation of the Program Escola Ativa as a public policy for rural schools with combined grade classrooms in Jardim do Serid RN (1998 2009) focusing on the following dimensions: school s physical environment, training, follow up, and didactic usage of the methodology. In order to develop this research we refer to the literature that analyzes the cycle of policies (FREY, 2000). In this approach, evaluation represents an important step in the process of analyzing the implementation of public policies, as a way of measuring up their performance, as well as a guide for realignments and redefinitions (PRESSMAN; WILDAVSKY, 1998). In order to accomplish this function, the evaluator of policies must be acquainted with scientific concepts and methods that consist of describing, interpreting and analyzing the policies in the governmental sphere (MENY; THOENIG, 1992; LIMA JNIOR, 1978). In this perspective, we intend to investigate whether in its proposition of minimizing the blanks in the Brazilian educational system, the implementation of the Program would be contributing to the improvement of the political-pedagogical practices in the rural schools with combined grade classrooms in Jardim do Serid RN. In order to do this research, we have developed a theoretical-methodological matrix made of analysis dimensions, variables, indicators and instruments, such as literary revision, documental analysis, semi-structured interviews with four teachers and three supervisors that work and/or have worked in Escola Ativa in that town in the period comprised among 1998 2009, besides notes taken from field observation and photographs from four rural schools with combined grade classrooms. With this research we have identified that the Program, at a national level, has gone through different phases in its implementation process, for the town was not ready to fully take the responsibilities of the autonomous expansion, in 2002. From that period on, the execution of Escola Ativa has suffered several discontinuities, such as the lack of professional training and supervising. It is also noted that the methodology contributes to the dynamization of the didactic-pedagogical activities and promotes the cooperation and autonomy of the students in the organization and the applicability of the components of the curriculum, especially of Governo Estudantil and Cantinhos de Aprendizagem. Although the directions of the Program (BRASIL, 2005) point out that Escola Ativa has among its principles social transformation, we identified that, isolated, the initiative is not capable of promoting the changes that the rural schools need, namely investments in the physical, material, pedagogical and technological infra-structure, besides the estimation and a career plan for the teachers. In a general draft of the results of this research, we realized that some aspects presented about the peculiarities of Escola Ativa in Jardim do Serid as a governmental Program, reinforce the need for the public policies to be evaluated, in order to confront critic and operationally the planning with the practice, revising action, whenever necessary

Devido a algumas posi????es e a????es ortodoxas, colegas e superiores come??aram a questionar o estilo e as iniciativas de Henrique. Ele, por sua vez, ao identificar as cr??ticas, voltou-se para fora da institui????o, transformando-se em ???embaixador do programa???, com viagens semanais e cada vez mais ausente. A pesquisa apresentada nesta dissertao buscou analisar um programa governamental de educao profissional, o Programa Nacional de Acesso ao Ensino Tcnico e Emprego (Pronatec), priorizando uma de suas aes: o Pronatec Bolsa-Formao, na sua execuo em um campus do Instituto Federal do Esprito Santo. Tecemos aliana com Foucault para compreender as artes de governar. Junto com autoras/es do campo da educao profissional, realamos aspectos do Pronatec que, em nossa anlise, compem a governamentalidade neoliberal configurando-se como procedimento de gesto da pobreza, de fragilizao do direito educao para jovens e adultas/os e de fortalecimento do mercado de formao. Dedicamo-nos tambm a perceber como tal programa se efetiva e os efeitos que produz no cotidiano da escola, bem como as prticas produzidas nos processos de formao por servidoras/es e estudantes que esto ou no nele envolvidas/os. Se para ns de fundamental importncia compreender a racionalidade que opera em tal poltica de qualificao profissional e incluso de jovens e adultas/os trabalhadoras/es, produzindo efeitos sobre nossas vidas, igualmente importante pensar as prticas que estamos produzindo na relao com ela. Assim, ao localizarmos nossa anlise no cruzamento entre a formulao governamental e a vida dos sujeitos, pretendemos estar atentas/os multiplicidade e heterogeneidade que compem a realidade na qual estamos decisivamente implicadas/os.

Atualmente, o Plano de Desenvolvimento do Turismo (Prodetur) vem procurando fortalecer institucionalmente os destinos tursticos, a fim de garantir a ampliao e a continuidade das melhorias estruturais j realizadas quando da primeira fase do programa governamental, e ao mesmo tempo dotar os municpios de uma gesto pblica mais eficiente, em que dever tambm considerar o turismo como o eixo central na formulao e gerenciamento das polticas pblicas municipais com foco no desenvolvimento local. Para tanto, o Prodetur lanou, no Rio Grande do Norte, o Plano de Fortalecimento da Gesto do Turismo, do Patrimnio Natural e Cultural em 2009. A pesquisa objetiva avaliar, de forma ex ante, a viabilidade da implementao do referido plano governamental no municpio de Nsia Floresta (RN). Adotaram-se as seis dimenses do modelo terico de Draibe (2001) conjugadas com o modelo de Neves (1996) para conduzir a pesquisa. Metodologicamente, optou-se por uma abordagem qualitativa, na qual foram buscadas anlises de documentos como o diagnstico estratgico, o plano de ao proposto e realizao de entrevistas semiestruturadas com alguns secretrios municipais. Usou-se a anlise de contedo como tcnica de tratamento dos contedos das entrevistas e foram feitas observaes no participantes. Assim foi possvel desenhar a pesquisa avaliativa, caracterizando o momento administrativo e poltico atual e como esse desenho poderia interferir na implementao do plano avaliado. Conclui-se que o municpio no apresenta condies institucionais suficientes para a implementao do Plano Governamental financiado com recursos federais.
